committed to the Committee of the Whole House on the State of the Union and ordered to be printed</action-desc><action-instruction>Strike out all after the enacting clause and insert the part printed in italic</action-instruction></action><action><action-desc><pagebreak></pagebreak></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Federal Fire Prevention and Control Act of 1974 to authorize appropriations for the United States Fire Administration and firefighter assistance grant programs, and for other purposes.<pagebreak></pagebreak></official-title></form><legis-body id="H5ED53FD79F8C4E469B13E90B3BE43EC0" style="OLC"><section id="H4EA2326CEBD24DDDA38C8E6F56DFDD1F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Fire Grants and Safety Act of 2023</short-title></quote>.</text></section><section id="H1B47744B0D5C43E6B7A90197D5D4BC1E"><enum>2.</enum><header>Reauthorization of the United States Fire Administration</header><text display-inline="no-display-inline">Section 17(g)(1) of the Federal Fire Prevention and Control Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/15/2216">15 U.S.C. 2216(g)(1)</external-xref>) is amended—</text><paragraph id="HBE99F5592EE3478F83BB63E39CE96719"><enum>(1)</enum><text>in subparagraph (L), by striking <quote>and</quote> after the semicolon;</text></paragraph><paragraph id="HC4A53D0EF7CF4DC08B6A354BC1DDB84E"><enum>(2)</enum><text>in subparagraph (M)—</text><subparagraph id="H58B293FF1D19405E8FD18119F6622EB2"><enum>(A)</enum><text>by striking <quote>for for</quote> and inserting <quote>for</quote>; and</text></subparagraph><subparagraph id="H073FD41B68D249E789DF8F76C9879908"><enum>(B)</enum><text>by striking the period and inserting <quote>; and</quote>; and</text></subparagraph></paragraph><paragraph id="H54E1D505605A430D8EEB86F5DE9D5D81"><enum>(3)</enum><text>by adding at the end the following new subparagraraph:</text><quoted-block id="HA2EB14D3F1494C0AB2C8E6DB7321F242" style="OLC"><subparagraph id="H6743746CAB17450387E3E8F058DB02E5"><enum>(N)</enum><text>$95,000,000 for each of fiscal years 2024 through 2028, of which $3,420,000 for each such fiscal year shall be used to carry out section 8(f).</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="HAE7FBFD1713245B088982E7F89F929F9"><enum>3.</enum><header>Reauthorization of Assistance to Firefighters Grants Program and the Fire Prevention and Safety Grants Program</header><subsection id="H4DBCFC07C9244119A4458D3B6125F3E3"><enum>(a)</enum><header>Sunset</header><text>Section 33(r) of the Federal Fire Prevention and Control Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/15/2229">15 U.S.C. 2229(r)</external-xref>) is amended by striking <quote>2024</quote> and inserting <quote>2030</quote>.</text></subsection><subsection id="H112018B72C2747AEBA79913D4B21824B"><enum>(b)</enum><header>Authorization of appropriations</header><text>Section 33(q)(1) of the Federal Fire Prevention and Control Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/15/2229">15 U.S.C. 2229(q)(1)</external-xref>) is amended by striking <quote>to carry out this section—</quote> and all that follows through <quote>the fiscal year described in clause (i)</quote> and inserting <quote>to carry out this section $750,000,000 for each of fiscal years 2024 through 2028</quote>.</text></subsection></section><section id="H7E8C32FC2AFF4565A37AA1B0D7B05793"><enum>4.</enum><header>Reauthorization of Staffing for Adequate Fire and Emergency Response Grant Program</header><subsection id="H5346326B89A844DE820BE5608EE6E194"><enum>(a)</enum><header>Sunset</header><text>Section 34(k) of the Federal Fire Prevention and Control Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/15/2229a">15 U.S.C. 2229a(k)</external-xref>) is amended by striking <quote>2024</quote> and inserting <quote>2030</quote>.</text></subsection><subsection id="H8306A3CC373A4424BF387435623C881B"><enum>(b)</enum><header>Authorization of appropriations</header><text>Section 34(j)(1) of the Federal Fire Prevention and Control Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/15/2229a">15 U.S.C. 2229a(j)(1)(I)</external-xref>) is amended—</text><paragraph id="H981A913C92904449A691D5E0FEF63463"><enum>(1)</enum><text>in subparagraph (G), by inserting <quote>and</quote> after the semicolon; </text></paragraph><paragraph id="HD28A1A086E8348D3A34B90D97A8026B8"><enum>(2)</enum><text>in subparagraph (H), by striking <quote>fiscal year 2013; and</quote> and inserting <quote>each of fiscal years 2024 through 2028.</quote>; and</text></paragraph><paragraph id="H29A820B6AE8E45B3AB26270AF415AF56"><enum>(3)</enum><text>by striking subparagraph (I).</text></paragraph></subsection></section><section id="H4613AE87095B4639B446AEB3863B0929"><enum>5.</enum><header>GAO audit and report</header><text display-inline="no-display-inline">Not later than three years after the date of the enactment of this Act, the Comptroller General of the United States shall conduct an audit of and issue a publicly available report on—</text><paragraph id="H51BBBD2E4D9445CB8C6868FD481DA178"><enum>(1)</enum><text>barriers that prevent fire departments from accessing Federal funds; and</text></paragraph><paragraph id="HC3EB1F33B26C4B7D8AECBE4716FB1021"><enum>(2)</enum><text>the United States Fire Administration.</text></paragraph></section></legis-body><endorsement display="yes"><action-date date="20230901">September 1, 2023</action-date><action-desc> Committed to the Committee of the Whole House on the State of the Union and ordered to be printed</action-desc></endorsement></bill>
