RES. 1503</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20221201">December 1, 2022</action-date><action-desc><sponsor name-id="D000032">Mr. Donalds</sponsor> (for himself, <cosponsor name-id="M000194">Ms. Mace</cosponsor>, <cosponsor name-id="M001199">Mr. Mast</cosponsor>, and <cosponsor name-id="G000565">Mr. Gosar</cosponsor>) submitted the following resolution; which was referred to the <committee-name committee-id="HRU00">Committee on Rules</committee-name></action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Amending the Rules of the House of Representatives to prohibit in any bill, joint resolution, or conference report appropriating funds for relief and emergency assistance in response to major disasters the inclusion of any provision which appropriates or otherwise makes available funds for any other purpose.</official-title></form><resolution-body style="OLC" id="H8EB6129B84CA46F4AD1ECDC8B16FF7FF"><section display-inline="no-display-inline" section-type="section-one" id="H194815788FE140E983B0083B5FB6EB6B"><enum>1.</enum><header>Limiting scope of measures appropriating funds for disaster relief</header><text display-inline="no-display-inline">Rule XXI of the Rules of the House of Representatives is amended by adding at the end the following new clause:</text><quoted-block style="OLC" id="H8C370FE19F5D45C6A92469C930E5DC52" display-inline="no-display-inline"><rules-clause id="H00289DC6734F4C149ECA5DDDFF04AD52"><enum>13.</enum><subsection id="H118AB60949904435929437C5269CAD00" display-inline="yes-display-inline"><enum>(a)</enum><text>It shall not be in order to consider a bill, joint resolution, or conference report which appropriates or otherwise makes available funds for relief and emergency assistance in response to a major disaster if the bill, joint resolution, or conference report contains any provision which appropriates or otherwise makes available funds for any other purpose.</text></subsection><subsection id="HC9D28E54BB8F4A13B36FD4768BD96CD9"><enum>(b)</enum><text display-inline="yes-display-inline">In this clause, the term <quote>major disaster</quote> has the meaning given such term in section 102(2) of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5122">42 U.S.C. 5122(2)</external-xref>). </text></subsection></rules-clause><after-quoted-block>.</after-quoted-block></quoted-block></section></resolution-body></resolution>
