<section id="H6D1D31D7BA574FA3B92936A9E0EA8374" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Housing Financial Literacy Act of 2023</short-title></quote>.</text></section> <section id="H0B6728EF782E4E2497B746C72852723C"><enum>2.</enum><header>Discount on mortgage insurance premium payments for first-time homebuyers who complete financial literacy housing counseling programs</header><text display-inline="no-display-inline">The second sentence of subparagraph (A) of section 203(c)(2) of the National Housing Act (<external-xref legal-doc="usc" parsable-cite="usc/12/1709">12 U.S.C. 1709(c)(2)(A)</external-xref>) is amended—</text> 
<paragraph id="H40A9E8C495D644E8A2FFA97E52D3F5F4"><enum>(1)</enum><text display-inline="yes-display-inline">by inserting before the comma the following: <quote>and such program is completed before the mortgagor has signed an application for a mortgage to be insured under this title or a sales agreement</quote>; and </text></paragraph> <paragraph id="H4425EAD31BB44E25898A6F3A579C8E1E"><enum>(2)</enum><text>by striking <quote>not exceed 2.75 percent of the amount of the original insured principal obligation of the mortgage</quote> and inserting <quote>be 25 basis points lower than the premium payment amount established by the Secretary under the first sentence of this subparagraph</quote>.</text></paragraph></section>
