RES. 1450</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20221028">October 28, 2022</action-date><action-desc><sponsor name-id="C001068">Mr. Cohen</sponsor> (for himself and <cosponsor name-id="W000795">Mr. Wilson of South Carolina</cosponsor>) submitted the following resolution; which was referred to the <committee-name committee-id="HFA00">Committee on Foreign Affairs</committee-name></action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Expressing support for the recognition of October 30, 2022, as the International Day of Political Prisoners.</official-title></form><preamble><whereas><text>Whereas the number of political prisoners across the world, including cases of journalists, academics, peace and political activists, political oppositionists and dissidents, and human rights defenders being detained, arrested, convicted, and otherwise punished for political motives without connection to any credible offence has steadily increased;</text></whereas><whereas><text>Whereas the United States Government estimates that there are more than 1 million political prisoners worldwide;</text></whereas><whereas><text>Whereas authoritarian and repressive regimes around the world have engaged in systematic destruction of independent voices, including but not limited to the Russian and Belarusian Governments;</text></whereas><whereas><text>Whereas national governments and legislative bodies have an obligation to raise awareness about the plight of political prisoners;</text></whereas><whereas><text>Whereas national governments and legislative bodies should advocate with states holding political prisoners their prompt release;</text></whereas><whereas><text>Whereas, on October 30, 1974, Soviet human rights activists and dissidents initiated the idea of marking the day of political prisoners in the USSR and consequently held a hunger strike that day while in jail;</text></whereas><whereas><text>Whereas, in 1978, the Moscow Helsinki Group—founded in 1976, disbanded in 1982 due to KGB intimidation, and reestablished by former USSR political prisoners and human rights activists in 1989—declared October 30 Political Prisoner Day; and</text></whereas><whereas><text>Whereas October 30, 1991, marked the first annual Remembrance Day for the Victims of Political Repression observed in Russia: Now, therefore, be it</text></whereas></preamble><resolution-body style="traditional" id="HBEE98905202848E5A49DD75352F603D0"><section id="HF8AB4E7456B94F00B456D4EDDA3FD5D4" section-type="undesignated-section" display-inline="yes-display-inline"><enum/><text display-inline="yes-display-inline">That the House of Representatives—</text><paragraph id="H447D6607DFBA4B0994EE9143A4E1F05A"><enum>(1)</enum><text>deplores all forms of political repression and imprisonment;</text></paragraph><paragraph id="H1FBDBDF68BB143B2A29C9C62266D8D61"><enum>(2)</enum><text display-inline="yes-display-inline">supports statements by the United States Government condemning political imprisonment and the continuance of the Department of State’s efforts to raise international awareness of political prisoners and secure their release; and</text></paragraph><paragraph id="HEC39A9CF9F7C4C579F7170E5C8F1DB1E"><enum>(3)</enum><text>expresses support for the recognition of the International Day of Political Prisoners.</text></paragraph></section></resolution-body></resolution>
