<section id="H630CC31D0EB3463795449AC9E43FB9E3" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Physical activity, Living healthy, Access, Youth development, and Safety in Youth Sports Act</short-title></quote> or the <quote><short-title>PLAYS in Youth Sports Act</short-title></quote>.</text></section> <section id="H6B6C6796530943E09A7C2517C6163FDE"><enum>2.</enum><header>Grant programs</header> <subsection id="HE4B2C91146CF47D5810FCCBFE50C262E"><enum>(a)</enum><header>Organization grant program</header> <paragraph id="HD7C218098E784A5F9EA804ACBA12892C"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Health and Human Services, acting through the Centers for Disease Control and Prevention, shall establish a competitive grants program (in this section referred to as the <quote>Organization Grants Program</quote>) to award grants, in accordance with paragraph (3), to eligible national non-profit organizations to improve the health and positive youth development impacts of youth sports participation and to increase access to youth sports for all children and youth, especially underserved populations as defined by section 40002 of the Violence Against Women Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/34/12291">34 U.S.C. 12291</external-xref>), in accordance with paragraph (4).</text></paragraph> 
<paragraph id="H87225C61ECB54FA895AFB4760D9144FA"><enum>(2)</enum><header>Eligible national non-profit organization</header><text display-inline="yes-display-inline">For purposes of this subsection, a national non-profit organization shall be eligible for a grant under this subsection if such organization—</text> <subparagraph id="HC770F1A0AF3B4779B16F72F6D849A649"><enum>(A)</enum><text display-inline="yes-display-inline">has experience with working with regional and local non-profit youth sports organizations in the areas of improved health, positive youth development, and safe playing environments consistent with the types of activities described in paragraph (5); </text></subparagraph> 
<subparagraph id="H57E687D9C5F54D7E920A16E6D0CC56BC"><enum>(B)</enum><text>submits to the Secretary a plan for awarding subgrants to regional and local non-profit youth sports organizations to improve physical activity or sports programs carried out in the areas served by such organizations to improve the health of youth through, and have positive impacts on, youth sports participation;</text></subparagraph> <subparagraph id="H8CA8183BAD7E46EAB7D7E18EC78B2AE3"><enum>(C)</enum><text>can demonstrate a track record and plan for serving low-income and under-resourced communities, as well as providers of adaptive sports programming; and</text></subparagraph> 
<subparagraph id="H12C6659347C04E709EF364EE0FAF65B1"><enum>(D)</enum><text>can demonstrate policies and practices in place for ensuring background checks for staff and volunteers working with children and youth.</text></subparagraph></paragraph> <paragraph id="H74E69C8280914F82A867A74EF3F0FC34"><enum>(3)</enum><header>Administrative provisions</header> <subparagraph id="H5E1B13BCC3FF467FA89901149EB0D759"><enum>(A)</enum><header>Amount of grants</header><text display-inline="yes-display-inline">Each grant awarded under this subsection shall be no more than $2,500,000 for national organizations and no more than $250,000 for State and local organizations.</text></subparagraph> 
<subparagraph id="HE1943EFE70B5473A816CE624A78CA2C2"><enum>(B)</enum><header>Selection of grantees through grant selection board</header> 
<clause id="H4EFB48F9D51648798272C5FC2A2116AA"><enum>(i)</enum><header>In general</header><text>Not later than one year after the date on which funds are first appropriated to carry out this section, the Secretary shall establish a grant selection board to select the eligible national non-profit organizations to be awarded grants under this subsection.</text></clause> <clause id="HADADF18EA954408D98C1D38D8F44464F"><enum>(ii)</enum><header>Composition</header><text>Such board shall consist of 10 members to be selected from the Department of Health and Human Services, including from the following:</text> 
<subclause id="HB8FE6DF20F2A4035A9E1C5B6937B0C6E"><enum>(I)</enum><text>The Administration for Children and Families (ACF), in particular the Family and Youth Services Bureau.</text></subclause> <subclause id="H476BB2B2EAA240FB924009B6331FB602"><enum>(II)</enum><text>The Office of the Assistant Secretary for Health, in particular the Office of Adolescent Health and the President’s Council on Fitness, Sports, and Nutrition.</text></subclause> 
<subclause id="HC2DD2E409886446BAFF66DCFB93AA5AA"><enum>(III)</enum><text>The Centers for Disease Control and Prevention, in particular the Office of Noncommunicable Diseases, Injury and Environment Health, and the National Center for Injury Prevention and Control.</text></subclause> <subclause id="H4601DC6FA85E494CA1453B3D866819D6"><enum>(IV)</enum><text>The Center for Faith-Based and Neighborhood Partnerships.</text></subclause> 
<subclause id="HE744F0B6C6354F17A99E25B8025E1949"><enum>(V)</enum><text>The National Institutes of Health, in particular the National Institute of Child Health and Human Development and the National Institute of Arthritis and Musculoskeletal and Skin Diseases.</text></subclause></clause> <clause id="HA0DCD1B95EB442568CACE669F2DD39D8"><enum>(iii)</enum><header>Considerations</header><text>In selecting grantees under this subsection, the board under this subparagraph shall, with respect to a plan described in paragraph (2)(B) submitted by a national non-profit organization, evaluate the plan based on the ability of the plan to ensure that the grant will help improve the physical activity or sports program involved in at least one of the following areas:</text> 
<subclause id="H9BF1ADDCC8644A16A86C17BC0AB19C8B"><enum>(I)</enum><text>Effectiveness, through activities described in paragraph (5)(B).</text></subclause> <subclause id="HA45B0B26253746A2961B74558603A078"><enum>(II)</enum><text display-inline="yes-display-inline">Participation, through activities described in paragraph (5)(C).</text></subclause> 
<subclause id="H8E5E648A5CB44D5F8D08A135434F51D6"><enum>(III)</enum><text display-inline="yes-display-inline">Health and Safety, through activities described in paragraph (5)(D).</text></subclause></clause></subparagraph></paragraph> <paragraph id="H331FB244840146C1B47954A822B45106"><enum>(4)</enum><header>Uses of grants</header><text display-inline="yes-display-inline">A grant awarded under this subsection to an eligible non-profit organization may be used by such organization only for awarding subgrants in accordance with paragraph (5) and consistent with the plan submitted by the organization under paragraph (2)(B).</text></paragraph> 
<paragraph id="H614BD719A3AC4320880BB574048E9A9A"><enum>(5)</enum><header>Uses of subgrants</header> 
<subparagraph id="H777287D6EE8E4E2BBEBBBDE6C1E14AF9"><enum>(A)</enum><header>In general</header> 
<clause id="H1F28F2058CB740A99B41BC8E84597C46"><enum>(i)</enum><header>Permissible activities</header><text display-inline="yes-display-inline">A subgrant awarded to a regional and local non-profit youth sports organization pursuant to this subsection may be used by such organization for only the activities described in the subsequent subparagraphs of this paragraph in accordance with the provisions of the respective subparagraph.</text></clause> <clause id="H39F4F5C1595B42ABA59A65B2A0D625ED"><enum>(ii)</enum><header>Excluded activities</header><text display-inline="yes-display-inline">A subgrant awarded to a regional and local non-profit youth sports organization pursuant to this subsection may not be used by such organization for any of the following:</text> 
<subclause id="HAB95530D4D4D4D8DA32F5EC01BBA091A"><enum>(I)</enum><text display-inline="yes-display-inline">Any activity the organization is in the process of conducting or planning to conduct as of the date of application for a subgrant under this subsection.</text></subclause> <subclause id="HFB5162595E1C4C4FA8AD072510ED3340"><enum>(II)</enum><text display-inline="yes-display-inline">Any activity primarily designed to expand the organization among those portions of the community that would otherwise participate in youth sports, rather than those efforts aimed at a particularly underserved participating portion of the community.</text></subclause> 
<subclause id="H0EF422967108410C826296EEEB753733"><enum>(III)</enum><text display-inline="yes-display-inline">Efforts that are not likely to be continued after funding from the subgrant has expired.</text></subclause></clause> <clause id="H756842E1A09740BE98E0662E1F96359F"><enum>(iii)</enum><header>Amount of subgrants</header><text>A subgrant under this subsection shall be not more than $10,000 and not less than $1,000.</text></clause></subparagraph> 
<subparagraph id="HBBD7AE35920A45219D2780CDBA31A4FD"><enum>(B)</enum><header>Activities to promote effectiveness of youth sports</header> 
<clause id="H7709EC2AACC847C7B2CD3DF74CA149F1"><enum>(i)</enum><header>Activities</header><text display-inline="yes-display-inline">The activities described in this subparagraph are activities that promote effectiveness of physical activities or youth sports, including the following:</text> <subclause id="H5A3B319EEDF64CC990EF7F2C96C5EB58"><enum>(I)</enum><text display-inline="yes-display-inline">Training and certification programs for coaches, in accordance with clause (ii).</text></subclause> 
<subclause id="H22B6CCAE3E404CC88588624F4409AF19"><enum>(II)</enum><text>Developing and implementing coaching guidelines described in clause (iii).</text></subclause> <subclause id="H296C5A89F77549CC970EAD485D8E3EB3"><enum>(III)</enum><text display-inline="yes-display-inline">Training for youth development and character development.</text></subclause> 
<subclause id="H5AACB42D55F1439BB7180089B2AE2908"><enum>(IV)</enum><text>Developing or implementing evaluation and results implementation process.</text></subclause> <subclause id="H50B45F58EC4E4C3B95D92E61A8635795"><enum>(V)</enum><text>Instructing positive parental involvement.</text></subclause> 
<subclause id="HBEA9051879084D03B901284B80329066"><enum>(VI)</enum><text>Developing and implementing an athlete code of conduct and instruction.</text></subclause> <subclause id="H53B06A581A5F4495AD3463DAA9A3EBAC"><enum>(VII)</enum><text>Developing and implementing coach and volunteer retention efforts.</text></subclause> 
<subclause id="H0D04853A87BF460E9CB96E765E5E9F0B"><enum>(VIII)</enum><text>Fostering a positive sport experience for all involved that emphasizes athlete development over winning at all costs.</text></subclause> <subclause id="H7C9860460D7E427596C783C7B502900E"><enum>(IX)</enum><text>Activities to enhance effects beyond the playing field, such as with respect to nutrition practices, academic performance, encouragement of life-long practices, and promotion of positive self-image.</text></subclause></clause> 
<clause id="H14C2FA2DB3754D409E7177ABD584813A"><enum>(ii)</enum><header>Training and certification program characteristics</header><text>For purposes of clause (i)(I), a training or certification program for coaches described in such clause—</text> <subclause id="HA89DDDEDB88E4D15B50755FF098174CC"><enum>(I)</enum><text>shall be based on consensus within the youth sports non-profit community;</text></subclause> 
<subclause id="H0040384B95F6499BABD25C955891E6EB"><enum>(II)</enum><text>should be interactive;</text></subclause> <subclause id="H96B231AECF5746C98364E4D618DCF7F6"><enum>(III)</enum><text>should aspire to coaching education at the youth sport level that provides coaches with baseline knowledge in the areas of coaching philosophy and style, communication, team management, practice and game-day planning, first aid, and rules as well as sport-specific content on teaching the techniques and tactics of the respective sport;</text></subclause> 
<subclause id="HC8F61CD77A7147DA812BDF2F244DD83C"><enum>(IV)</enum><text>should include content that is complete, comprehensive, affordable, and user-friendly; a convenient online 24/7 delivery system; supplemental resources and support materials, such as coaching youth sports books, study guides, forms, checklists, and plans; and a web-based tracking and reporting interface that documents a national coaches registry;</text></subclause> <subclause id="H24B82207599A49748359BC4F3D345FFC"><enum>(V)</enum><text display-inline="yes-display-inline">should emphasize whole child development over winning at all costs; and</text></subclause> 
<subclause id="HF6255DE5D18C4A119054A2FC112BCB37"><enum>(VI)</enum><text display-inline="yes-display-inline">should emphasize the stages of youth development and the importance of providing children with a level of challenge commensurate with their physical, mental and emotional maturity and their emerging athletic ability; and should emphasize the importance of treating children with dignity and respect and giving all children the opportunity to have fun and grow as people and athletes.</text></subclause></clause> <clause id="H75A8DB8EE20D4C4AAC370EC5951230C4"><enum>(iii)</enum><header>Coaching requirements</header><text>For purposes of clause (i)(II), the coaching guidelines described in this clause, with respect to planning and practice of youth sports, are guidelines to achieve the following:</text> 
<subclause id="H7634A2DFC44A4EE1A42DEBE365203E49"><enum>(I)</enum><text display-inline="yes-display-inline">Developing and refining the philosophy and style of such coaching.</text></subclause> <subclause id="HAB2D45B001B94ACE847B268095A0E68D"><enum>(II)</enum><text display-inline="yes-display-inline">Developing the character of the youth athletes through role-modeling, teaching, and exhibiting appropriate citizenship behaviors.</text></subclause> 
<subclause id="HB468F1EADA98480E80DA2FE88885BBFA"><enum>(III)</enum><text>Communicating effectively by role-modeling, teaching, and expecting honest and effective communication.</text></subclause> <subclause id="HF6643D039AA848B0983E4F4789EC797A"><enum>(IV)</enum><text>Guiding athletes to develop self-confidence by modeling and teaching self-confident attributes and behaviors and creating situations in which athletes experience success.</text></subclause> 
<subclause id="HA0E735552D2B464490CDD345FF0D6734"><enum>(V)</enum><text>Teaching the sport involved effectively by teaching the rules, systems, and defined plays of the sport involved.</text></subclause> <subclause id="H09EB139F2DFA4646B73D571A1E35A399"><enum>(VI)</enum><text>Teaching technical and tactical skills effectively by instructing athletes in the use of correct and safe techniques and teaching how to process game situations to gain a competitive advantage.</text></subclause> 
<subclause id="H5C1167F315D24F439D236E75715CBDF1"><enum>(VII)</enum><text>Teaching sport decisionmaking skills effectively by modeling and teaching perception, attention, and concentration skills.</text></subclause> <subclause id="HDAC2B2B9946F4B90BD8838BDD0081C65"><enum>(VIII)</enum><text>Challenging athletes in practice and competition by developing season and practice plans to create optimally challenging, safe, and effective practices and competitions.</text></subclause> 
<subclause id="H2A0CC67CFF594C7EA599D6FFB785F02F"><enum>(IX)</enum><text>Physically preparing athletes by modeling, teaching, and expecting appropriate physical training, nutrition, and drug-free habits.</text></subclause> <subclause id="H735357B1D5B9489F90434F7088B39161"><enum>(X)</enum><text>Taking all measures feasible to ensure the safety of athletes by checking facilities and equipment (and how such equipment fits), monitoring athletes’ activities closely, and correcting unsafe behavior immediately.</text></subclause> 
<subclause id="H461AE5E3067E4882BA0CBE7A76167E13"><enum>(XI)</enum><text>Managing relationships effectively by modeling, teaching, and expecting positive interactions between coaches, athletes, parents, administrators, medical personnel, officials, and media.</text></subclause> <subclause id="HB029D6D62FFC4FE58989E0DC9CEBBA55"><enum>(XII)</enum><text>Supporting scholastic achievement by expecting commitment to academics and teaching the value of education.</text></subclause></clause></subparagraph> 
<subparagraph id="H6AAAD1A43EBA4577AD51130D08FCCA9D"><enum>(C)</enum><header>Activities relating to participation</header><text display-inline="yes-display-inline">The activities described in this subparagraph are activities to lead to sustained increases in participation in youth sports, including the following:</text> <clause id="H5463CC940FA04E0F8E1FD9FB995644C9"><enum>(i)</enum><text display-inline="yes-display-inline">Activities to lower barriers to participation, such as by making it easier for youth with disabilities to participate, acquiring or modifying space, raising money for an endowment to keep participation fees low or free, including through scholarships.</text></clause> 
<clause id="H229B941B3D994EEBAEB53F87A8E06EF0"><enum>(ii)</enum><text display-inline="yes-display-inline">Activities to target populations under-represented in youth sports or particularly at-risk communities, such as girls and other under-represented minorities, populations in geographical areas with particular low participation rates, populations with high obesity risk, populations in high crime and violence areas, homeless youth, youth with behavioral issues, youth with physical or mental disabilities.</text></clause> <clause id="H9491E31420024A388B7C6A873247421E"><enum>(iii)</enum><text>Activities for capacity building.</text></clause> 
<clause id="H7ED13AB21BC3412881ECF0720CC8C844"><enum>(iv)</enum><text display-inline="yes-display-inline">Activities to engage parents and other family members to encourage life-long physical activity.</text></clause></subparagraph> <subparagraph id="HBDE7F6EBADDA4B8B82F4AE757F841C04"><enum>(D)</enum><header>Activities to promote safety and health</header> <clause id="HE35DBAF3749D407B99C15DDA76590B2A"><enum>(i)</enum><header>Activities</header><text display-inline="yes-display-inline">The activities described in this subparagraph are activities to promote safety and health, including the following:</text> 
<subclause id="H65F3207787DA4566AC5A182606619229"><enum>(I)</enum><text>Background checks described in clause (ii)(I) and the establishment of procedures for such background checks in accordance with clause (ii)(II).</text></subclause> <subclause id="HD5AC4E6A6E1549B6B5DB23F741ABB01B"><enum>(II)</enum><text>Abuse prevention and response activities described in clause (iii).</text></subclause> 
<subclause id="H46EA2CAB31CB430EB5DE87C38045CA04"><enum>(III)</enum><text>Measures to implement program improvements as broadly as possible within the organization receiving the subgrant by providing resources for activities, such as administrative guidelines and materials, training opportunities, and codes of conduct.</text></subclause> <subclause id="HAD092017967F47AA880ED8DA6B263246"><enum>(IV)</enum><text>Training programs to address the matters described in clause (iv).</text></subclause> 
<subclause id="HBC14649EFC864F638555E648A3ADE74B"><enum>(V)</enum><text display-inline="yes-display-inline">Prevention efforts to prevent and reduce the occurrence of concussions (through baseline screening, clear return to play and other post-concussion protocols, prevention efforts, parent and participant education) and of overuse and overload and injury risk.</text></subclause> <subclause id="H8E1FEA3F94C342BDBE7A1A78686C2218"><enum>(VI)</enum><text>Practices to encourage water drinking, increased physical movement, nutritious snacks, and national healthy eating practices.</text></subclause> 
<subclause id="H6B78F299153A4CE3A3D244462E51EEA6"><enum>(VII)</enum><text display-inline="yes-display-inline">Targeted programs for particular at-risk behavior or at-risk populations, such as with respect to lateral injuries in girls and for participants with physical and mental disabilities, such as Type 1 diabetes, eating disorders, and sickle cell trait.</text></subclause> <subclause id="H2F6299341DDC4B2FAB3FEDDB327F5E83"><enum>(VIII)</enum><text display-inline="yes-display-inline">Parent education.</text></subclause> 
<subclause id="H6A1204EB3C1640378CB12EBEE71373F7"><enum>(IX)</enum><text>Parent code of conduct and instruction.</text></subclause> <subclause id="H155FD2302AC6465CA91FFB8058FA3951"><enum>(X)</enum><text>Athlete code of conduct and instruction.</text></subclause> 
<subclause id="H39A20C86CF574EBDB76985B3D0D3054A"><enum>(XI)</enum><text>Bullying prevention.</text></subclause> <subclause id="HBE387040AC04475DA0AE27563C5D1499"><enum>(XII)</enum><text>Safety procedures for engagement of youth sports photographers.</text></subclause> 
<subclause id="H302ECA0F3D244A08B3AD8A1A98813898"><enum>(XIII)</enum><text>Venue and event safety.</text></subclause> <subclause id="H13547CE2852C429BB2B2FB91F07CA00D"><enum>(XIV)</enum><text display-inline="yes-display-inline">Participant comprehensive health history and pre-screening recording, evaluation, and privacy securing, including in a standardized form or way that make it easy for participants to share their information with other organizations.</text></subclause> 
<subclause id="H9019655CFDEF486781481F511BD7AF7E"><enum>(XV)</enum><text display-inline="yes-display-inline">Encouraging and facilitating participation in the Presidential Active Lifestyle Award (PALA) of participants.</text></subclause></clause> <clause id="H482E307044ED44D5A4414284A821751A"><enum>(ii)</enum><header>Background checks</header> <subclause id="HB8CBA407E2E64887B61C4A3F047360F0"><enum>(I)</enum><header>In general</header><text>For purposes of clause (i)(I), background checks described in this clause—</text> 
<item id="HABE4A18FFFF747DAAD85EB50BC845ED9"><enum>(aa)</enum><text>check for known offenses and pending actions of abuse, harm, or violent behavior and molestation of youth by coaches, mentors, or other adults with access to youth sports participants;</text></item> <item id="HD7032E65699345E59042409F8642E7B1"><enum>(bb)</enum><text>screen employees, contractors, and volunteer forces who have regular contact with youth participants, authority or supervision roles with respect to such youth, opportunity to establish a position of trust with respect to such youth, or opportunity for one-on-one contact with such youth;</text></item> 
<item id="H02381DE1843C41559532E0FB314E964C"><enum>(cc)</enum><text>should utilize advancements in technology that make criminal history information available to these organizations;</text></item> <item id="H4AE68CC464A041E09206CCE50F74289F"><enum>(dd)</enum><text>must provide for reliable, rapid, comprehensive, up-to-date checks at a very reasonable cost so that the organizations can make informed screening decisions;</text></item> 
<item id="H97BF46317FC94DC296BF293446515A25"><enum>(ee)</enum><text>provide access to criminal background information that has been recently updated, and is dependable, complete, and accessed from national databases, county courts (county of residence) and all available State sex offender registries; and</text></item> <item id="H5BB3C92FB2204EC6AF2714CB4F859604"><enum>(ff)</enum><text>provide screenings that generally cover identity verification, using social security number validation and address trace report; National Criminal database search, updated regularly with more than 300 million criminal records; the Office of Foreign Assets Control terrorist database search; Sex Offender Registry search of all available States with at least one county search that generally covers longest and most recent residency in the past five years.</text></item></subclause> 
<subclause id="H40DCA6E1B50D4FD6B51B3554CB13D9AF"><enum>(II)</enum><header>Procedures</header><text>For purposes of clause (i)(I), the establishment of procedures for conducting and reviewing background checks described in subclause (I) shall identify who is responsible for conducting the checks, reviewing the criminal history records, determining fitness, notifying the volunteer or staff of the decision, managing legally compliant notices, and the dissemination, control, storage, and destruction of information gained in the background check.</text></subclause></clause> <clause id="H8CC28D0343584D48A4205A791EB2FF07"><enum>(iii)</enum><header>Abuse prevention and response activities</header><text display-inline="yes-display-inline">For purposes of clause (i)(II), abuse prevention and response activities described in this clause are the following:</text> 
<subclause id="H59E6EA77873144A2B27C89B3EADF691C"><enum>(I)</enum><text>The development and reinforcement of appropriate communication, training, and response protocols for abuse and other inappropriate behavior.</text></subclause> <subclause id="HD29742399403481998DF8BB1ED359721"><enum>(II)</enum><text>Awareness, prevention, and response guidelines, including a protocol to immediately report potential criminal behavior on the part of any coach or official to the appropriate law enforcement agency.</text></subclause> 
<subclause id="HE373459A286C45A8B785DA4F48D9E976"><enum>(III)</enum><text>Reference checking of volunteers, including previous clubs, teams, or athletes with whom the individual has worked.</text></subclause> <subclause id="H3C0E2D55D4404C659004ADE1A8B431D3"><enum>(IV)</enum><text>Questioning about the individual’s behaviors and if anyone has reported any inappropriate behavior that might be of concern.</text></subclause> 
<subclause id="H94FC9F5B24D14CEE95ACADFADD55B26B"><enum>(V)</enum><text>Work with insurance providers or other risk management experts to help maintain a safe environment.</text></subclause></clause> <clause id="HA17802B25CB14092AB3568A330C7C9D3"><enum>(iv)</enum><header>Training programs</header><text display-inline="yes-display-inline">For purposes of clause (i)(IV), the matters described in this clause are the following:</text> 
<subclause id="HECDFCF9A82D242C081A9ECABB737787D"><enum>(I)</enum><text display-inline="yes-display-inline">First aid, CPR, and defibrillator.</text></subclause> <subclause id="HD0E77331EA154D4FBC8CD94D069025B3"><enum>(II)</enum><text>Mild traumatic brain injury or concussion.</text></subclause> 
<subclause id="H9EFED09A8B9D44B4809E1A0064C7DB81"><enum>(III)</enum><text>Heat acclimatization and heat illness prevention.</text></subclause> <subclause id="H4681E8A7E5D247408AA34E1EAC392C9F"><enum>(IV)</enum><text>Human kinetics coaching education.</text></subclause> 
<subclause id="HC63BA87440314BFB80C5ACC4B9FFAA98"><enum>(V)</enum><text>Risk management.</text></subclause> <subclause id="HB91BA6E106C844B7A9F376631DC2B879"><enum>(VI)</enum><text>Legal issues.</text></subclause> 
<subclause id="H1D29FFC5E4E8471B90373D0155A360BD"><enum>(VII)</enum><text>Pre-participation Physical Evaluation (PPE).</text></subclause> <subclause id="HDFAD0CFF4A0F48B4B1BE31FD208A823D"><enum>(VIII)</enum><text>Emergency planning.</text></subclause>

<subclause id="HF0645198BD0E475F8AFA2901D49E8899"><enum>(XIII)</enum><text>Prevention and care of concussions.</text></subclause> <subclause id="H456528D0BEC54197B1608478ADD8B914"><enum>(XIV)</enum><text>Equipment fitting.</text></subclause> 
<subclause id="H2D5FBDC96F6F49D598FEA5083A529B41"><enum>(XV)</enum><text>Safe playing conditions.</text></subclause></clause></subparagraph></paragraph> <paragraph id="HD18E6E860FDE489781D8700D530D8849"><enum>(6)</enum><header>Funding</header><text display-inline="yes-display-inline">There is authorized to be appropriated to carry out this subsection $75,000,000; $15,000,000 for national organizations, $50,000,000 for States, $5,000,000 for prevention and research, including no less than $5,000,000 for the Centers for Disease Control and Prevention to carry out the grant program to national organizations and states and to manage an interagency committee.</text></paragraph></subsection> 
<subsection id="HA192597C108B461B98803ED25A2F16B9"><enum>(b)</enum><header>State and local grant program</header> 
<paragraph id="HFDBC3B2E9FD84A4397F2ED62501F7421"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Health and Human Services may establish a grant program under which the Secretary shall award one-time competitive grants to municipalities, counties, and States to fund efforts of such municipalities, counties, and States to establish and implement model standards, such as through surveys, studies, pilot programs, and guidelines, for out-of-school youth sports coaches.</text></paragraph> <paragraph id="HC59DEB18D59F45EB80CA126BC58917CC"><enum>(2)</enum><header>Requirements</header><text display-inline="yes-display-inline">A grantee under this subsection must agree to enact or improve implementation of standards that—</text> 
<subparagraph id="HBD7970611716464F8498A84EE7387A08"><enum>(A)</enum><text>do not conflict or otherwise negatively interfere with standards that apply within the jurisdiction of such grantee; and</text></subparagraph> <subparagraph id="HD382E50E8A104FCAA227EE445101CE85"><enum>(B)</enum><text>are aimed at improving effectiveness, participation, and health and safety of youth sports.</text></subparagraph></paragraph> 
<paragraph id="H71D1469837F44C2E8F11F642CC1C314B"><enum>(3)</enum><header>Permitted activities</header><text display-inline="yes-display-inline">A grant under this subsection may be used for activities including the following:</text> <subparagraph id="H5472605CE2724C958E69E64C33008E80"><enum>(A)</enum><text display-inline="yes-display-inline">Surveys.</text></subparagraph> 
<subparagraph id="H088AF80772F54DE9B2B04C3747A37BA6"><enum>(B)</enum><text>Studies.</text></subparagraph> <subparagraph id="H6B53506E93DD46A0B074E4B6CC58E593"><enum>(C)</enum><text>Pilot programs.</text></subparagraph> 
<subparagraph id="H63047439EA1E4A6D9212465F1811E1CA"><enum>(D)</enum><text>Development of guidelines and standards.</text></subparagraph> <subparagraph id="HC198D75FD1C6483B98988B832196014C"><enum>(E)</enum><text>Education and outreach.</text></subparagraph> 
<subparagraph id="HD25482087B3948CC9A6E85C57B1E2578"><enum>(F)</enum><text>Implementation efforts.</text></subparagraph></paragraph> <paragraph id="H943A052AD39E4D21AE3C9CF006F522A3"><enum>(4)</enum><header>Selection criteria</header><text display-inline="yes-display-inline">Grants under this subsection shall be awarded, with respect to model standards described in paragraph (1), based on the following criteria:</text> 
<subparagraph id="HD4832B38678240EC967855A67798AA62"><enum>(A)</enum><text>Number of coaches affected by such standards.</text></subparagraph> <subparagraph id="H4FA175FE0D004BA9A759CFDAFD6F08C9"><enum>(B)</enum><text>Degree with which activities and standards, as applicable, are easy and affordable to the organization or coach involved.</text></subparagraph> 
<subparagraph id="HE26C8ADFD3AC461297A2165C2CA301C1"><enum>(C)</enum><text>Comprehensiveness of such standards and the number of subjects covered effectively by such standards.</text></subparagraph></paragraph> <paragraph id="HB1D712A0924744A1ADCB43A759974C90"><enum>(5)</enum><header>Reports</header> <subparagraph id="HA822238AF5A344D0889553A2D99F854E"><enum>(A)</enum><header>By grantees</header><text display-inline="yes-display-inline">As a condition of receipt of a grant under this subsection, a grantee shall submit to the Secretary of Health and Human Services such information as specified by the Secretary, by such time as specified by the Secretary, to complete the report described in subparagraph (B).</text></subparagraph> 
<subparagraph id="H3EEE1DBBBB5F4D8EAF9EB32BA47E2A9F"><enum>(B)</enum><header>By Secretary</header><text display-inline="yes-display-inline">Not later than five years after the date of the enactment of this Act, the Secretary of Health and Human Services shall publish a national report on lessons learned from the model standards implemented pursuant to grants awarded under this subsection. The report shall—</text> <clause id="H28EA72A9F70549D084F3BA42F8443913"><enum>(i)</enum><text>measure the effectiveness of such standards in improving health, safety, participation rate, and inclusion; and</text></clause> 
<clause id="H3496C621966F41059C4F31938B8B7633"><enum>(ii)</enum><text>describe the areas in which funding under such grants was spent, including by purposes and outcomes.</text></clause></subparagraph></paragraph> <paragraph id="H0C908DAF9EFF463CA0FB6B548ABA0A05"><enum>(6)</enum><header>Funding</header><text display-inline="yes-display-inline">There is authorized to be appropriated to carry out this section such sums as are necessary.</text></paragraph></subsection></section> 
<section id="HD2F6ED92F424471BBA4A0408DB553F8D"><enum>3.</enum><header>Youth sports research</header> 
<subsection id="H796AD8C10E3E4DB0A7F18CC52DB25E4A"><enum>(a)</enum><header>GAO study</header><text display-inline="yes-display-inline">Not later than two years after the date of the enactment of this Act, the Comptroller General of the United States shall submit to Congress a report on—</text> <paragraph id="H83E779445F0F4D1E87C9EF872232C1F6"><enum>(1)</enum><text>a history of the prior 50 years of Federal Government programs used to help promote the effectiveness, participation, health, and safety of non-school based organized youth sports; and</text></paragraph> 
<paragraph id="H7FEFD2B3393C4F9796A57F3B6C4D6E8B"><enum>(2)</enum><text>evidence available on the effectiveness and outcomes of such programs.</text></paragraph></subsection> <subsection id="H3466DAF5150F46E8BF78FCA0D3CE931E"><enum>(b)</enum><header>HHS study</header><text display-inline="yes-display-inline">Not later than two years after the date of the enactment of this Act, the Secretary of Health and Human Services shall submit to Congress a report on—</text> 
<paragraph id="HCB2EADD27CC14FF1B966EB85DCE26198"><enum>(1)</enum><text>youth sports risk prevention efforts conducted or supported by the Department of Health and Human Services and other Federal agencies;</text></paragraph> <paragraph id="H292EDEBF433348DD9EE6E6088339D7D1"><enum>(2)</enum><text>beneficial practices in place relating to such efforts and the effectiveness of such practices; and</text></paragraph> 
<paragraph id="H9C08F147DFF7488399A9120C126A7C8D"><enum>(3)</enum><text>assessing further steps and resources needed to reduce risks and increase the benefits of sports.</text></paragraph></subsection></section> <section id="H1964B1CC16A44B5291DAA415CF2DEBE8"><enum>4.</enum><header>Safety promotion</header><text display-inline="no-display-inline">The Secretary of Health and Human Services is authorized, through the Centers for Disease Control and Prevention and the National Institutes of Health, to undertake, support, enhance, and expand research and prevention efforts to advance youth sports safety.</text></section>
