which was referred to the <committee-name committee-id="HSY00">Committee on Science, Space, and Technology</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Energy Policy Act of 2005 to require the Secretary of Energy to carry out terrestrial carbon sequestration research and development activities, and for other purposes.</official-title></form><legis-body id="H4D81187786004CE28C951A4241E8EFE7" style="OLC"><section id="H828D30D8EEAC497BA53C715BF34BC877" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Carbon Sequestration Collaboration Act</short-title></quote>.</text></section><section id="HC89C52CEF1FD4A6A9F5CEF7AE449CA95"><enum>2.</enum><header>Carbon sequestration research initiative</header><text display-inline="no-display-inline">Section 963 of the Energy Policy Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/16293">42 U.S.C. 16293</external-xref>) is amended—</text><paragraph id="H9781E0C815274621BDF56ACFF1D5286D"><enum>(1)</enum><text>in subsection (a)—</text><subparagraph id="H3724F9CE8C184DE7AEE6A571680B4AC0"><enum>(A)</enum><text>by redesignating paragraphs (1) and (2) as paragraphs (2) and (3), respectively;</text></subparagraph><subparagraph id="HB1C321E1F63B4B4D88566D59E51F816A"><enum>(B)</enum><text>by inserting before paragraph (2), as so redesignated, the following new paragraph:</text><quoted-block style="OLC" id="HE30DD9DA1CB24E058177A6C05F1CDB6C" display-inline="no-display-inline"><paragraph id="HB11FD4FB1C2649638EDEC74CF5E1BED3"><enum>(1)</enum><header>Carbon sequestration in geologic formations</header><text display-inline="yes-display-inline">The term <quote>carbon sequestration in geologic formations</quote> means carbon sequestration methods or technologies utilizing existing permeable or porous formations in geologic settings, such as basins or aquifers.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph><subparagraph id="HE2C02C532C5D48ACAA737177A2117477"><enum>(C)</enum><text>by adding at the end the following new paragraph:</text><quoted-block style="OLC" id="H08C53C6BE925448F9BBCE3EB3B96BF1B" display-inline="no-display-inline"><paragraph id="H2D811A069E8A4690814B1E1FC0109C46"><enum>(4)</enum><header>Terrestrial carbon sequestration</header><text display-inline="yes-display-inline">The term <quote>terrestrial carbon sequestration</quote> means carbon sequestration methods or technologies engineered by humans and targeted at rangelands, agricultural lands, fallow lands, or forest stands to increase soil organic carbon levels or sequester carbon through transport processes via plant and root biomass, including through soil additives, geochemical approaches, and other engineered solutions that can increase the storage of produced carbon in inorganic or mineral forms, such as biochar and carbon mineralization utilizing mine tailings.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="HBC15D6A612AE46C8933BFF9B48C0E04A"><enum>(2)</enum><text>in subsection (b)—</text><subparagraph id="H88418805F9354BA8B29ECB9FCE308875"><enum>(A)</enum><text>in paragraph (1)—</text><clause id="H1A05581E11E348EE936BF9E9F8BF6A67"><enum>(i)</enum><text>by striking <quote>shall establish</quote> and inserting <quote>, in coordination with the heads of relevant Federal agencies, carry out</quote>; and</text></clause><clause id="H5E8537B2D95147D8BF3BED02896D82BA"><enum>(ii)</enum><text>by inserting <quote>, including through terrestrial carbon sequestration and carbon sequestration in geologic formations</quote> before the period;</text></clause></subparagraph><subparagraph id="H082C9A65EE0249FCB13A7CBF3EFA5D80"><enum>(B)</enum><text>in paragraph (2)—</text><clause id="HC28308D3E1954A1C83EED081C9952A56"><enum>(i)</enum><text>in subparagraph (A)—</text><subclause id="HB80B5436833E4AB996DBF2AAEA75CCC5"><enum>(I)</enum><text>by striking <quote>in coordination with relevant Federal agencies,</quote>; and </text></subclause><subclause id="HB61E997D48BA400A8BD59EB0236B050E"><enum>(II)</enum><text>by striking <quote>assess the capacity of geologic storage formation</quote> and inserting <quote>evaluate terrestrial carbon sequestration and carbon sequestration in geologic formations</quote>;</text></subclause></clause><clause id="H468B63F404AF4A0E83B0706DD23DBA2F"><enum>(ii)</enum><text>in subparagraph (B)—</text><subclause id="H7DA93CE396D24A9285E20D0E3427FBC7"><enum>(I)</enum><text>in the matter preceding clause (i), by inserting <quote>and terrestrial carbon storage sites</quote> after <quote>geologic formations</quote>; and</text></subclause><subclause id="HE7CE44F164E44456967E313A5EE311FB"><enum>(II)</enum><text>in clause (ii), by striking <quote>geologic storage</quote> and inserting <quote>across a variety of ecosystems</quote>;</text></subclause></clause><clause id="H8345DB7C66F544C893426A0E66976EC6"><enum>(iii)</enum><text>in subparagraph (D)—</text><subclause id="H9B7EFA13A3334F2EB1F398BAFFDE086D"><enum>(I)</enum><text>by striking <quote>formation</quote>; and</text></subclause><subclause id="HD0548E3CDEBD49FF8FB387C445C5398C"><enum>(II)</enum><text>by inserting <quote>, and determining the fate of carbon dioxide concurrent with and after injection into geologic formations</quote> before the semicolon;</text></subclause></clause><clause id="H852392C0746443CBBE82B5D28A56EF1E"><enum>(iv)</enum><text>in subparagraph (E), by striking <quote>geologic sequestration of carbon dioxide</quote> and inserting <quote>terrestrial carbon sequestration and carbon sequestration in geologic formations</quote>;</text></clause><clause id="HE39768D42EAE4D56B39CFFC575DF68AC"><enum>(v)</enum><text>by striking subparagraphs (F) and (G);</text></clause><clause id="HEBE96F14CDBD4FB78A6F24922D4C8F35"><enum>(vi)</enum><text>by redesignating subparagraphs (H) and (I) as subparagraphs (F) and (G), respectively;</text></clause><clause id="H7FB53566E9624F7A97DAC3D0256CEF40"><enum>(vii)</enum><text>in subparagraph (F), as so resesignated, by striking <quote>and</quote> after the semicolon;</text></clause><clause id="HC4FE6E1514A048D2AB2FFB64DFB5A0AA"><enum>(viii)</enum><text>in subparagraph (G), as so redesignated, by striking the period; and</text></clause><clause id="HB62C239B6094482189EDC02000C376A3"><enum>(ix)</enum><text>by adding at the end the following new subparagraphs:</text><quoted-block style="OLC" id="H69C41F4465C64848B52F993DEC8D1CD2" display-inline="no-display-inline"><subparagraph id="H7F592AF826484E56A2E7F163A2B44B9D"><enum>(H)</enum><text>enhancing the scientific understanding of, and reducing uncertainties associated with, the cycling of carbon in agriculture lands, forests, and geologic formations, including long- and short-term behavior and potential environmental effects of sequestered carbon;</text></subparagraph><subparagraph id="H51359C49E07A42A889804077B529EE4F"><enum>(I)</enum><text>identifying scientific barriers and pursuing research solutions to challenges preventing terrestrial carbon sequestration and carbon sequestration in geologic formations, including supporting cost and business model assessments to examine the economic viability of technologies and systems developed under the program;</text></subparagraph><subparagraph id="H732535FB6C2F4F2AAD411EBE5AB90B66"><enum>(J)</enum><text>collecting, identifying, standardizing, and utilizing data and data sharing practices needed to—</text><clause id="HE205FE5A13584AA5BEBC17D94200784B"><enum>(i)</enum><text>increase the understanding of terrestrial carbon sequestration, in particular carbon sequestered through agricultural practices and conservation agriculture, such as rangeland and grazing management, soil cover, and crop rotations; and</text></clause><clause id="H337B8ED751F749759A58F06B92C3401C"><enum>(ii)</enum><text display-inline="yes-display-inline">support the development and demonstration of new carbon sequestration tools and technologies; and</text></clause></subparagraph><subparagraph id="H9D53095303394022801E3E746ECB0EF3"><enum>(K)</enum><text>coordinating across Federal agencies research efforts regarding terrestrial carbon sequestration and carbon sequestration in geologic formations.</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></clause></subparagraph><subparagraph id="HFC27516CDE3A44E2A30C817D3DDC2690"><enum>(C)</enum><text>by redesignating paragraph (3) as paragraph (5);</text></subparagraph><subparagraph id="HF6106D35E8984E6CBAE7D453465D2A55"><enum>(D)</enum><text>by inserting after paragraph (2) the following new paragraphs:</text><quoted-block style="OLC" id="H598181E699114E9CB5D04879F0DF0D5C" display-inline="no-display-inline"><paragraph id="H03FC2CEA6DD9430597D26B1B2590631E"><enum>(3)</enum><header>Leveraging</header><text>In carrying out activities under the program, the Secretary shall leverage for the advancement of monitoring, reporting, and verification, including tools, modeling, and analysis, the collective body of knowledge and data, including experience and resources from existing carbon utilization and sequestration research, entities, and demonstrations, from the following:</text><subparagraph id="HBF1EDEE8697B4839B96DBEDD30CBAAAA" commented="no"><enum>(A)</enum><text>The United States Geological Survey, the Agricultural Research Service, and the national Carbon Utilization Research Center.</text></subparagraph><subparagraph id="H051F95928814436F915A0FDEA9910A89"><enum>(B)</enum><text>The Department of Energy, including the Office of Science, the Office of Fossil Energy and Carbon Management, and the Office of Clean Energy Demonstrations.</text></subparagraph><subparagraph id="HF6201D4701D54A439E6BC4926ECB1C78"><enum>(C)</enum><text>Interagency research and development initiatives and data collection activities.</text></subparagraph><subparagraph id="H4F8A4BE41C274A2496EE46A8B18E237E"><enum>(D)</enum><text>Other Federal agencies, research communities, and users of the data referred to in subparagraph (J) of paragraph (2), including the Farm Service Agency, the National Institute of Food and Agriculture, the Forest Service, and the Natural Resources Conservation Service.</text></subparagraph></paragraph><paragraph id="HD98C908DBD2240A9BA94D6C58D4C0340"><enum>(4)</enum><header>Coordination</header><text>The Secretary of Energy shall carry out the program in coordination with, and avoid unnecessary duplication of, the following:</text><subparagraph id="H7678A4F7FD2645429D9BF75FAE25F4C1"><enum>(A)</enum><text>Other research entities of the Department of Energy, including the National Laboratories and the Advanced Research Projects Agency–Energy.</text></subparagraph><subparagraph id="H56D11D8904324CE6A5AA909BE004811D"><enum>(B)</enum><text>Research entities, services, and partnerships of the Department of Agriculture, including the Agricultural Research Service, the Natural Resources Conservation Service, the Farm Service Agency, and the Forest Service.</text></subparagraph><subparagraph id="H99F6E7114296462F81F9074BBF672802"><enum>(C)</enum><text>Research entities of the Department of the Interior.</text></subparagraph><subparagraph id="HC8058DF93FF84618B4898943C1358E77"><enum>(D)</enum><text>Other entities within Federal agencies that conduct research, development, or demonstration on terrestrial carbon sequestration and carbon sequestration in geologic formations.</text></subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph><subparagraph id="H84B13D536D8746F1ABC7CF964C42CAFE"><enum>(E)</enum><text>by adding at the end the following new paragraph:</text><quoted-block style="OLC" id="H0CC51F9E97DB487CAACCEC254D0DEFB6" display-inline="no-display-inline"><paragraph id="H96AC22141FA4405180480F80370AD4BD"><enum>(6)</enum><header>Research plan</header><text>Not later than two years after the date of the enactment of this paragraph and annually thereafter, the Secretary shall submit to the Committee on Science, Space, and Technology, the Committee on Natural Resources, and the Committee on Agriculture of the House of Representatives and the Committee on Energy and Natural Resources and the Committee on Agriculture, Nutrition, and Forestry of the Senate the long-term strategic and prioritized research agenda to identify and address scientific challenges for widespread adoption of terrestrial carbon sequestration and carbon sequestration in geological formations, including in shallow formations and sites not used for enhanced oil recovery.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></section></legis-body></bill>
