which was referred to the <committee-name committee-id="HSM00">Committee on Small Business</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To establish the position of Coordinator for Community Financial Institutions within the Small Business Administration to enhance the performance of community financial institutions and support access to capital for small business concerns, and for other purposes.</official-title></form><legis-body id="H76DA64DC2C7241A7B1C5336D7847FCB7" style="OLC"><section id="H9AD59F63DC6C44EE9844243E30DE9A6D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Supporting Community Lenders Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="H88542DAFE320438C812BE16478B25FD6"><enum>2.</enum><header display-inline="yes-display-inline">Coordinator for Community Financial Institutions</header><text display-inline="no-display-inline">Section 7 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/636">15 U.S.C. 636</external-xref>) is amended by adding at the end the following:</text><quoted-block id="HC3B42B6685DF45D2AEF30B7610FE0F78" display-inline="no-display-inline" style="OLC"><subsection commented="no" display-inline="no-display-inline" id="H775D7FD5A9B74458B0AEE3042291D47A"><enum>(o)</enum><header>Coordinator for Community Financial Institutions</header><paragraph commented="no" display-inline="no-display-inline" id="HA6D451764E5D457B9B532E2EA917A2C0"><enum>(1)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this subsection—</text><subparagraph commented="no" display-inline="no-display-inline" id="H4EEC493EE3EA435FA559D527868C7D4C"><enum>(A)</enum><text display-inline="yes-display-inline">the term <term>Associate Administrator</term> means the Associate Administrator of the Office of Capital Access of the Administration; </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H21291E2A06E74B6BAD5DCB80AB8BF18C"><enum>(B)</enum><text>the term <term>community financial institution</term> has the meaning given the term in subsection (a)(36); and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H7E05C8486A784671AFCC30B59BC023BE"><enum>(C)</enum><text>the term <term>Coordinator</term> means the Coordinator for Community Financial Institutions.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H18CBD96831C94E33B6892C906B6C64B0"><enum>(2)</enum><header>Establishment</header><text display-inline="yes-display-inline">There is established within the Office of Capital Access of the Administration the position of Coordinator for Community Financial Institutions, the occupant of which shall be responsible for the planning, coordination, implementation, evaluation, and improvement of the efforts of the Administrator to enhance the performance of community financial institutions and support access to capital for small business concerns.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HE50B29F87C8742B7B60C26FAB79D5666"><enum>(3)</enum><header>Coordinator</header><subparagraph commented="no" display-inline="no-display-inline" id="H2455D94CCEF7477594B7A04E5D1D0BC6"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 180 days after the date of enactment of the <short-title>Supporting Community Lenders Act</short-title>, the Administrator shall designate an individual to serve as Coordinator, who shall—</text><clause commented="no" display-inline="no-display-inline" id="H4CD2C8BAF2D446CEBD121F6CA52DF52C"><enum>(i)</enum><text display-inline="yes-display-inline">report to the Associate Administrator; and</text></clause><clause commented="no" display-inline="no-display-inline" id="H0B8F8879399F4440B2A4197A7E72F4BF"><enum>(ii)</enum><text display-inline="yes-display-inline">have knowledge of community financial institutions and experience providing access to capital to small business concerns in underserved communities.</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H64AADAE9B70840AE8C794E20B29C05D1"><enum>(B)</enum><header>Duties</header><text display-inline="yes-display-inline">The Coordinator shall—</text><clause commented="no" display-inline="no-display-inline" id="HB8F13DCD93D747ED8DAE5AB66F715E52"><enum>(i)</enum><text display-inline="yes-display-inline">create and implement strategies and programs that support the activities, development, and growth of community financial institutions;</text></clause><clause commented="no" display-inline="no-display-inline" id="H97B05CAE55D04C9CB21A17A671284C1C"><enum>(ii)</enum><text display-inline="yes-display-inline">administer and manage outreach, technical support, and training programs to existing, and potential, community financial institutions;</text></clause><clause commented="no" display-inline="no-display-inline" id="H0A37943E0F184554BB02197DFE7440ED"><enum>(iii)</enum><text display-inline="yes-display-inline">establish partnerships within the Administration and with relevant Federal agencies, including the Department of the Treasury, the Federal Deposit Insurance Corporation, the Department of Agriculture, and the Minority Business Development Agency, to advance the goal of supporting the economic success of small business concerns through community financial institutions;</text></clause><clause commented="no" display-inline="no-display-inline" id="H55F16FC3D647404CB5CD0360D0FC7D43"><enum>(iv)</enum><text display-inline="yes-display-inline">review the effectiveness and impact of community financial institutions;</text></clause><clause commented="no" display-inline="no-display-inline" id="H2EE106C4EBD949BFBC43780A98B7BE84"><enum>(v)</enum><text display-inline="yes-display-inline">when appropriate, advocate on behalf of community financial institutions within the Administration, and to outside organizations, including other relevant Federal agencies;</text></clause><clause commented="no" display-inline="no-display-inline" id="H5988E90A24804547ACF38BCD84F59B7D"><enum>(vi)</enum><text display-inline="yes-display-inline">hold public meetings with relevant stakeholders not less frequently than once every 6 months beginning 1 year after the date of enactment of the <short-title>Supporting Community Lenders Act</short-title>; and</text></clause><clause commented="no" display-inline="no-display-inline" id="H414AF564E09E468494A3D3B45CAED526"><enum>(vii)</enum><text display-inline="yes-display-inline">not later than 3 years after the date of enactment of the <short-title>Supporting Community Lenders Act</short-title>, and not less frequently than once every 3 years thereafter, submit to Congress a report on the major activities of the Coordinator, recommendations for congressional action based on the expertise of the Coordinator, and potential for growth within the areas in which the Coordinator operates.</text></clause></subparagraph><subparagraph id="HA714B36BEC0D4E28A83F54B9B9C4034B"><enum>(C)</enum><header>Consultation</header><text>In carrying out the duties under this paragraph, the Coordinator shall consult with—</text><clause commented="no" display-inline="no-display-inline" id="H86200C8F3C5741889F86751147BF16B8"><enum>(i)</enum><text display-inline="yes-display-inline">district offices of the Administration; and</text></clause><clause commented="no" display-inline="no-display-inline" id="HC3B12029B5984243A3BD24755BC9A8CF"><enum>(ii)</enum><text>other relevant Federal agencies, including the Department of the Treasury, the Federal Deposit Insurance Corporation, and the Minority Business Development Agency.</text></clause></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
