<official-title display="yes">Recognizing the 50th anniversary of the Consumer Product Safety Commission.</official-title>

<preamble>
<whereas><text>Whereas, on October 2, 1972, Congress passed, and President Richard Milhous Nixon signed into law, the Consumer Product Safety Act (<external-xref legal-doc="usc" parsable-cite="usc/15/2051">15 U.S.C. 2051 et seq.</external-xref>), which established the Consumer Product Safety Commission (referred to in this preamble as the <quote>Commission</quote>) to protect consumers from unsafe products;</text></whereas> <whereas><text>Whereas, for 50 years, the Commission has acted to fulfill the purposes of the Consumer Product Safety Act, which include—</text>
<paragraph id="id7B523849BDEE467780831F59A3D2B315" commented="no"><enum>(1)</enum><text>protecting the public against unreasonable risks of injury associated with consumer products, substantial product hazards, imminently hazardous consumer products, and products in violation of consumer product safety rules;</text></paragraph> <paragraph id="idCC1D8FE35FA84ACD971F3BA476193DA0" commented="no"><enum>(2)</enum><text>assisting consumers in evaluating the comparative safety of consumer products;</text></paragraph>
<paragraph id="id904416FBD2C948D8B7E3A0D9FD86934F" commented="no"><enum>(3)</enum><text>developing uniform safety standards for consumer products and minimizing conflicting State and local regulations; and</text></paragraph> <paragraph id="id3398EB25C65449E8A0AD666D28ED384A" commented="no"><enum>(4)</enum><text>promoting research and investigation into the causes and prevention of product-related deaths, illnesses, and injuries;</text></paragraph></whereas>
<whereas><text>Whereas, in addition to the responsibilities of the Commission under the Consumer Product Safety Act, the Commission enforces numerous other statutes, including—<italic></italic></text> <paragraph id="id49154B2A21CA4CD09C83A2B38B107C1B"><enum>(1)</enum><text>the Federal Hazardous Substances Act (<external-xref legal-doc="usc" parsable-cite="usc/15/1261">15 U.S.C. 1261 et seq.</external-xref>);</text></paragraph>
<paragraph id="idD34BBDE2F66F406087EB908EFF2F505B"><enum>(2)</enum><text>the Flammable Fabrics Act (<external-xref legal-doc="usc" parsable-cite="usc/15/1191">15 U.S.C. 1191 et seq.</external-xref>); </text></paragraph> <paragraph id="id2DA07CA671A44832B86ABC0EB44448C6"><enum>(3)</enum><text>the Refrigerator Safety Act (<external-xref legal-doc="usc" parsable-cite="usc/15/1211">15 U.S.C. 1211–1214</external-xref>); </text></paragraph>
<paragraph id="idF46E578E755E4FB3AFC7F5CAAE1F90BE"><enum>(4)</enum><text>the Poison Prevention Packaging Act of 1970 (<external-xref legal-doc="usc" parsable-cite="usc/15/1471">15 U.S.C. 1471 et seq.</external-xref>);<italic></italic> and </text></paragraph> <paragraph id="id6A04714DB8C34800B381498DDBD099F3"><enum>(5)</enum><text>the <italic></italic>Virginia Graeme Baker Pool and Spa Safety Act (<external-xref legal-doc="usc" parsable-cite="usc/15/8001">15 U.S.C. 8001 et seq.</external-xref>);</text></paragraph></whereas>
<whereas><text>Whereas millions of serious and fatal injuries have been prevented, saving the lives of consumers,<italic></italic> thanks to the work of the Commission—</text> <paragraph id="id2D23893E38564D2DB6BB6F59290E7F0C"><enum>(1)</enum><text> developing safety standards;</text></paragraph>
<paragraph id="id1BDE8F075CF74C89B198CF148DC3F432"><enum>(2)</enum><text>working with voluntary standards organizations to bring industry groups, manufacturers, and consumer groups together to establish voluntary standards;</text></paragraph> <paragraph id="id5F51D66EEA9C4CF3928623CB2008B758"><enum>(3)</enum><text>removing unreasonably dangerous products from the marketplace; and </text></paragraph>
<paragraph id="idE135D2A6B69D48988DACD242BC65B3E2"><enum>(4)</enum><text>holding companies accountable when they fail to meet consumer product protection standards and laws;</text></paragraph></whereas> <whereas><text>Whereas the many successes of the Commission in protecting consumers of the United States include—</text>
<paragraph id="idb8dc3ffaff39475bb0a30c4de62fb343" commented="no"><enum>(1)</enum><text>with respect to refrigerators, that—</text> <subparagraph commented="no" id="id2D87B99B3BC744B08B50BBED7A2F51E3"><enum>(A)</enum><text> 96 children died due to being trapped and suffocating in refrigerators between 1973 and 1984; and</text></subparagraph>
<subparagraph commented="no" id="id09E8DC21673F4BC68286ABBAB7915039"><enum>(B)</enum><text>only 2 children reportedly died under similar circumstances in the 25 years preceding the date of adoption of this resolution;</text></subparagraph></paragraph> <paragraph id="id16281f3aa18b4ccfae50078d4f490293" commented="no"><enum>(2)</enum><text>with respect to garage doors, that—</text>
<subparagraph commented="no" id="idCF95B3DEE70D4D3CB18EA141C242CAEF"><enum>(A)</enum><text>after the deaths of 46 children involving garage doors during the period of 1982 to 1990, in 1992 the Commission introduced a safety standard; and </text></subparagraph> <subparagraph commented="no" id="id4ECF3F91E70D43E0819CDBAE25CCC1D7"><enum>(B)</enum><text>there have been only 2 child deaths involving garage doors in the decade preceding the date of adoption of this resolution;</text></subparagraph></paragraph>
<paragraph id="id13140bc7fe6941ab954481ed08325a4e" commented="no"><enum>(3)</enum><text>with respect to fires, that between 1980 and 2018 there was a 43 percent decrease in residential fires, a 47 percent decrease in fire deaths, and a 41 percent decrease in fire injuries;</text></paragraph> <paragraph id="idc98dc5930a01481ea6e9a5b73ffdc555" commented="no"><enum>(4)</enum><text>with respect to child poisonings, that between 1972 and 2020 there was an 80 percent decline in pediatric poisonings for children under the age of 5;</text></paragraph>
<paragraph id="id289395f1d35f484eab44bbc83d09ddbd" commented="no"><enum>(5)</enum><text>with respect to bicycles, that—</text> <subparagraph commented="no" id="id188C8B2AD96E4C29BC7C77128BA25B54"><enum>(A)</enum><text>the bicycle safety standards developed by the Commission became effective in 1975; and</text></subparagraph>
<subparagraph commented="no" id="id9795D5100C804C23B0FB60201B5A3E45"><enum>(B)</enum><text>between 1973 and 2020, bicycle injuries in the United States declined 35 percent; and</text></subparagraph></paragraph> <paragraph id="id5643d448cd134549ab6977e5081caaad" commented="no"><enum>(6)</enum><text>with respect to pools, that between 1975 and 2019, injuries associated with in-ground swimming pools and equipment declined 55 percent; and</text></paragraph></whereas>
<whereas><text>Whereas the Commission works to meet the ongoing challenges of consumer product safety: Now, therefore, be it</text></whereas></preamble> <resolution-body style="traditional" id="HCFBB674B7DF24EA89E797048BD835E77"> <section display-inline="yes-display-inline" section-type="undesignated-section" id="H269FACE3B0B448A499970C5AD992A3E3"><enum/><text>That the House of Representatives—</text>
<paragraph id="H419523D3BA834DEDB6D9B28899FE0C14"><enum>(1)</enum><text>recognizes the 50th anniversary of the adoption of the Consumer Product Safety Act (<external-xref legal-doc="usc" parsable-cite="usc/15/2051">15 U.S.C. 2051 et seq.</external-xref>), which created the Consumer Product Safety Commission (referred to in this resolution as the <quote>Commission</quote>);</text></paragraph> <paragraph id="H617CBC7131B4460CBE1293533E98DE86"><enum>(2)</enum><text>expresses appreciation for the actions of the Commission taken to protect the people of the United States from dangerous consumer products;</text></paragraph>
<paragraph id="H26B23501D80D4C3B961322847CAD42EC"><enum>(3)</enum><text>acknowledges that while the Commission has made great strides in consumer product safety, the risk of injury or death from consumer products, both new and old, remains; and</text></paragraph> <paragraph id="H3DAE12267A1245B5997F7168E8A0A720"><enum>(4)</enum><text>commits to working with the Commission in furtherance of making consumer products as safe as possible. </text></paragraph></section>
