which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title V of the Public Health Service Act.</official-title></form><legis-body id="HE57A084A9E9F4AB4A10228B9991217FD" style="OLC"><section section-type="section-one" id="H17039495555A4140B20D93AB11A24597"><enum>1.</enum><header>Short title; findings</header><subsection id="HC45AA6C7BBDF47BDA663FF7DA78E4686"><enum>(a)</enum><header>Short title</header><text display-inline="yes-display-inline">This Act may be cited as the <quote><short-title>Honoring National Recovery Month Act</short-title></quote>.</text></subsection><subsection id="H544ECA840F4D483A89DEB6162CCB4B9E"><enum>(b)</enum><header>Findings</header><text>Congress finds the following:</text><paragraph id="HFA7D3D7C7F294149B9D582B991956B45"><enum>(1)</enum><text display-inline="yes-display-inline">National Recovery Month is an annual observance in the United States to celebrate individuals who are in recovery from a substance use disorder or mental illness, and to educate the public and combat stigma with respect to substance use disorders and mental illnesses.</text></paragraph><paragraph id="H8A3DD81ED9FC418EAD9CCFAC8D02694B"><enum>(2)</enum><text display-inline="yes-display-inline">2023 is the 34th observance of National Recovery Month.</text></paragraph><paragraph id="H29B8C4FB157047C09CE3CE54BDDE8788"><enum>(3)</enum><text display-inline="yes-display-inline">Over 81,000 people died from drug overdoses during the period beginning in July 2019 and ending in June 2020, and 47,000 people died from suicide in 2019 in the United States.</text></paragraph><paragraph id="H2E122D0A3AC748C1986EFC2C7A13DF8C"><enum>(4)</enum><text>Fatal overdoses in the United States increased from 2018 to 2019, and overdoses have increased since the onset of the COVID–19 pandemic.</text></paragraph><paragraph id="H4C27EBDD83924D289CE984C1793A5456"><enum>(5)</enum><text>A June 2020 study conducted by the Centers for Disease Control and Prevention shows that 41 percent of adults are experiencing an adverse mental health or behavioral health condition, including 31 percent who are experiencing symptoms of anxiety or depression, 11 percent who are seriously considering suicide, and 13 percent who are starting or increasing their substance use to cope with stress or emotions related to COVID–19.</text></paragraph></subsection></section><section id="H9B5BFF2A6EEE49EA8AD007EF255CB805"><enum>2.</enum><header>National Recovery Month activities</header><text display-inline="no-display-inline">Part D of title V of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/290dd">42 U.S.C. 290dd et seq.</external-xref>) is amended by adding at the end the following: </text><quoted-block style="OLC" display-inline="no-display-inline" id="H0DE1C48863F244CFA78230DF865424AF"><section id="H2F0F717B696D4FB791D66458366FF49C"><enum>552A.</enum><header>National Recovery Month activities</header><subsection id="H7105A356C59444F2B3E3B6F9A1DC8D22"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary, acting through the Assistant Secretary for Mental Health and Substance Use, shall carry out activities, or enter into an agreement with a national organization with experience coordinating activities in recognition of National Recovery Month to carry out activities—</text><paragraph id="HDE6AD788015B43ADB69DB21354B34AA1"><enum>(1)</enum><text>to develop toolkits, public service announcements, webinars, graphics, and other communication materials with respect to National Recovery Month;</text></paragraph><paragraph id="H49B5935FCFCE400DA617D326E2E8CFE9"><enum>(2)</enum><text>to develop, maintain, and update appropriate websites with respect to National Recovery Month;</text></paragraph><paragraph id="H6D46F3B7DA384384B15A14773F1C2830"><enum>(3)</enum><text>to develop and distribute best practices for community engagement with respect to National Recovery Month; and</text></paragraph><paragraph id="H68C8244A87824727A8A86F098BEB56A2"><enum>(4)</enum><text display-inline="yes-display-inline">to celebrate individuals in recovery from substance use disorders or mental illness, educate the public on treatment of and recovery from substance use disorders or mental illness, combat stigma pertaining to substance use disorders or mental illness, and engage stakeholders in their participation in such activities.</text></paragraph></subsection><subsection id="HCB80BBC374854362B0A3591032517059"><enum>(b)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out this section $1,000,000 for each of fiscal years 2024 through 2028.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
