<section id="H71F7F3C8CDC14EC6A99397CF089057F6" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Funding Early Childhood is the Right IDEA Act</short-title></quote>.</text></section> <section id="H717D5059EE9E4545A62FF432BF7D9B8F"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text> 
<paragraph id="H9B9ABF160E5F4DD4BD47CC6DBEA45AAB"><enum>(1)</enum><text>High-quality early intervention and preschool special education services can change a child’s developmental trajectory and improve outcomes for children, families, and communities.</text></paragraph> <paragraph id="HD9C06F0DDBB74A3DA531B873B9E72B73"><enum>(2)</enum><text>Part C of the Individuals with Disabilities Education Act (<external-xref legal-doc="usc" parsable-cite="usc/20/1431">20 U.S.C. 1431 et seq.</external-xref>) authorizes a grant program to aid each State in implementing a system of early intervention services for infants and toddlers with disabilities and their families.</text></paragraph> 
<paragraph id="HF941C8BE16734FDCB8E9C917CBB0FAEC"><enum>(3)</enum><text display-inline="yes-display-inline">Funding for such part C (<external-xref legal-doc="usc" parsable-cite="usc/20/1431">20 U.S.C. 1431 et seq.</external-xref>) has eroded significantly in the last two decades, from a high of $1,768 per child in 1999 to $645 per child in 2017, adjusted for inflation.</text></paragraph> <paragraph id="H7042451D438642FEB11D3898D3A47169"><enum>(4)</enum><text display-inline="yes-display-inline">Section 619 of the Individuals with Disabilities Education Act (<external-xref legal-doc="usc" parsable-cite="usc/20/1419">20 U.S.C. 1419</external-xref>) authorizes grants to States for preschool programs serving children with disabilities ages three to five.</text></paragraph> 
<paragraph id="H4C0BA924F5F9443DAA6B85B1349B093E"><enum>(5)</enum><text display-inline="yes-display-inline">Funding for such section 619 (<external-xref legal-doc="usc" parsable-cite="usc/20/1419">20 U.S.C. 1419</external-xref>) has eroded significantly in the last 25 years, from a high of $1,484 per child in 1992, to $529 in 2017, adjusted for inflation.</text></paragraph> <paragraph id="H7CA76E59C819499680E1BAC4C0E63672"><enum>(6)</enum><text display-inline="yes-display-inline">Infants, toddlers, and preschool children, and their schools would benefit from additional funding to restore per child amounts under part C and section 619 of the Individuals with Disabilities Education Act (<external-xref legal-doc="usc" parsable-cite="usc/20/1431">20 U.S.C. 1431 et seq.</external-xref>; 1419) to ensure continued delivery of high quality early intervention and preschool special education services.</text></paragraph></section> 
<section id="H3D288D66E6EB4F4EB4E261106B937640"><enum>3.</enum><header>Authorization of appropriations for section 619 of the IDEA</header><text display-inline="no-display-inline">Section 619(j) of the Individuals with Disabilities Education Act (<external-xref legal-doc="usc" parsable-cite="usc/20/1419">20 U.S.C. 1419(j)</external-xref>) is amended to read as follows:</text> <quoted-block id="HBE2DBD99488F4123A54AEE7AED9A4CD7" style="OLC"> <subsection id="H9ACDEFD4E27142AF975D83D4BE101DD3"><enum>(j)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to carry out this section—</text> 
<paragraph id="HA70DABDC41BF4216B1C1D46BF9FB2F85"><enum>(1)</enum><text>$503,000,000 for fiscal year 2024;</text></paragraph> <paragraph id="H838EB074E21C48168706C33B2CB790FE"><enum>(2)</enum><text>$683,500,000 for fiscal year 2025;</text></paragraph> 
<paragraph id="H54CD61D9D6C1436CAA63EE4A754CD777"><enum>(3)</enum><text>$829,700,000 for fiscal year 2026;</text></paragraph> <paragraph id="H3D217E9D86BB4AF4810DDC73D3CE0E32"><enum>(4)</enum><text>$975,900,000 for fiscal year 2027; and</text></paragraph> 
<paragraph id="HAAE6146897314BDA974C52A22A0E8266"><enum>(5)</enum><text>$1,220,000,000 for fiscal year 2028.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section> <section commented="no" id="H19221D9AC1174A6692E183E74F260631"><enum>4.</enum><header>Authorization of appropriations for part C of the IDEA</header><text display-inline="no-display-inline">Section 644 of the Individuals with Disabilities Education Act (<external-xref legal-doc="usc" parsable-cite="usc/20/1444">20 U.S.C. 1444</external-xref>) is amended to read as follows:</text>

<paragraph commented="no" id="HAC6E43A60A4442AB9CD2303E9D4E1DF3"><enum>(2)</enum><text>$974,800,000 for fiscal year 2025;</text></paragraph> <paragraph commented="no" id="H84DFDAB15C4E4976A716096D9FC7988B"><enum>(3)</enum><text>$1,227,400,000 for fiscal year 2026;</text></paragraph>
