<section id="H92F3B6F5FE5445C7A75240FCC2A5018C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Small Business Regulatory Relief Act</short-title></quote>.</text></section> <section id="H9376F9AB1C4B4745932CB191A12AE998"><enum>2.</enum><header>SBA regulatory enforcement ombudsman</header><text display-inline="no-display-inline">Section 30(b) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/657">15 U.S.C. 657(b)(2)</external-xref>) is amended—</text> 
<paragraph id="H086B021D0FE94D609A53C36D21F2F12D"><enum>(1)</enum><text>in paragraph (2)—</text> <subparagraph id="H3932AC41633A40248A22F04FDFBB7F01"><enum>(A)</enum><text>in subparagraph (A)—</text> 
<clause id="H0D95EFB12C13460A861989084860E954"><enum>(i)</enum><text>by striking <quote>with each agency with regulatory authority</quote> and inserting the following:</text> <quoted-block display-inline="yes-display-inline" id="H964A2E9676C245F7BAACEB07516827B0" style="OLC"><text>with—</text> 
<clause id="HD11E07D0B2D04D96A87DE3E641D6A751"><enum>(i)</enum><text display-inline="yes-display-inline">each Federal agency with regulatory authority</text></clause><after-quoted-block>;</after-quoted-block></quoted-block></clause> <clause id="H54990B637A1741B8A8D65F76CC3558AC"><enum>(ii)</enum><text>by inserting <quote>and</quote> after the semicolon; and</text></clause> 
<clause id="H582A56423B4947099F064E350F36D664"><enum>(iii)</enum><text>by adding at the end the following:</text> <quoted-block id="H742F2BEADC42444E8B35B12F4877A81A" style="OLC"> <clause id="H3F0D2B4B6DFB4CD0B1A90BD3D3494F2B"><enum>(ii)</enum><text>each Federal agency with regulatory authority over small business concerns or that makes grants or enters into contracts or cooperative agreements with small entities to develop best practices to assist the Federal agency in—</text> 
<subclause id="H6B44ACB8C9764DB589827A587902D8CF"><enum>(I)</enum><text>establishing a program to assist small entities (as defined in section 601 of title 5, United States Code) in meeting regulatory requirements imposed by that Federal agency, including by responding to inquiries under section 213 of the Small Business Regulatory Enforcement Fairness Act of 1996 (<external-xref legal-doc="usc" parsable-cite="usc/5/601">5 U.S.C. 601</external-xref> note);</text></subclause> <subclause id="H5C90A0CCA1F248D79357C64B2C1EEF5D"><enum>(II)</enum><text>educating small entities about the regulations of that Federal agency that are applicable to small entities;</text></subclause> 
<subclause id="H9AE71228898442069BDEA377F0C271CE"><enum>(III)</enum><text>training small entities to comply with the regulations of that Federal agency;</text></subclause> <subclause id="HC4ECB608677E4F8EA463B4E29F321592"><enum>(IV)</enum><text>assisting small entities in completing forms relating to such grants, contracts, or cooperative agreements required by the regulations of that Federal agency;</text></subclause> 
<subclause id="H055279A5B1E54E70B2992D7052324764"><enum>(V)</enum><text>addressing any specific question or concern of small entities;</text></subclause> <subclause commented="no" id="H92C5166EF3C74EE1B42EB661DA98A602"><enum>(VI)</enum><text>evaluating compliance guides described under section 212 of the Small Business Regulatory Enforcement Fairness Act of 1996 (<external-xref legal-doc="usc" parsable-cite="usc/5/601">5 U.S.C. 601</external-xref> note);</text></subclause> 
<subclause id="H0DE186B737B04102BC2EFB8E2C1F2691"><enum>(VII)</enum><text>ensuring that the compliance guides described in subclause (VI) are available to small business development centers and to other resource partners of the Administration; and</text></subclause> <subclause id="HDE8A4EA684A140B4A386B01B03789B01"><enum>(VIII)</enum><text>developing webinars relating to compliance assistance for—</text> 
<item id="H08128D936135420EB560A144034CA9F1"><enum>(aa)</enum><text>recently finalized rules of the Federal agency; and</text></item> <item id="H6D8B7E23CF7F47D49D56EA6077525931"><enum>(bb)</enum><text>rules relating to which the Federal agency or Ombudsman receives a significant number of compliance inquiries from small entities;</text></item></subclause></clause><after-quoted-block>;</after-quoted-block></quoted-block></clause></subparagraph> 
<subparagraph id="HE9C6B63349B142B5A77F8AE3C6356638"><enum>(B)</enum><text>in subparagraph (D), by striking <quote>and</quote> at the end;</text></subparagraph> <subparagraph id="HEA4EBD4AA86445EBAAF5FBACD1C50D66"><enum>(C)</enum><text>in subparagraph (E), by striking the period at the end and inserting a semicolon; and</text></subparagraph> 
<subparagraph id="H6B5711EEEA61483986D911125C88DD4B"><enum>(D)</enum><text>by adding at the end the following:</text> <quoted-block id="H38025A18CAEA4C759CA28147078EFF2D" style="OLC"> <subparagraph id="H78BFB6B4916D486A8740FB736D4BF88F"><enum>(F)</enum><text>in collaboration with the employee of a Federal agency designated by the head of the Federal agency as the primary point of contact with the Ombudsman, establish a procedure relating to how the Federal agency will provide information—</text> 
<clause id="H985E1E7A667E45B4BB451E25412215CD"><enum>(i)</enum><text>to small business concerns regarding the Ombudsman; and</text></clause> <clause id="HD8D5753F8E574AAD9CB4ECD834C70E84"><enum>(ii)</enum><text>to the Ombudsman regarding the nature, scope, and resolution of requests to the Federal agency from small business concerns about proposed, final, or existing rules;</text></clause></subparagraph> 
<subparagraph id="H36AC7A7BC36B48D3BADCD429A20529FF"><enum>(G)</enum><text>work with each Federal agency with regulatory authority over small business concerns and with programs of the Administration (including the Service Corps of Retired Executives authorized under section 8(b)(1)(B), women’s business centers operating under section 29, and small business development centers) to conduct a robust outreach initiative, including through the use of the Internet, to increase the visibility of the Ombudsman and promote awareness of the services available from the Ombudsman; and</text></subparagraph> <subparagraph id="H1259C0898FC141F48B0AFA3C93710F2A"><enum>(H)</enum><text>make information regarding the education, training, and compliance assistance services of the Ombudsman readily available on the website of the Ombudsman.</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph> 
<paragraph id="H899454E0CBCF4B2C94FA5E85FAE5C2D2"><enum>(2)</enum><text>by adding at the end the following:</text> <quoted-block id="HB25E7B885E994D5BA1236DE11261A725" style="OLC"> <paragraph id="H14CC4EB1C01B4F6085AF9342D8D6ED8B"><enum>(3)</enum><header>Primary point of contact</header><text>The head of each Federal agency with regulatory authority over small business concerns or that makes grants or enters into contracts or cooperative agreements with small business concerns shall designate an employee of the Federal agency as the primary point of contact with the Ombudsman.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section> 
<section commented="no" id="H2DA8B5A8C4EE4AFB9F3CCC909164B147"><enum>3.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline">Section 30 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/657">15 U.S.C. 657</external-xref>) is amended by adding at the end the following:</text> <quoted-block id="HAF02390F7BCF42498DBA1344172E6BBA" style="OLC"> <subsection commented="no" id="H1EC49D905C8B4B0F8B2FD42B9A74D8E0"><enum>(g)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to carry out this section such sums as are necessary.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section>
