which was referred to the <committee-name committee-id="HAG00">Committee on Agriculture</committee-name>, and in addition to the Committee on <committee-name committee-id="HII00">Natural Resources</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Infastructure Investment and Jobs Act to authorize the Secretary of Agriculture, acting through the Chief of the Forest Service, to enter into contracts, grants, and agreements to carry out certain ecosystem restoration activities, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Seedlings for Sustainable Habitat Restoration Act of 2023</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="id74f6733ddef54e3ea5a8afb0f7b6599b"><enum>2.</enum><header>Contracts, grants, and agreements to carry out certain ecosystem restoration activities</header><subsection id="id722360ba060245b48afeac59e68e3afe"><enum>(a)</enum><header>Contracts, grants, and agreements</header><text>Section 40804 of the Infrastructure Investment and Jobs Act (<external-xref legal-doc="usc" parsable-cite="usc/16/6592a">16 U.S.C. 6592a</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idBA096CB4A0134FF9833EB491DAF456E8"><subsection commented="no" display-inline="no-display-inline" id="idf3294eb385ae415f96877b096a0a67a7"><enum>(g)</enum><header>Contracts, grants, and agreements</header><text display-inline="yes-display-inline">To carry out the ecosystem restoration activities described in subsection (b), the Secretary of Agriculture, acting through the Chief of the Forest Service, may enter into contracts, grants, or agreements with State forestry agencies, local private or nonprofit entities, institutions of higher education (as defined in section 101(a) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001(a)</external-xref>)), and multistate coalitions—</text><paragraph commented="no" display-inline="no-display-inline" id="id298e41a7e6ec45ba871438f9855b2e67"><enum>(1)</enum><text display-inline="yes-display-inline">for the collection and maintenance of native seeds, including material from managed seed orchards; and </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ide7bc9ffcd1794890b78e6f119cf8ed66"><enum>(2)</enum><text display-inline="yes-display-inline">for the production of seedlings for revegetation.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection commented="no" display-inline="no-display-inline" id="id7107ec653e6542dc81c5798258a77c95"><enum>(b)</enum><header>Collaborative forest landscape restoration program</header><text>Section 4003(b)(7) of the Omnibus Public Land Management Act of 2009 (<external-xref legal-doc="usc" parsable-cite="usc/16/7303">16 U.S.C. 7303(b)(7)</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="idc5e0427f626f4881912a6416e7658e35"><enum>(1)</enum><text>in the matter preceding subparagraph (A), by inserting <quote>the collection and maintenance of native seeds for revegetation, the production of seedlings, and</quote> after <quote>or agreements for</quote>;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4bd104220b0c480bb572e861efd842e0"><enum>(2)</enum><text display-inline="yes-display-inline">by redesignating subparagraphs (B) through (D) as subparagraphs (C) through (E), respectively; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idb1fb6555216e4296a22455d3b8e2f6e7"><enum>(3)</enum><text>by inserting after subparagraph (A) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idFB261E8CC15248E5A52806D240254CCF"><subparagraph commented="no" display-inline="no-display-inline" id="idf58acb344d5046878eb1868d29125d9e"><enum>(B)</enum><text display-inline="yes-display-inline">institutions of higher education (as defined in section 101(a) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001(a)</external-xref>));</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section></legis-body></bill>
