and</text></paragraph><paragraph id="id5F797D82F060441AB684EBE95DD7228C"><enum>(2)</enum><text>by inserting after subsection (l) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id800BC0AFB98C45C68BFA627F83E02735" changed="deleted" reported-display-style="strikethrough" committee-id="SSJU00"><subsection id="idA03FC6765024456AB667EECEE64186C5"><enum>(m)</enum><header>COPS Strong Communities Program</header><paragraph id="id6F2826A758724AD689F21D464FAEA6B1"><enum>(1)</enum><header>Definitions</header><subparagraph id="id604c8a940c334eb39ad0308d70aa3427"><enum>(A)</enum><header>Eligible entity</header><text>The term <term>eligible entity</term> means—</text><clause id="id04ec63025bd5458aaa6d851b33bc7cdc"><enum>(i)</enum><text>an institution of higher education, as defined in section 101 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001</external-xref>), that, in coordination or through an agreement with a local law enforcement agency, offers a law enforcement training program; or</text></clause><clause id="idbf58625b3e8b49fa9b34d85ed8afdd1c"><enum>(ii)</enum><text>a local law enforcement agency that offers a law enforcement training program.</text></clause></subparagraph><subparagraph id="id4612861bbd104408adac49ac11494d5a"><enum>(B)</enum><header>Local law enforcement agency</header><text>The term <term>local law enforcement agency</term> means an agency of a State, unit of local government, or Indian Tribe that is authorized by law or by a government agency to engage in or supervise the prevention, detection, investigation, or prosecution of any violation of criminal law.</text></subparagraph></paragraph><paragraph id="id5EF494A4B03F40F8A8BE26986A7D7BBE"><enum>(2)</enum><header>Grants</header><text>The Attorney General may use amounts otherwise appropriated to carry out this section for a fiscal year (beginning with fiscal year 2020) to make competitive grants to local law enforcement agencies to be used for recruits to attend eligible entities if the recruits agree to serve in law enforcement agencies in their communities.</text></paragraph><paragraph id="idBA58B79C4D2C4263A6BC9706AB5C024D"><enum>(3)</enum><header>Eligibility</header><text>To be eligible for a grant under this subsection, each recruit described in paragraph (2) shall—</text><subparagraph id="id4ff6711a69994cbc8680fb0047460aeb"><enum>(A)</enum><text>serve as a full-time law enforcement officer for a total of not fewer than 4 years during the 8-year period after the date on which the recruit completes a law enforcement training program for which the recruit received benefits;</text></subparagraph><subparagraph id="id04a4571bc2dc4a95931daca06877c61c"><enum>(B)</enum><text>complete their service in a local law enforcement agency located within—</text><clause id="id680E7D39F5BA43B5B7ED8C9E41D2460F"><enum>(i)</enum><text>5 miles of the residence of the recruit where the recruit has resided for not fewer than 5 years; or</text></clause><clause id="id7D1362C7C39E4988AE28F4213AF9DFF3"><enum>(ii)</enum><text>if the recruit resides in a county with less than 100,000 residents, within 20 miles of the residence of the recruit where the recruit has resided for not fewer than 5 years; and</text></clause></subparagraph><subparagraph id="idb81d468b2b2b4d4cbfd86bf85d6e5186"><enum>(C)</enum><text>submit evidence of employment of the recruit to the eligible agency in the form of a certification by the chief administrative officer of the local law enforcement agency where the recruit is employed.</text></subparagraph></paragraph><paragraph id="idADFC9A2F98C743579CA426D3E5A9E7AB"><enum>(4)</enum><header>Repayment</header><subparagraph id="id0ADEEEE754AE4D098350C4E7A733DBFD"><enum>(A)</enum><header>In general</header><text>If a recruit does not complete the service described in paragraph (3), the recruit shall submit to the local law enforcement agency an amount equal to any benefits the recruit received under this subsection.</text></subparagraph><subparagraph id="idF8122A3AB4E84F339441F3B4E4736A08"><enum>(B)</enum><header>Regulations</header><text>The Attorney General shall promulgate regulations that establish categories of extenuating circumstances under which a recruit may be excused from repayment under subparagraph (A).</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body><legis-body display-enacting-clause="no-display-enacting-clause"><section section-type="section-one" id="idc8e2cb3c-50a0-4254-a699-5c83c52dedd9" changed="added" reported-display-style="italic" committee-id="SSJU00"><enum>1.</enum><header>Strong Communities Program</header><text display-inline="no-display-inline">Section 1701 of Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10381">34 U.S.C. 10381</external-xref>) is amended—</text><paragraph id="id735133eb-a0a9-49bb-b533-7b0a57aa8de5"><enum>(1)</enum><text>by redesignating subsection (m) as subsection (n); or</text></clause><clause id="id492c5ede-c6aa-4719-a2ca-e335ea306ca6"><enum>(ii)</enum><text>a local law enforcement agency that offers a law enforcement training program.</text></clause></subparagraph><subparagraph id="id6334dc20-a89d-472d-8db7-8ba1e5f6a6a6"><enum>(B)</enum><header>Local law enforcement agency</header><text>The term <term>local law enforcement agency</term> means an agency of a State, unit of local government, or Indian Tribe that is authorized by law or by a government agency to engage in or supervise the prevention, detection, investigation, or prosecution of any violation of criminal law.</text></subparagraph></paragraph><paragraph id="id63e34157-5b41-41a2-998f-2feec618d8c5"><enum><added-phrase reported-display-style="italic">(2)</added-phrase></enum><header>Grants</header><text>The Attorney General may use amounts otherwise appropriated to carry out this section for a fiscal year (beginning with fiscal year 2020) to make competitive grants to local law enforcement agencies to be used for officers and recruits to attend law enforcement training programs at eligible entities if the officers and recruits agree to serve in law enforcement agencies in their communities. </text></paragraph><paragraph id="idd9adc502-4d1a-4b0d-b611-d448bc648963"><enum>(3)</enum><header>Eligibility</header><text>To be eligible for a grant under this subsection, each officer or recruit described in paragraph (2) shall—</text><subparagraph id="ide6b3aca0-165c-4f82-8c60-0c2ec3b09883"><enum>(A)</enum><text>serve as a full-time law enforcement officer for a total of not fewer than 4 years during the 8-year period beginning on the date on which the officer or recruit completes a law enforcement training program for which the officer or recruit received benefits;</text></subparagraph><subparagraph id="id14ceed65-f678-44da-9e13-d67b2de19511"><enum>(B)</enum><text>complete the service described in subparagraph (A) in a local law enforcement agency located within—</text><clause id="idd407688e-a828-4259-8c47-e7ae68a09b15"><enum>(i)</enum><text>7 miles of the residence of the officer or recruit where the officer or recruit has resided for not fewer than 5 years; or</text></clause><clause id="idc5c27eb1-c774-40f7-81ae-231fd4db4e2f"><enum>(ii)</enum><text>if the officer or recruit resides in a county with fewer than 150,000 residents, within 20 miles of the residence of the officer or recruit where the officer or recruit has resided for not fewer than 5 years; and</text></clause></subparagraph><subparagraph id="id1dfefc10-0a5d-416e-9765-27c55d03c276"><enum>(C)</enum><text>submit to the eligible entity evidence of employment of the officer or recruit in the form of a certification by the chief administrative officer of the local law enforcement agency where the officer or recruit is employed.</text></subparagraph></paragraph><paragraph id="id30ef1233-2e3b-481a-ba24-58eaa71557bc"><enum>(4)</enum><header>Repayment</header><subparagraph id="id5ab6ab20-dfde-423b-98aa-dd1e3fb5d4f2"><enum>(A)</enum><header>In general</header><text>If an officer or recruit does not complete the service described in paragraph (3), the officer or recruit shall submit to the local law enforcement agency an amount equal to any benefits the officer or recruit received under this subsection.</text></subparagraph><subparagraph id="idc5fe7508-d3ba-467e-a57a-1e179fc7788a"><enum>(B)</enum><header>Regulations</header><text>The Attorney General shall promulgate regulations that establish categories of extenuating circumstances under which an officer or recruit may be excused from repayment under subparagraph (A).</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body><endorsement><action-date>June 14, 2022</action-date><action-desc>Reported with an amendment</action-desc></endorsement></bill>
