Short title

This Act may be cited as the Validating Independence for State Initiatives on Organic Natural Substances Act of 2023 or the VISIONS Act of 2023.

Prohibition on the use of Federal funds with respect to psilocybin

(a)

Prohibition

No Federal funds may be used to prevent any State or unit of local government from implementing such State’s or unit of local government’s own laws that authorize the use, distribution, sale, possession, research, or cultivation of psilocybin. (b)

Definitions

In this section:(1)

State

The term State means each of the several States, the District of Columbia, and any commonwealth, territory, or possession of the United States.(2)

Unit of local government

The term unit of local government means a county, municipality, town, township, village, or other unit of general government below the State level.
