which was referred to the <committee-name committee-id="HAG00">Committee on Agriculture</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Agricultural Marketing Act of 1946 to direct the Secretary of Agriculture to establish a program under which the Secretary will award grants to specialty crop producers to acquire certain equipment and provide training with respect to the use of such equipment.</official-title></form><legis-body id="H709C49295EC9445AAEA99B4A2B1458FD" style="OLC"><section id="H4322DAD33B2F4732AC9C854B60F3CCD8" section-type="section-one"><enum>1.</enum><header>Automation and mechanization grants for specialty crops producers</header><text display-inline="no-display-inline">Subtitle A of the Agricultural Marketing Act of 1946 (<external-xref legal-doc="usc" parsable-cite="usc/7/1621">7 U.S.C. 1621 et seq.</external-xref>) is amended by adding at the end the following: </text><quoted-block style="OLC" id="H5661EB408AD14383BFE8D77CDE255E7B" display-inline="no-display-inline"><section id="H15D3D39C03E34CFBA121B34EDE53E445"><enum>210B.</enum><header>Automation and mechanization grants</header><subsection id="H2F3BED87351C477DBEF8DA741EB98DC9"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">For purposes of enhancing the competitiveness of specialty crop producers in the United States, the Secretary of Agriculture, acting through the Administrator of the Agricultural Marketing Service, shall establish a program under which the Secretary will award grants to eligible entities to acquire certain equipment and provide training with respect to the use of such equipment.</text></subsection><subsection id="HEB45AD0E6EBF4FA6A66CD82716CAD282"><enum>(b)</enum><header>Use of funds</header><text>An eligible entity receiving a grant under this section shall use funds received through the grant—</text><paragraph id="H13D554881CF54ED3B1A4FB280362E9C6"><enum>(1)</enum><text display-inline="yes-display-inline">to acquire mechanized or automated systems and tools that increase the efficiency of a task or reduce human labor for a specific activity, as determined by the Secretary; and</text></paragraph><paragraph id="H3AE0346C335142D3947330D7C2F65910"><enum>(2)</enum><text display-inline="yes-display-inline">to provide training, including worker training, and other professional services required to learn how to deploy and effectively operate such systems and tools , as determined by the Secretary.</text></paragraph></subsection><subsection id="H252AC4E33E044167856E37880B108E91"><enum>(c)</enum><header>Amount of grants</header><text>To the maximum extent practicable, the Secretary shall seek to ensure that the amount of a grant awarded to a single eligible entity is sufficient to provide a significant offset to the costs such eligible entity incurs in carrying out the activities specified in subsection (b). </text></subsection><subsection id="HF24EC927FAE549B8916E66A1B7AD380C"><enum>(d)</enum><header>Matching funds requirement</header><text>The recipient of a grant under this section shall provide non-Federal matching funds equal to not less than 50 percent of the amount of the grant.</text></subsection><subsection id="HA4860F239DAD4FC8BEF676924BB474AF"><enum>(e)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text><paragraph id="HE44B5F80501B486CA74F2BA7DBB3CCC6"><enum>(1)</enum><header>Mechanized or automated systems and tools</header><text display-inline="yes-display-inline">The term <term>mechanized or automated systems and tools</term> includes—</text><subparagraph id="H242DE79529BA49D4B0A3178207880B28"><enum>(A)</enum><text display-inline="yes-display-inline">low dust harvesting tools and equipment;</text></subparagraph><subparagraph id="H27F39891BD704EA1A8BDF58025567319"><enum>(B)</enum><text display-inline="yes-display-inline">grinding and chipping tools and equipment;</text></subparagraph><subparagraph id="H8442DBDB5000490A83E0C494A21834D3"><enum>(C)</enum><text>sorting machines,;</text></subparagraph><subparagraph id="H4CE4274084F34C5A9711C6D315CC04CB"><enum>(D)</enum><text display-inline="yes-display-inline">phytosanitary, infrared, and pasteurization tools and equipment;</text></subparagraph><subparagraph id="HFE82AC3216E8429A9B00C1597FACDEBA"><enum>(E)</enum><text display-inline="yes-display-inline">traceability tools and equipment;</text></subparagraph><subparagraph id="H76A244EC383E433C85B249B438894A7D"><enum>(F)</enum><text display-inline="yes-display-inline">storage and warehousing tools and equipment;</text></subparagraph><subparagraph id="H7257686020E449068678FE6B0E1C325F"><enum>(G)</enum><text display-inline="yes-display-inline">drones for monitoring commodity piles and feedstuff for cattle;</text></subparagraph><subparagraph id="H6250234D11124CAC876DEF67E94DB4CE"><enum>(H)</enum><text>hedgers or shredders;</text></subparagraph><subparagraph id="H1D180C07E0E04FB58821A8D0BE573FCD"><enum>(I)</enum><text>wireless, networks, and connectivity equipment to support IoT devices;</text></subparagraph><subparagraph id="HABC91788CA124E73AEAA1ADA548A2162"><enum>(J)</enum><text>remote, mobile, or drone sensing sensors for field level monitoring of environmental variables for use in farm production and/or processing management decision making;</text></subparagraph><subparagraph id="HC29502E14E2941AC9B153F3C40602BA1"><enum>(K)</enum><text display-inline="yes-display-inline">enhanced precision irrigation automation, remote sensing, and metering, pest and disease detection, nutrient analysis, and crop load assessment equipment and tools;</text></subparagraph><subparagraph id="HE3A9B18BD2514DF09390892102DA2A24"><enum>(L)</enum><text display-inline="yes-display-inline">crop monitoring and analytics equipment and tools;</text></subparagraph><subparagraph id="H4A38C743A96B42A9BA0BDECB8B114083"><enum>(M)</enum><text display-inline="yes-display-inline">potential and predictive near-infrared crop damaged assessments;</text></subparagraph><subparagraph id="H7CA2A255A1A44116AB6090AE2234FE32"><enum>(N)</enum><text>robotic, semi-autonomous, autonomous or mechanized systems or other tools;</text></subparagraph><subparagraph id="H7FAABBA5B3CC42629DA50FECDA78F6CB"><enum>(O)</enum><text>equipment and tools that automate or mechanize seeding, weeding, harvesting, packing (field and in-house), pruning, spraying, transporting, climate protection (such as shade cloth or light manipulation); and</text></subparagraph><subparagraph id="H472532ACA9AF4A308F7AB2974679224F"><enum>(P)</enum><text>such other automated or mechanized systems or tools that increase efficiency as determined by the Secretary.</text></subparagraph></paragraph><paragraph id="H8CCFE8E9822048AAB4D83A89DC6ADC4F"><enum>(2)</enum><header>Eligible entity</header><text display-inline="yes-display-inline">The term <term>eligible entity</term> means an individual or entity engaged in the commercial<italic></italic> production of specialty crops in the United States. </text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
