<section id="H69C1C1FE9A014AB9857FED8F7A7202E9" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Learn and Serve America Reinvestment Act</short-title></quote>. </text></section> <section id="H50AB5CFD3DEA4C57AAC7ECBA52B12181"><enum>2.</enum><header>Direct appropriation of funds for the Learn and Serve America program</header><text display-inline="no-display-inline">In addition to amounts otherwise available, there is appropriated to the Corporation for National and Community Service for fiscal year 2024 and each succeeding fiscal year, out of any money in the Treasury not otherwise appropriated—</text> 
<paragraph id="H2DB2BCFEBC49497AA4BDFD76E97D5888"><enum>(1)</enum><text>$40,000,000, for subtitle B of title I of the National and Community Service Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12521">42 U.S.C. 12521 et seq.</external-xref>), of which not less than 20 percent shall be used to carry out part I of such subtitle B and not less than 80 percent shall be used to carry out part II of such subtitle B; and</text></paragraph> <paragraph id="H88BC5943E230417AB80472E21B0D822C"><enum>(2)</enum><text display-inline="yes-display-inline">such sums as may be necessary to hire not less then 10 additional, full-time staff at the Corporation for National and Community Service to assist with planning, program design, and technology advancements for purposes of carrying out such subtitle B.</text></paragraph></section> 
<section id="HBCA1D7A9AFC74F74B1BE3C087F6EA12D"><enum>3.</enum><header>Expansion of eligibility for the Learn and Service America program</header> 
<subsection id="H269B87D7F47747FCA09D859DC5C605E8"><enum>(a)</enum><header>Definitions</header><text display-inline="yes-display-inline">Section 111A of the National and Community Service Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12522">42 U.S.C. 12522</external-xref>) is amended—</text> <paragraph id="H45ACF701300447D5A3015B7F6A8CB1E0"><enum>(1)</enum><text>in paragraph (2)—</text> 
<subparagraph id="HB6F258D4B4594A2C9469D0EE445697DC"><enum>(A)</enum><text>by striking <quote>or</quote> at the end of subparagraph (A);</text></subparagraph> <subparagraph id="H81AE5197BD1D402D92B209300FE7DC61"><enum>(B)</enum><text display-inline="yes-display-inline">in subparagraph (B), by striking the period at the end and inserting <quote>; or</quote>; and</text></subparagraph> 
<subparagraph id="HF6289CB9B7A14F418CBEA1A2DAAAF5A7"><enum>(C)</enum><text>by adding at the end the following: </text> <quoted-block style="OLC" id="H4185626E1F52411591FC02CA5CFE43EE" display-inline="no-display-inline"> <subparagraph id="HFD1E798260AB46F180150BC10E9C0382"><enum>(C)</enum><text display-inline="yes-display-inline">a local educational agency, or a consortium of 2 or more local educational agencies, in the State.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph> 
<paragraph id="H9922125C0B284F00BEC906D618E7E850"><enum>(2)</enum><text>by adding at the end the following:</text> <quoted-block style="OLC" id="H9E47D81B94B34E9FA11D543B176B044A" display-inline="no-display-inline"> <paragraph id="H14757BCBE51A43289AAFF15CDB376402"><enum>(3)</enum><header>Local educational agency</header><text display-inline="yes-display-inline">The term <term>local educational agency</term> has the meaning given the term in section 8101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>). </text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> 
<subsection id="HDE7B5AB753DA42769F0F6304E02A54E0"><enum>(b)</enum><header>Special rule</header><text>Section 112(d) of the National and Community Service Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12523">42 U.S.C. 12523(d)</external-xref>) is amended to read as follows: </text> <quoted-block style="OLC" id="HBF3C9EE2426B43B7A53D02C623653491" display-inline="no-display-inline"> <subsection id="H65E1651297B34F789C545D23CD8BE374"><enum>(d)</enum><header>Special rule</header><text>A State educational agency described in section 111A(2)(A) may designate, to receive the State educational agency’s allotment under this part, and carry out the functions of the agency under this part, a statewide entity that—</text> 
<paragraph id="H3E52D97A9F844D1B9D83F9B0DAC88086"><enum>(1)</enum><text>has demonstrated experience in supporting or implementing service-learning programs; and</text></paragraph> <paragraph id="HA1CFB9E637C54C088BC999F02991C099"><enum>(2)</enum><text display-inline="yes-display-inline">is a community-based entity, a non-profit organization that provides training or direct support to teachers, youth workers, and students, or the State Commission on National and Community Service established for the State under section 178 of the National and Community Service Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12638">42 U.S.C. 12638</external-xref>).</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="H24A1BD1873DB4F2BB0A96715E46394C4"><enum>(c)</enum><header>Allotments</header><text>Section 112A of the National and Community Service Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12524">42 U.S.C. 12524</external-xref>) is amended—</text> <paragraph id="H0265447DD88F4841A7B03D53F4CFB200"><enum>(1)</enum><text>in subsection (a), by inserting <quote>through fiscal year 2023</quote> after <quote>any fiscal year</quote>;</text></paragraph> 
<paragraph id="HA05FCAC1FBF043369E730A16F4CD2704"><enum>(2)</enum><text>in section (b)(2), by inserting <quote>through fiscal year 2023</quote> after <quote>any fiscal year</quote>;</text></paragraph> <paragraph id="H86E27AF85A954EB2BAA4F061F81EBA3E"><enum>(3)</enum><text>in subsection (c), by inserting <quote>before fiscal year 2024</quote> after <quote>a fiscal year</quote>; and </text></paragraph> 
<paragraph id="H2A7E7EF440FB468A927FF00FFA8A382F"><enum>(4)</enum><text>by adding at the end the following:</text> <quoted-block style="OLC" id="H22C5A4EF43A8433C8EE8CE0720A4D055" display-inline="no-display-inline"> <subsection id="H79B809102BCF41548A51C6EC90AC2889"><enum>(d)</enum><header>Reservation and allotments for fiscal year 2024 and each succeeding fiscal year</header> <paragraph id="HB037BCE5F5FC43E08A32E25434228DD7"><enum>(1)</enum><header>In general</header><text>Of the amounts appropriated to carry out this part for fiscal year 2024 and any succeeding fiscal year, the Corporation shall—</text> 
<subparagraph id="HDBBAA17E54C848DAABA071CA0F13090F"><enum>(A)</enum><text>reserve an amount of not less than 2 percent and not more than 3 percent for payments to the Bureau of Indian Affairs; and</text></subparagraph> <subparagraph id="H468D12C37097476D806035F621E224FA"><enum>(B)</enum><text>award allotments, on a competitive basis, to State educational agencies, territories, and Indian tribes to carry out this part.</text></subparagraph></paragraph> 
<paragraph id="HA34DD4BBCD0B47FABD8C5454FDB7EA21"><enum>(2)</enum><header>Allotment amount</header><text display-inline="yes-display-inline">The Corporation shall determine the amount of any allotment awarded under paragraph (1)(B).</text></paragraph> <paragraph id="H77FC73E380FF4760BEDA37D9E8515501"><enum>(3)</enum><header>Annual report to Congress</header><text>The Corporation shall submit to Congress a report, on an annual basis, that provides the percentage of funds appropriated for the preceding fiscal year to carry out this part that have been allotted under this section to each type of grantee, and how such grantees have used such allotments.</text></paragraph> </subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section>
