RES. 961</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20220302">March 2, 2022</action-date><action-desc><sponsor name-id="S001213">Mr. Steil</sponsor> (for himself, <cosponsor name-id="M001165">Mr. McCarthy</cosponsor>, <cosponsor name-id="S001176">Mr. Scalise</cosponsor>, <cosponsor name-id="S001196">Ms. Stefanik</cosponsor>, <cosponsor name-id="D000619">Mr. Rodney Davis of Illinois</cosponsor>, and <cosponsor name-id="L000583">Mr. Loudermilk</cosponsor>) submitted the following resolution; which was referred to the <committee-name committee-id="HHA00">Committee on House Administration</committee-name></action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Expressing the sense of the House of Representatives that the House wing of the United States Capitol and House Office Buildings be open and accessible to the public.</official-title></form><preamble><whereas><text>Whereas the United States Capitol has been closed to the public since March 12, 2020;</text></whereas><whereas><text>Whereas the Capitol is a symbol of democracy that millions of people visit each year;</text></whereas><whereas><text>Whereas the Government of the United States derives its power from the consent of the governed, and the American people have a constitutional right to be heard;</text></whereas><whereas><text>Whereas the right of people to petition their Government is severely hindered by the closure of the Capitol and the people’s House;</text></whereas><whereas><text>Whereas the Capitol had only been closed briefly 3 times since the beginning of the 20th century: during the Spanish flu pandemic, after the assassination of Rev. Martin Luther King, Jr., and after the September 11 and anthrax attacks in 2001;</text></whereas><whereas><text>Whereas this is the longest closure of the Capitol in history, with no end in sight;</text></whereas><whereas><text>Whereas, while the public is still unable to use the Capitol Visitor Center, the vast majority of State capitols across the country are open to the public;</text></whereas><whereas><text>Whereas schools are operating in person safely around the country; and</text></whereas><whereas><text>Whereas sporting events are being widely attended safely around the country: Now, therefore, be it</text></whereas></preamble><resolution-body style="traditional" id="H02A5685D32EA4262990205D21F489E44"><section display-inline="yes-display-inline" section-type="undesignated-section" id="HE071DA41333843028AB5666A1CDD5B73"><enum/><text display-inline="yes-display-inline">That the House of Representatives should—</text><paragraph id="HC667441A302B4715B28648550645DD86"><enum>(1)</enum><text display-inline="yes-display-inline">expeditiously reopen the House wing of the United States Capitol and House Office Buildings to the public; </text></paragraph><paragraph id="H01CC16F622EC46D0AE9F95AFA75F8D25"><enum>(2)</enum><text display-inline="yes-display-inline">remove any restrictions to the free and open access of the public to the House wing of the United States Capitol and House Office Buildings, such as visitor logs;</text></paragraph><paragraph id="HDDDA9E9E96A34FA6B83A55D053A9B774"><enum>(3)</enum><text display-inline="yes-display-inline">express to the United States Capitol Police that reopening the House wing of the United States Capitol and House Office Buildings to the American people should be prioritized; and</text></paragraph><paragraph id="H563E1388054A4124B68EAFADBBD66C22"><enum>(4)</enum><text display-inline="yes-display-inline">take necessary measures to ensure that the House wing of the United States Capitol and House Office Buildings remain open and safe for the public.</text></paragraph></section></resolution-body></resolution>
