which was referred to the <committee-name committee-id="HFA00">Committee on Foreign Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require annual reports on allied contributions to the common defense, and for other purposes.</official-title></form><legis-body id="H620BEDF8F8E14BCAB31B01C9609FE350" style="OLC"><section section-type="section-one" id="HCE27357A36A74E5391238ED6EA09EAAE"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Allied Burden Sharing Report Act of 2023</short-title></quote>.</text></section><section section-type="subsequent-section" id="H2CC9FAB3A8A04EA3AA511D50B5908DE7"><enum>2.</enum><header>Finding; sense of Congress</header><subsection id="H4323A1762A194DB2B69BECC070874852"><enum>(a)</enum><header>Finding</header><text display-inline="yes-display-inline">Congress finds that section 1003 of the Department of Defense Authorization Act, 1985 (<external-xref legal-doc="public-law" parsable-cite="pl/98/525">Public Law 98–525</external-xref>; 63 Stat. 2241)—</text><paragraph id="H99443D819E3D46CAB14D4D4DAD2F4C0B"><enum>(1)</enum><text>expresses the sense of Congress that, due to threats that are ever-changing, Congress must be informed with respect to allied contributions to the common defense to properly assess the readiness of the United States and the countries described in section 3(b) for threats; and</text></paragraph><paragraph id="HC1C013D0671B422EAB55384D3C32C8CB"><enum>(2)</enum><text>requires the Secretary to submit to Congress an annual report on the contributions of allies to the common defense.</text></paragraph></subsection><subsection id="H9700FD98505245C187AA7D1C132714B3"><enum>(b)</enum><header>Sense of Congress</header><text display-inline="yes-display-inline">It is the sense of Congress that—</text><paragraph id="H88290803EFCA4466AD629E61B66662FD"><enum>(1)</enum><text display-inline="yes-display-inline">the threats facing the United States—</text><subparagraph id="HFC79DBB475264DF0BEDD8FF07CDAAA01"><enum>(A)</enum><text display-inline="yes-display-inline">extend beyond the global war on terror; and</text></subparagraph><subparagraph id="H801B3EB624A84713AE0B5FD73186DDC6"><enum>(B)</enum><text display-inline="yes-display-inline">include near-peer threats; and</text></subparagraph></paragraph><paragraph id="H9DA890AAE3FF4CB5A7E01DE480D57040"><enum>(2)</enum><text display-inline="yes-display-inline">the President should seek from each country described in section 3(b) acceptance of international security responsibilities and agreements to make contributions to the common defense in accordance with the collective defense agreements or treaties to which such country is a party.</text></paragraph></subsection></section><section id="H6AB3765939E044DBA2E521EFF9425CAB"><enum>3.</enum><header>Reports on allied contributions to the common defense</header><subsection id="H81A8734E5BBD4E0FAEDF2E4A4FF9F612"><enum>(a)</enum><header>In general</header><text>Not later than March 1 each year, the Secretary, in coordination with the heads of other Federal agencies, as the Secretary determines to be necessary, shall submit to the appropriate committees of Congress a report containing a description of—</text><paragraph id="H49E82AF48DEA42649394D3324D3DB24A"><enum>(1)</enum><text>the annual defense spending by each country described in subsection (b), including available data on nominal budget figures and defense spending as a percentage of the gross domestic products of each such country for the fiscal year immediately preceding the fiscal year in which the report is submitted;</text></paragraph><paragraph id="HE0258EEF84F5461AA81627A14BEE0AE9"><enum>(2)</enum><text>the activities of each such country to contribute to military or stability operations in which the Armed Forces of the United States are a participant or may be called upon in accordance with a cooperative defense agreement to which the United States is a party;</text></paragraph><paragraph id="H348B6001D555410BB23829BDC79682B6"><enum>(3)</enum><text>any limitations placed by any such country on the use of such contributions; and</text></paragraph><paragraph id="HA4375CA4A36344BDBE8049766B77A7FD"><enum>(4)</enum><text>any actions undertaken by the United States or by other countries to minimize such limitations.</text></paragraph></subsection><subsection id="H98D7E6F75FE8421A93C3A4B656313FEE"><enum>(b)</enum><header>Countries described</header><text>The countries described in this subsection are the following:</text><paragraph id="H7078C3C75E6C47A0A86E318EA4F578B5"><enum>(1)</enum><text>Each member State of the North Atlantic Treaty Organization.</text></paragraph><paragraph id="HDF1B4303A3D14C16BBDC24BF3ACE1818"><enum>(2)</enum><text>Each member State of the Gulf Cooperation Council.</text></paragraph><paragraph id="H1D98110F398846C296E4CDCA3D4E371D"><enum>(3)</enum><text>Each country party to the Inter-American Treaty of Reciprocal Assistance (Rio Treaty), done at Rio de Janeiro September 2, 1947, and entered into force December 3, 1948 (TIAS 1838).</text></paragraph><paragraph id="HE698EED0CEBC4A4F9741026DF27688C6"><enum>(4)</enum><text>Australia.</text></paragraph><paragraph id="H91B037CF3B9E442485A4327FBFC21E78"><enum>(5)</enum><text>Japan.</text></paragraph><paragraph id="H56072176D65844469319C3A3C9E4989B"><enum>(6)</enum><text>New Zealand.</text></paragraph><paragraph id="HF8ABB4D7BA1147F8BEBB88DFB1C61ED6"><enum>(7)</enum><text>The Philippines.</text></paragraph><paragraph id="H460EE77FE9B14BC0B40C8BA17697D15F"><enum>(8)</enum><text>South Korea.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H8F9E242BD9BD4050A7EB378E044CE00B"><enum>(9)</enum><text>Thailand.</text></paragraph></subsection><subsection id="HDA138B7003324A9F86D126DFC837D8C3"><enum>(c)</enum><header>Form</header><text>Each report under subsection (a) shall be submitted in unclassified form, but may contain a classified annex.</text></subsection><subsection id="H602977EAF6F84808949FE1F68CDA7FEF"><enum>(d)</enum><header>Availability</header><text>A report submitted under subsection (a) shall be made available on request to any Member of Congress.</text></subsection></section><section id="H70987173AF1E4C7A92B87EB5E6D6A136"><enum>4.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="H9658B30513B34B728CE29A34ADD7006A"><enum>(1)</enum><header>Appropriate committees of Congress</header><text>The term <term>appropriate committees of Congress</term> means—</text><subparagraph id="H4F6C5EDA668042329C146D0CECC5A05D"><enum>(A)</enum><text>the Committee on Armed Services, the Committee on Foreign Relations, and the Committee on Appropriations of the Senate; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H75EA90D4987A4FD7B5BDC286B5C331FD"><enum>(B)</enum><text>the Committee on Armed Services, the Committee on Foreign Affairs, and the Committee on Appropriations of the House of Representatives.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H5A946320B0264A9794CDFEAA96DC4A33"><enum>(2)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Defense.</text></paragraph></section></legis-body></bill>
