<section id="H5689DA0876F84C9A895D798C637E4FAB" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>SNAP E&amp;T Enhancements Act of 2023</short-title></quote>.</text> </section> <section id="HE0F65DBC69764F43B993FAB3C5472DC8"><enum>2. </enum><header>Improvements to SNAP E&amp;T</header><text display-inline="no-display-inline">The Food and Nutrition Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/7/2011">7 U.S.C. 2011 et seq.</external-xref>) is amended—</text> 
<paragraph id="HD3B8BFAE1DC144628FDC18FB7F0643F9"><enum>(1)</enum><text>in subsection 5(d)—</text> <subparagraph id="H950643FF74754F0BB645DBB34ED26CA0"><enum>(A)</enum><text>in paragraph (18) by striking <quote>and</quote> at the end,</text></subparagraph> 
<subparagraph id="H7D4C0AB6CB884903A9C5441D756461E9"><enum>(B)</enum><text>in paragraph (19) by striking the period at the end and inserting <quote>; and</quote>, and</text></subparagraph> <subparagraph id="H94D64A35EB754189B131D8483BFB4B52"><enum>(C)</enum><text display-inline="yes-display-inline">by inserting after paragraph (19) the following:</text>

<paragraph id="H568243BD3F874D8C9F62A59951A7683E"><enum>(20)</enum><text display-inline="yes-display-inline">income a household member receives from allowances, earning, and payments to household members participating in any program defined in section 6(o)(1), any program established under section 6(d)(4), any vocational rehabilitation program established and defined under the Rehabilitation Act of 1973, and any refugee employment program established and defined under section 412(c) of the Immigration and Nationality Act.</text></paragraph><after-quoted-block>,</after-quoted-block></quoted-block></subparagraph></paragraph> <paragraph id="H38B080EC3ECB4C7088D290DE93EE463F"><enum>(2)</enum><text>in section 6—</text> 
<subparagraph id="H8F5B3CA7538F4E41B6D3E0DC5E849D3B"><enum>(A)</enum><text>in subsection (d)(4)(B)(i)—</text> <clause id="HB18F6728694240E696D4F1317F4FC660"><enum>(i)</enum><text>in subclause (IV) by striking <quote>Programs</quote> and all that follows through <quote>shall</quote> and inserting <quote>Programs designed to improve the employability of household members through actual work experience or training, or both, and to enable individuals employed or trained under such programs to move promptly into regular public or private employment, including subsidized employment, on-the-job training as defined by the Workforce Innovation and Opportunity Act, and apprenticeships. An employment or training experience program established under this clause shall</quote>, and</text></clause> 
<clause id="HF3B0E2977A074F20B4CC84213C3D5423"><enum>(ii)</enum><text>in subclause (VII) by striking <quote>90</quote> and inserting <quote>180</quote>, and</text></clause> </subparagraph> <subparagraph id="H3562DEEE71DB42E3BBDB68AD78F7B9D3"><enum>(B)</enum><text display-inline="yes-display-inline">in subparagraph (I) by amending clause (i) to read as follows:</text>

<clause id="H4961502EF8264EB3A3C7DB1FD4A6466A"><enum>(i)</enum><text display-inline="yes-display-inline">The State agency may provide payments or reimbursements to participants in programs carried out under this paragraph, including individuals participating under subparagraph (G) for the actual costs to address barriers for individuals to persist in and complete their participation.</text></clause><after-quoted-block>,</after-quoted-block></quoted-block> </subparagraph> </paragraph> <paragraph id="H0E3A155373D74465AB4B7B5BAF1CD5E2"><enum>(3)</enum><text>in section 6(d)(2) by adding at the end the following: <quote>In the case of any individual who is a recipient of supplemental nutrition assistance program benefits and is exempt from requirements by the State agency specified in paragraph (1)(A)(ii) of this subsection, the individual may request that a provider of supplemental nutrition assistance program employment and training services screen the recipient for appropriateness for participation in the service program, notwithstanding any determination by the State agency of eligibility of the individual for such services. The provider shall notify the State agency of any individuals the provider identifies as appropriate for the program and verify other eligibility conditions from the State for the supplemental nutrition assistance program prior to enrollment in the service program.</quote>, and</text> </paragraph> 
<paragraph id="HF52688176ADD4757BBD9DA39144795A2"><enum>(4)</enum><text>in section 16(h)—</text> <subparagraph id="HF69FCB10BA2B46ECBEDCA68323C9F7E3"><enum>(A)</enum><text>in paragraph (1)—</text> 
<clause id="HF67B201857CF4C318A69116185F9BAF4"><enum>(i)</enum><text display-inline="yes-display-inline">in subparagraph (A)—</text> <subclause id="H48A5D53BAC3A485493040AEC780DBEBB"><enum>(I)</enum><text>by striking <quote>$103,900,000</quote> and inserting <quote>$119,900,600</quote>, and</text> </subclause> 
<subclause id="H3BEF3C216FD14EEFAFF9282C45FB98B6"><enum>(II)</enum><text> by striking <quote>24 months</quote> and inserting <quote>36 months</quote>, and</text></subclause></clause> <clause id="H9BF2A0A2DAF24A4DAAD32B8E85C5B465"><enum>(ii)</enum><text display-inline="yes-display-inline">in subparagraph (C)(ii) by striking <quote>270</quote> and inserting <quote>365</quote>, and</text> </clause> </subparagraph> 
<subparagraph id="H8ABE78F328C741B182FCBFA0679B54E9"><enum>(B)</enum><text>by amending subparagraph (4) to read as follows:</text> <quoted-block style="OLC" id="H30F577348D094B49B148A27E43CAF27D" display-inline="no-display-inline"> <paragraph id="H148C3D8B74AB40C0842FA036B69A95A1" indent="up1"><enum>(4) </enum><text display-inline="yes-display-inline">Funds provided to a State agency under this subsection may be used only for operating an employment and training program under section 6(d)(4), including wages paid under programs described in 6(d)(4)(B)(i)(IV), or a pilot project under paragraph (1)(F), and may not be used for carrying out other provisions of this Act.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></section> 
<section id="H9761458227A64D06BDB1F4E2258B8770"><enum>3.</enum><header>Effective date; application of amendments</header> 
<subsection id="H3568D061F5E8400E844A66826F95F337"><enum>(a)</enum><header>Effective date</header><text display-inline="yes-display-inline">Except as provided in subsection (b), this Act and the amendments made by this Act shall take effect 180 days after the date of the enactment of this Act.</text></subsection> <subsection id="HFE78AD6FB11145F1BFD5880608CA552F"><enum>(b)</enum><header>Application of amendments</header><text display-inline="yes-display-inline">The amendments made by this Act shall not apply with respect to certification periods that begin before the effective date of this Act. The Secretary of Agriculture shall provide States with not less than a 180-day hold harmless period after the date on which the Secretary issues guidance to implement the amendments made by this Act.</text></subsection></section>
