<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>2d Session</session><legis-num>S. 3842</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20220315">March 15, 2022</action-date><action-desc><sponsor name-id="S415">Mr. Warnock</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSFI00">Committee on Finance</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend title VI of the Social Security Act to permit State and local coronavirus fiscal recovery funds to be used to address increased costs of essential items.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Relief for Families Act of 2022</short-title></quote>.</text></section><section id="idA76597CCF265486C85E1560262D1ADDB"><enum>2.</enum><header>Authority to use State and local coronavirus fiscal recovery funds to address increased costs of essential items</header><subsection id="id2741AF381D6D45A2B8BE0D4F9BEAFA32"><enum>(a)</enum><header>In general</header><text>Sections 602(c)(1) and 603(c)(1) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/802">42 U.S.C. 802(c)(1)</external-xref>, 803(c)(1)) are each amended—</text><paragraph id="id137E1EF18F1D4F0D893EF0EC06861535"><enum>(1)</enum><text>in subparagraph (C), by striking <quote>or</quote> after the semicolon;</text></paragraph><paragraph id="idA5C3EB245A0B437C8D337B7F962531B6"><enum>(2)</enum><text>in subparagraph (D), by striking the period at the end and inserting <quote>; or</quote>; and</text></paragraph><paragraph id="id3079BCADAFB8440594C4944DC17DB969"><enum>(3)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" id="id5158280B942F4418A0E4E9BF91864B2E" act-name=""><subparagraph id="idE2F815EEE62341929D13746934398FEC"><enum>(E)</enum><text>to address increased costs of essential items, including clothing or footwear that does not exceed $100 per item of clothing or pair of footwear, food (other than alcoholic beverages), diapers, feminine hygiene products, prescription and over-the-counter medicine, items to prepare for natural disasters or severe weather, school supplies, and energy efficient appliances, by providing a temporary suspension of sales taxes or similar temporary sales tax relief for the purchase of such items that— </text><clause id="id9833586F9D124F5EAE6AAE6D9EB89696"><enum>(i)</enum><text> is for a period of not less than 3 days, and not more than 3 months;</text></clause><clause id="id583B38260BF6412EB9742FF52AECE429"><enum>(ii)</enum><text>begins after a minimum 2-week notice period; and </text></clause><clause id="id4777BEDA10EA4225A9A29CD5D927962F"><enum>(iii)</enum><text>occurs during the 12-month period that begins on the day after the date of enactment of this subparagraph.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="id259E3DD195C1461FB033D5A43517B2E8"><enum>(b)</enum><header>Conforming amendment</header><text>Section 602(c)(2)(A) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/802">42 U.S.C. 802(c)(2)(A)</external-xref>) is amended by striking <quote>A State or territory</quote> and inserting <quote>Except as permitted under paragraph (1)(E), a State or territory</quote>. </text></subsection></section></legis-body></bill>
