R. 4797</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20230720">July 20, 2023</action-date><action-desc><sponsor name-id="L000582">Mr. Lieu</sponsor> (for himself, <cosponsor name-id="S000344">Mr. Sherman</cosponsor>, and <cosponsor name-id="S001150">Mr. Schiff</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HII00">Committee on Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To designate the Encinal Trailhead on the Backbone Trail in the Santa Monica Mountains National Recreation Area as the <quote>Anthony <quote>Tony</quote> Beilenson Trailhead</quote>.</official-title></form><legis-body id="H896C5C7C6E1144589EF8B9DC031FFF67" style="OLC"><section id="H625D8E141CD54B1EBC86E0C70BEA2968" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Beilenson Trailhead Designation Act</short-title></quote>.</text></section><section id="H04E1FA0B79A642338CC4F9F950B7ED09"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text><paragraph id="H5205C7045F774581823B84DB50D7F2F8"><enum>(1)</enum><text display-inline="yes-display-inline">Congressman Anthony <quote>Tony</quote> Beilenson served in the California State Assembly from 1963 to 1967, and in the California State Senate from 1967 to 1976.</text></paragraph><paragraph id="H52C0B2D5BB22473487138C6258012166"><enum>(2)</enum><text display-inline="yes-display-inline">Congressman Beilenson began his tenure in the United States House of Representatives in 1977 and served in Congress for 20 years, until 1997.</text></paragraph><paragraph id="H749FF00DFDB24780908663F2BF53C723"><enum>(3)</enum><text display-inline="yes-display-inline">At different times during his tenure, Congressman Beilenson represented the people of West Los Angeles, Santa Monica, Malibu, Westwood, Encino, Sherman Oaks, Canyon Country, and Calabasas.</text></paragraph><paragraph id="H663C7EFC74A143AF981348D4895F05C9"><enum>(4)</enum><text display-inline="yes-display-inline">Congressman Beilenson was a well-respected member of the California State Legislature, known for his legislative efforts on environmental protection, consumer protection, family planning, public health, and welfare reform.</text></paragraph><paragraph id="H1556149915D2419D830BF6F36E607639"><enum>(5)</enum><text display-inline="yes-display-inline">During his time in the United States House of Representatives, Congressman Beilenson served on the Rules Committee and as Chair of the House Permanent Select Committee on Intelligence during the first Gulf War.</text></paragraph><paragraph id="H9BDE7A9A268B4853A0174C9FB56D321B"><enum>(6)</enum><text display-inline="yes-display-inline">Congressman Beilenson dedicated significant time and effort to environmental issues during his time serving in the United States House of Representatives, including contributing to the passage of legislation to fund the formation of the Santa Monica Mountains National Recreation Area.</text></paragraph><paragraph id="HF9991FADEFEA4B8593C46EEA85989CD1"><enum>(7)</enum><text display-inline="yes-display-inline">Congressman Beilenson considered his contributions to the designation of the Santa Monica Mountains National Recreation Area his greatest legislative achievement and supported the expansion of the Santa Monica Mountains National Recreation Area throughout his time in Congress and into retirement.</text></paragraph><paragraph id="HCEF79B923ADE4BB9887D939C3F12CBF3"><enum>(8)</enum><text display-inline="yes-display-inline">Congress and the Los Angeles community commemorate the environmental legacy of Congressman Beilenson by naming the Encinal Trailhead in Santa Monica Mountains National Recreation Area after Congressman Anthony <quote>Tony</quote> Beilenson.</text></paragraph></section><section id="H60A4319EEBEA4A7DB2C0DF82C1971F9C"><enum>3.</enum><header>Anthony <quote>Tony</quote> Beilenson Trailhead</header><subsection id="H07422E9D11254BC9B6764CA801C7C5C6"><enum>(a)</enum><header>Designation</header><text display-inline="yes-display-inline">The Encinal Trailhead on the Backbone Trail in the Santa Monica Mountains National Recreation Area shall hereafter be known and designated as the <quote>Anthony <quote>Tony</quote> Beilenson Trailhead</quote>.</text></subsection><subsection id="HB2B9B218871C46CD94A21AB687CC5249"><enum>(b)</enum><header>References</header><text display-inline="yes-display-inline">Any reference in a law, map, regulation, document, paper, or other record of the United States to the trailhead referred to in subsection (a) shall be deemed to be a reference to the <quote>Anthony <quote>Tony</quote> Beilenson Trailhead</quote>. </text></subsection></section></legis-body></bill>
