<official-title display="yes">To require the head of each agency to allow members of Congress access to certain Federal buildings, and for other purposes.</official-title>

<section id="H34AB2F82ACA84AC0A345DF64AD9ECA6F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Congressional Access to Bureaucratic Offices Act</short-title></quote> or the <quote>CABO Act</quote>. </text></section> <section id="H2F8E3E48ED0549A382608D62B9AA77D5" section-type="subsequent-section"><enum>2.</enum><header>Access to Federal buildings</header> <subsection id="H4D32E45AF39B4BFAB644FB836203678F"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The head of each agency shall allow Members of Congress and congressional staff members to access the building that serves as the headquarters of such agency during regular business hours.</text></subsection> 
<subsection id="H2A68FD4CA4A34B1BA11E950B205F7B23"><enum>(b)</enum><header>Requirements</header> 
<paragraph id="HC4F6A241B8574EA38A815920CBB43F01"><enum>(1)</enum><header>Identification</header><text display-inline="yes-display-inline">The head of each agency shall require a Member of Congress seeking access to a building described in subsection (a) to provide congressional identification.</text></paragraph> <paragraph id="HC4743E6CC56440739CCBD0BFC345989F"><enum>(2)</enum><header>Congressional staff</header><text>The head of each agency shall allow a congressional staff member to access a building described in subsection (a) if—</text> 
<subparagraph id="H3B1807A700904A77A5BC32398ACE77B2"><enum>(A)</enum><text>such staff member is accompanied by the Member of Congress that employs the staff member; and</text></subparagraph> <subparagraph id="H27417006BC0E411A9B36F4ACA9781CDD"><enum>(B)</enum><text>such staff member provides a valid congressional staff identification badge upon seeking access to such building.</text></subparagraph></paragraph></subsection> 
<subsection id="HAE5E1035A4C94C7F81A63CBC9EAA5BC6"><enum>(c)</enum><header>Extenuating circumstances</header><text>The requirements of subsection (a) shall apply during an extenuating circumstance and any restriction on access to a building that is imposed on the public during such a circumstance shall not apply to a Member of Congress or an applicable congressional staff member.</text></subsection> <subsection id="H0D16A87A695143C8B70D4778ED332BD7"><enum>(d)</enum><header>Exception for areas requiring security clearance</header><text display-inline="yes-display-inline">The requirements of subsection (a) shall not apply to any part of a building for which a security clearance at the level of secret or higher is required for entry. </text></subsection> 
<subsection id="H560CEEB76B714C1E9267308844C15C80"><enum>(e)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="HB2342A3A99A641F18C2B02DD8DA8A302"><enum>(1)</enum><header>Agency</header><text>The term <quote>agency</quote> has the meaning given such term in section 551 of title 5, United States Code.</text></paragraph> 
<paragraph id="H23D52AA08D44499CA8ECFB5FFDFE1AE2"><enum>(2)</enum><header>Congressional identification</header><text display-inline="yes-display-inline">The term <quote>congressional identification</quote> means any form of identification issued to Members by the Clerk or Sergeant at Arms of the House of Representatives (in the case of a Member of the House of Representatives) or by the Secretary or Sergeant at Arms and Doorkeeper of the Senate (in the case of a Senator).</text> </paragraph> <paragraph id="H840407B43D48467C9483A27A267109F9"><enum>(3)</enum><header>Congressional staff member</header><text display-inline="yes-display-inline">The term <quote>congressional staff member</quote> means a full-time staff member of the House of Representatives or the Senate.</text></paragraph> 
<paragraph id="HC2C3674902E445E48B24E30631A0CCF7"><enum>(4)</enum><header>Extenuating circumstance</header><text display-inline="yes-display-inline">The term <quote>extenuating circumstance</quote> means an event for which—</text> <subparagraph id="HDD88E1DB509C4ED7A24459FB790CED86"><enum>(A)</enum><text>the President has declared an emergency pursuant to section 202 of the National Emergencies Act (<external-xref legal-doc="usc" parsable-cite="usc/50/1622">50 U.S.C. 1622</external-xref>); or</text></subparagraph> 
<subparagraph id="H4F95209A5EDA48E7BD82FC5D3C2ACAAD"><enum>(B)</enum><text display-inline="yes-display-inline">the Secretary of Health and Human Services has declared an emergency pursuant to section 319 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/247d">42 U.S.C. 247d</external-xref>).</text></subparagraph></paragraph> <paragraph id="H6E5514FA8FE948F0874738B1A49E3255"><enum>(5)</enum><header>Member of Congress</header><text display-inline="yes-display-inline">The term <quote>Member of Congress</quote> means a Member of the House of Representatives or a Senator.</text></paragraph></subsection></section> 
<section id="HB2B69CF2EC3D4159BB0929DACB1080FD"><enum>3.</enum><header>Compliance with CUTGO</header><text display-inline="no-display-inline">No additional amounts are authorized to be appropriated to carry out this Act. Such Act shall be carried out using amounts otherwise appropriated to the head of the agency.</text> </section> </legis-body> </bill>
