which was referred to the <committee-name committee-id="HED00">Committee on Education and the Workforce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Workforce Innovation and Opportunity Act to prioritize programs that provide evidence of performance.</official-title></form><legis-body id="HE29A9CCC3FF74A27A299703D7A098BCB" style="OLC"><section section-type="section-one" id="H0E87D1F0B42C4A039F681549D84EFA92"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Prioritizing Evidence for Workforce Development Act</short-title></quote>.</text></section><section id="H2C49BEB30E0D455D911F9AA9C9436ADF"><enum>2.</enum><header>Prioritizing programs that provide evidence of performance</header><text display-inline="no-display-inline">Section 102 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3112">29 U.S.C. 3112</external-xref>) is amended—</text><paragraph id="H7AF5B2FC5F004E48800D9453009DD82A"><enum>(1)</enum><text>in subsection (b)—</text><subparagraph id="H3A027C08E37141308A71F778376C380D"><enum>(A)</enum><text>in paragraph (1)—</text><clause id="HAFCAF214880A4036805014E5B785E892"><enum>(i)</enum><text>in subparagraph (D), by striking <quote>and</quote> after the semicolon;</text></clause><clause id="H8BFD0EF788174D5583BE7E52E7BD795E"><enum>(ii)</enum><text>in subparagraph (E), by striking the period at the end and inserting <quote>; and</quote>; and</text></clause><clause id="H2997B1ACE97A45488639F8B7460F79D5"><enum>(iii)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H3BA89B95669648C48C18B067E6FBC652"><subparagraph id="H0D472E4AD3F84C2C8C412E52975AB467"><enum>(F)</enum><text>a description of how the State plans to prioritize the funding of evidence-based programs for which evidence from a rigorous evaluation of the programs shows a positive effect on the target population for the programs, with highest priority given to programs that are high-evidence interventions, next priority given to programs that are moderate-evidence interventions, and next priority given to programs that are low-evidence interventions.</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></clause></subparagraph><subparagraph id="H54F9C4F3A2B94925AA3B9704861910EA"><enum>(B)</enum><text>in paragraph (2)(C)— </text><clause id="HCFFBDD71931F424DA694D0C63D7BD14A"><enum>(i)</enum><text>in clause (vii), by striking <quote>and</quote> after the semicolon;</text></clause><clause id="H276C1939B0C44B8C91A64D6886AD18A4"><enum>(ii)</enum><text>in clause (viii), by striking the period at the end and inserting <quote>; and</quote>; and</text></clause><clause id="H96A4F65E0C65400BB9CDA84C6965D2B6"><enum>(iii)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H33B21C1C4FF64E90B62291D928F2E62A"><clause id="HB508CC6E9E16461B9091239804248E4E"><enum>(ix)</enum><text>how the State will prioritize the funding of evidence-based programs for which evidence from a rigorous evaluation of the programs shows a positive effect on the target population for the programs.</text></clause><after-quoted-block>; and</after-quoted-block></quoted-block></clause></subparagraph></paragraph><paragraph id="HBF82A83117974327A24686E912A4FFCA"><enum>(2)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H9AB76184C84C475891E3D16C5B7B84F0"><subsection id="H51BB9D8F6F484FC9B205145386BBCEFF"><enum>(d)</enum><header>Definitions</header><text>In subsection (b):</text><paragraph id="H0BBB1EF1241840C8BB493BD85CE59D0E"><enum>(1)</enum><header>Evidence-based</header><text>The term <term>evidence-based</term>, used with respect to an activity, strategy, or other intervention, means a high-evidence, moderate-evidence, or low-evidence intervention.</text></paragraph><paragraph id="H34DEBC974AAD45F79ED5FECCE779D97A"><enum>(2)</enum><header>High-evidence</header><text>The term <term>high-evidence</term>, used with respect to an intervention, means an intervention that is shown to produce a sizable, sustained effect on important outcomes, in—</text><subparagraph id="H38BDBFEA7C504689931198D8EEB7943C"><enum>(A)</enum><text>two or more well-conducted experimental studies carried out in typical community settings and conducted at different implementation sites; or</text></subparagraph><subparagraph id="H180838BF1D7B424296FF7C936211D503"><enum>(B)</enum><text>one large multisite well-conducted experimental study carried out in such a setting. </text></subparagraph></paragraph><paragraph id="HF2D4133CDB774496A552D73B348815CC"><enum>(3)</enum><header>Low-evidence</header><text>The term <term>low-evidence</term>, used with respect to an intervention, means an intervention that is shown to produce or have the potential to produce a positive effect on important outcomes, in a study based on a reasonable hypothesis and with credible research findings, such as a correlational study with statistical controls for selection bias or descriptive research such as a case study. </text></paragraph><paragraph id="H033FB121A8644FC98D95E8A28EA8DDA1"><enum>(4)</enum><header>Moderate-evidence</header><text>The term <term>moderate-evidence</term>, used with respect to an intervention, means an intervention that is shown to produce a positive effect, that is sizable but not yet conclusive, on important outcomes, in at least one well-conducted experimental study, or in a rigorous quasi-experimental study from which a researcher can draw a causal conclusion regarding the intervention’s effectiveness.</text></paragraph><paragraph id="H15F4713064744627BB4A7B52D051B2A1"><enum>(5)</enum><header>Well-conducted experimental study</header><text>The term <term>well-conducted experimental study</term> means an experimental study such as a study with randomized controlled trials.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
