<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>2d Session</session><legis-num>S. 3657</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20220216">February 16, 2022</action-date><action-desc><sponsor name-id="S303">Mr. Thune</sponsor> (for himself, <cosponsor name-id="S396">Mrs. Blackburn</cosponsor>, <cosponsor name-id="S398">Mr. Cramer</cosponsor>, <cosponsor name-id="S374">Mr. Cotton</cosponsor>, <cosponsor name-id="S355">Mr. Cruz</cosponsor>, <cosponsor name-id="S375">Mr. Daines</cosponsor>, <cosponsor name-id="S376">Ms. Ernst</cosponsor>, <cosponsor name-id="S344">Mr. Hoeven</cosponsor>, <cosponsor name-id="S395">Mrs. Hyde-Smith</cosponsor>, <cosponsor name-id="S383">Mr. Sullivan</cosponsor>, and <cosponsor name-id="S397">Mr. Braun</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SLIN00">Select Committee on Intelligence</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Director of National Intelligence to provide notification to Congress of abandoned United States military equipment used in terrorist attacks.</official-title></form><legis-body><section id="id43120934143E4DE78B47C168778291EA" section-type="section-one"><enum>1.</enum><header>Notification of abandoned United States military equipment used in terrorist attacks</header><subsection id="id0cae60fa16ce420e8772412a8fc799ed"><enum>(a)</enum><header>In general</header><text>Not later than 30 days after any element of the intelligence community (as defined in section 3 of the National Security Act of 1947 (<external-xref legal-doc="usc" parsable-cite="usc/50/3003">50 U.S.C. 3003</external-xref>)) determines that United States military equipment abandoned or otherwise left unsecured in Afghanistan, Iraq, or Syria has been used in a terrorist attack against the United States, allies or partners of the United States, or local populations, the Director of National Intelligence shall submit to the appropriate committees of Congress a written notification of such determination that includes any known details relating to—</text><paragraph id="id1d487359366a4354b13a3033d7c16dec"><enum>(1)</enum><text>the equipment used in the attack;</text></paragraph><paragraph id="id61753a4849dc4a53a5b06576a0044dad"><enum>(2)</enum><text>the date on which, and the location from which, the equipment left United States custody;</text></paragraph><paragraph id="id56364a3ea79e411f8a1dcd2eff6eecc4"><enum>(3)</enum><text>attribution for the orchestrators of the attack; and</text></paragraph><paragraph id="id511ddb4a4ba94c85aab1a5e444c3689e"><enum>(4)</enum><text>the total number of deaths and casualties caused by the attack.</text></paragraph></subsection><subsection id="ide1f6fc0e4ffd47a399166914a3f956c1"><enum>(b)</enum><header>Appropriate committees of congress defined</header><text>In this section, the term <term>appropriate committees of Congress</term> means—</text><paragraph id="id7cdbc7c8939d4238a6e390c45b3697f9"><enum>(1)</enum><text>the Committee on Armed Services, the Select Committee on Intelligence, and the Subcommittee on Defense of the Committee on Appropriations of the Senate; and</text></paragraph><paragraph id="id784f9c34689449d79d845dbdf6dba260"><enum>(2)</enum><text>the Committee on Armed Services, the Permanent Select Committee on Intelligence, and the Subcommittee on Defense of the Committee on Appropriations of the House of Representatives. </text></paragraph></subsection></section></legis-body></bill>
