Prohibiting consideration of bills and resolutions with titles not adequately expressing contents

Rule XXI of the Rules of the House of Representatives is amended by adding at the end the following new clause: 13. (a)It shall not be in order to consider a bill, joint resolution, or resolution whose title does not adequately express the contents of the bill, joint resolution, or resolution, or to consider a bill, joint resolution, or resolution whose text includes a short title if the short title does not adequately express the contents of the bill, joint resolution, or resolution. (b)If a point of order under paragraph (a) is sustained, the bill, joint resolution, or resolution involved shall be recommitted to the committee of primary jurisdiction (as designated by the Speaker) that reported it or, if such bill, joint resolution, or resolution was not reported by a committee, shall be removed from the House calendar..
