R. 6043</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20231025">October 25, 2023</action-date><action-desc><sponsor name-id="B001278">Ms. Bonamici</sponsor> (for herself and <cosponsor name-id="T000467">Mr. Thompson of Pennsylvania</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HED00">Committee on Education and the Workforce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Workforce Innovation and Opportunity Act to raise public awareness for skilled trade programs, and for other purposes.</official-title></form><legis-body id="H24A2CAEC657240DCA482C8BC7C840065" style="OLC"><section id="HDA4465D8BC494223B4328F64025EC2C4" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Access to Career Counseling for Every Secondary Student Act</short-title></quote> or the <quote><short-title>ACCESS Act</short-title></quote>.</text></section><section id="H87001E8B6DC642F1A4D70403E1D9607A"><enum>2.</enum><header>Career counseling and public awareness for skilled trade programs</header><subsection id="HB8FB6F92059E4D5BAB4CEC39319B4CEC"><enum>(a)</enum><header>Statewide activities</header><text>Section 129(b)(2) of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3164">29 U.S.C. 3164(b)(2)</external-xref>) is amended by redesignating subparagraphs (D) and (E) as subparagraphs (E) and (F), respectively, and inserting after subparagraph (C) the following:</text><quoted-block id="H1BCDDA32CB324674B790EDDB930D6707" style="OLC"><subparagraph id="HEEBC40DA1DDC4D8FA14427D4775897D9"><enum>(D)</enum><text display-inline="yes-display-inline">carrying out public awareness campaigns and public service announcements, including social media campaigns and other forms of media, about career and technical education programs and programs provided by community-based organizations that prepare eligible youth for high-skill, high-wage, or in-demand industry sectors or occupations in current or emerging professions (including skilled trades);</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="HE880D0082D46464CBDEA14235000E88D"><enum>(b)</enum><header>Local elements and requirements</header><text>Section 129(c)(2)(M) of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3164">29 U.S.C. 3164(c)(2)(M)</external-xref>) is amended to read as follows:</text><quoted-block style="OLC" id="HF113CA52B86B4C79B9C92A85D85BBDC8" display-inline="no-display-inline"><subparagraph id="H016E0490B4104DBEA7DE83252514BDF2"><enum>(M)</enum><text display-inline="yes-display-inline">services and opportunities that provide labor market and employment information about high-skill, high-wage, or in-demand industry sectors or occupations in current or emerging professions (including skilled trades) available in the local area, such as career awareness, career counseling, and career exploration services; and</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section></legis-body></bill>
