Prohibition of diminution of the District of Columbia National Guard

Neither the Secretary of Defense nor the Commanding General of District of Columbia National Guard may transfer personnel or equipment of the District of Columbia National Guard to—(1)a unit of the Department of Defense; or(2)the National Guard of another State (as such term is defined in section 901 of title 32, United States Code).
