committee-id="HVR00">Veterans' Affairs</committee-name>, <committee-name committee-id="HGO00">Oversight and Accountability</committee-name>, <committee-name committee-id="HAG00">Agriculture</committee-name>, and <committee-name committee-id="HWM00">Ways and Means</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>JOINT RESOLUTION</legis-type><official-title display="yes">To approve the 2023 Agreement to Amend the U.S.-FSM Compact, and related agreements, between the Government of the United States of America and the Government of the Federated States of Micronesia, the 2023 Agreement to Amend the U.S.-RMI Compact, and certain related agreements between the Government of the United States of America and the Government of the Republic of the Marshall Islands, and the 2023 U.S.-Palau Compact Review Agreement between the Government of the United States of America and the Government of the Republic of Palau, to appropriate funds to carry out the agreements, and for other purposes.</official-title></form><preamble><whereas><text>Whereas the United States (in accordance with the Trusteeship Agreement for the Trust Territory of the Pacific Islands, the United Nations Charter, and the objectives of the international trusteeship system of the United Nations) fulfilled its obligations to promote the development of the people of the Trust Territory toward self-government or independence, as appropriate, to the particular circumstances of the Trust Territory and the people of the Trust Territory and the freely expressed wishes of the people concerned;</text></whereas><whereas><text>Whereas the United States, the Federated States of Micronesia, and the Republic of the Marshall Islands entered into the Compact of Free Association set forth in section 201 of the Compact of Free Association Act of 1985 (<external-xref legal-doc="usc" parsable-cite="usc/48/1901">48 U.S.C. 1901</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/99/239">Public Law 99–239</external-xref>) and the United States and the Republic of Palau entered into the Compact of Free Association set forth in section 201 of <external-xref legal-doc="public-law" parsable-cite="pl/99/658">Public Law 99–658</external-xref> (<external-xref legal-doc="usc" parsable-cite="usc/48/1931">48 U.S.C. 1931</external-xref> note) to create and maintain a close and mutually beneficial relationship;</text></whereas><whereas><text>Whereas the <quote>Compact of Free Association, as amended, between the Government of the United States of America and the Government of the Federated States of Micronesia</quote>, the <quote>Compact of Free Association, as amended, between the Government of the United States of America and the Government of the Republic of the Marshall Islands</quote>, and related agreements were signed by the Government of the United States and the Governments of the Federated States of Micronesia and the Republic of the Marshall Islands and approved, as applicable, by section 201 of the Compact of Free Association Amendments Act of 2003 (<external-xref legal-doc="usc" parsable-cite="usc/48/1921">48 U.S.C. 1921</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/108/188">Public Law 108–188</external-xref>);</text></whereas><whereas><text>Whereas the <quote>Agreement between the Government of the United States of America and the Government of the Republic of Palau Following the Compact of Free Association Section 432 Review</quote>, was signed by the Government of the United States and the Government of the Republic of Palau on September 3, 2010, and amended on September 19, 2018;</text></whereas><whereas><text>Whereas, on May 22, 2023, the United States signed the <quote>Agreement between the Government of the United States of America and the Government of the Republic of Palau Resulting From the 2023 Compact of Free Association Section 432 Review</quote>;</text></whereas><whereas commented="no"><text>Whereas, on May 23, 2023, the United States signed 3 agreements related to the U.S.-FSM Compact of Free Association, including an Agreement to Amend the Compact, as amended, a new fiscal procedures agreement, and a new trust fund agreement and on September 28, 2023, the United States signed a Federal Programs and Services agreement related to the U.S.-FSM Compact of Free Association; and</text></whereas><whereas commented="no"><text display-inline="yes-display-inline">Whereas, on October 16, 2023, the United States signed 3 agreements relating to the U.S.-RMI Compact of Free Association, including an Agreement to Amend the Compact, as amended, a new fiscal procedures agreement, and a new trust fund agreement: Now, therefore, be it</text></whereas></preamble><resolution-body style="OLC" id="HE7C47BE6699A4D8A85DE14DAB50EA331"><section id="H1623EFB37DA044149D2A8E092F44F9EC" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This joint resolution may be cited as the <quote><short-title>Compact of Free Association Amendments Act of 2023</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="H4BC7D0848C2143E49EA659EB6E417579"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this joint resolution:</text><paragraph id="HE33047C091D64F2198ACCC38E2BE7DC1"><enum>(1)</enum><header>1986 compact</header><text>The term <term>1986 Compact</term> means the Compact of Free Association between the Government of the United States and the Governments of the Marshall Islands and the Federated States of Micronesia set forth in section 201 of the Compact of Free Association Act of 1985 (<external-xref legal-doc="usc" parsable-cite="usc/48/1901">48 U.S.C. 1901</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/99/239">Public Law 99–239</external-xref>).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HC3B81B4DB7ED4CDA962339CE98763751"><enum>(2)</enum><header>2003 Amended U.S.-FSM Compact</header><text display-inline="yes-display-inline">The term <term>2003 Amended U.S.-FSM Compact</term> means the Compact of Free Association amending the 1986 Compact entitled the <quote>Compact of Free Association, as amended, between the Government of the United States of America and the Government of the Federated States of Micronesia</quote> set forth in section 201(a) of the Compact of Free Association Amendments Act of 2003 (<external-xref legal-doc="usc" parsable-cite="usc/48/1921">48 U.S.C. 1921</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/108/188">Public Law 108–188</external-xref>).</text></paragraph><paragraph id="HDC90E32478214A75B90B5331FEE4A346"><enum>(3)</enum><header>2003 Amended U.S.-RMI Compact</header><text display-inline="yes-display-inline">The term <term>2003 Amended U.S.-RMI Compact</term> means the Compact of Free Association amending the 1986 Compact entitled <quote>Compact of Free Association, as amended, between the Government of the United States of America and the Government of the Republic of the Marshall Islands</quote> set forth in section 201(b) of the Compact of Free Association Amendments Act of 2003 (<external-xref legal-doc="usc" parsable-cite="usc/48/1921">48 U.S.C. 1921</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/108/188">Public Law 108–188</external-xref>).</text></paragraph><paragraph id="HB0905ACB457F4DA0A94209E2323E1451"><enum>(4)</enum><header>2023 Agreement to Amend the U.S.-FSM Compact</header><text>The term <term>2023 Agreement to Amend the U.S.-FSM Compact</term> means the Agreement between the Government of the United States of America and the Government of the Federated States of Micronesia to Amend the Compact of Free Association, as Amended, done at Palikir May 23, 2023.</text></paragraph><paragraph id="H4B82A3B014554A8189E22B01956006D5" commented="no"><enum>(5)</enum><header>2023 Agreement to Amend the U.S.-RMI Compact</header><text>The term <term>2023 Agreement to Amend the U.S.-RMI Compact</term> means the Agreement between the Government of the United States of America and the Government of the Republic of the Marshall Islands to Amend the Compact of Free Association, as Amended, done at Honolulu October 16, 2023.</text></paragraph><paragraph id="HBF5F00E0CCA4495BA3F61A84AFE13B18"><enum>(6)</enum><header>2023 Amended U.S.-FSM Compact</header><text>The term <term>2023 Amended U.S.-FSM Compact</term> means the 2003 Amended U.S.-FSM Compact, as amended by the 2023 Agreement to Amend the U.S.-FSM Compact.</text></paragraph><paragraph id="H84D619B9F7EC45B2B2A66ED5ED32086C" commented="no"><enum>(7)</enum><header>2023 Amended U.S.-RMI Compact</header><text>The term <term>2023 Amended U.S.-RMI Compact</term> means the 2003 Amended U.S.-RMI Compact, as amended by the 2023 Agreement to Amend the U.S.-RMI Compact.</text></paragraph><paragraph id="HA33C97F1CC2C47729C04B695AF7075FD" commented="no"><enum>(8)</enum><header>2023 U.S.-FSM Federal Programs and Services Agreement</header><text display-inline="yes-display-inline">The term <term>2023 U.S.-FSM Federal Programs and Services Agreement</term> means the 2023 Federal Programs and Services Agreement between the Government of the United States of America and the Government of the Federated States of Micronesia, done at Washington September 28, 2023.</text></paragraph><paragraph id="H42836E9F8282411590536AECFC05A45F"><enum>(9)</enum><header>2023 U.S.-FSM Fiscal Procedures Agreement</header><text display-inline="yes-display-inline">The term <term>2023 U.S.-FSM Fiscal Procedures Agreement</term> means the Agreement Concerning Procedures for the Implementation of United States Economic Assistance provided in the 2023 Amended U.S.-FSM Compact between the Government of the United States of America and the Government of the Federated States of Micronesia, done at Palikir May 23, 2023. </text></paragraph><paragraph id="H389DD7B3A5D14BC2AEFBC861BF4E4E45"><enum>(10)</enum><header>2023 U.S.-FSM Trust Fund Agreement</header><text>The term <term>2023 U.S.-FSM Trust Fund Agreement</term> means the Agreement between the Government of the United States of America and the Government of the Federated States of Micronesia Regarding the Compact Trust Fund, done at Palikir May 23, 2023. </text></paragraph><paragraph id="HC0ED4D315E8146A09CD1ACADCCE3BE01"><enum>(11)</enum><header>2023 U.S.-Palau Compact Review Agreement</header><text>The term <term>2023 U.S.-Palau Compact Review Agreement</term> means the Agreement between the Government of the United States of America and the Government of the Republic of Palau Resulting From the 2023 Compact of Free Association Section 432 Review, done at Port Moresby May 22, 2023. </text></paragraph><paragraph id="H447D4D5360DD4A01A3A3BD80C0CE327B"><enum>(12)</enum><header>2023 U.S.-RMI Fiscal Procedures Agreement</header><text display-inline="yes-display-inline">The term <term>2023 U.S.-RMI Fiscal Procedures Agreement</term> means the Agreement Concerning Procedures for the Implementation of United States Economic Assistance Provided in the 2023 Amended Compact Between the Government of the United States of America and the Government of the Republic of the Marshall Islands, done at Honolulu October 16, 2023.</text></paragraph><paragraph id="HA68F920546FD4A1B8D4B54E83E501F78" commented="no"><enum>(13)</enum><header>2023 U.S.-RMI Trust Fund Agreement</header><text display-inline="yes-display-inline">The term <term>2023 U.S.-RMI Trust Fund Agreement</term> means the Agreement between the Government of the United States of America and the Government of the Republic of the Marshall Islands Regarding the Compact Trust Fund, done at Honolulu October 16, 2023. </text></paragraph><paragraph id="H7527CA01CBE144AB907964047182BEF8"><enum>(14)</enum><header>Appropriate committees of congress</header><text>The term <term>appropriate committees of Congress</term> means—</text><subparagraph id="HDBE073C2AFA847A9BB50DCF3EB1A341B"><enum>(A)</enum><text>the Committee on Energy and Natural Resources of the Senate;</text></subparagraph><subparagraph id="HBBE4B6DA6DDA427BB5EB1FB622A36083"><enum>(B)</enum><text>the Committee on Foreign Relations of the Senate;</text></subparagraph><subparagraph id="H5F7E13BC690047E19118948B8EF91B7F"><enum>(C)</enum><text>the Committee on Natural Resources of the House of Representatives; and</text></subparagraph><subparagraph id="H376A5EE75CA14DA282A7D496B0209101"><enum>(D)</enum><text>the Committee on Foreign Affairs of the House of Representatives. </text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H0A1C70020E564961B3E815FCA7F300A9"><enum>(15)</enum><header>Freely associated states</header><text>The term <term>Freely Associated States</term> means—</text><subparagraph id="H0B4DE4F1DA904E1A8E846FD6A103FBE2"><enum>(A)</enum><text>the Federated States of Micronesia;</text></subparagraph><subparagraph id="H7D49D9583B984341BDA28A1F428AA6BA"><enum>(B)</enum><text>the Republic of the Marshall Islands; and</text></subparagraph><subparagraph id="HCF08E7F8EDEF4FC49B907ACD943D7C97" commented="no" display-inline="no-display-inline"><enum>(C)</enum><text>the Republic of Palau.</text></subparagraph></paragraph><paragraph id="H2CC4A543038B4E3DBBD717467A03DA4C"><enum>(16)</enum><header>Subsidiary agreement</header><text>The term <term>subsidiary agreement</term> means any of the following:</text><subparagraph id="HCCDAE4949AB24D84B300D150662A419A"><enum>(A)</enum><text display-inline="yes-display-inline">The 2023 U.S.-FSM Federal Programs and Services Agreement.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HC8225726CA5C4436B1BCDFB08DA20643"><enum>(B)</enum><text display-inline="yes-display-inline">The 2023 U.S.-FSM Fiscal Procedures Agreement.</text></subparagraph><subparagraph id="H3313653756E14601AC428D485F0FE166"><enum>(C)</enum><text display-inline="yes-display-inline">The 2023 U.S.-FSM Trust Fund Agreement.</text></subparagraph><subparagraph Republic of Palau.</text></subparagraph><subparagraph id="HE38B2180F194405D948EEEF33515DA7F" commented="no" display-inline="no-display-inline"><enum>(H)</enum><text>Any other agreements that the United States may from time-to-time enter into with the Government of the Federated States of Micronesia, the Government of the Republic of Palau, or the Government of the Republic of the Marshall Islands, in accordance with—</text><clause commented="no" display-inline="no-display-inline" id="H3EB00A1D45B444F683CC05486ABE3FB0"><enum>(i)</enum><text display-inline="yes-display-inline">the 2023 Amended U.S.-FSM Compact;</text></clause><clause commented="no" display-inline="no-display-inline" id="HFE76A271BD364958B4CCD036F07CE775"><enum>(ii)</enum><text display-inline="yes-display-inline">the 2023 U.S.-Palau Compact Review Agreement; or</text></clause><clause commented="no" display-inline="no-display-inline" id="HE92BF3EB00DD489BA3293C9ECF804A99"><enum>(iii)</enum><text display-inline="yes-display-inline">the 2023 Amended U.S.-RMI Compact. </text></clause></subparagraph></paragraph><paragraph id="H56674F81C1B3458F98B10CFE35610272"><enum>(17)</enum><header>U.S.-Palau Compact</header><text>The term <term>U.S.-Palau Compact</term> means the Compact of Free Association between the United States and the Government of Palau set forth in section 201 of <external-xref legal-doc="public-law" parsable-cite="pl/99/658">Public Law 99–658</external-xref> (<external-xref legal-doc="usc" parsable-cite="usc/48/1931">48 U.S.C. 1931</external-xref> note). President</header><text display-inline="yes-display-inline">The President is authorized to bring into force and implement the 2023 U.S.-Palau Compact Review Agreement.</text></paragraph></subsection><subsection id="HCBADC3547F95496DAEC1642A8AF6C1FD"><enum>(d)</enum><header>Amendments, changes, or termination to compacts and certain agreements</header><paragraph id="H40DDD2150B4B40AA9CAA15071837DF3E"><enum>(1)</enum><header>In general</header><text>Any amendment to, change to, or termination of all or any part of the 2023 Amended U.S.-FSM Compact, 2023 Amended U.S.-RMI Compact, or the U.S.-Palau Compact, by mutual agreement or unilateral action of the Government of the United States, shall not enter into force until the date on which Congress has incorporated the applicable amendment, change, or termination into an Act of Congress.</text></paragraph><paragraph id="H0D3F42B3BA384298B99B27821D112542"><enum>(2)</enum><header>Additional actions and agreements</header><text>In addition to the Compacts described in paragraph (1), the requirements of that paragraph shall apply to—</text><subparagraph id="HFF421957D0DF44E590BB7553E83C122C"><enum>(A)</enum><text>any action of the Government of the United States under the 2023 Amended U.S.-FSM Compact, 2023 Amended U.S.-RMI Compact, or U.S.-Palau Compact, including an action taken pursuant to section 431, 441, or 442 of the 2023 Amended U.S.-FSM Compact, 2023 Amended U.S.-RMI Compact, or U.S.-Palau Compact;</text></subparagraph><subparagraph id="HE6C0D7B55A1E479D9BCF6A81B69B054B"><enum>(B)</enum><text>any amendment to, change to, or termination of—</text><clause commented="no" display-inline="no-display-inline" id="H548A26436A3C41D8BAD986617738FE89"><enum>(i)</enum><text display-inline="yes-display-inline">the agreement described in section 462(a)(2) of the 2023 Amended U.S.-FSM Compact;</text></clause><clause commented="no" display-inline="no-display-inline" id="H1779673BD2D741A4AE07F3236AAC99F5"><enum>(ii)</enum><text display-inline="yes-display-inline">the agreement described in section 462(a)(5) of the 2023 Amended U.S.-RMI Compact; </text></clause><clause id="H01C6DB7B3D2C42319CCDB3A4F05DB687"><enum>(iii)</enum><text display-inline="yes-display-inline">an agreement concluded pursuant to section 265 of the 2023 Amended U.S.-FSM Compact;</text></clause><clause id="HDF8E6E601F5A4A1ABC65DEDC171FECCD"><enum>(v)</enum><text>an agreement concluded pursuant to section 177 of the 2023 Amended U.S.-RMI Compact;</text></clause><clause id="H22F550B7E72341B79573D4EB7D22E4D2"><enum>(vi)</enum><text>Articles III and IV of the agreement described in section 462(b)(6) of the 2023 Amended U.S.-FSM Compact;</text></clause><clause id="HEBEFBAA356174756B05B9593B37F44A2"><enum>(vii)</enum><text>Articles III, IV, and X of the agreement described in section 462(b)(6) of the 2023 Amended U.S.-RMI Compact;</text></clause><clause id="HA83BBF6F33E84DF797B31CD7C4A301D3"><enum>(viii)</enum><text>the agreement described in section 462(h) of the U.S.-Palau Compact; and</text></clause><clause id="HEDC7A12CAC77426AB83343B51690F9B6"><enum>(ix)</enum><text>Articles VI, XV, and XVII of the agreement described in section 462(b)(7) of the 2023 Amended U.S.-FSM Compact and 2023 Amended U.S.-RMI Compact and section 462(i) of the U.S.-Palau Compact.</text></clause></subparagraph></paragraph></subsection><subsection id="HAEC6EDB796554BCD8BB6E6A61595545B"><enum>(e)</enum><header>Entry into force of future amendments to subsidiary agreements</header><text>An agreement between the United States and the Government of the Federated States of Micronesia, the Government of the Republic of the Marshall Islands, or the Government of the Republic of Palau that would amend, change, or terminate any subsidiary agreement or portion of a subsidiary agreement (other than an amendment to, change to, or termination of an agreement described in subsection (d)) shall not enter into force until the date that is 90 days after the date on which the President has transmitted to the President of the Senate and the Speaker of the House of Representatives—</text><paragraph commented="no" display-inline="no-display-inline" id="H094C9B245F774E0583DCFDC56FA59ED0"><enum>(1)</enum><text display-inline="yes-display-inline">the agreement to amend, change, or terminate the subsidiary agreement;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H0135BC7D59B549C1BD5A81B29FBB63AF"><enum>(2)</enum><text display-inline="yes-display-inline">an explanation of the amendment, change, or termination;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H53B56F990D5247D892703C80CCC5EC80"><enum>(3)</enum><text display-inline="yes-display-inline">a description of the reasons for the amendment, change, or termination; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HA62BF439AD9A4D6F87479259DC137B99"><enum>(4)</enum><text display-inline="yes-display-inline">in the case of an agreement that would amend, change, or terminate any agreement described in section 462(b)(3) of the 2023 Amended U.S.-FSM Compact or the 2023 Amended U.S.-RMI Compact, a statement by the Secretary of Labor that describes—</text><subparagraph commented="no" display-inline="no-display-inline" id="HB87F332C91D8487FB3FEAFEF4AF3EEF9"><enum>(A)</enum><text display-inline="yes-display-inline">the necessity of the amendment, change, or termination; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H479CA751B2B04AB3AA45747C6FC8987F"><enum>(B)</enum><text display-inline="yes-display-inline">any impacts of the amendment, change, or termination. </text></subparagraph></paragraph></subsection></section><section id="H60D55ADA88F6460D90F67E2A3896ABA5"><enum>4.</enum><header>Agreements with Federated States of Micronesia</header><subsection id="H959D1B0F4C3041EA8605CE0F5EA897F9"><enum>(a)</enum><header>Law enforcement assistance</header><paragraph commented="no" display-inline="no-display-inline" id="HA4E25DB9462544DC9DDE189E623A7261"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Pursuant to sections 222 and 224 of the 2023 Amended U.S.-FSM Compact, the United States shall provide nonreimbursable technical and training assistance, as appropriate, including training and equipment for postal inspection of illicit drugs and other contraband, to enable the Government of the Federated States of Micronesia—</text><subparagraph commented="no" display-inline="no-display-inline" id="H7367B891BFDC46ACAF7277926E68D2A4"><enum>(A)</enum><text display-inline="yes-display-inline">to develop and adequately enforce laws of the Federated States of Micronesia; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H32A834BAE87D47AE9C526614F0654A26"><enum>(B)</enum><text display-inline="yes-display-inline">to cooperate with the United States in the enforcement of criminal laws of the United States. </text></subparagraph></paragraph><paragraph id="H6F19344F2EBB406CAB349D3731C77D59"><enum>(2)</enum><header>Use of appropriated funds</header><text>Funds appropriated pursuant to subsection (j) of section 105 of the Compact of Free Association Amendments Act of 2003 (<external-xref legal-doc="usc" parsable-cite="usc/48/1921d">48 U.S.C. 1921d</external-xref>) (as amended by section 8(j)) may be used in accordance with section 102(a) of the Compact of Free Association Amendments Act of 2003 (<external-xref legal-doc="usc" parsable-cite="usc/48/1921a">48 U.S.C. 1921a(a)</external-xref>). </text></paragraph></subsection><subsection id="H17B1BAAE062A4C128ABBF9E87AD58727"><enum>(b)</enum><header>United states appointees to joint economic management committee</header><paragraph id="HC11C54F8EE52495EA4A26CA3807EBCFA"><enum>(1)</enum><header>In general</header><text>The 3 United States appointees (which are composed of the United States chair and 2 other members from the Government of the United States) to the Joint Economic Management Committee established under section 213 of the 2023 Amended U.S.-FSM Compact (referred to in this subsection as the <quote>Committee</quote>) shall—</text><subparagraph id="HB5819BCA4C714550B0634A87477A02F5"><enum>(A)</enum><text>be voting members of the Committee; and</text></subparagraph><subparagraph id="HC867346D2AEC4A4C81382B53FF2177BA"><enum>(B)</enum><text>continue to be officers or employees of the Federal Government.</text></subparagraph></paragraph><paragraph id="H295D9E4487EE4598919A84201DB75D85"><enum>(2)</enum><header>Term; appointment</header><text>The 3 United States members of the Committee described in paragraph (1) shall be appointed for a term of 2 years as follows:</text><subparagraph id="H1B184B05A9694D4996B51A0549338DA4"><enum>(A)</enum><text>1 member shall be appointed by the Secretary of State, in consultation with the Secretary of the Treasury.</text></subparagraph><subparagraph id="H234B858A842A403298C736D247C517B0"><enum>(B)</enum><text>1 member shall be appointed by the Secretary of the Interior, in consultation with the Secretary of the Treasury.</text></subparagraph><subparagraph id="H6DD0697349BB4AAFB9D0630C0D7735E1"><enum>(C)</enum><text>1 member shall be appointed by the Interagency Group on Freely Associated States established under section 7(d)(1).</text></subparagraph></paragraph><paragraph id="HE81235CD106F4AABA92ED34EBF974DB0"><enum>(3)</enum><header>Reappointment</header><text display-inline="yes-display-inline">A United States member of the Committee appointed under paragraph (2) may be reappointed for not more than 2 additional 2-year terms.</text></paragraph><paragraph id="H7F28DB961C9A4C6F900885540AA42798"><enum>(4)</enum><header>Qualifications</header><text>Not fewer than 2 United States members of the Committee appointed under paragraph (2) shall be individuals who—</text><subparagraph id="H44665C5995714BE49BCF7914B184F577"><enum>(A)</enum><text>by reason of knowledge, experience, or training, are especially qualified in accounting, auditing, budget analysis, compliance, grant administration, program management, or international economics; and</text></subparagraph><subparagraph id="H95D9441295824E6EA901391B2BEAAF7A"><enum>(B)</enum><text>possess not less than 5 years of full-time experience in accounting, auditing, budget analysis, compliance, grant administration, program management, or international economics.</text></subparagraph></paragraph><paragraph id="H78C31FD7404F40C88F1DB99378247412"><enum>(5)</enum><header>Notice</header><subparagraph id="H217042F9054A4B86BA43BD1397B5A039"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 90 days after the date of appointment of a United States member of the Committee under paragraph (2), the Secretary of the Interior shall notify the appropriate committees of Congress that an individual has been appointed as a voting member of the Committee under that paragraph, including a statement prepared by the Secretary of the Interior attesting to the qualifications of the member described in paragraph (4), subject to subparagraph (B).</text></subparagraph><subparagraph id="H1225875A89824260BF4C47C0399B8A17"><enum>(B)</enum><header>Requirement</header><text>For purposes of a statement required under subparagraph (A)—</text><clause id="HE66BA88DCE294C158FFED6666B80E19E"><enum>(i)</enum><text>in the case of a member appointed under paragraph (2)(A), the Secretary of the Interior shall compile information on the member provided to the Secretary of the Interior by the Secretary of State on request of the Secretary of the Interior; and</text></clause><clause id="HDA60E587F7DF46E8BC25E3D1EDB66E96"><enum>(ii)</enum><text>in the case of a member appointed under paragraph (2)(C), the Secretary of the Interior shall compile information on the member provided to the Secretary of the Interior by the Interagency Group on Freely Associated States established under section 7(d)(1) on request of the Secretary of the Interior.</text></clause></subparagraph></paragraph><paragraph id="HA6D8C2E4D3244FA68535B0FB9F9D6B56"><enum>(6)</enum><header>Reports to congress</header><text>Not later than 90 days after the date on which the Committee receives or completes any report required under the 2023 Amended U.S.-FSM Compact, or any related subsidiary agreement, the Secretary of the Interior shall submit the report to the appropriate committees of Congress.</text></paragraph><paragraph id="H0ED3431CF14449778DE4F3F42626AC66"><enum>(7)</enum><header>Notice to congress</header><text display-inline="yes-display-inline">Not later than 90 days after the date on which the Government of the Federated States of Micronesia submits to the Committee a report required under the 2023 Amended U.S.-FSM Compact, or any related subsidiary agreement, the Secretary of the Interior shall submit to the appropriate committees of Congress—</text><subparagraph id="H8C4BBC2D6E5D4D1499D679412EE35A78"><enum>(A)</enum><text>if the report is submitted by the applicable deadline, written notice attesting that the report is complete and accurate; or</text></subparagraph><subparagraph id="H07150C78CBB340C499FC282D78E58F6D"><enum>(B)</enum><text>if the report is not submitted by the applicable deadline, written notice that the report has not been timely submitted.</text></subparagraph></paragraph></subsection><subsection id="H3EDDC64556B34F868E37B2BC72A3C255"><enum>(c)</enum><header>United states appointees to joint trust fund committee</header><paragraph id="H367D9FF684DE4A89A9CBD02C45F37652"><enum>(1)</enum><header>In general</header><text>The 3 United States voting members (which are composed of the United States chair and 2 other members from the Government of the United States) to the Joint Trust Fund Committee established pursuant to the agreement described in section 462(b)(5) of the 2023 Amended U.S.-FSM Compact (referred to in this subsection as the <quote>Committee</quote>) shall continue to be officers or employees of the Federal Government. </text></paragraph><paragraph id="HF717ECE9C70348CCA9EE56278C22CCF8"><enum>(2)</enum><header>Term; appointment</header><text>The 3 United States members of the Committee described in paragraph (1) shall be appointed for a term not more than 2 years as follows:</text><subparagraph id="H9A103C2A353A415BA07F5F036E031734"><enum>(A)</enum><text>1 member shall be appointed by the Secretary of State.</text></subparagraph><subparagraph id="HFECE7CFA5F944725BC6561946257496C"><enum>(B)</enum><text>1 member shall be appointed by the Secretary of the Interior.</text></subparagraph><subparagraph id="H79087E5B3B494E66B1B675F4D1E3EF4F"><enum>(C)</enum><text>1 member shall be appointed by the Secretary of the Treasury.</text></subparagraph></paragraph><paragraph id="HF3AEE673C97140AA9370286A711D3CE8"><enum>(3)</enum><header>Reappointment</header><text>A United States member of the Committee appointed under paragraph (2) may be reappointed for not more than 2 additional 2-year terms.</text></paragraph><paragraph id="H9FA3EA12DDE6428488487C1F8B2B900A"><enum>(4)</enum><header>Qualifications</header><text>Not fewer than 2 members of the Committee appointed under paragraph (2) shall be individuals who—</text><subparagraph id="H2DD2E7E62E984768BF4C4F3FB54EB65C"><enum>(A)</enum><text display-inline="yes-display-inline">by reason of knowledge, experience, or training, are especially qualified in accounting, auditing, budget analysis, compliance, financial investment, grant administration, program management, or international economics; and</text></subparagraph><subparagraph id="HBE1FA0C9878C4D569DFDA2D8C0A56669"><enum>(B)</enum><text>possess not less than 5 years of full-time experience in accounting, auditing, budget analysis, compliance, financial investment, grant administration, program management, or international economics.</text></subparagraph></paragraph><paragraph id="HC00151EC1BA048A9B66E507D80AB42D5"><enum>(5)</enum><header>Notice</header><subparagraph id="H211E294A5C0D454C87711F5E0904031E"><enum>(A)</enum><header>In general</header><text>Not later than 90 days after the date of appointment of a United States member to the Committee under paragraph (2), the Secretary of the Interior shall notify the appropriate committees of Congress that an individual has been appointed as a voting member of the Committee under that paragraph, including a statement attesting to the qualifications of the member described in paragraph (4), subject to subparagraph (B).</text></subparagraph><subparagraph id="H114676CA27F44F5A86237AE159B06CB3"><enum>(B)</enum><header>Requirement</header><text>For purposes of a statement required under subparagraph (A)—</text><clause id="H4383879CEF2148C2BEAB589E67A4F30A"><enum>(i)</enum><text>in the case of a member appointed under paragraph (2)(A), the Secretary of the Interior shall compile information on the member provided to the Secretary of the Interior by the Secretary of State on request of the Secretary of the Interior; and</text></clause><clause id="H1321C62A12074A1AA7AD65F85F7A0496"><enum>(ii)</enum><text>in the case of a member appointed under paragraph (2)(C), the Secretary of the Interior shall compile information on the member provided to the Secretary of the Interior by the Secretary of the Treasury on request of the Secretary of the Interior.</text></clause></subparagraph></paragraph><paragraph id="HB4E3A25E68D94CFB914ED3D031431A24"><enum>(6)</enum><header>Reports to congress</header><text>Not later than 90 days after the date on which the Committee receives or completes any report required under the 2023 Amended U.S.-FSM Compact, or any related subsidiary agreement, the Secretary of the Interior shall submit the report to the appropriate committees of Congress.</text></paragraph><paragraph id="H43B7A4693C3147DE94AEDA7886836055"><enum>(7)</enum><header>Notice to Congress</header><text display-inline="yes-display-inline">Not later than 90 days after the date on which the Government of the Federated States of Micronesia submits to the Committee a report required under the 2023 Amended U.S.-FSM Compact, or any related subsidiary agreement, the Secretary of the Interior shall submit to the appropriate committees of Congress—</text><subparagraph id="HE36FF68687AB4A5D8CF74DB55B41118C"><enum>(A)</enum><text>if the report is submitted by the applicable deadline, written notice attesting that the report is complete and accurate; or</text></subparagraph><subparagraph id="HE5C5EBA0B97C4EEC8F29A66896FBB4C6"><enum>(B)</enum><text>if the report is not submitted by the applicable deadline, written notice that the report has not been timely submitted. </text></subparagraph></paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="HD51BB147DCD64AFB8ECC9E502C93425C"><enum>5.</enum><header>Agreements with and other provisions related to the Republic of the Marshall Islands</header><subsection id="H21371D4B456D4E169642D19F6BFD0DE9"><enum>(a)</enum><header>Law enforcement assistance</header><paragraph commented="no" display-inline="no-display-inline" id="H2C581583D3CC4292AAD3EE8F023F2548"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Pursuant to sections 222 and 224 of the 2023 Amended U.S.-RMI Compact, the United States shall provide nonreimbursable technical and training assistance, as appropriate, including training and equipment for postal inspection of illicit drugs and other contraband, to enable the Government of the Republic of the Marshall Islands—</text><subparagraph commented="no" display-inline="no-display-inline" id="H04CFFF3588EF4C708A55E3ABDA561ECD"><enum>(A)</enum><text id="H50C6427ED52E4040ABB84409F53DEE10"><enum>(B)</enum><text display-inline="yes-display-inline">to cooperate with the United States in the enforcement of criminal laws of the United States. </text></subparagraph></paragraph><paragraph id="H211B46F8E6DD42E5A9DE22E62EAB958C"><enum>(2)</enum><header>Use of appropriated funds</header><text>Funds appropriated pursuant to subsection (j) of section 105 of the Compact of Free Association Amendments Act of 2003 (<external-xref legal-doc="usc" parsable-cite="usc/48/1921d">48 U.S.C. 1921d</external-xref>) (as amended by section 8(j)) may be used in accordance with section 103(a) of the Compact of Free Association Amendments Act of 2003 (<external-xref legal-doc="usc" parsable-cite="usc/48/1921b">48 U.S.C. 1921b(a)</external-xref>). </text></paragraph></subsection><subsection id="H55EA4F73162E48D19416A030AA544458"><enum>(b)</enum><header>Espousal provisions</header><paragraph id="H5173C60DF3744D2FA7B2B472FFC97892"><enum>(1)</enum><header>In general</header><text>Congress reaffirms that—</text><subparagraph id="HDAE0982EF6B440229E8446AAECDE5EF5"><enum>(A)</enum><text>section 103(g)(1) of the Compact of Free Association Act of 1985 (<external-xref legal-doc="usc" parsable-cite="usc/48/1903">48 U.S.C. 1903(g)(1)</external-xref>) and section 103(e)(1) of the Compact of Free Association Amendments Act of 2003 (<external-xref legal-doc="usc" parsable-cite="usc/48/1921b">48 U.S.C. 1921b(e)(1)</external-xref>) provided that <quote>It is the intention of the Congress of the United States that the provisions of section 177 of the Compact of Free Association and the Agreement between the Government of the United States and the Government of the Marshall Islands for the Implementation of Section 177 of the Compact (hereafter in this subsection referred to as the <quote>Section 177 Agreement</quote>) constitute a full and final settlement of all claims described in Articles X and XI of the Section 177 Agreement, and that any such claims be terminated and barred except insofar as provided for in the Section 177 Agreement.</quote>; and </text></subparagraph><subparagraph id="HE2F0DA82A3D240EE9C4827BCCDB40D7F"><enum>(B)</enum><text>section 103(g)(2) of the Compact of Free Association Act of 1985 (<external-xref legal-doc="usc" parsable-cite="usc/48/1903">48 U.S.C. 1903(g)(2)</external-xref>) and section 103(e)(2) of the Compact of Free Association Amendments Act of 2003 (<external-xref legal-doc="usc" parsable-cite="usc/48/1921b">48 U.S.C. 1921b(e)(2)</external-xref>) provided that <quote>In furtherance of the intention of Congress as stated in paragraph (1) of this subsection, the Section 177 Agreement is hereby ratified and approved. It is the explicit understanding and intent of Congress that the jurisdictional limitations set forth in Article XII of such Agreement are enacted solely and exclusively to accomplish the objective of Article X of such Agreement and only as a clarification of the effect of Article X, and are not to be construed or implemented separately from Article X.</quote>.</text></subparagraph></paragraph><paragraph id="H06BAC577E8A34CC7B660D46CF71F3607"><enum>(2)</enum><header>Effect</header><text>Nothing in the 2023 Agreement to Amend the U.S.-RMI Compact affects the application of the provisions of law reaffirmed by paragraph (1).</text></paragraph></subsection><subsection id="HC72DBAA35BD6437ABF2939378B40CABA" commented="no"><enum>(c)</enum><header>Certain section 177 agreement provisions</header><text>Congress reaffirms that—</text><paragraph id="H2F0BF9A7736949CAA9C9274648E42E3A" commented="no"><enum>(1)</enum><text>Article IX of the Agreement Between the Government of the United States and the Government of the Marshall Islands for the Implementation of Section 177 of the Compact of Free Association, done at Majuro June 25, 1983, provided that <quote>If loss or damage to property and person of the citizens of the Marshall Islands, resulting from the Nuclear Testing Program, arises or is discovered after the effective date of this Agreement, and such injuries were not and could not reasonably have been identified as of the effective date of this Agreement, and if such injuries render the provisions of this Agreement manifestly inadequate, the Government of the Marshall Islands may request that the Government of the United States provide for such injuries by submitting such a request to the Congress of the United States for its consideration. It is understood that this Article does not commit the Congress of the United States to authorize and appropriate funds.</quote>; and</text></paragraph><paragraph id="H942D97DBF0F847FDA4AA3CF139825885" commented="no"><enum>(2)</enum><text>section 3(a) of Article XIII of the agreement described in paragraph (1) provided that <quote>The Government of the United States and the Government of the Marshall Islands shall consult at the request of either of them on matters relating to the provisions of this Agreement.</quote>.</text></paragraph></subsection><subsection id="H4798927B27DD4686BF7F171FAD9526FC"><enum>(d)</enum><header>United states appointees to joint economic management and financial accountability committee</header><paragraph id="H8D47735A10EF4F918A200656498A0AB1"><enum>(1)</enum><header>In general</header><text>The 2 United States appointees (which are composed of the United States chair and 1 other member from the Government of the United States) to the Joint Economic Management and Financial Accountability Committee established under section 214 of the 2003 Amended U.S.-RMI Compact (referred to in this subsection as the <quote>Committee</quote>) shall—</text><subparagraph id="HFA58398B485D4E459DB39AFD6B0F27EA"><enum>(A)</enum><text>be voting members of the Committee; and</text></subparagraph><subparagraph id="HFEDF26E629274DAC9902F8964A3D7AA3"><enum>(B)</enum><text>continue to be officers or employees of the Federal Government.</text></subparagraph></paragraph><paragraph id="H01B06B55988E4D8E95E5E253B9C2BB1B"><enum>(2)</enum><header>Term; appointment</header><text>The 2 United States members of the Committee described in paragraph (1) shall be appointed for a term of 2 years as follows:</text><subparagraph id="HDEED2E663DCE4A5FA1B3F931FDE20EDC"><enum>(A)</enum><text>1 member shall be appointed by the Secretary of State, in consultation with the Secretary of the Treasury.</text></subparagraph><subparagraph id="H1E4FFE76114840D1A7A3C1A3CFF79521"><enum>(B)</enum><text>1 member shall be appointed by the Secretary of the Interior, in consultation with the Secretary of the Treasury.</text></subparagraph></paragraph><paragraph id="HB4AD78F39B494E9EA1F26E2CFBA625EC"><enum>(3)</enum><header>Reappointment</header><text>A United States member of the Committee appointed under paragraph (2) may be reappointed for not more than 2 additional 2-year terms.</text></paragraph><paragraph id="H98127D3C274E4EF3A3998629082130D1"><enum>(4)</enum><header>Qualifications</header><text>At least 1 United States member of the Committee appointed under paragraph (2) shall be an individual who—</text><subparagraph id="H2DFC636313F04DC2816AA210F581AE4F"><enum>(A)</enum><text display-inline="yes-display-inline">by reason of knowledge, experience, or training, is especially qualified in accounting, auditing, budget analysis, compliance, grant administration, program management, or international economics; and</text></subparagraph><subparagraph id="H53C3E3DB554D491EB9517E4358160B64"><enum>(B)</enum><text display-inline="yes-display-inline">possesses not less than 5 years of full-time experience in accounting, auditing, budget analysis, compliance, grant administration, program management, or international economics.</text></subparagraph></paragraph><paragraph id="HACD3BECCD55849F1971C5575A6B01EB4"><enum>(5)</enum><header>Notice</header><subparagraph id="HA3EB9359553F4762914FEF61D024CBF4"><enum>(A)</enum><header>In general</header><text>Not later than 90 days after the date of appointment of a United States member under paragraph (2), the Secretary of the Interior shall notify the appropriate committees of Congress that an individual has been appointed as a voting member of the Committee under that paragraph, including a statement attesting to the qualifications of the member described in paragraph (4), subject to subparagraph (B).</text></subparagraph><subparagraph id="H27D0CF8CE7A7471D80A5EAA5D1C53FB1"><enum>(B)</enum><header>Requirement</header><text>For purposes of a statement required under subparagraph (A), in the case of a member appointed under paragraph (2)(A), the Secretary of the Interior shall compile information on the member provided to the Secretary of the Interior by the Secretary of State on request of the Secretary of the Interior.</text></subparagraph></paragraph><paragraph id="HDAAC02A55C6F4EE0BB562F7F5469479B"><enum>(6)</enum><header>Reports to congress</header><text>Not later than 90 days after the date on which the Committee receives or completes any report required under the 2023 Amended U.S.-RMI Compact, or any related subsidiary agreement, the Secretary of the Interior shall submit the report to the appropriate committees of Congress.</text></paragraph><paragraph id="H8491A1C756A34F1EA82314A852CF0DB9"><enum>(7)</enum><header>Notice to congress</header><text display-inline="yes-display-inline">Not later than 90 days after the date on which the Government of the Republic of the Marshall Islands submits to the Committee a report required under the 2023 Amended U.S.-RMI Compact, or any related subsidiary agreement, the Secretary of the Interior shall submit to the appropriate committees of Congress—</text><subparagraph id="H9F9CC2E09FA34F1BB37BA6F4280F4838"><enum>(A)</enum><text>if the report is submitted by the applicable deadline, written notice attesting that the report is complete and accurate; or</text></subparagraph><subparagraph id="H056FB09303E149878038F33D1906BD6D"><enum>(B)</enum><text>if the report is not submitted by the applicable deadline, written notice that the report has not been timely submitted.</text></subparagraph></paragraph></subsection><subsection id="HDD4E4463C614487CB4D312DA9B46E756"><enum>(e)</enum><header>United states appointees to trust fund committee</header><paragraph id="H0549128058F745FAB159C620FB126C70"><enum>(1)</enum><header>In general</header><text>The 3 United States voting members (which are composed of the United States chair and 2 other members from the Government of the United States) to the Trust Fund Committee established pursuant to the agreement described in section 462(b)(5) of the 2003 Amended U.S.-RMI Compact (referred to in this subsection as the <quote>Committee</quote>) shall continue to be officers or employees of the Federal Government. </text></paragraph><paragraph id="H673CE82117134C91B08D9CC831FF44C5"><enum>(2)</enum><header>Term; appointment</header><text>The 3 United States members of the Committee described in paragraph (1) shall be appointed for a term not more than 5 years as follows:</text><subparagraph id="HCC9530E0ACFE4F96ADDFCB465A4B02D7"><enum>(A)</enum><text>1 member shall be appointed by the Secretary of State.</text></subparagraph><subparagraph id="HE0F4202AE6B84F8C866DBBDB0670865C"><enum>(B)</enum><text>1 member shall be appointed by the Secretary of the Interior.</text></subparagraph><subparagraph id="H580CD7D16EA04D14A9F759D0DC87916F"><enum>(C)</enum><text>1 member shall be appointed by the Secretary of the Treasury.</text></subparagraph></paragraph><paragraph id="H7F6C7785017648C99CD0A35C9E34503B"><enum>(3)</enum><header>Reappointment</header><text>A United States member of the Committee appointed under paragraph (2) may be reappointed for not more than 2 additional 2-year terms.</text></paragraph><paragraph id="H3E6C482D15EB423BB91FF2DEAF98C98C"><enum>(4)</enum><header>Qualifications</header><text>Not fewer than 2 members of the Committee appointed under paragraph (2) shall be individuals who—</text><subparagraph id="H714EC71528DF4E0FBE9AC5E8906DFBB9"><enum>(A)</enum><text display-inline="yes-display-inline">by reason of knowledge, experience, or training, are especially qualified in accounting, auditing, budget analysis, compliance, financial investment, grant administration, program management, or international economics; and</text></subparagraph><subparagraph id="HD36DA2D78F0B4178A3667877CB312394"><enum>(B)</enum><text display-inline="yes-display-inline">possess not less than 5 years of full-time experience in accounting, auditing, budget analysis, compliance, financial investment, grant administration, program management, or international economics.</text></subparagraph></paragraph><paragraph id="H6B96B1BAF55F4A93BC5E8168D8D9D116"><enum>(5)</enum><header>Notice</header><subparagraph id="HCD26D1938DB94E7BA095F21C749AF55A"><enum>(A)</enum><header>In general</header><text>Not later than 90 days after the date of appointment of a United States Member under paragraph (2), the Secretary of the Interior shall notify the appropriate committees of Congress that an individual has been appointed as a voting member of the Committee under that paragraph, including a statement attesting to the qualifications of the appointee described in paragraph (4), subject to subparagraph (B).</text></subparagraph><subparagraph id="H8DC00087F10D461C87E360CB403086A3"><enum>(B)</enum><header>Requirement</header><text>For purposes of a statement required under subparagraph (A)—</text><clause id="H43099579AEB049019989D4B5968DF6B5"><enum>(i)</enum><text>in the case of a member appointed under paragraph (2)(A), the Secretary of the Interior shall compile information on the member provided to the Secretary of the Interior by the Secretary of State on request of the Secretary of the Interior; and</text></clause><clause id="HC3EC64F4B66840598532B2D0220A6C2B"><enum>(ii)</enum><text>in the case of a member appointed under paragraph (2)(C), the Secretary of the Interior shall compile information on the member provided to the Secretary of the Interior by the Secretary of the Treasury on request of the Secretary of the Interior.</text></clause></subparagraph></paragraph><paragraph id="H8F7A705E6180487E8A59CD56F0D6985D"><enum>(6)</enum><header>Reports to congress</header><text>Not later than 90 days after the date on which the Committee receives or completes any report required under the 2023 Amended U.S.-RMI Compact, or any related subsidiary agreement, the Secretary of the Interior shall submit the report to the appropriate committees of Congress.</text></paragraph><paragraph id="HB98B1F0265584A3998C1B39731751EE7"><enum>(7)</enum><header>Notice to Congress</header><text display-inline="yes-display-inline">Not later than 90 days after the date on which the Government of the Republic of the Marshall Islands submits to the Committee a report required under the 2023 Amended U.S.-RMI Compact, or any related subsidiary agreement, the Secretary of the Interior shall submit to the appropriate committees of Congress—</text><subparagraph id="HB6126596EE904C1EB0A0E4DD03A83176"><enum>(A)</enum><text>if the report is submitted by the applicable deadline, written notice attesting that the report is complete and accurate; or</text></subparagraph><subparagraph id="H82049874B9FF4CCE94115EC2224AA9E2" commented="no" display-inline="no-display-inline"><enum>(B)</enum><text>if the report is not submitted by the applicable deadline, written notice that the report has not been timely submitted. </text></subparagraph></paragraph></subsection><subsection id="H47D99BBC345E46D5AC29D4304EEBDCD6"><enum>(f)</enum><header>Four atoll health care program</header><text>Congress reaffirms that—</text><paragraph id="H3F9D0C1AF3094A59BCEECFC1274A2D16"><enum>(1)</enum><text>section 103(j)(1) of the Compact of Free Association Act of 1985 (<external-xref legal-doc="usc" parsable-cite="usc/48/1903">48 U.S.C. 1903(j)(1)</external-xref>) and section 103(h)(1) of the Compact of Free Association Amendments Act of 2003 (<external-xref legal-doc="usc" parsable-cite="usc/48/1921b">48 U.S.C. 1921b(h)(1)</external-xref>) provided that services <quote>provided by the United States Public Health Service or any other United States agency pursuant to section 1(a) of Article II of the Agreement for the Implementation of Section 177 of the Compact (hereafter in this subsection referred to as the <quote>Section 177 Agreement</quote>) shall be only for services to the people of the Atolls of Bikini, Enewetak, Rongelap, and Utrik who were affected by the consequences of the United States nuclear testing program, pursuant to the program described in <external-xref legal-doc="public-law" parsable-cite="pl/95/134">Public Law 95–134</external-xref> and <external-xref legal-doc="public-law" parsable-cite="pl/96/205">Public Law 96–205</external-xref> and their descendants (and any other persons identified as having been so affected if such identification occurs in the manner described in such public laws). Nothing in this subsection shall be construed as prejudicial to the views or policies of the Government of the Marshall Islands as to the persons affected by the consequences of the United States nuclear testing program.</quote>;</text></paragraph><paragraph id="H8DF815F24EC74FE099691DE16638ABAB"><enum>(2)</enum><text>section 103(j)(2) of the Compact of Free Association Act of 1985 (<external-xref legal-doc="usc" parsable-cite="usc/48/1903">48 U.S.C. 1903(j)(2)</external-xref>) and section 103(h)(2) of the Compact of Free Association Amendments Act of 2003 (<external-xref legal-doc="usc" parsable-cite="usc/48/1921b">48 U.S.C. 1921b(h)(2)</external-xref>) provided that <quote>at the end of the first year after the effective date of the Compact and at the end of each year thereafter, the providing agency or agencies shall return to the Government of the Marshall Islands any unexpended funds to be returned to the Fund Manager (as described in Article I of the Section 177 Agreement) to be covered into the Fund to be available for future use.</quote>; and</text></paragraph><paragraph id="HDD5F161537224844B14D473578210270"><enum>(3)</enum><text>section 103(j)(3) of the Compact of Free Association Act of 1985 (<external-xref legal-doc="usc" parsable-cite="usc/48/1903">48 U.S.C. 1903(j)(3)</external-xref>) and section 103(h)(3) of the Compact of Free Association Amendments Act of 2003 (<external-xref legal-doc="usc" parsable-cite="usc/48/1921b">48 U.S.C. 1921b(h)(3)</external-xref>) provided that <quote>the Fund Manager shall retain the funds returned by the Government of the Marshall Islands pursuant to paragraph (2) of this subsection, shall invest and manage such funds, and at the end of 15 years after the effective date of the Compact, shall make from the total amount so retained and the proceeds thereof annual disbursements sufficient to continue to make payments for the provision of health services as specified in paragraph (1) of this subsection to such extent as may be provided in contracts between the Government of the Marshall Islands and appropriate United States providers of such health services.</quote>.</text></paragraph></subsection><subsection id="HDD55E6477B364A5AAA7103F59230500A"><enum>(g)</enum><header>Radiological health care program</header><text>Notwithstanding any other provision of law, on the request of the Government of the Republic of the Marshall Islands, the President (through an appropriate department or agency of the United States) shall continue to provide special medical care and logistical support for the remaining members of the population of Rongelap and Utrik who were exposed to radiation resulting from the 1954 United States thermonuclear <quote>Bravo</quote> test, pursuant to <external-xref legal-doc="public-law" parsable-cite="pl/95/134">Public Law 95–134</external-xref> (91 Stat. 1159) and <external-xref legal-doc="public-law" parsable-cite="pl/96/205">Public Law 96–205</external-xref> (94 Stat. 84).</text></subsection><subsection id="HA7670F42F41949A8B163224E80B2C145"><enum>(h)</enum><header>Agricultural and food programs</header><paragraph id="H96C162ED646848908D52F61AA1D2EEBF"><enum>(1)</enum><header>In general</header><text>Congress reaffirms that—</text><subparagraph id="H3DDC6FA72F0A42C2ADE3EF537692C6ED" commented="no" display-inline="no-display-inline"><enum>(A)</enum><text display-inline="yes-display-inline">section 103(h)(2) of the Compact of Free Association Act of 1985 (<external-xref legal-doc="usc" parsable-cite="usc/48/1903">48 U.S.C. 1903(h)(2)</external-xref>) and section 103(f)(2)(A) of the Compact of Free Association Amendments Act of 2003 (<external-xref legal-doc="usc" parsable-cite="usc/48/1921b">48 U.S.C. 1921b(f)(2)(A)</external-xref>) provided that notwithstanding <quote>any other provision of law, upon the request of the Government of the Marshall Islands, for the first fifteen years after the effective date of the Compact, the President (either through an appropriate department or agency of the United States or by contract with a United States firm or by a grant to the Government of the Republic of the Marshall Islands which may further contract only with a United States firm or a Republic of the Marshall Islands firm, the owners, officers and majority of the employees of which are citizens of the United States or the Republic of the Marshall Islands) shall provide technical and other assistance without reimbursement, to continue the planting and agricultural maintenance program on Enewetak; without reimbursement, to continue the food programs of the Bikini, Rongelap, Utrik, and Enewetak people described in section 1(d) of Article II of the Subsidiary Agreement for the Implementation of Section 177 of the Compact and for continued waterborne transportation of agricultural products to Enewetak including operations and maintenance of the vessel used for such purposes.</quote>; </text></subparagraph><subparagraph id="HC183B100AE864ED59AC4F3441F1FDEB0" commented="no" display-inline="no-display-inline"><enum>(B)</enum><text display-inline="yes-display-inline">section 103(h)(2) of the Compact of Free Association Act of 1985 (<external-xref legal-doc="usc" parsable-cite="usc/48/1903">48 U.S.C. 1903(h)(2)</external-xref>) and section 103(f)(2)(B) of the Compact of Free Association Amendments Act of 2003 (<external-xref legal-doc="usc" parsable-cite="usc/48/1921b">48 U.S.C. 1921b(f)(2)(B)</external-xref>) provided that <quote>The President shall ensure the assistance provided under these programs reflects the changes in the population since the inception of such programs.</quote>; and</text></subparagraph><subparagraph id="H1B0E3DA44673426DB46EEA48F6EB7402" commented="no" display-inline="no-display-inline"><enum>(C)</enum><text>section 103(h)(3) of the Compact of Free Association Act of 1985 (<external-xref legal-doc="usc" parsable-cite="usc/48/1903">48 U.S.C. 1903(h)(3)</external-xref>) and section 103(f)(3) of the Compact of Free Association Amendments Act of 2003 (<external-xref legal-doc="usc" parsable-cite="usc/48/1921b">48 U.S.C. 1921b(f)(3)</external-xref>) provided that <quote>payments under this subsection shall be provided to such extent or in such amounts as are necessary for services and other assistance provided pursuant to this subsection. It is the sense of Congress that after the periods of time specified in paragraphs (1) and (2) of this subsection, consideration will be given to such additional funding for these programs as may be necessary.</quote>.</text></subparagraph></paragraph><paragraph id="HCE1BB1980856487C9E32F34FC171516E" commented="no"><enum>(2)</enum><header>Planting and agricultural maintenance program</header><text display-inline="yes-display-inline">The Secretary of the Interior may provide grants to the Government of the Republic of the Marshall Islands to carry out a planting and agricultural maintenance program on Bikini, Enewetak, Rongelap, and Utrik.</text></paragraph><paragraph id="H27D94023443B4B3AAA743FD397B7EAEE"><enum>(3)</enum><header>Food programs</header><text>The Secretary of Agriculture may provide, without reimbursement, food programs to the people of the Republic of the Marshall Islands.</text></paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="H12DAED55A78643A685FDEDB602D9B234"><enum>6.</enum><header>Agreements with and other provisions related to the Republic of Palau</header><subsection id="HAD679B20F2D549BDBC5AB7746F7CF834"><enum>(a)</enum><header>Bilateral economic consultations</header><text>United States participation in the annual economic consultations referred to in Article 8 of the 2023 U.S.-Palau Compact Review Agreement shall be by officers or employees of the Federal Government.</text></subsection><subsection id="HD7D3532150A941E6A0A94ACA91FB46D4"><enum>(b)</enum><header>Economic advisory group</header><paragraph id="H3E658D28F99040C3ABA10CD687D7A84F"><enum>(1)</enum><header>Qualifications</header><text>A member of the Economic Advisory Group described in Article 7 of the 2023 U.S.-Palau Compact Review Agreement (referred to in this subsection as the <quote>Advisory Group</quote>) who is appointed by the Secretary of the Interior shall be an individual who, by reason of knowledge, experience, or training, is especially qualified in private sector business development, economic development, or national development. </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H3E8C8D3DE52942C5877FA650E8CDD8BE"><enum>(2)</enum><header>Funds</header><text display-inline="yes-display-inline">With respect to the Advisory Group, the Secretary of the Interior may use available funds for— </text><subparagraph commented="no" display-inline="no-display-inline" id="H30982C0F1B624A388E8E063BA4A6A868"><enum>(A)</enum><text display-inline="yes-display-inline">the costs of the 2 members of the Advisory Group designated by the United States in accordance with Article 7 of the 2023 U.S.-Palau Compact Review Agreement; </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HE4459B5D0B16432FAAD197C7EF747CAE"><enum>(B)</enum><text display-inline="yes-display-inline">50 percent of the costs of the 5th member of the Advisory Group designated by the Secretary of the Interior in accordance with the Article described in subparagraph (A); and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H14742E881D7F467ABD4175A31F9395B1"><enum>(C)</enum><text>the costs of—</text><clause commented="no" display-inline="no-display-inline" id="H4D6987777DB94B68B3373DEC088CDBA3"><enum>(i)</enum><text display-inline="yes-display-inline">technical and administrative assistance for the Advisory Group; and </text></clause><clause commented="no" display-inline="no-display-inline" id="H0B9000496C1D438A8229546469B48741"><enum>(ii)</enum><text display-inline="yes-display-inline">other support necessary for the Advisory Group to accomplish the purpose of the Advisory Group.</text></clause></subparagraph></paragraph><paragraph id="H1472D4A4DAD94A69B491AC587C0AF12B"><enum>(3)</enum><header>Reports to congress</header><text>Not later than 90 days after the date on which the Advisory Group receives or completes any report required under the 2023 U.S.-Palau Compact Review Agreement, or any related subsidiary agreement, the Secretary of the Interior shall submit the report to the appropriate committees of Congress.</text></paragraph></subsection><subsection id="HAD8AAF945F6E457DA9D7C17F823E8F8B"><enum>(c)</enum><header>Reports to congress</header><paragraph id="HB469DC6901034964AE3CC4009EFCA9B5"><enum>(1)</enum><header>In general</header><text>Not later than 90 days after the date on which the Government of the Republic of Palau completes any report required under the 2023 U.S.-Palau Compact Review Agreement, or any related subsidiary agreement, the Secretary of the Interior shall submit the report to the appropriate committees of Congress.</text></paragraph><paragraph id="H61137675846944F785903EE7C4056164"><enum>(2)</enum><header>Notice to congress</header><text>Not later than 90 days after the date on which the Government of the Republic of Palau submits a report required under the 2023 U.S.-Palau Compact Review Agreement, or any related subsidiary agreement, the Secretary of the Interior shall submit to the appropriate committees of Congress—</text><subparagraph id="HC7A300A9395F47068E565D31078C80DA"><enum>(A)</enum><text>if the report is submitted by the applicable deadline, written notice attesting that the report is complete and accurate; or</text></subparagraph><subparagraph id="HE7B9BDE8AA1846069971AB18F4760837"><enum>(B)</enum><text>if the report is not submitted by the applicable deadline, written notice that the report has not been timely submitted.</text></subparagraph></paragraph></subsection></section><section id="H47D802189CB74F3E8EC4A4FD18B2A6FC"><enum>7.</enum><header>Oversight provisions</header><subsection id="H74A4CF57971747A88E2519ECF6E28A2C"><enum>(a)</enum><header>Authorities and duties of the Comptroller General of the United States</header><paragraph id="HE259F74317CB434788FFD8751BDE9A3C"><enum>(1)</enum><header>In general</header><text>The Comptroller General of the United States (including any duly authorized representative of the Comptroller General of the United States) shall have the authorities necessary to carry out the responsibilities of the Comptroller General of the United States under—</text><subparagraph id="H5178958EC200427F8033B781CAD698F2"><enum>(A)</enum><text>the 2023 Amended U.S.-FSM Compact and related subsidiary agreements, including the authorities and privileges described in section 102(b) of the Compact of Free Association Amendments Act of 2003 (<external-xref legal-doc="usc" parsable-cite="usc/48/1921a">48 U.S.C. 1921a(b)</external-xref>);</text></subparagraph><subparagraph id="H0F7EAAB663B2444199A4DE5C6AC322E4"><enum>(B)</enum><text>the 2023 Amended U.S.-RMI Compact and related subsidiary agreements, including the authorities and privileges described in section 103(k) of the Compact of Free Association Amendments Act of 2003 (<external-xref legal-doc="usc" parsable-cite="usc/48/1921b">48 U.S.C. 1921b(k)</external-xref>); and</text></subparagraph><subparagraph id="H6D6F0C19C90F48D9B739F631F9E44940"><enum>(C)</enum><text>the 2023 U.S.-Palau Compact Review Agreement, related subsidiary agreements, and the authorities described in appendix D of the <quote>Agreement between the Government of the United States of America and the Government of the Republic of Palau Following the Compact of Free Association Section 432 Review</quote> signed by the United States and the Republic of Palau on September 3, 2010.</text></subparagraph></paragraph><paragraph id="HB4080E46BFA245EDADCD68D7E302BC3C"><enum>(2)</enum><header>Reports</header><text display-inline="yes-display-inline">Not later than 18 months after the date of enactment of this Act, and every 4 years thereafter, the Comptroller General of the United States shall submit to the appropriate committees of Congress a report with respect to the Freely Associated States, including addressing—</text><subparagraph id="H9759572D1ED7488F9496C2827A3BE2B6"><enum>(A)</enum><text display-inline="yes-display-inline">the topics described in subparagraphs (A) through (E) of section 104(h)(1) of the Compact of Free Association Amendments Act of 2003 (<external-xref legal-doc="usc" parsable-cite="usc/48/1921c">48 U.S.C. 1921c(h)(1)</external-xref>), except that for purposes of a report submitted under this paragraph, the report shall address those topics with respect to each of the Freely Associated States; and</text></subparagraph><subparagraph id="H581DF84F02C1439D9B1DBE8A6755A8CE"><enum>(B)</enum><text display-inline="yes-display-inline">the effectiveness of administrative oversight by the United States of the Freely Associated States.</text></subparagraph></paragraph></subsection><subsection id="HA2F49D8D0854436AA9AC662615FA26AD"><enum>(b)</enum><header>Secretary of the Interior oversight authority</header><text>The Secretary of the Interior shall have the authority necessary to fulfill the responsibilities for monitoring and managing the funds appropriated to the Compact of Free Association account of the Department of the Interior by section 10(a) to carry out—</text><paragraph id="HCA0F5A1F164B4CF383F3902A9F081940"><enum>(1)</enum><text>the 2023 Amended U.S.-FSM Compact;</text></paragraph><paragraph id="H72E1BEFB13AB449583944BD7766405D8"><enum>(2)</enum><text>the 2023 Amended U.S.-RMI Compact;</text></paragraph><paragraph id="H5B5C218362C34C118098A75EB6E4AF5A"><enum>(3)</enum><text>the 2023 U.S.-Palau Compact Review Agreement; and</text></paragraph><paragraph id="H2499FC199BEE4050B9D1A525D4D9B295"><enum>(4)</enum><text>subsidiary agreements.</text></paragraph></subsection><subsection id="H49067C571EC24B4DAD397FE4CF0804E9"><enum>(c)</enum><header>Postmaster General oversight authority</header><text>The Postmaster General shall have the authority necessary to fulfill the responsibilities for monitoring and managing the funds appropriated to the United States Postal Service under paragraph (1) of section 10(b) and deposited in the Postal Service Fund under paragraph (2)(A) of that section to carry out—</text><paragraph id="H72D76A82A81B4B3090D1B69B41C19036"><enum>(1)</enum><text>section 221(a)(2) of the 2023 Amended U.S.-FSM Compact;</text></paragraph><paragraph id="H8B263AC6AD794B378958449A75F2EBEE"><enum>(2)</enum><text>section 221(a)(2) of the 2023 Amended U.S.-RMI Compact;</text></paragraph><paragraph id="HA899573BA912469F9B358917E013E0BA"><enum>(3)</enum><text>section 221(a)(2) of the U.S.-Palau Compact; and</text></paragraph><paragraph id="HF97E736F782A4CA8BE92D8944384CECA"><enum>(4)</enum><text>Article 6(a) of the 2023 U.S.-Palau Compact Review Agreement.</text></paragraph></subsection><subsection id="H8B1D1F2CDEE54EF0B730B9A1101A0AF9"><enum>(d)</enum><header>Interagency Group on Freely Associated States</header><paragraph id="HFFEA3F983767432193B53E62382211CB"><enum>(1)</enum><header>Establishment</header><text>The President, in consultation with the Secretary of State, the Secretary of the Interior, and the Secretary of Defense, shall establish an Interagency Group on Freely Associated States (referred to in this subsection as the <quote>Interagency Group</quote>).</text></paragraph><paragraph id="H401C9E46D32240CB9B0DA4EF20B4A3EE"><enum>(2)</enum><header>Purpose</header><text>The purposes of the Interagency Group are—</text><subparagraph id="HF0C7F043880A463191055C7878BD27A3"><enum>(A)</enum><text>to coordinate development and implementation of executive branch policies, programs, services, and other activities in or relating to the Freely Associated States; and</text></subparagraph><subparagraph id="HA249DC4B70EF4036A98847DA928B9BAC"><enum>(B)</enum><text>to provide policy guidance, recommendations, and oversight to Federal agencies, departments, and instrumentalities with respect to the implementation of—</text><clause id="H3515C3F957FF4406AA047A8B0C66DBDD"><enum>(i)</enum><text>the 2023 Amended U.S.-FSM Compact;</text></clause><clause id="HE46B0D8D5E4B4610B1CF4DDA2FB22E23"><enum>(ii)</enum><text>the 2023 Amended U.S.-RMI Compact; and</text></clause><clause id="H3B02C267AC6543BC9A842C192EE32FBA"><enum>(iii)</enum><text>the 2023 U.S.-Palau Compact Review Agreement.</text></clause></subparagraph></paragraph><paragraph id="H8C6034EFF97444DB8F15E1881568F542"><enum>(3)</enum><header>Membership</header><text>The Interagency Group shall consist of—</text><subparagraph commented="no" display-inline="no-display-inline" id="H7FEEA8A0D20F49CBA77763713DC45D30"><enum>(A)</enum><text>the Secretary of State, who shall serve as co-chair of the Interagency Group;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H9B08B21CC570460A9E74F1B964F96193"><enum>(B)</enum><text display-inline="yes-display-inline">the Secretary of the Interior, who shall serve as co-chair of the Interagency Group;</text></subparagraph><subparagraph id="H5BB39DB9FAB54AE8A93F5D7D84F778CD"><enum>(C)</enum><text>the Secretary of Defense;</text></subparagraph><subparagraph id="HF197B430416D4F61A8E16D54A0A67780"><enum>(D)</enum><text>the Secretary of the Treasury;</text></subparagraph><subparagraph id="HDC3DE7C6B9D54F9B9080201C48E603C0"><enum>(E)</enum><text>the heads of relevant Federal agencies, departments, and instrumentalities carrying out obligations under—</text><clause id="HCFCA107C27924C7A9FDE2DD915E42A9A"><enum>(i)</enum><text>sections 131 and 132 of the 2003 Amended U.S.-FSM Compact and subsections (a) and (b) of section 221 and section 261 of the 2023 Amended U.S.-FSM Compact;</text></clause><clause id="HAE6EE36B8CE549419E44A288D89EBF17"><enum>(ii)</enum><text>sections 131 and 132 of the 2003 Amended U.S.-RMI Compact and subsections (a) and (b) of section 221 and section 261 of the 2023 Amended U.S.-RMI Compact;</text></clause><clause id="H74F3C6EB3805448BBF2829EC082ED747"><enum>(iii)</enum><text>sections 131 and 132 and subsections (a) and (b) of section 221 of the U.S.-Palau Compact;</text></clause><clause id="HC33F678E0E7D4DE88764C3EFD2E1AE9F"><enum>(iv)</enum><text>Article 6 of the 2023 U.S.-Palau Compact Review Agreement;</text></clause><clause id="H0B3F7C1513F841FC99AB4780724152AA"><enum>(v)</enum><text>any applicable subsidiary agreement; and</text></clause><clause id="H6B8655075AC04279969D3650AF9B196E"><enum>(vi)</enum><text>section 8; and</text></clause></subparagraph><subparagraph id="H84E632DC9F9E431EA7B72BE8F38B0C7B"><enum>(F)</enum><text>the head of any other Federal agency, department, or instrumentality that the Secretary of State or the Secretary of the Interior may designate.</text></subparagraph></paragraph><paragraph id="HEE95AD0209E442A9878BCBD178ADFE83"><enum>(4)</enum><header>Duties of secretary of state and secretary of the interior</header><text>The Secretary of State (or a senior official designee of the Secretary of State) and the Secretary of the Interior (or a senior official designee of the Secretary of the Interior) shall—</text><subparagraph id="H1F6EABD44DB44FEE91516C473B67AF05"><enum>(A)</enum><text>co-lead and preside at a meeting of the Interagency Group not less frequently than annually;</text></subparagraph><subparagraph id="H0B2DD910C88F495FAFDA50A2F89415A5"><enum>(B)</enum><text>determine, in consultation with the Secretary of Defense, the agenda for meetings of the Interagency Group; and</text></subparagraph><subparagraph id="H08D635797CE9498EB0020C1DC9EF51F7"><enum>(C)</enum><text>facilitate and coordinate the work of the Interagency Group.</text></subparagraph></paragraph><paragraph id="HAB58FB661E844FFFA1EB02A2CFCAD149"><enum>(5)</enum><header>Duties of the Interagency Group</header><text>The Interagency Group shall—</text><subparagraph id="H55016911022C48C6B1DD6693426EC317"><enum>(A)</enum><text>provide advice on the establishment or implementation of policies relating to the Freely Associated States to the President, acting through the Office of Intergovernmental Affairs, in the form of a written report not less frequently than annually;</text></subparagraph><subparagraph id="H223A909BF5BD4D548605608CC9064AE7"><enum>(B)</enum><text>obtain information and advice relating to the Freely Associated States from the Presidents, other elected officials, and members of civil society of the Freely Associated States, including through the members of the Interagency Group (including senior official designees of the members) meeting not less frequently than annually with any Presidents of the Freely Associated States who elect to participate;</text></subparagraph><subparagraph id="HF8868A48884A4651A04C9A6A0282D2F1"><enum>(C)</enum><text>at the request of the head of any Federal agency (or a senior official designee of the head of a Federal agency) who is a member of the Interagency Group, promptly review and provide advice on a policy or policy implementation action affecting 1 or more of the Freely Associated States proposed by the Federal agency, department, or instrumentality; and</text></subparagraph><subparagraph id="H92548A325A5D468F93019D3512E71A6A"><enum>(D)</enum><text>facilitate coordination of relevant policies, programs, initiatives, and activities involving 1 or more of the Freely Associated States, including ensuring coherence and avoiding duplication between programs, initiatives, and activities conducted pursuant to a Compact with a Freely Associated State and non-Compact programs, initiatives, and activities.</text></subparagraph></paragraph><paragraph id="HECBA5551517B4B9E896EDE3712666978"><enum>(6)</enum><header>Reports</header><text>Not later than 1 year after the date of enactment of this joint resolution and each year thereafter in which a Compact of Free Association with a Freely Associated State is in effect, the President shall submit to the majority leader and minority leader of the Senate, the Speaker and minority leader of the House of Representatives, and the appropriate committees of Congress a report that describes the activities and recommendations of the Interagency Group during the applicable year.</text></paragraph></subsection><subsection id="H65FEFE67BF604C3993DFB9256EEA6A02"><enum>(e)</enum><header>Federal agency coordination</header><text>The head of any Federal agency providing programs and services to the Federated States of Micronesia, the Republic of the Marshall Islands, or the Republic of Palau shall coordinate with the Secretary of the Interior and the Secretary of State regarding the provision of the programs and services.</text></subsection><subsection id="H8D52A14104594DCF887345BD1150B775"><enum>(f)</enum><header>Foreign loans or debt</header><text>Congress reaffirms that—</text><paragraph commented="no" display-inline="no-display-inline" id="H6E12A831F01D4D89B93DF09EF7806752"><enum>(1)</enum><text display-inline="yes-display-inline">the foreign loans or debt of the Government of the Federated States of Micronesia, the Government of the Republic of the Marshall Islands, or the Government of the Republic of Palau shall not constitute an obligation of the United States; and </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H38C9092E86214A1B8B3D893EC2D1C9D1"><enum>(2)</enum><text display-inline="yes-display-inline">the full faith and credit of the United States Government shall not be pledged for the payment and performance of any foreign loan or debt referred to in paragraph (1) without specific further authorization.</text></paragraph></subsection><subsection id="H54EE867B055B4D68A952FF3B78DC43A0"><enum>(g)</enum><header>Compact compilation</header><text>Not later than 180 days after the date of enactment of this joint resolution, the Secretary of the Interior shall submit to the appropriate committees of Congress a report that includes a compilation of the Compact of Free Association with the Federated State of Micronesia, the Compact of Free Association with the Republic of Palau, and the Compact of Free Association with Republic of the Marshall Islands.</text></subsection><subsection id="HDDB21E72A0114C439CFAFA9E6D211295" commented="no"><enum>(h)</enum><header>Publication; Revision by the Office of the Law Revision Counsel</header><paragraph id="H9172A47968284CA2A42BDF3939E16C29" commented="no"><enum>(1)</enum><header>Publication</header><text>In publishing this joint resolution in slip form and in the United States Statutes at Large pursuant to section 112 of title 1, United States Code, the Archivist of the United States shall include after the date of approval at the end an appendix setting forth the text of—</text><subparagraph id="H80ADBCA48A4E49E8AFAA680986D0FD61" commented="no"><enum>(A)</enum><text>the 2023 Agreement to Amend the U.S.-FSM Compact; and</text></subparagraph><subparagraph id="H2E6453DAB81348388CE4989B23FEE6A8" commented="no"><enum>(B)</enum><text>the 2023 Agreement to Amend the U.S.-RMI Compact.</text></subparagraph></paragraph><paragraph id="HCF81F069178947B0B2FCBB3507BB5E29" commented="no"><enum>(2)</enum><header>Revision by the Office of the Law Revision Counsel</header><text>The Office of the Law Revision Counsel is directed to revise—</text><subparagraph id="H1317015E3AAF4C46855D235E10F302A6" commented="no"><enum>(A)</enum><text>the 2003 Amended U.S.-FSM Compact set forth in the note following section 1921 of title 48, United States Code, to reflect the amendments to the 2003 Amended U.S.-FSM Compact made by the 2023 Agreement to Amend the U.S.-FSM Compact; and</text></subparagraph><subparagraph id="H5F4B8061CFA444C589A308B8155DD71A" commented="no"><enum>(B)</enum><text>the 2003 Amended U.S.-RMI Compact set forth in the note following section 1921 of title 48, United States Code, to reflect the amendments to the 2003 Amended U.S.-RMI Compact made by the 2023 Agreement to Amend the U.S.-RMI Compact.</text></subparagraph></paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="H43B2F5A212404F558B6CF2419CCD3F16"><enum>8.</enum><header>United States policy regarding the Freely Associated States</header><subsection id="H1322B91A66FC482CBE850EA44DE6F8F9"><enum>(a)</enum><header>Authorization for veterans’ services</header><paragraph id="HA8CF7CE3FEB444C996E7E34F6DD3DE65"><enum>(1)</enum><header>Definition of Freely Associated States</header><text>In this subsection, the term <term>Freely Associated States</term> means—</text><subparagraph id="H1F37663403114E94B112CCE69074370F"><enum>(A)</enum><text>the Federated States of Micronesia, during such time as it is a party to the Compact of Free Association set forth in section 201 of the Compact of Free Association Act of 1985 (<external-xref legal-doc="public-law" parsable-cite="pl/99/239">Public Law 99–239</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/48/1901">48 U.S.C. 1901</external-xref> note);</text></subparagraph><subparagraph id="H2D277566AECD4E01A11C785486DBFC37"><enum>(B)</enum><text>the Republic of the Marshall Islands, during such time as it is a party to the Compact of Free Association set forth in section 201 of the Compact of Free Association Act of 1985 (<external-xref legal-doc="public-law" parsable-cite="pl/99/239">Public Law 99–239</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/48/1901">48 U.S.C. 1901</external-xref> note); and</text></subparagraph><subparagraph id="H4C81FD9D9750473D841CECBE0E37A9AD"><enum>(C)</enum><text>the Republic of Palau, during such time as it is a party to the Compact of Free Association between the United States and the Government of Palau set forth in section 201 of Joint Resolution entitled <quote>Joint Resolution to approve the <quote>Compact of Free Association</quote> between the United States and the Government of Palau, and for other purposes</quote> (<external-xref legal-doc="public-law" parsable-cite="pl/99/658">Public Law 99–658</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/48/1931">48 U.S.C. 1931</external-xref> note).</text></subparagraph></paragraph><paragraph id="H7E876064003F4A0DB940220CB7335C13"><enum>(2)</enum><header>Hospital care, medical services, and nursing home care abroad</header><text>Section 1724 of title 38, United States Code, is amended—</text><subparagraph id="HEBE5F89951BD4F729131982D6F18A4EF"><enum>(A)</enum><text>in subsection (a), by striking <quote>subsections (b) and (c)</quote> and inserting <quote>subsections (b), (c), and (f)</quote>; and</text></subparagraph><subparagraph id="HDC5CDD3AEE1D4A08A77CCF26200BEB95"><enum>(B)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H255037C76C0A46DC834872EE992B6E62"><subsection id="H90DA2CCEE8BE4408B031454EA40614B2"><enum>(f)</enum><paragraph commented="no" display-inline="yes-display-inline" id="HDC034FE793D64D069373494923D1D136"><enum>(1)</enum><text>The Secretary may furnish hospital care and medical services in the Freely Associated States to a veteran who is otherwise eligible to receive hospital care and medical services.</text></paragraph><paragraph id="HAADE21E9AFFB438187F3F76D34189D63" indent="up1"><enum>(2)</enum><text>In furnishing hospital care and medical services under paragraph (1), the Secretary may furnish hospital care and medical services through—</text><subparagraph id="HEE8CB4A001574327BB6A669511B4DF84"><enum>(A)</enum><text>contracts or other agreements;</text></subparagraph><subparagraph id="H6A283AE820414A0B9B1D3E724329EBD5"><enum>(B)</enum><text>reimbursement; or</text></subparagraph><subparagraph id="H5FF6B38C2E094CE8B566CE939D727FBD"><enum>(C)</enum><text>the direct provision of care by health care personnel of the Department.</text></subparagraph></paragraph><paragraph id="H238A66612F90464D87DC2F6080CF2045" indent="up1"><enum>(3)</enum><text>In furnishing hospital care and medical services under paragraph (1), the Secretary may furnish hospital care and medical services for any condition regardless of whether the condition is connected to the service of the veteran in the Armed Forces.</text></paragraph><paragraph id="HDD990788282C4CB9A941B151C8C43DF4" indent="up1"><enum>(4)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="HE07B72A1AE194B9EA526AB815BBF4E81"><enum>(A)</enum><text>A veteran who has received hospital care or medical services in a country pursuant to this subsection shall remain eligible, to the extent determined advisable and practicable by the Secretary, for hospital care or medical services in that country regardless of whether the country continues to qualify as a Freely Associated State for purposes of this subsection.</text></subparagraph><subparagraph id="H8CF86ED9025A44019562FB769BCAFA61" indent="up1"><enum>(B)</enum><text>If the Secretary determines it is no longer advisable or practicable to allow veterans described in subparagraph (A) to remain eligible for hospital care or medical services pursuant to such subparagraph, the Secretary shall—</text><clause id="H0388B59844C14BD4A15E92574A274F90"><enum>(i)</enum><text>provide direct notice of that determination to such veterans; and</text></clause><clause id="H4889830EB61B45758DD45CC44ABF88D0"><enum>(ii)</enum><text>publish that determination and the reasons for that determination in the Federal Register. </text></clause></subparagraph></paragraph><paragraph id="HC507A7A0378649DE8C76C3D0BB6B6B8E" indent="up1"><enum>(5)</enum><text>In this subsection, the term <term>Freely Associated States</term> means—</text><subparagraph id="H8FF13A967588453B89C787D605279F48"><enum>(A)</enum><text>the Federated States of Micronesia, during such time as it is a party to the Compact of Free Association set forth in section 201 of the Compact of Free Association Act of 1985 (<external-xref legal-doc="public-law" parsable-cite="pl/99/239">Public Law 99–239</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/48/1901">48 U.S.C. 1901</external-xref> note);</text></subparagraph><subparagraph id="H676CA76B539D4BA9B97CDFE87E5ACECA"><enum>(B)</enum><text>the Republic of the Marshall Islands, during such time as it is a party to the Compact of Free Association set forth in section 201 of the Compact of Free Association Act of 1985 (<external-xref legal-doc="public-law" parsable-cite="pl/99/239">Public Law 99–239</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/48/1901">48 U.S.C. 1901</external-xref> note); and</text></subparagraph><subparagraph id="HBE9DB22869D649CABB13B743F3D87178"><enum>(C)</enum><text>the Republic of Palau, during such time as it is a party to the Compact of Free Association between the United States and the Government of Palau set forth in section 201 of Joint Resolution entitled <quote>Joint Resolution to approve the <quote>Compact of Free Association</quote> between the United States and the Government of Palau, and for other purposes</quote> (<external-xref legal-doc="public-law" parsable-cite="pl/99/658">Public Law 99–658</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/48/1931">48 U.S.C. 1931</external-xref> note).</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="H1634E6454366437F95704F612203CD0F"><enum>(3)</enum><header>Beneficiary travel</header><text>Section 111 of title 38, United States Code, is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H232F12A2BF7C4BCCBA7A8092AF856E29"><subsection id="H9618D935D7FA4893A6AB36568F2B89B8"><enum>(h)</enum><paragraph commented="no" display-inline="yes-display-inline" id="H065B266B3C354874AF476FD0925137F6"><enum>(1)</enum><text>Notwithstanding any other provision of law, the Secretary may make payments to or for any person traveling in, to, or from the Freely Associated States for receipt of care or services authorized under section 1724(f) of this title.</text></paragraph><paragraph id="HCCC4DF22446B43FA817A7013FAC797D7" indent="up1"><enum>(2)</enum><text>A person who has received payment for travel in a country pursuant to this subsection shall remain eligible for payment for such travel in that country regardless of whether the country continues to qualify as a Freely Associated State for purposes of this subsection.</text></paragraph><paragraph id="HC7E3FD2F3684455685B99A6F32408420" indent="up1"><enum>(3)</enum><text>The Secretary shall prescribe regulations to carry out this subsection.</text></paragraph><paragraph id="H1103E514CADE41A9B87E0BE1187E83F0" indent="up1"><enum>(4)</enum><text>In this subsection, the term <term>Freely Associated States</term> means—</text><subparagraph id="HFAAC1315624B41CFACD36CAAFE9412E8"><enum>(A)</enum><text>the Federated States of Micronesia, during such time as it is a party to the Compact of Free Association set forth in section 201 of the Compact of Free Association Act of 1985 (<external-xref legal-doc="public-law" parsable-cite="pl/99/239">Public Law 99–239</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/48/1901">48 U.S.C. 1901</external-xref> note);</text></subparagraph><subparagraph id="HE15B4229F2F744C6BEBC59D8860B3958"><enum>(B)</enum><text>the Republic of the Marshall Islands, during such time as it is a party to the Compact of Free Association set forth in section 201 of the Compact of Free Association Act of 1985 (<external-xref legal-doc="public-law" parsable-cite="pl/99/239">Public Law 99–239</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/48/1901">48 U.S.C. 1901</external-xref> note); and</text></subparagraph><subparagraph id="H76DADA6D3DC24350A5352C7A5AAB36B9"><enum>(C)</enum><text>the Republic of Palau, during such time as it is a party to the Compact of Free Association between the United States and the Government of Palau set forth in section 201 of Joint Resolution entitled <quote>Joint Resolution to approve the <quote>Compact of Free Association</quote> between the United States and the Government of Palau, and for other purposes</quote> (<external-xref legal-doc="public-law" parsable-cite="pl/99/658">Public Law 99–658</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/48/1931">48 U.S.C. 1931</external-xref> note).</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph><paragraph id="H1DBC951C17F44B108A3DB58D1D7F65D9"><enum>(4)</enum><header>Legal issues</header><subparagraph id="HC8CFC4D13A064396AD3494EE1813C558"><enum>(A)</enum><header>Health services</header><text>The Secretary of Veterans Affairs, in consultation with the Secretary of State, shall work with the governments of the Freely Associated States to facilitate the furnishing of health services, including telehealth, under the laws administered by the Secretary of Veterans Affairs, to veterans in the Freely Associated States, such as by addressing—</text><clause id="HB19762DAB1F4468888A1796158D8F19D"><enum>(i)</enum><text>licensure, certification, registration, and tort issues relating to health care personnel; and</text></clause><clause id="H0BB2A32030FE4F60AABD8ECA280D52CE"><enum>(ii)</enum><text>matters relating to delivery of pharmaceutical products and medical surgical products, including delivery of such products through the Consolidated Mail Outpatient Pharmacy of the Department of Veterans Affairs, to the Freely Associated States.</text></clause></subparagraph><subparagraph id="H9A8FFB30C4E44733B21AEDBD44DEDC8B"><enum>(B)</enum><header>Licensure of health care professionals providing treatment via telemedicine in the Freely Associated States</header><text>Section 1730C(a) of title 38, United States Code, is amended by striking <quote>any State</quote> and inserting <quote>any State or any of the Freely Associated States (as defined in section 1724(f) of this title)</quote>.</text></subparagraph><subparagraph id="H49FA227C9E744E50886216A19463ED73"><enum>(C)</enum><header>Payment of claims</header><text>The Secretary of Veterans Affairs may pay tort claims, in the manner authorized in the first paragraph of section 2672 of title 28, United States Code, when such claims arise in the Freely Associated States in connection with furnishing hospital care or medical services or providing medical consultation or medical advice to a veteran under the laws administered by the Secretary, including through a remote or telehealth program.</text></subparagraph></paragraph><paragraph id="HB4829938592D477A871BA49377C687F3"><enum>(5)</enum><header>Outreach and assessment of options</header><text>During the 1-year period beginning on the date of enactment of this joint resolution, the Secretary of Veterans Affairs shall, subject to the availability of appropriations—</text><subparagraph id="H0C5A5B553DC946E7A3E88C1BA90B9DD3"><enum>(A)</enum><text>conduct robust outreach to, and engage with, each government of the Freely Associated States;</text></subparagraph><subparagraph id="HD9E5B6C8A16340B5BD7CD0EF8A4564CB"><enum>(B)</enum><text>assess options for the delivery of care through the use of authorities provided pursuant to the amendments made by this subsection; and</text></subparagraph><subparagraph id="H0A3BDF155D21452886DB3F5D47229CB3"><enum>(C)</enum><text>increase staffing as necessary to conduct outreach under subparagraph (A).</text></subparagraph></paragraph></subsection><subsection id="HCB00AB5A7A374B8DAB31338A238D6FD3"><enum>(b)</enum><header>Authorization of education programs</header><paragraph id="H66D93A6FCF8146A39DF2928A09EF0A2C"><enum>(1)</enum><header>Eligibility</header><text>For fiscal year 2024 and each fiscal year thereafter, the Government of the United States shall—</text><subparagraph id="HFD6DB5EF94214EF8B1FD24C877509B57"><enum>(A)</enum><text>continue to make available to the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau, grants for services to individuals eligible for such services under part B of the Individuals with Disabilities Education Act (<external-xref legal-doc="usc" parsable-cite="usc/20/1411">20 U.S.C. 1411 et seq.</external-xref>) to the extent that those services continue to be available to individuals in the United States;</text></subparagraph><subparagraph id="H34408D77997D4F4EB705CD8882B5A7A2"><enum>(B)</enum><text>continue to make available to the Federated States of Micronesia and the Republic of the Marshall Islands and make available to the Republic of Palau, competitive grants under the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6301">20 U.S.C. 6301 et seq.</external-xref>), the Carl D. Perkins Career and Technical Education Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/20/2301">20 U.S.C. 2301 et seq.</external-xref>), and part D of the Individuals with Disabilities Education Act (<external-xref legal-doc="usc" parsable-cite="usc/20/1450">20 U.S.C. 1450 et seq.</external-xref>), to the extent that those grants continue to be available to State and local governments in the United States;</text></subparagraph><subparagraph id="HA3AB56CF41B7424297DA3ECE23795486"><enum>(C)</enum><text>continue to make grants available to the Republic of Palau under part A of title I of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6311">20 U.S.C. 6311 et seq.</external-xref>), the Adult Education and Family Literacy Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3271">29 U.S.C. 3271 et seq.</external-xref>), and the Carl D. Perkins Career and Technical Education Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/20/2301">20 U.S.C. 2301 et seq.</external-xref>);</text></subparagraph><subparagraph id="H3DC5D30D88084FA1B08367DBEC8B07A6"><enum>(D)</enum><text>continue to make available to eligible institutions of higher education in the Republic of Palau and make available to eligible institutions of higher education in the Federated States of Micronesia and the Republic of the Marshall Islands and to students enrolled in those institutions of higher education, and to students who are citizens of the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau and enrolled in institutions of higher education in the United States and territories of the United States, grants under—</text><clause id="H60885236066D4E7D9034B24A1C56DE4D"><enum>(i)</enum><text>subpart 1 of part A of title IV of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1070a">20 U.S.C. 1070a et seq.</external-xref>);</text></clause><clause id="H750BCF37DA75437988372AE58FF7C0C1"><enum>(ii)</enum><text>subpart 3 of part A of title IV of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1070b">20 U.S.C. 1070b et seq.</external-xref>); and</text></clause><clause id="HCE4D8DC0F8704A28AF381D89560B2C2F"><enum>(iii)</enum><text>part C of title IV of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1087-51">20 U.S.C. 1087–51 et seq.</external-xref>);</text></clause></subparagraph><subparagraph id="H6FF3700A0351491B9766F02A99AA8CEC"><enum>(E)</enum><text>require, as a condition of eligibility for a public institution of higher education in any State (as defined in section 103 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1003">20 U.S.C. 1003</external-xref>)) that is not a Freely Associated State to participate in or receive funds under any program under title IV of such Act (<external-xref legal-doc="usc" parsable-cite="usc/20/1070">20 U.S.C. 1070 et seq.</external-xref>), that the institution charge students who are citizens of the Federated States of Micronesia, the Republic of the Marshall Islands, or the Republic of Palau tuition for attendance at a rate that is not greater than the rate charged for residents of the State in which such public institution of higher education is located; and</text></subparagraph><subparagraph id="HC79B2765898A49A7B59938E7C317F399"><enum>(F)</enum><text>continue to make available, to eligible institutions of higher education, secondary schools, and nonprofit organizations in the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau, competitive grants under the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001 et seq.</external-xref>).</text></subparagraph></paragraph><paragraph id="H828111754D824E35B95D5519043B2EC1"><enum>(2)</enum><header>Other formula grants</header><text>Except as provided in paragraph (1), the Secretary of Education shall not make a grant under any formula grant program administered by the Department of Education to the Federated States of Micronesia, the Republic of the Marshall Islands, or the Republic of Palau.</text></paragraph><paragraph id="HBB22C1BE25574995B17A7901A05C279D"><enum>(3)</enum><header>Grants to the Freely Associated States under part B of the Individuals with Disabilities Education Act</header><text>Section 611(b)(1) of the Individuals with Disabilities Education Act (<external-xref legal-doc="usc" parsable-cite="usc/20/1411">20 U.S.C. 1411(b)(1)</external-xref>) is amended by striking subparagraph (A) and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H9FEFEC65225842309F2A50AC4F7D9A53"><subparagraph id="HD69B12D9D0004494B5708C71D866B5A5"><enum>(A)</enum><header>Funds reserved</header><text>From the amount appropriated for any fiscal year under subsection (i), the Secretary shall reserve not more than 1 percent, which shall be used as follows:</text><clause id="HBFE62B29A0004CACB8038D3AF05A86F9"><enum>(i)</enum><text>To provide assistance to the outlying areas in accordance with their respective populations of individuals aged 3 through 21.</text></clause><clause id="H947C82432644441EAF73D6A444A9F33B"><enum>(ii)</enum><subclause commented="no" display-inline="yes-display-inline" id="HD7B8F1C89C1149BD92C9B9D81FDCFBCD"><enum>(I)</enum><text>To provide each freely associated State a grant so that no freely associated State receives a lesser share of the total funds reserved for the freely associated State than the freely associated State received of those funds for fiscal year 2023.</text></subclause><subclause id="HE535B81FC57440E386E05BE8EAF38658" indent="up1"><enum>(II)</enum><text>Each freely associated State shall establish its eligibility under this subparagraph consistent with the requirements for a State under section 612.</text></subclause><subclause id="H3AD701FB11CE4562AD1AFFB9C8A31F58" indent="up1" commented="no"><enum>(III)</enum><text>The funds provided to each freely associated State under this part may be used to provide, to each infant or toddler with a disability (as defined in section 632), either a free appropriate public education, consistent with section 612, or early intervention services consistent with part C, notwithstanding the application and eligibility requirements of sections 634(2), 635, and 637.</text></subclause></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph><paragraph id="H7A72B424A3FD4626941F30AFC841193A" commented="no"><enum>(4)</enum><header>Technical amendments to the Elementary and Secondary Education Act of 1965</header><text>The Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6301">20 U.S.C. 6301 et seq.</external-xref>) is amended— </text><subparagraph id="HE0C65DB079E64AE7BB5993858B137CA4" commented="no"><enum>(A)</enum><text>by striking subparagraph (A) of section 1121(b)(1) (<external-xref legal-doc="usc" parsable-cite="usc/20/6331">20 U.S.C. 6331(b)(1)(A)</external-xref>) and inserting the following: </text><quoted-block style="OLC" display-inline="no-display-inline" id="H6525FD715B584585B28958685CFF68FB"><subparagraph id="H8B4F3EB73F344466867C60A042BD1422" commented="no"><enum>(A)</enum><text>first reserve $1,000,000 for the Republic of Palau, subject to such terms and conditions as the Secretary may establish, except that <external-xref legal-doc="public-law" parsable-cite="pl/95/134">Public Law 95–134</external-xref>, permitting the consolidation of grants, shall not apply; and</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph><subparagraph id="H78FDF6C3EC2E4C4F8479C703295200B4" commented="no"><enum>(B)</enum><text>by striking paragraph (36) of section 8101 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. the United States.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="H2A90FFC0B029480EB22727573C816A18" commented="no"><enum>(5)</enum><header>Technical amendment to the Compact of Free Association Amendments Act of 2003</header><text>Section 105(f)(1)(B) of the Compact of Free Association Amendments Act of 2003 (<external-xref legal-doc="usc" parsable-cite="usc/48/1921d">48 U.S.C. 1921d(f)(1)(B)</external-xref>) is amended by striking clause (ix).</text></paragraph><paragraph id="H37DF2FD9FFB247638780A6AC24DD4646" commented="no"><enum>(6)</enum><header>Head start programs</header><subparagraph id="H9518B266BD5E44A08C307A6A1150B474"><enum>(A)</enum><header>Definitions</header><text>Section 637 of the Head Start Act (<external-xref legal-doc="usc" parsable-cite="usc/42/9832">42 U.S.C. 9832</external-xref>) is amended, in the paragraph defining the term <term>State</term>, by striking the second sentence and inserting <quote>The term <term>State</term> includes the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau.</quote>.</text></subparagraph><subparagraph id="HF93C2D34D7DD434A8DF2D4609B8DEFC6"><enum>(B)</enum><header>Allotment of funds</header><text>Section 640(a)(2)(B) of the Head Start Act (<external-xref legal-doc="usc" parsable-cite="usc/42/9835">42 U.S.C. 9835(a)(2)(B)</external-xref>) is amended—</text><clause id="H1E95D24DDF71453E9F2831320C2E3671"><enum>(i)</enum><text display-inline="yes-display-inline">in clause (iv), by inserting <quote>the Republic of Palau,</quote> before <quote>and the Virgin Islands</quote>; and</text></clause><clause id="HE4DE37855AF1479D97F3AE9D4DE94B61"><enum>(ii)</enum><text>by striking clause (v) and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HA1196EEB3B5441209D5385750AD1C431"><clause commented="no" display-inline="no-display-inline" id="H8922A279F3AD4CC787106FEC58A03DD4"><enum>(v)</enum><text display-inline="yes-display-inline">if a base grant has been established through appropriations for the Federated States of Micronesia or the Republic of the Marshall Islands, to provide an amount for that jurisdiction (for Head Start agencies (including Early Head Start agencies) in the jurisdiction) that is equal to the amount provided for base grants for such jurisdiction under this subchapter for the prior fiscal year, by allotting to each agency described in this clause an amount equal to that agency’s base grant for the prior fiscal year; and</text></clause><after-quoted-block>.</after-quoted-block></quoted-block></clause></subparagraph></paragraph><paragraph id="H316A2E43391E4A7BA110D225BD092839"><enum>(7)</enum><header>Coordination required</header><text>The Secretary of the Interior, in coordination with the Secretary of Education and the Secretary of Health and Human Services, as applicable, shall, to the maximum extent practicable, coordinate with the 3 United States appointees to the Joint Economic Management Committee described in section 4(b)(1) and the 2 United States appointees to the Joint Economic Management and Financial Accountability Committee described in section 5(d)(1) to avoid duplication of economic assistance for education provided under section 261(a)(1) of the 2023 Amended U.S.-FSM Compact or section 261(a)(1) of the 2023 Amended U.S.-RMI Compact of activities or services provided under—</text><subparagraph id="H08C6816934E04E608EA78AFEA12E74CB"><enum>(A)</enum><text>the Head Start Act (<external-xref legal-doc="usc" parsable-cite="usc/42/9831">42 U.S.C. 9831 et seq.</external-xref>);</text></subparagraph><subparagraph id="H99CB21174FEB45DB88161ED34D51A256"><enum>(B)</enum><text>subpart 3 of part A of title IV of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1070b">20 U.S.C. 1070b et seq.</external-xref>); or</text></subparagraph><subparagraph id="HFC069C5C4D544867B895736C67F393EC"><enum>(C)</enum><text display-inline="yes-display-inline">part C of title IV of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1087-51">20 U.S.C. 1087–51 et seq.</external-xref>).</text></subparagraph></paragraph></subsection><subsection id="H01C0EB9090154C51BD98AB460233F64E"><enum>(c)</enum><header>Authorization of Department of Defense programs</header><paragraph id="HCD914C9F58054B15B20D7AAC217E3178"><enum>(1)</enum><header>Department of Defense medical facilities</header><text>The Secretary of Defense shall make available, on a space available and reimbursable basis, the medical facilities of the Department of Defense for use by citizens of the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau, who are properly referred to the facilities by government authorities responsible for provision of medical services in the Federated States of Micronesia, the Republic of the Marshall Islands, the Republic of Palau, and the affected jurisdictions (as defined in section 104(e)(2) of the Compact of Free Association Amendments Act of 2003 (<external-xref legal-doc="usc" parsable-cite="usc/48/1921c">48 U.S.C. 1921c(e)(2)</external-xref>)).</text></paragraph><paragraph id="H65E40D617E8E49F6BF8291297087497C"><enum>(2)</enum><header>Participation by secondary schools in the Armed Services Vocational Aptitude Battery Student Testing Program</header><text>It is the sense of Congress that the Department of Defense may extend the Armed Services Vocational Aptitude Battery (ASVAB) Student Testing Program and the ASVAB Career Exploration Program to selected secondary schools in the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau to the extent such programs are available to Department of Defense dependent secondary schools established under section 2164 of title 10, United States Code, and located outside the United States. </text></paragraph></subsection><subsection id="H3AD0164646EB462B808EB3417B5A8FBF"><enum>(d)</enum><header>Judicial training</header><text>In addition to amounts provided under section 261(a)(4) of the 2023 Amended U.S.-FSM Compact and the 2023 Amended U.S.-RMI Compact and under subsections (a) and (b) of Article 1 of the 2023 U.S.-Palau Compact Review Agreement, for each of fiscal years 2024 through 2043, the Secretary of the Interior shall use the amounts made available to the Secretary of the Interior under section 10(c) to train judges and officials of the judiciary in the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau, in cooperation with the Pacific Islands Committee of the judicial council of the ninth judicial circuit of the United States.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="H3C710AC39B944225BF7D0BF37B7BAC98"><enum>(e)</enum><header>Eligibility for the Republic of Palau</header><paragraph id="H0BD9769005B34B5EBDAB342186912C2E"><enum>(1)</enum><header>National Health Service Corps</header><text>The Secretary of Health and Human Services shall make the services of the National Health Service Corps available to the residents of the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau to the same extent, and for the same duration, as services are authorized to be provided to persons residing in any other areas within or outside the United States. </text></paragraph><paragraph id="H1A32BD9F75CE418BB5013FE36015EDB2"><enum>(2)</enum><header>Additional programs and services</header><text>The Republic of Palau shall be eligible for the programs and services made available to the Federated States of Micronesia and the Republic of the Marshall Islands under section 108(a) of the Compact of Free Association Amendments Act of 2003 (<external-xref legal-doc="usc" parsable-cite="usc/48/1921g">48 U.S.C. 1921g(a)</external-xref>).</text></paragraph><paragraph id="H6F665EBCDAE847A4B8A3C99A0DB51D42"><enum>(3)</enum><header>Programs and services of certain agencies</header><text display-inline="yes-display-inline">In addition to the programs and services set forth in the operative Federal Programs and Services Agreement between the United States and the Republic of Palau, the programs and services of the following agencies shall be made available to the Republic of Palau:</text><subparagraph commented="no" display-inline="no-display-inline" id="H8A8E4B5FBFB1404EBBEF3515E3B510F5"><enum>(A)</enum><text display-inline="yes-display-inline">The Legal Services Corporation.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HAFB1EE2F1DF34A799824F06C280746C6"><enum>(B)</enum><text display-inline="yes-display-inline">The Public Health Service.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H59530FC1FB654EE8AB4E84AD95C50646"><enum>(C)</enum><text display-inline="yes-display-inline">The Rural Housing Service.</text></subparagraph></paragraph></subsection><subsection id="H4AB6665E8AB04A8DB0B96EE4B90E3BBB"><enum>(f)</enum><header>Compact impact fairness</header><paragraph id="H6A353C575CD34C7B92C4FB95A15F99EF"><enum>(1)</enum><header>In general</header><text>Section 402 of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (<external-xref legal-doc="usc" parsable-cite="usc/8/1612">8 U.S.C. 1612</external-xref>) is amended—</text><subparagraph id="H8CDC5F470DE5439EA9CFC2B93E7650FC"><enum>(A)</enum><text>in subsection (a)(2), by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HB177613AAB8B4FE08CE05F7ED3A7E4D0"><subparagraph id="HF902AEDF147344FBA37DAF4AD90CC6FF"><enum>(N)</enum><header>Exception for citizens of freely associated states</header><text>With respect to eligibility for benefits for any specified Federal program, paragraph (1) shall not apply to any individual who lawfully resides in the United States in accordance with section 141 of the Compacts of Free Association between the Government of the United States and the Governments of the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau.</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph><subparagraph id="HF555A37FDD1F445682213F17077E5411"><enum>(B)</enum><text>in subsection (b)(2)(G)—</text><clause id="HED7AC234607F465B84482128AA0618FC"><enum>(i)</enum><text>in the subparagraph heading, by striking <quote><header-in-text style="OLC" level="subparagraph">medicaid exception for</header-in-text></quote> and inserting <quote><header-in-text style="OLC" level="subparagraph">exception for</header-in-text></quote>; and</text></clause><clause id="H58B2F9E805A74427ADC78CE52787C601"><enum>(ii)</enum><text>by striking <quote>the designated Federal program defined in paragraph (3)(C) (relating to the Medicaid program)</quote> and inserting <quote>any designated Federal program</quote>.</text></clause></subparagraph></paragraph><paragraph id="H5A6ABC99CD2D4741A4ECF7B50D94BE52"><enum>(2)</enum><header>Exception to 5-year wait id="HB51D29B569AA40858FB29CF8FF8DB43F"><enum>(3)</enum><header>Definition of qualified alien</header><text>Section 431(b)(8) of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (<external-xref legal-doc="usc" parsable-cite="usc/8/1641">8 U.S.C. 1641(b)(8)</external-xref>) is amended by striking <quote>, but only with respect to the designated Federal program defined in section 402(b)(3)(C) (relating to the Medicaid program)</quote>.</text></paragraph></subsection><subsection id="HEEFEE17A59914795AE1A3D0A36A07859"><enum>(g)</enum><header>Consultation with international financial institutions</header><text display-inline="yes-display-inline">The Secretary of the Treasury, in coordination with the Secretary of the Interior and the Secretary of State, shall consult with appropriate officials of the Asian Development Bank and relevant international financial institutions (as defined in section 1701(c) of the International Financial Institutions Act (<external-xref legal-doc="usc" parsable-cite="usc/22/262r">22 U.S.C. 262r(c)</external-xref>)), as appropriate, with respect to overall economic conditions in, and the activities of other providers of assistance to, the Freely Associated States.</text></subsection><subsection id="HEE6588019BD440DF93C30B1148938C91"><enum>(h)</enum><header>Chief of mission</header><text>Section 105(b) of the Compact of Free Association Amendments Act of 2003 (<external-xref legal-doc="usc" parsable-cite="usc/48/1921d">48 U.S.C. 1921d(b)</external-xref>) is amended by striking paragraph (5) and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H006B3C168026420FB53E8CF26A5B11B3"><paragraph id="H978FA5F94A3C46CBA9F869749F434BD4"><enum>(5)</enum><text>Pursuant to section 207 of the Foreign Service Act of 1980 (<external-xref legal-doc="usc" parsable-cite="usc/22/3927">22 U.S.C. 3927</external-xref>), all United States Government executive branch employees in the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau fall under the authority of the respective applicable chief of mission, except for employees identified as excepted from the authority under Federal law or by Presidential directive.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="HAE3EA3F231EB4D979219C46494A91982"><enum>(i)</enum><header>Establishment of a unit for the Freely Associated States in the Bureau of East Asian and Pacific Affairs of the Department of State and increasing personnel focused on Oceania</header><paragraph id="HFE845AFB23CF47A4A124C43310D59909"><enum>(1)</enum><header>Definition of appropriate congressional committees</header><text>In this subsection, the term <term>appropriate congressional committees</term> means the Committee on Foreign Relations of the Senate and the Committee on Foreign Affairs of the House of Representatives. </text></paragraph><paragraph id="H63F50C248F824A9EB101CEC2AA20666D"><enum>(2)</enum><header>Requirements</header><text>The Secretary of State shall—</text><subparagraph id="H5AB568A3C4F44975A656603E5BDC71DF"><enum>(A)</enum><text>assign additional full-time equivalent personnel to the Office of Australia, New Zealand, and Pacific Island Affairs of the Bureau of East Asian and Pacific Affairs of the Department of State, including to the unit established under subparagraph (B), as the Secretary of State determines to be appropriate, in accordance with paragraph (4)(A); and </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H6FA72F2055FA458D9640D0F86E3D2266"><enum>(B)</enum><text display-inline="yes-display-inline">establish a unit in the Bureau of East Asian and Pacific Affairs of the Department of State to carry out the functions described in paragraph (3).</text></subparagraph></paragraph><paragraph id="HCD4C70AA501B455183C077C46D1002AA"><enum>(3)</enum><header>Functions of unit</header><text>The unit established under paragraph (2)(B) shall be responsible for the following:</text><subparagraph id="H4C0122EAC0CE4D8687B528A884929732"><enum>(A)</enum><text>Managing the bilateral and regional relations with the Freely Associated States.</text></subparagraph><subparagraph id="H9018D8F845CB47F28E55AB80675869E9"><enum>(B)</enum><text>Supporting the Secretary of State in leading negotiations relating to the Compacts of Free Association with the Freely Associated States.</text></subparagraph><subparagraph id="HA8680D25DE8A4C438954FEF68D8C2D7D"><enum>(C)</enum><text>Coordinating, in consultation with the Department of the Interior, the Department of Defense, and other interagency partners as appropriate, implementation of the Compacts of Free Association with the Freely Associated States.</text></subparagraph></paragraph><paragraph id="HAC7D76BD3C4449D6A8EB660C6BC2944F"><enum>(4)</enum><header>Full-time equivalent employees</header><text>The Secretary of State shall—</text><subparagraph id="H6D366A427AC54989BBF693F4C771FF3A" commented="no"><enum>(A)</enum><text>not later than 5 years after the date of enactment of this joint resolution, assign to the Office of Australia, New Zealand, and Pacific Island Affairs of the Bureau of East Asian and Pacific Affairs, including to the unit established under paragraph (2)(B), not less than 4 additional full-time equivalent staff, who shall not be dual-hatted, including by considering—</text><clause id="H3FD4474602C649239368DEC000B4BBEF" commented="no"><enum>(i)</enum><text>the use of existing flexible hiring authorities, including Domestic Employees Teleworking Overseas (DETOs); and</text></clause><clause id="H52F26FC33815497CBB28DFC71BCF9116" commented="no"><enum>(ii)</enum><text>the realignment of existing personnel, including from the United States Mission in Australia, as appropriate; </text></clause></subparagraph><subparagraph id="HF5BF8ECA75784FA69827818DBE269D40" commented="no"><enum>(B)</enum><text>reduce the number of vacant foreign service positions in the Pacific Island region by establishing an incentive program within the Foreign Service for overseas positions related to the Pacific Island region; and</text></subparagraph><subparagraph id="HC698F9FF81754AB896E2552FEDBB5E21"><enum>(C)</enum><text>report to the appropriate congressional committees on progress toward objectives outlined in this subsection beginning 1 year from the date of enactment of this joint resolution and annually thereafter for 5 years.</text></subparagraph></paragraph></subsection><subsection id="HE4B33915ED44463CA44E580D145F36CE"><enum>(j)</enum><header>Technical assistance</header><text>Section 105 of the Compact of Free Association Amendments Act of 2003 (<external-xref legal-doc="usc" parsable-cite="usc/48/1921d">48 U.S.C. 1921d</external-xref>) is amended by striking subsection (j) and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HA34B4217541B491BA276FD18C233BB04"><subsection id="HB50800A4B9FA4E788B3BD79F58121E8F"><enum>(j)</enum><header>Technical assistance</header><paragraph id="H32F49AB52008407187DA6AAD6CB42475"><enum>(1)</enum><header>In general</header><text>Technical assistance may be provided pursuant to section 224 of the 2023 Amended U.S.-FSM Compact, section 224 of the 2023 Amended U.S.-RMI Compact, or section 222 of the U.S.-Palau Compact (as those terms are defined in section 2 of the Compact of Free Association Amendments Act of 2023) by Federal agencies and institutions of the Government of the United States to the extent the assistance shall be provided to States, territories, or units of local government.</text></paragraph><paragraph id="H5CD2D9C658CA4C31A68620BAF6E7B312"><enum>(2)</enum><header>Historic preservation</header><subparagraph id="HDE8013AB13934DE8ACAE61A8897C4BBC"><enum>(A)</enum><header>In general</header><text>Any technical assistance authorized under paragraph (1) that is provided by the Forest Service, the Natural Resources Conservation Service, the United States Fish and Wildlife Service, the National Marine Fisheries Service, the United States Coast Guard, the Advisory Council on Historic Preservation, the Department of the Interior, or any other Federal agency providing assistance under division A of subtitle III of title 54, United States Code, may be provided on a nonreimbursable basis.</text></subparagraph><subparagraph id="HBC2987E8DECA4B80A98A5371B4EFE4D1"><enum>(B)</enum><header>Grants</header><text>During the period in which the 2023 Amended U.S.-FSM Compact (as so defined) and the 2023 Amended U.S.-RMI Compact (as so defined) are in force, the grant programs under division A of subtitle III of title 54, United States Code, shall continue to apply to the Federated States of Micronesia and the Republic of the Marshall Islands in the same manner and to the same extent as those programs applied prior to the approval of the U.S.-FSM Compact and U.S.-RMI Compact.</text></subparagraph></paragraph><paragraph id="H05D9F399344D4106A63AE2841B011565"><enum>(3)</enum><header>Additional funds</header><text>Any funds provided pursuant to this subsection, subsections (c), (g), (h), (i), (k), (l), and (m), section 102(a), and subsections (a), (b), (f), (g), (h), and (j) of section 103 shall be in addition to, and not charged against, any amounts to be paid to the Federated States of Micronesia or the Republic of the Marshall Islands pursuant to—</text><subparagraph id="H59AAB766974A478A8F1891072B11F21B"><enum>(A)</enum><text>the U.S.-FSM Compact;</text></subparagraph><subparagraph id="H0B2DEB7A160843A188E9E4AFC67D9F2E"><enum>(B)</enum><text>the U.S.-RMI Compact; or</text></subparagraph><subparagraph id="HDA13D11BAD8E40E8B851C449598D2165"><enum>(C)</enum><text>any related subsidiary agreement.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H960C3BF3A55443B28A83F346F7DB6500"><enum>(k)</enum><header>Continuing trust territory authorization</header><text>The authorization provided by the Act of June 30, 1954 (68 Stat. 330, chapter 423), shall remain available after the effective date of the 2023 Amended U.S.-FSM Compact and the 2023 Amended U.S.-RMI Compact with respect to the Federated States of Micronesia and the Republic of the Marshall Islands for transition purposes, including—</text><paragraph id="HCFAFF985DDF14D6A9AC853197FAE932B"><enum>(1)</enum><text>completion of projects and fulfillment of commitments or obligations;</text></paragraph><paragraph id="H80ABB68A48544D68AB2F36B68CDCB00D"><enum>(2)</enum><text>termination of the Trust Territory Government and termination of the High Court;</text></paragraph><paragraph id="H6293DF52C0C34D4CAB194CB9DC1803CA"><enum>(3)</enum><text>health and education as a result of exceptional circumstances;</text></paragraph><paragraph id="H647F45B52F0C441DA2D7EF1BFBE115C1"><enum>(4)</enum><text>ex gratia contributions for the populations of Bikini, Enewetak, Rongelap, and Utrik; and</text></paragraph><paragraph id="H0CBEAF104821476C9C0BBD62A6550AC7"><enum>(5)</enum><text>technical assistance and training in financial management, program administration, and maintenance of infrastructure.</text></paragraph></subsection><subsection id="H6064C54B2C8B4302B59F6F9566CEBFB7"><enum>(l)</enum><header>Technical amendments</header><paragraph id="HD7F2AAE4FAA14120A67069BFCAE432E1"><enum>(1)</enum><header>Public health service act definition</header><text>Section 2(f) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/201">42 U.S.C. 201(f)</external-xref>) is amended by striking <quote>and the Trust Territory of the Pacific Islands</quote> and inserting <quote>the Federated States of 2003 U.S.-FSM Amended Compact shall be subject to the provisions of the 2023 U.S.-FSM Fiscal Procedures Agreement on entry into force of the 2023 U.S.-FSM Fiscal Procedures Agreement, except as modified in the 2023 U.S.-FSM Federal Programs and Services Agreement.</text></paragraph></subsection></section><section id="H15160457DCD34D71A8F35518444C7B00"><enum>10.</enum><header>Compact Appropriations</header><subsection id="H9FD4E3C6F70A4DC0BCA621655C83E11E"><enum>(a)</enum><header>Funding for activities of the Secretary of the Interior</header><text display-inline="yes-display-inline">For the period of fiscal years 2024 through 2043, there are appropriated to the Compact of Free Association account of the Department of the Interior, out of any funds in the Treasury not otherwise appropriated, to remain available until expended, the amounts described in and to carry out the purposes of—</text><paragraph commented="no" display-inline="no-display-inline" id="H2942B57AED014CD6BE49E6C9E89F16E0"><enum>(1)</enum><text display-inline="yes-display-inline">sections 261, 265, and 266 of the 2023 Amended U.S.-FSM Compact;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H3F02C1C8F51A41CE822B733E24C80E88"><enum>(2)</enum><text display-inline="yes-display-inline">sections 261, id="HCEBB95A830654A608C6745ADC3AA6EBD"><enum>(1)</enum><header>Appropriation</header><text display-inline="yes-display-inline">There is appropriated to the United States Postal Service, out of any funds in the Treasury not otherwise appropriated for each of fiscal years 2024 through 2043, $31,700,000, to remain available until expended, to carry out the costs of the following provisions that are not otherwise funded:</text><subparagraph commented="no" display-inline="no-display-inline" id="H9ACB33D6D1B748979280B2C1D098A1C8"><enum>(A)</enum><text display-inline="yes-display-inline">Section Agreement.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H662B8E0FBEF544719281D225BA89812F"><enum>(2)</enum><header>Deposit</header><subparagraph commented="no" display-inline="no-display-inline" id="H24A43679164248388211AC0233C86100"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The amounts appropriated to the United States Postal Service under paragraph (1) shall be deposited into the Postal Service Fund established under section 2003 of title 39, United States Code, to carry out the provisions described in that paragraph.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HE47A49D1FDA44508B6CC55FCAD485498"><enum>(B)</enum><header>Requirement</header><text display-inline="yes-display-inline">Any amounts deposited into the Postal Service Fund under subparagraph (A) shall be the fiduciary, fiscal, and audit responsibility of the Postal Service. </text></subparagraph></paragraph></subsection><subsection id="H1BF2987849184B349704A37126EDA6B0"><enum>(c)</enum><header>Funding for judicial training</header><text>There is appropriated to the Secretary of the Interior to carry out section 8(d) out of any funds in the Treasury not otherwise appropriated, $550,000 for each of fiscal years 2024 through 2043, to remain available until expended. </text></subsection></section></resolution-body></resolution>
