R. 4834</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20230724">July 24, 2023</action-date><action-desc><sponsor name-id="N000147">Ms. Norton</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HGO00">Committee on Oversight and Accountability</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To revise the composition of the Zoning Commission for the District of Columbia so that the Commission will consist solely of members appointed by the government of the District of Columbia.</official-title></form><legis-body id="HEBE183AF1C8A41A8800B1623E4FCEAB0" style="OLC"><section id="H75F9568AB3A8496AB5D64DA536AC8BCD" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>District of Columbia Zoning Commission Home Rule Act</short-title></quote>.</text></section><section id="H6F5C34F6DEFE42D0AD4B726911BCFB7D" section-type="subsequent-section"><enum>2.</enum><header>Revision of composition of Zoning Commission for the District of Columbia</header><subsection id="HA0C8669AB3404A05BF31EAACC5CC5221"><enum>(a)</enum><header>Revision</header><text display-inline="yes-display-inline">The first section of the Act of March 1, 1920 (sec. 6–621.01, D.C. Official Code), is amended—</text><paragraph id="H3C4711073A06473693238BA64C1D96CB"><enum>(1)</enum><text>in the first sentence of subsection (a), by striking <quote>the Architect of the Capitol, the Director of the National Park Service, and</quote>; and</text></paragraph><paragraph id="HFE9ED4E0E4A74E5CA0FBDEB17B7626D3"><enum>(2)</enum><text>by striking <quote>appointed by the Mayor</quote> each place it appears in the second sentence of subsection (a), subsection (b), and subsection (c).</text></paragraph></subsection><subsection id="H6279602B5F0B48198CAA6A6B94ADB9CA"><enum>(b)</enum><header>Conforming amendment</header><text>Section 206(i) of the State Department Basic Authorities Act of 1956 (<external-xref legal-doc="usc" parsable-cite="usc/22/4306">22 U.S.C. 4306(i)</external-xref>) is amended to read as follows:</text><quoted-block display-inline="no-display-inline" id="H15FC3F32FDA640C084E0458DB3A9AC96" style="traditional"><subsection id="HC5300D8B6BB247B4AC6967BD9AA9E841"><enum>(i)</enum><text display-inline="yes-display-inline">Whenever the Board of Zoning Adjustment is performing functions regarding an application by a foreign mission with respect to the location, expansion, or replacement of a chancery—</text><paragraph id="H5255F1F9F125421A8314C766AA460059"><enum>(1)</enum><text display-inline="yes-display-inline">the Secretary of Defense, the Secretary of the Interior, the Administrator of General Services, or the Director of the National Park Service (or such alternate as such official may from time to time designate), as designated by the President, shall serve as a member of the Board in lieu of the representative from the Zoning Commission; and</text></paragraph><paragraph id="H061A11DEC9DC4EBCA7EE19E4358B4277"><enum>(2)</enum><text>the representative from the National Capital Planning Commission shall be the Executive Director of that Commission.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section></legis-body></bill>
