<official-title display="yes">To direct the Secretary of Health and Human Services to carry out a national project to prevent, diagnose, treat, and cure Parkinson’s, to be known as the National Parkinson’s Project, and for other purposes.</official-title>

<section id="H9AA1755DEB844D11AD904D30EE0756F8" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Dr. Emmanuel Bilirakis and Honorable Jennifer Wexton National Plan to End Parkinson’s Act</short-title></quote>.</text></section> <section id="H121179EC72434042B45D1B40CAFAC23C"><enum>2.</enum><header>National Parkinson’s Project</header><text display-inline="no-display-inline">Title III of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/241">42 U.S.C. 241 et seq.</external-xref>) is amended by adding at the end:</text>

<part id="H72E6C89D1BA14C519D10B58C50329519"><enum>W</enum><header>Parkinson’s and Related Disorders</header> 
<section id="H654426F163E0451FB7254BFACF225F6E"><enum>399OO.</enum><header>National Parkinson’s Project</header> 
<subsection id="H026269410BFD45EC94505A3B671E726F"><enum>(a)</enum><header>Definition of Parkinson’s</header><text>In this section, the term <term>Parkinson’s</term> means—</text> <paragraph id="HC6E3EFDA65BA4DDEB9D1D895F9829AEE"><enum>(1)</enum><text>Parkinson’s disease; and</text></paragraph> 
<paragraph id="HE956A7DF532941EDA025D4B919A4EA8F"><enum>(2)</enum><text>all other neurodegenerative Parkinsonisms, including multiple system atrophy, corticobasal degeneration, progressive supranuclear palsy, and Parkinson’s-related dementia.</text></paragraph></subsection> <subsection id="H979DB80DA1C443AD895E695A476BD078"><enum>(b)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Secretary shall carry out a national project, to be known as the National Parkinson’s Project (referred to in this section as the <quote>Project</quote>), to prevent, diagnose, treat, and cure Parkinson’s.</text></subsection> 
<subsection id="H18443F96125243C88BC3EC7A5142B152"><enum>(c)</enum><header>Activities carried out through Project</header><text>In carrying out the Project, the Secretary shall—</text> <paragraph id="HA9C5C3343EB94C6A9AC78B7C69A2C36E"><enum>(1)</enum><text display-inline="yes-display-inline">create, maintain, and periodically update an integrated national plan to prevent, diagnose, treat, and cure Parkinson’s, ameliorate symptoms, and slow or stop progression;</text></paragraph> 
<paragraph id="H6BFEC230515F436BA3B9C35589D73084"><enum>(2)</enum><text>carry out the annual assessment under subsection (d);</text></paragraph> <paragraph id="H05B8D8D69FAD44D0AB0403430832CE6C" commented="no"><enum>(3)</enum><text>provide information, including—</text> 
<subparagraph id="H735321AF5A4346D88879E6847FED8E75" commented="no"><enum>(A)</enum><text>an estimate of the level of current Federal investment in preventing, diagnosing, treating, and curing Parkinson’s, ameliorating symptoms, and slowing or stopping progression; and</text></subparagraph> <subparagraph id="H61685161D9F94D18BC34EB902A8CA8D0" commented="no"><enum>(B)</enum><text>if applicable, an estimate of the investment necessary to prevent, diagnose, treat, and cure Parkinson’s, ameliorate symptoms, and slow or stop progression;</text></subparagraph></paragraph> 
<paragraph id="H9EB423647BD544D2ADAAE9B1D1F723BE" commented="no"><enum>(4)</enum><text>coordinate research and services across all Federal agencies related to Parkinson’s;</text></paragraph> <paragraph id="H83DC1471F8DE419EB89D3E43B35E0E38"><enum>(5)</enum><text>encourage the development of safe and effective treatments, strategies, and other approaches to prevent, diagnose, treat, and cure Parkinson’s, ameliorate symptoms, and slow or stop progression;</text></paragraph> 
<paragraph id="H796E7FD5DEBA4FA29B6E9D339F6C7738"><enum>(6)</enum><text>improve the—</text> <subparagraph id="HB6CD1248AD784854A328686C164C093D"><enum>(A)</enum><text>early diagnosis of Parkinson’s; and</text></subparagraph> 
<subparagraph id="H6202378D18184909A1642685CF548052"><enum>(B)</enum><text>coordination of the care and treatment of individuals with Parkinson’s;</text></subparagraph></paragraph> <paragraph id="H9DBFE4BB6EE9450DB7583CDD5E913016"><enum>(7)</enum><text display-inline="yes-display-inline">review the impact of Parkinson’s on the physical, mental, and social health of individuals living with Parkinson’s and their caregivers and families;</text></paragraph> 
<paragraph id="HF2DFCF4EF2684384AD5192130458B45F"><enum>(8)</enum><text>coordinate with international bodies, to the extent possible, to integrate and inform the mission to prevent, diagnose, treat, and cure Parkinson’s, ameliorate symptoms, and slow or stop progression globally; and</text></paragraph> <paragraph id="H67CF943080BA434583A1F71FB7329B31"><enum>(9)</enum><text display-inline="yes-display-inline">to the extent practicable, collaborate with other entities to prevent duplication of existing research activities for related disorders.</text></paragraph></subsection> 
<subsection id="H144C8A1C7197432E9DCE710C3E62443C"><enum>(d)</enum><header>Annual assessment</header><text>Not later than 24 months after the date of enactment of this section, and annually thereafter, the Secretary shall carry out an assessment of the Nation’s progress in preparing for, and responding to, the escalating burden of Parkinson’s, including—</text> <paragraph id="HB1CC13CB085F42938244D97E8FD5B051"><enum>(1)</enum><text>recommendations for priority actions based on the assessment;</text></paragraph> 
<paragraph id="HAA63DB05716248A0A40E39C8AD3BAFB9"><enum>(2)</enum><text display-inline="yes-display-inline">a description of any steps that are planned or have already been taken to implement such recommendations, including whether such recommendations can be implemented under existing law; and</text></paragraph> <paragraph id="H32C8D3C2F27C423283FD1100C064F9AB"><enum>(3)</enum><text>such other items as the Secretary determines appropriate.</text></paragraph></subsection> 
<subsection id="H456A456C5AF344618BDEA0B63ECBC8A3"><enum>(e)</enum><header>Advisory Council</header> 
<paragraph id="HFBB5B2119E6744EB99C93D81CF1A5EE6"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall establish and maintain an Advisory Council on Parkinson’s Research, Care, and Services (referred to in this section as the <quote>Advisory Council</quote>) to advise the Secretary on Parkinson’s-related issues.</text></paragraph> <paragraph id="H6FB13EB07CD44C0881FEC3CA3CFD5E56"><enum>(2)</enum><header>Membership</header> <subparagraph id="H9A48F3C787A04F8683674BE3BBC3D62F"><enum>(A)</enum><header>Federal members</header><text display-inline="yes-display-inline">The Advisory Council shall be comprised of experts, to be appointed by the Secretary, who collectively are from various backgrounds and perspectives, including at least one member from each of—</text> 
<clause id="HB8699C05682B4D168CC6334349D3314D"><enum>(i)</enum><text>the Centers for Disease Control and Prevention;</text></clause> <clause id="H1BE226D3EDE748F7A71BE1E9A8DC6300"><enum>(ii)</enum><text>the Administration on Community Living;</text></clause> 
<clause id="H2A31A75D2544478A9AF88E468986A3EA"><enum>(iii)</enum><text>the Centers for Medicare &amp; Medicaid Services;</text></clause> <clause id="H71F2F27E0E0A4170A55A1650EC796A56"><enum>(iv)</enum><text>the National Institutes of Health;</text></clause> 
<clause id="H51AA51B6E40043ECBA9B4DE59868F95A"><enum>(v)</enum><text display-inline="yes-display-inline">the Agency for Healthcare Research and Quality;</text></clause> <clause id="HA0C87D4702DD40379085BA8C9F12483F"><enum>(vi)</enum><text>the Department of Veterans Affairs;</text></clause> 
<clause id="HFED21BB71FD1441A8056F041C31B9978"><enum>(vii)</enum><text>the Food and Drug Administration;</text></clause> <clause id="H83CA4D7D90314BD5AA43178C0E464E2A"><enum>(viii)</enum><text display-inline="yes-display-inline">the National Science Foundation; </text></clause> 
<clause id="H70050E59383845EEB51FF9B7F962395A"><enum>(ix)</enum><text>the Department of Defense;</text></clause> <clause id="HB4D3F01BA0B44F42B8A5A7F3F2580153"><enum>(x)</enum><text>the Environmental Protection Agency;</text></clause> 
<clause id="HD471C920DB664EDEA8AB6A5FB699C010"><enum>(xi)</enum><text>the Office of Minority Health;</text></clause> <clause id="H4AEA196C13E34EDE850ED9EAC9A83D6B"><enum>(xii)</enum><text>the Indian Health Service;</text></clause> 
<clause id="H194159775C974BE6A8A604EF4590C163"><enum>(xiii)</enum><text display-inline="yes-display-inline">the Office of the Surgeon General of the Public Health Service; and</text></clause> <clause id="HC199CCFA811D407AAE91F7BE4E83A196"><enum>(xiv)</enum><text>other relevant Federal departments and agencies as determined by the Secretary.</text></clause></subparagraph> 
<subparagraph id="HEBFED1C30891419288CB4468CD96CBC0"><enum>(B)</enum><header>Non-Federal members</header><text display-inline="yes-display-inline">In addition to the members listed in subparagraph (A), the Advisory Council shall include 10 expert members, to be appointed by the Secretary, who shall include representatives of minority communities, communities disproportionately affected by Parkinson's, and communities underrepresented in Parkinson's research, who shall each be from outside the Federal Government, and who shall include—</text> <clause id="H8C13553D57FA4914AEC65EDE2F8E94A9"><enum>(i)</enum><text>2 Parkinson’s patient advocates, at least 1 of whom is living with young-onset Parkinson’s;</text></clause> 
<clause id="H99D38351AB1A478EB86AF28BE1ED95E1"><enum>(ii)</enum><text>1 Parkinson’s family caregiver;</text></clause> <clause id="H6FDC586496484561ABEFB408E5A2C8F3"><enum>(iii)</enum><text>1 health care provider;</text></clause> 
<clause id="H29ADD81697994DE7A367B71A26004DB7"><enum>(iv)</enum><text>2 biomedical researchers with Parkinson’s-related expertise in basic, translational, clinical, or drug development science;</text></clause> <clause id="HFB1800B0BBFC4A3FA37DC180E357F393"><enum>(v)</enum><text>1 movement disorder specialist who treats Parkinson’s patients;</text></clause> 
<clause id="H02C9E2F02BF948C8B1D0451B8D8A1BEF"><enum>(vi)</enum><text>1 dementia specialist who treats Parkinson’s patients; and</text></clause> <clause id="HF62AC8E3239B46DF87676A38070E326B"><enum>(vii)</enum><text display-inline="yes-display-inline">2 representatives from nonprofit organizations that have demonstrated experience in Parkinson’s-related research or Parkinson’s-related patient care and other services.</text></clause></subparagraph> 
<subparagraph id="HDB1F0329F43F4FCA930996254C4A833A"><enum>(C)</enum><header>Representation</header><text display-inline="yes-display-inline">The Secretary shall ensure that the members of the Advisory Council are collectively representative of agencies, professions, individuals, and entities concerned with, or affected by, activities under this section.</text></subparagraph></paragraph> <paragraph id="HD759C70FBF6D4D86AA539FF7A593396A"><enum>(3)</enum><header>Meetings</header> <subparagraph id="HE7C88EC6631B426CA705D36B7C7959A3"><enum>(A)</enum><header>Frequency</header><text display-inline="yes-display-inline">The Advisory Council shall meet—</text> 
<clause id="H8C7FF3AC7E084C4C96FCF9F314D3679D"><enum>(i)</enum><text>at least once each quarter during the 2-year period beginning on the date on which the Advisory Council is established; and</text></clause> <clause id="H460E5143CE4941E98B941D71CDE3D9B0"><enum>(ii)</enum><text>at the Secretary’s discretion after such period.</text></clause></subparagraph> 
<subparagraph id="HD76D624842EE40B59B1EBC743272F234"><enum>(B)</enum><header>Annual research meeting</header><text>Not later than 24 months after the date of enactment of this section, and every year thereafter, the Advisory Council shall convene a meeting of Federal and non-Federal organizations to discuss Parkinson’s research.</text></subparagraph> <subparagraph id="HEDB4F68826FD427195268A0747C1D5FF"><enum>(C)</enum><header>Open meetings</header><text>The meetings under subparagraphs (A) and (B) shall be open to the public.</text></subparagraph></paragraph> 
<paragraph id="HCA22608CF02346998F78C03016712FE2"><enum>(4)</enum><header>Annual report</header><text>Not later than 18 months after the date of enactment of this section, and every year thereafter, the Advisory Council shall provide to the Secretary and Congress a report containing—</text> <subparagraph id="HF334A96F99A0471BAC34E0CD0A5EEB2B"><enum>(A)</enum><text display-inline="yes-display-inline">a list of all federally-funded efforts in Parkinson’s research, prevention, diagnosis, treatment, clinical care, and institutional-, home-, and community-based programs and the outcomes of such efforts;</text></subparagraph> 
<subparagraph id="H322AF0A890294771B5F52E0C34536F3D"><enum>(B)</enum><text>recommendations for priority actions to expand, eliminate, coordinate, refocus, streamline, or condense Federal programs based on each program’s performance, mission, scope, and purpose;</text></subparagraph> <subparagraph id="H84AD45A6FB9944608E5D01EE9130688C"><enum>(C)</enum><text>recommendations to—</text> 
<clause id="H6B33B0F538E245D6B49B5138B29A4C3B"><enum>(i)</enum><text>reduce the financial impact of Parkinson’s on families living with Parkinson’s;</text></clause> <clause id="H1249AE41386644C581D5632FE2E07D5E"><enum>(ii)</enum><text display-inline="yes-display-inline">improve health outcomes for, and the quality of life of, individuals living with Parkinson’s;</text></clause> 
<clause id="H1734410852D145B280BA07614966F029"><enum>(iii)</enum><text display-inline="yes-display-inline">prevent Parkinson’s, ameliorate symptoms, and slow or stop progression;</text></clause> <clause id="H0E200E675CBE4749BDDAC07E018A710F"><enum>(iv)</enum><text display-inline="yes-display-inline">improve the quality of care provided to beneficiaries with Parkinson’s who receive coverage through a federally-funded health care program, such as the Medicare program under title XVIII of the Social Security Act or the Medicaid program under title XIX of such Act; </text></clause> 
<clause id="H11C93BDF6C644715A9990AA1DF1D7748"><enum>(v)</enum><text>research the association between environmental triggers and Parkinson’s to help reduce exposure to potential triggers; and</text></clause> <clause id="HFC52E29D30044A17A4E7EA43F7F05659"><enum>(vi)</enum><text display-inline="yes-display-inline">research and better understand the underlying factors contributing to Parkinson’s; </text></clause></subparagraph> 
<subparagraph id="H4FF804D5AC714B1583D930195D75BF3F"><enum>(D)</enum><text display-inline="yes-display-inline">priority actions to improve all federally-funded efforts in Parkinson’s research, prevention, diagnosis, treatment, clinical care, and institutional-, home-, and community-based programs;</text></subparagraph> <subparagraph id="HDFC87EE9DCEE41528780FB6A6862C83E"><enum>(E)</enum><text>an evaluation of the implementation, including outcomes, of the national plan under subsection (c)(1); and</text></subparagraph> 
<subparagraph id="HBF15285C897E4194BE8161E2D072058E"><enum>(F)</enum><text display-inline="yes-display-inline">implementation steps to address the recommendations and priority actions under subparagraphs (B), (C), and (D), based in part on the evaluation under subparagraph (E).</text></subparagraph></paragraph> <paragraph id="H76E4F3F36EAF4F249D69762D5AA66B10"><enum>(5)</enum><header>Termination</header><text>The Advisory Council shall terminate at the end of calendar year 2035.</text></paragraph></subsection> 
<subsection id="H680ACD6E1978483C858F149E3C8510A6"><enum>(f)</enum><header>Information sharing</header><text>Each Federal department and agency that has information relating to Parkinson’s shall share such information with the Secretary consistent with the statutory obligations of such department or agency regarding disclosure of information, as necessary to enable the Secretary to complete a report under subsection (e)(4).</text></subsection> <subsection id="HDBA9BDCCD46B497AB49F531EC2384903"><enum>(g)</enum><header>Sunset</header><text>The section shall cease to be effective at the end of calendar year 2035.</text></subsection></section></part><after-quoted-block>.</after-quoted-block></quoted-block></section>
