R. 6040</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20231025">October 25, 2023</action-date><action-desc><sponsor name-id="B000825">Ms. Boebert</sponsor> (for herself, <cosponsor name-id="B001302">Mr. Biggs</cosponsor>, <cosponsor name-id="B001316">Mr. Burlison</cosponsor>, <cosponsor name-id="T000165">Mr. Tiffany</cosponsor>, <cosponsor name-id="C001115">Mr. Cloud</cosponsor>, <cosponsor name-id="B001317">Mr. Brecheen</cosponsor>, <cosponsor name-id="O000175">Mr. Ogles</cosponsor>, <cosponsor name-id="N000026">Mr. Nehls</cosponsor>, <cosponsor name-id="G000595">Mr. Good of Virginia</cosponsor>, <cosponsor name-id="M001211">Mrs. Miller of Illinois</cosponsor>, and <cosponsor name-id="L000578">Mr. LaMalfa</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HED00">Committee on Education and the Workforce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To prohibit the use of Federal funds for gender transition in minors.</official-title></form><legis-body id="H87CC6F79D60545EF9503FFBAE1258185" style="OLC"><section section-type="section-one" id="H2E602CFFAA16432CA7D3CDECE39E00C2"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Protecting Our Kids from Harmful Research Act</short-title></quote>.</text></section><section id="HD3FF4383797F4838867FA39827EC03F6"><enum>2.</enum><header>Prohibition on use of Federal funds for gender transition in minors</header><subsection id="H39BA81D69D48428EAB635663759C3BA6"><enum>(a)</enum><header>In general</header><text>Notwithstanding any other provision of law, no Federal funds may be used to fund research or publications relating to gender transition in individuals under the age of 18, including any observational studies that gather evidence on the provision of hormonal treatments or surgical procedures on minors, for the purpose of—</text><paragraph id="H31D0F39060334E6890CBCBB0E0940CB1"><enum>(1)</enum><text>affirming a minor’s perception of his or her sex, if that perception is incongruent with such minor’s sex; or </text></paragraph><paragraph id="H67A04592835C4647A2DF2D18E72A4A4D"><enum>(2)</enum><text>affirming a minor’s asserted identity, if the asserted identity is incongruent with such minor’s sex.</text></paragraph></subsection><subsection id="HC4A97A4BF1974F0E82914DFCEB539204"><enum>(b)</enum><header>Definition</header><text>For purposes of this section, the term <term>sex</term> shall be recognized based solely on a person’s reproductive biology and genetics at birth.</text></subsection></section></legis-body></bill>
