section-style="traditional-section-style" style="appropriations"><enum>A</enum><header>Further Continuing Appropriations Act, 2024</header><section id="H8C19885B6BCD43D483C3D5EAF44C6FD7"><enum>101.</enum><text display-inline="yes-display-inline">Division A of the Continuing Appropriations Act, 2024 and Other Extensions Act (Public Law 118–15) is amended—</text><paragraph id="HD17473B451094B61BC944A4941CF8EA1"><enum>(1)</enum><text>by striking the date specified in section 106(3) and inserting <quote>February 2, 2024, except as provided in paragraph (4)</quote>;</text></paragraph><paragraph id="H353D2866522C4238875B6206E69187CE"><enum>(2)</enum><text display-inline="yes-display-inline">by inserting after paragraph (3) of section 106 the following:</text><quoted-block style="appropriations" id="H6CEC260F47974420A93A50C609938204" display-inline="no-display-inline"><paragraph id="HF0FB913FC7E546CBA8BAC167F517F1DA"><enum>(4)</enum><text display-inline="yes-display-inline">In the case of appropriations and funds made available and authority granted pursuant to sections 101(1), 101(4), 101(10), 101(12), 134, and 137, January 19, 2024.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph id="H3F6B1E71EE174F49A229FC1558C98BF6"><enum>(3)</enum><text <quote>$621,270,000</quote> and inserting <quote>$663,070,000</quote>;</text></paragraph><paragraph id="H2C80B2A4CD06439AB7BB8976FCF133E5"><enum>(7)</enum><text display-inline="yes-display-inline">in section 125, by striking <quote>During the period covered by this Act</quote> and inserting <quote>Through the date specified in section 106(3) of this Act</quote>; and</text></paragraph><paragraph id="H3594DF7E3B4A41759762931DEAD9A000"><enum>(8)</enum><text>by adding after section 137 the following new sections:</text><quoted-block style="appropriations" id="H093AF59F1FCB4E48AEB62F5E65991F47" display-inline="no-display-inline"><section id="HE2BED3AECBD745B7AEEEB8CB953D2010"><enum>138.</enum><text display-inline="yes-display-inline">Section 2(f)(2) of the Undetectable Firearms Act of 1988 (18 U.S.C. 922 note) shall be applied through the date specified in section 106(3) of this Act by substituting <quote>36</quote> for <quote>35</quote>.</text></section><section id="HAAA23FFA4F19430992A2654E0BF07B5D"><enum>139.</enum><text display-inline="yes-display-inline">Through the date specified in section 106(3) of this Act, amounts appropriated in section 124 of the Continuing Appropriations Act, 2023 (division A of Public Law 117–180) may be charged for any proper expense pursuant to section 1553(b)(1) of title 31, United States Code, notwithstanding the limitation in section 1553(b)(2) of such title.</text></section><section id="HE3753F296F354CC9952D2A9224CDCCAB"><enum>140.</enum><text display-inline="yes-display-inline">Notwithstanding sections 102 and 104, amounts made available by section 101 to the Department of Defense for <quote>Procurement—Shipbuilding and Conversion, Navy</quote> may be apportioned up to the rate for operations necessary for <quote>Columbia Class Submarine (AP)</quote> in an amount not to exceed $3,338,413,000.</text></section><section id="HA7429BE83D164187AC516E1723BAFEA4"><enum>141.</enum><subsection commented="no" display-inline="yes-display-inline" id="H42786487D95640E1A257D5FCBD037FFA"><enum>(a)</enum><text display-inline="yes-display-inline">Notwithstanding section 101, section 747 of title VII of division E of Public Law 117–328 shall be applied through the date specified in section 106(3) of this Act by—</text><paragraph id="H035D6E58902448F7BFCD3ED8B7FA7DE3" indent="up1"><enum>(1)</enum><text>substituting <quote>2025</quote> for <quote>2024</quote>;</text></paragraph><paragraph id="HEE16624344524111B7DBAEFF34044BCF" indent="up1"><enum>(2)</enum><text>substituting <quote>2024</quote> for <quote>2023</quote> each place it appears;</text></paragraph><paragraph id="H9DD1ABB301074151AB52D3D752587CE3" indent="up1"><enum>(3)</enum><text>substituting <quote>2023</quote> for <quote>2022</quote> each place it appears; and</text></paragraph><paragraph id="H85F2A6D5D3874317AEBBCF10C4421AC5" indent="up1"><enum>(4)</enum><text display-inline="yes-display-inline">substituting <quote>section 747 of division E of Public Law 117–328, as in effect on September 30, 2023</quote> for <quote>section 747 of division E of Public Law 117–103</quote> each place it appears.</text></paragraph></subsection><subsection id="H5A8A1F1AF23C453A82045D746571BA6F"><enum>(b)</enum><text display-inline="yes-display-inline">Subsection (a) shall not take effect until the first day of the first applicable pay period beginning on or after January 1, 2024.</text></subsection></section><section id="HB338801D7A034FB3B0FC9E2030EDE9BB"><enum>142.</enum><text display-inline="yes-display-inline">Section 302 of title III of Public Law 108–494 shall be applied by substituting the date specified in section 106(3) of this Act for ‘December 31, 2023’ each place it appears.</text></section><section id="H51CC1276261E44AC8F5C45569B8B541B"><enum>143.</enum><text display-inline="yes-display-inline">Amounts made available by section 101 to the Department of Homeland Security under the heading <quote>United States Secret Service—Operations and Support</quote> may be apportioned up to the rate for operations necessary to carry out activities related to National Special Security Events and the 2024 Presidential Campaign.</text></section><section id="HC2BE61DE5B1043228FBE6DBA2DE3032B"><enum>144.</enum><text display-inline="yes-display-inline">Section 1901(e) of the Homeland Security Act of 2002 (6 U.S.C. 591(e)) shall be applied by substituting the date that is 1 day after the date specified in section 106(3) of this Act for <quote>the date that is 5 years after the date of the enactment of the Countering Weapons of Mass Destruction Act of 2018</quote>.</text></section><section id="H0C970C974AC348498C3CA3E3CFE1715A"><enum>145.</enum><subsection commented="no" display-inline="yes-display-inline" id="H0303876DFCF0421BAA79F9A12058C051"><enum>(a)</enum><text display-inline="yes-display-inline">Amounts made available by section 101 for <quote>Department of Education—Student Aid Administration</quote> may be apportioned up to the rate for operations necessary to ensure the continuation of student loan servicing activities, including supporting borrowers reentering repayment.</text></subsection><subsection id="HF5289955D6F34485AEDB2F7DF8E17980"><enum>(b)</enum><text display-inline="yes-display-inline">The limitation in section 302 of division H of Public Law 117–328 regarding transfers increasing any appropriation shall be applied to transfers to appropriations under the heading <quote>Department of Education—Student Aid Administration</quote> through the date specified in section 106(3) of this Act by substituting <quote>10 percent</quote> for <quote>3 percent</quote> for the purposes of the continuation of basic operations, including student loan servicing, business process operations, digital customer care, common origination and disbursement, cybersecurity activities, and information technology systems.</text></subsection></section><section id="H26AB29387E8947F3A217E6B4F3D8D0B1"><enum>146.</enum><text display-inline="yes-display-inline">Notwithstanding any other provision of this Act, there is hereby appropriated for fiscal year 2024, out of any money in the Treasury not otherwise appropriated, for payment to Katherine Anne Feinstein, beneficiary of Dianne Feinstein, late a Senator from the State of California, $174,000.</text></section><section id="H2185D07C5DEB4A87A579925FE0AEDA6C" section-type="undesignated-section"><text display-inline="yes-display-inline">This division may be cited as the <quote>Continuing Appropriations Act, 2024</quote>.</text></section><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="H4B6A5C80E8F947CF8339F9A96D1CC024" section-type="undesignated-section"><text display-inline="yes-display-inline">This division may be cited as the <quote>Further Continuing Appropriations Act, 2024</quote>.<pagebreak></pagebreak></text></section></division><division id="H41557EFFB83B4EB6A18ABF9508DAA9D0" section-style="olc-section-style" style="OLC"><enum>B</enum><header>Other Matters</header><title id="H3E8EA73BCA5442AF8E113833D4D15A5E"><enum>I</enum><header>Extensions and Other Matters</header><section id="H1162A192DF6648E5A572008AFC9875F7"><enum>101.</enum><header>Extension of certain provisions of the Compacts of Free Association with the Federated States of Micronesia and the Republic of the Marshall Islands</header><text display-inline="no-display-inline"> Section 2101 of the Continuing Appropriations Act, 2024 and Other Extensions Act (Public Law 118–15; 137 Stat. 81) is amended—</text><paragraph id="H6D17C104CF6A4F8E9B5CD0FFD27C093C" commented="no" display-inline="no-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">in the section heading, by striking <quote><header-in-text level="section" style="OLC">compact of free association with the federated states of micronesia</header-in-text></quote> and inserting <quote><header-in-text level="section" style="OLC">compacts of free association with the federated states of micronesia and the republic of the marshall islands</header-in-text></quote>; and</text></paragraph><paragraph id="HC79EF022757B4EC2AADBB822DC0D35CA" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text>in subsection (a)(1)—</text><subparagraph id="H33752E150DD64146B3C97BEF20775392"><enum>(A)</enum><text>by striking <quote>November 17, 2023</quote> and inserting <quote>February 2, 2024</quote> ;</text></subparagraph><subparagraph id="HCC29A2FA683C4BE3A402D0C674B03C11"><enum>(B)</enum><text>by inserting <quote>, section 103(f)(2) of the Compact of Free Association Amendments Act of 2003 (48 U.S.C. 1921b(f)(2)), and sections 211, 213, and 216 of the Compact of Free Association between the Government of the United States of America and the Government of the Republic of the Marshall Islands set forth in section 201(b) of that Act (48 U.S.C. 1921 note; Public Law 108–188)</quote> before <quote>shall,</quote>; </text></subparagraph><subparagraph id="HDB4704AB7F22459B849C25CEC67E59E1"><enum>(C)</enum><text>by inserting <quote>or the Republic of the Marshall Islands, as applicable</quote> before <quote>, continue</quote>; and</text></subparagraph><subparagraph id="H93B374BBE894484DB7243301EC3EAC52"><enum>(D)</enum><text>by striking <quote>of that Compact</quote> and inserting <quote>of the applicable Compact</quote>. </text></subparagraph></paragraph></section><section id="HCA1196AB3C9E45338C15945BAE31FA33" section-type="subsequent-section" display-inline="no-display-inline"><enum>102.</enum><header>Extension of agricultural programs</header><subsection id="HA8FA55528B764FA3A718C416ABA2100E"><enum>(a)</enum><header>Extension</header><text>Except as otherwise provided in this section and the amendments made by this section, notwithstanding any other provision of law, the authorities (including any limitations on the authorities) provided by each provision of the Agriculture Improvement Act of 2018 (Public Law 115–334; 132 Stat. 4490) and each provision of law amended by that Act (and for mandatory programs at such funding levels), as in effect on September 30, 2023, shall continue, and the authorities shall be carried out, until the later of—</text><paragraph id="HDE407D1AC4044FCABA4BECA6B569340E"><enum>(1)</enum><text>September 30, 2024; or</text></paragraph><paragraph id="H5CBF020AC77B4D7C884DDA86975F1169"><enum>(2)</enum><text>the date specified in the provision of that Act or the provision of law amended by that Act.</text></paragraph></subsection><subsection id="HF6EDD3ADDFFE499499C7A35A79176A84"><enum>(b)</enum><header>Discretionary programs</header><text>Programs carried out using the authorities described in subsection (a) that are funded by discretionary appropriations (as defined in section 250(c) of the Balanced Budget and Emergency Deficit Control Act of 1985 (2 U.S.C. 900(c))) shall be subject to the availability of appropriations.</text></subsection><subsection id="H9064AC69EC79426BAE64372D1A509285"><enum>(c)</enum><header>Commodity programs</header><paragraph id="H3A5E13CD6DE049FDAF3F21786B772A99"><enum>(1)</enum><header>In general</header><text>The provisions of law applicable to a covered commodity (as defined in section 1111 of the Agricultural Act of 2014 (7 U.S.C. 9011)), a loan commodity (as defined in section 1201 of that Act (7 U.S.C. 9031)), sugarcane, or sugar beets for the 2023 crop year pursuant to title I of that Act (7 U.S.C. 9011 et seq.) and each amendment made by subtitle C of title I of the Agriculture Improvement Act of 2018 (Public Law 115–334; 132 Stat. 4511) shall be applicable to the 2024 crop year for that covered commodity, loan commodity, sugarcane, or sugar beets.</text></paragraph><paragraph id="HB95C79A051D34455A5AE76801F981B2D"><enum>(2)</enum><header>Dairy</header><subparagraph id="H28E82E4013084F4A955700FCA48BF3B1"><enum>(A)</enum><header>Base production history adjustment for participating dairy operations with production of less than 5,000,000 pounds</header><text display-inline="yes-display-inline">Section 1405(a) of the Agricultural Act of 2014 (7 U.S.C. 9055(a)) is amended—</text><clause id="HD939C132901B4CA0AED02B977F486D06"><enum>(i)</enum><text>in paragraph (1), by inserting <quote>paragraph (4) and</quote> before <quote>subsection (b)</quote>; and</text></clause><clause id="HF200007C090D4A9C92E757A7F6A36196"><enum>(ii)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" id="H7F8F596F266F41F3AFA5282D1A94C7BD"><paragraph id="HE8A72EB4F36443688AE18A034436B27A"><enum>(4)</enum><header>Base production history adjustment for participating dairy operations with production of less than 5,000,000 pounds</header><subparagraph id="H7430655F65644302B3D16DE88966B7DB"><enum>(A)</enum><header>In general</header><text>If the amount determined under paragraph (1) is less than 5,000,000 pounds, the production history of the dairy operation for dairy margin coverage shall be equal to—</text><clause id="HAAC4CAD8609B4B0DB8903B7F973B47B0"><enum>(i)</enum><text>the amount determined under paragraph (1); plus</text></clause><clause id="H3FD23B4016FF4B6FAC123B6E02CDE2E0"><enum>(ii)</enum><text>75 percent of the amount described in subparagraph (B).</text></clause></subparagraph><subparagraph id="HB7722C249B684493AEE90D9DC0AB7A4C"><enum>(B)</enum><header>Amount</header><text>The amount referred to in subparagraph (A)(ii) is, with respect to a dairy operation, the amount equal to—</text><clause id="HB55E67D7AEE2446FBC0F10D4F2DCA44A"><enum>(i)</enum><text>the production volume of such dairy operation for the 2019 milk marketing year; minus</text></clause><clause id="HFB98B9FB9C3145AE9CDB3562AD10669E"><enum>(ii)</enum><text>the amount determined under paragraph (1).</text></clause></subparagraph></paragraph><after-quoted-block>. </after-quoted-block></quoted-block></clause></subparagraph><subparagraph id="HA43873E7DE054FC987B1FDB82AE7A41C"><enum>(B)</enum><header>Dairy margin coverage</header><clause id="HC4AE537CB92C4CD6A16D5997148C5855"><enum>(i)</enum><header>Duration</header><text>Section 1409 of the Agricultural Act of 2014 (7 U.S.C. 9059) is amended by striking <quote>2023</quote> and inserting <quote>2024</quote>.</text></clause><clause id="H171ECA94B32F44B28A14CC1A5CB77687"><enum>(ii)</enum><header>Availability of premium discount</header><text>With respect to coverage for calendar year 2024, section 1407(g) of the Agricultural Act of 2014 (7 U.S.C. 9057(g)) shall only apply to a participating dairy operation with respect to which the premium was reduced in accordance with that section for calendar year 2023.</text></clause></subparagraph><subparagraph id="HA8381BB9BB0A4A9EB784ED4807F35C2E"><enum>(C)</enum><header>Dairy forward pricing program</header><text>Section 1502(e)(2) of the Food, Conservation, and Energy Act of 2008 (7 U.S.C. 8772(e)(2)) is amended by striking <quote>2026</quote> and inserting <quote>2027</quote>.</text></subparagraph></paragraph><paragraph id="H94FCCF5D793E43458E0D257EA0AB9DF8"><enum>(3)</enum><header>Extension of payment amount</header><text>Section 1116(d) of the Agricultural Act of 2014 (7 U.S.C. 9016(d)) is amended, in the matter preceding paragraph (1), by striking <quote>2018</quote> and inserting <quote>2024</quote>.</text></paragraph><paragraph id="HCA1AAD6924CA42D18A9D89CB9B849726"><enum>(4)</enum><header>Suspension of permanent price support authorities</header><text>The provisions of law specified in—</text><subparagraph id="HD0449663B07842B8B48C979E018956C6"><enum>(A)</enum><text>subsections (a) and (b) of section 1602 of the Agricultural Act of 2014 (7 U.S.C. 9092)—</text><clause id="H255C58282D6F4BD6AB88532843F884D6"><enum>(i)</enum><text>shall not be applicable to the 2024 crops of covered commodities (as defined in section 1111 of that Act (7 U.S.C. 9011)), cotton, and sugar; and</text></clause><clause id="HEFA9DAC9A36249AD88126E15F212AD7A"><enum>(ii)</enum><text>shall not be applicable to milk through December 31, 2024; and</text></clause></subparagraph><subparagraph id="H2F9BA8603D1B46CCB8EBA238302A09CB"><enum>(B)</enum><text display-inline="yes-display-inline">section 1602(c) of that Act (7 U.S.C. 9092(c)) shall not be applicable to the crops of wheat planted for harvest in calendar year 2024.</text></subparagraph></paragraph></subsection><subsection id="H67E35FF1A24249EC88D5B55DDA47C4D7"><enum>(d)</enum><header>Other programs</header><paragraph id="H337214E46F9F4C329BE6CC4925BEC35C"><enum>(1)</enum><header>Conservation</header><subparagraph id="H1D12218A8FFA4C148F95E836307B7F23"><enum>(A)</enum><header>Grassroots source water protection program</header><text>Section 1240O(b)(3) of the Food Security Act of 1985 (16 U.S.C. 3839bb–2(b)(3)) is amended—</text><clause id="H18CED4B7BDC243E498CF9ECC0722EADC"><enum>(i)</enum><text>by striking the period at the end and inserting <quote>; and</quote>;</text></clause><clause id="H180ECB192175439DADC314C27D92C0E4"><enum>(ii)</enum><text>by striking <quote>use $5,000,000</quote> and inserting the following: </text><quoted-block style="OLC" display-inline="yes-display-inline" id="HFC1EB60CB77D4C5DB4E3D666312FEA11"><text>use—</text><subparagraph id="HC89034D7B14347AC9808C07A1F33EF39"><enum>(A)</enum><text display-inline="yes-display-inline">$5,000,000</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></clause><clause id="HB13FDC1AE2E749BD83C86E3FE59ADE8D"><enum>(iii)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" id="H8BFCD6FC8D92473793805E8D67187C34"><subparagraph id="HDA0AC822180642A0BC53EE4993D4EF93"><enum>(B)</enum><text>$1,000,000 beginning in fiscal year 2024, to remain available until expended.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></clause></subparagraph><subparagraph id="H68B248D53F4F4FC09D763CA75DDD81CA"><enum>(B)</enum><header>Voluntary public access and habitat incentive program</header><text>Section 1240R(f)(1) of the Food Security Act of 1985 (16 U.S.C. 3839bb–5(f)(1)) is amended—</text><clause id="HECC0748307264FAEB76F26D55ABF9CEF"><enum>(i)</enum><text>by striking <quote>and</quote> after <quote>2018,</quote>; and</text></clause><clause id="HADBCA091249249C78F464B47757F4AC8"><enum>(ii)</enum><text>by inserting <quote>, and $10,000,000 for fiscal year 2024</quote> before the period at the
