RES. 1408</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20220929">September 29, 2022</action-date><action-desc><sponsor name-id="L000576">Mr. Long</sponsor> submitted the following resolution; which was referred to the <committee-name committee-id="HRU00">Committee on Rules</committee-name></action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Prohibiting the consideration in the House of Representatives of certain bills or joint resolutions relating to Department of Veterans Affairs mortgage loan fees, and for other purposes.</official-title></form><resolution-body style="OLC" id="H06D0C4307A744D15AEAECA581FB0D0F3"><section id="H50CEAF4C1CFB4D5080BAA0B6D285670F" section-type="section-one"><enum>1.</enum><header>Point of order relating to Department of Veterans Affairs mortgage loan fees</header><subsection id="H408DCC2C52794624B563D5F399312622"><enum>(a)</enum><header>Point of order</header><text display-inline="yes-display-inline">It shall not be in order in the House of Representatives to consider any bill or joint resolution, or amendment thereto or conference report thereon, that—</text><paragraph id="HAED0C7B84DD14A56A164814C3CCD8735"><enum>(1)</enum><text display-inline="yes-display-inline">makes 1 or more changes in the law with respect to fees collected by the Secretary of Veterans Affairs in connection with a mortgage loan guaranteed under <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/37">chapter 37</external-xref> of title 38, United States Code, the budgetary effects of which are savings; and</text></paragraph><paragraph id="HB86FD401F3754C958B8CEC53D69BB025"><enum>(2)</enum><text display-inline="yes-display-inline">contains 1 or more changes in the law or new provisions of law—</text><subparagraph id="HC9711BD8B0114B6583D0519857976B45"><enum>(A)</enum><text display-inline="yes-display-inline">that are not related to—</text><clause id="H3097CFFB3D144C0AB5CC7FA90A43AB67"><enum>(i)</enum><text display-inline="yes-display-inline">veterans housing benefits; or</text></clause><clause id="HBC972151728E4C70B640FF347D26E4BB"><enum>(ii)</enum><text display-inline="yes-display-inline">the actuarial soundness of the program for guaranteeing housing loans under such chapter; and</text></clause></subparagraph><subparagraph id="H612970CCB4484AF0B939ECC915D49359"><enum>(B)</enum><text display-inline="yes-display-inline">the budgetary effects of which are costs.</text></subparagraph></paragraph></subsection><subsection id="HB4D7BF1D3D0E444D8A86A306B113DE22"><enum>(b)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section, the terms <term>budgetary effects</term>, <term>costs</term>, and <term>savings</term> have the meanings given those terms in section 3 of the Statutory Pay-As-You-Go Act of 2010 (<external-xref legal-doc="usc" parsable-cite="usc/2/932">2 U.S.C. 932</external-xref>).</text></subsection></section></resolution-body></resolution>
