id="H97A412E8ADBB46AE874CF19E76CD780A"><enum>(a)</enum><header>Establishment of bipartisan space</header><text display-inline="yes-display-inline">It is the sense of the House of Representatives that the Committee on House Administration of the House of Representatives, in consultation with the House Office Building Commission, should establish a space in the United States Capitol which may be used for bipartisan gatherings of Members of the House to meet and collaborate on a bipartisan and private basis.</text></subsection><subsection id="H58C10E0CAC2B4EFD8E86445BE2BEEE1A"><enum>(b)</enum><header>Identification of space</header><text display-inline="yes-display-inline">It is the sense of the House that the Committee should consult with the Architect of the Capitol to identify suitable space in the United States Capitol in close proximity to the Hall of the House for purposes of this section.</text></subsection></section><section id="H8B79B771BCA34BD09A2481A5ECA79EAA"><enum>102.</enum><header>Congressional retreats</header><subsection id="HCF103CB33AE5420AAF6ED6560982573F"><enum>(a)</enum><header>Biennial retreats for Members and spouses</header><text display-inline="yes-display-inline">It is the sense of the House of Representatives that, at the beginning of each Congress, the House of Representatives shall hold a bipartisan retreat for Members and their families at a location within driving distance of the District of Columbia.</text></subsection><subsection id="H7D99D47C411147B2A4E608E28C5C79FF"><enum>(b)</enum><header>Organization and agenda</header><text display-inline="yes-display-inline">It is the sense of the House that the Chief Administrative Officer of the House of Representatives shall consult with the Office of the Clerk of the House of Representatives, the Sergeant at Arms of the House of Representatives, and any other House office or appropriate entity as may be necessary to facilitate the retreat under this section, subject to regulations issued by the Committee on House Administration. </text></subsection><subsection id="HA4B9B93EAF134A1FA2E7C69F71487206"><enum>(c)</enum><header>Accommodation within congressional calendar</header><text display-inline="yes-display-inline">In planning the retreat under this section, the Chief Administrative Officer and the Committee on House Administration shall consult with the majority leader to ensure that the retreat may be accommodated within the congressional calendar.</text></subsection><subsection id="H1DC8F39B5AB34226BB9560D47D6FF7DB"><enum>(d)</enum><header>Regulations</header><text display-inline="yes-display-inline">It is the sense of the House that the Committee on House Administration should issue regulations or take any other steps as may be required to carry out this section.</text></subsection></section><section id="HFB8A2E828B174D199D91902178FF4212"><enum>103.</enum><header>Encouraging substantive debate and deliberation among Members</header><subsection id="HD6F845E3C4DF414990674A55EA5DCB3D"><enum>(a)</enum><header>Training in debate as part of new Member orientation</header><text>The Committee on House Administration shall include as part of the orientation program for new Members of the House a program to train Members on how to participate in debates on legislative policy issues, including workshops on processing and understanding opposing points of view on such issues and training with respect to the Rules of the House of Representatives and rules regarding decorum in the House.</text></subsection><subsection id="H47C3139C25F84D8FB3485657B6E05ED3"><enum>(b)</enum><header>Specifications</header><text>The program under subsection (a) shall be conducted by professionals in the field of debate with expertise in the Rules of the House of Representatives, decorum in the House, and the legislative process and shall be carried out on a bipartisan basis.</text></subsection><subsection id="H89C6A9F3BF144E448AD9A313C1DD1C9D"><enum>(c)</enum><header>Program for staff</header><text>To the extent practicable, the Congressional Staff Academy shall offer a program for staff which is similar to the program under subsection (a).</text></subsection></section></subtitle><subtitle id="HD058874781A14234B0FD630D95AB893B"><enum>B</enum><header>Promoting Collaboration and Efficiencies in Committee Operations</header><section id="HF38E8E2BE8CB4E59A2CF48AB649C2B31"><enum>111.</enum><header>Encouraging experimentation with alternative formats</header><subsection id="H94E2B22D77384C4DBE8270FB1130F5A6"><enum>(a)</enum><header>Alternative formats for hearings</header><text display-inline="yes-display-inline">It is the sense of the House of Representatives that each committee of the House should experiment with alternative formats for conducting hearings which encourage an open exchange of information and civility among members of the committee.</text></subsection><subsection id="H4375223C261448C9AA3D02E3627C08B9"><enum>(b)</enum><header>Pilot programs for proceedings of subcommittees</header><text display-inline="yes-display-inline">It is the sense of the House that each committee of the House should experiment with pilot programs for alternative formats for conducting hearings of any of its subcommittees, and should use the results of such programs to implement such formats on a broader basis.</text></subsection><subsection id="H26FF57DB333E454295545AC962327E1E"><enum>(c)</enum><header>Alternative formats described</header><text display-inline="yes-display-inline">The alternative formats described in subsections (a) and (b) are—</text><paragraph id="H58084C57B0C44BD9B53275F6F2D6D643"><enum>(1)</enum><text>alternatives to the five-minute rule for questioning witnesses while preserving the opportunity for all members to participate; and</text></paragraph><paragraph id="HBBA8687EAA044B0A9A1950AC06530FC4"><enum>(2)</enum><text>seating Members and witnesses at the same table, or seating Members of opposing parties next to each other, to encourage better dialogue and civility.</text></paragraph></subsection></section><section id="H281075629FBA464CA3C9ADFB85D21F3F" section-type="subsequent-section"><enum>112.</enum><header>Avoiding committee scheduling conflicts</header><subsection id="HEB9A534391E8409DB549F7446D97259D"><enum>(a)</enum><header>Avoiding conflicts</header><text display-inline="yes-display-inline">It is the sense of the House of Representatives that standing and select committees of the House should, to the greatest extent practicable, schedule meetings and activities at times that do not conflict with the times of meetings and activities of the other committees on which their Members serve.</text></subsection><subsection id="HD062CB665E734BC89056429AA948AA69"><enum>(b)</enum><header>Common committee scheduling tool</header><text display-inline="yes-display-inline">To assist in carrying out the purpose of subsection (a), the Clerk of the House of Representatives, in consultation with committees of the House, shall investigate and recommend options for the creation and operation of an internal common web portal for posting and displaying, in advance of public notice, dates and times for planned meetings and activities of committees of the House.</text></subsection></section><section id="H90B04035F6FF4787B8472FC83772F235"><enum>113.</enum><header>Regulations</header><text display-inline="no-display-inline">It is the sense of the House of Representatives that the Committee on House Administration should promulgate such regulations as may be necessary to carry out this subtitle.</text></section></subtitle></title><title id="H51D417026DF04142AA8C1A7D792A000F"><enum>II</enum><header>Streamlining Processes and Improving Technology and Continuity of Operations in Congress </header><section id="HD92BC340079D43378DBA000F9D174C8B"><enum>201.</enum><header>Coordinated procurement and bulk purchasing for House offices</header><subsection id="HBDC2E189ABEC46A9BDC54E2C42D333B8"><enum>(a)</enum><header>Arrangements for House offices</header><text display-inline="yes-display-inline">Entities of the House of Representatives may enter into arrangements to coordinate the procurement of equipment, supplies, and services for offices of the House, including by entering into contracts covering multiple offices of the House and by entering into bulk purchasing arrangement.</text></subsection><subsection id="H8BC82E4441604AD78EB34E652E4CDDDD"><enum>(b)</enum><header>Regulations</header><text>The Committee on House Administration may issue regulations or take any other steps as may be required to carry out this section.</text></subsection></section><section id="H7884DC18D7D047E0A49FE76A24E0E4D8" section-type="subsequent-section" display-inline="no-display-inline"><enum>202.</enum><header>Increase accountability and tracking for all Member-sponsored communications mail</header><text display-inline="no-display-inline">It is the sense of the House that the House Communications Standards Commission of the House of Representatives, in consultation with the Committee on Oversight and Reform of the House of Representatives and the United States Postal Service, should develop and implement methods to modernize the operations of the House with respect to the reporting and tracking of franked mail from the district offices of Members of the House of Representatives to eliminate the need for the self-reporting of such mail by the district offices.</text></section><section id="HE241D6B2B225493DA97C1C039E247C33"><enum>203.</enum><header>Continuity of operations and telework plans for House offices</header><subsection id="HD6E46A1184904806B592DD5A41E19E7A"><enum>(a)</enum><header>Establishment of plan</header><text display-inline="yes-display-inline">It is the sense of the House that each office of the House of Representatives should establish a plan for the continuity of the operations of the office during emergencies, including minimum safety requirements for the operation of the office, an emergency communications plan covering communications by telephone, electronic mail, and video, and a plan for personnel of the office to work remotely.</text></subsection><subsection id="HA857D1686657475B956DFE0DF07A5233"><enum>(b)</enum><header>Ensuring availability of technology, equipment, and support necessary To carry out plans</header><text display-inline="yes-display-inline">It is the sense of the House that each office should ensure that it has the technology, equipment, and technical support necessary to implement its plan under this section, including VPN-capable laptops and telephone forwarding technology, and that House Information Resources and the Emergency Management Division, should, at the request of an office, assist the office in obtaining such technology, equipment, and support.</text></subsection><subsection id="H67F62D9A629D45248D9D4B39EEFB169F"><enum>(c)</enum><header>Inclusion of requirements for plans in new Member orientation</header><text display-inline="yes-display-inline">It is the sense of the House that the Committee on House Administration and the Chief Administrative Officer should ensure that information on the requirements for plans under this section is included in the orientation program provided to new Members of the House and routinely communicated to all Members at the start of each Congress.</text></subsection></section><section id="HEAF89BB39FC14D7BBADF0EA528FB2551"><enum>204.</enum><header>Secure document practices</header><text display-inline="no-display-inline">It is the sense of the House that the Chief Administrate Officer of the House of Representatives should establish, adopt, and implement secure information transfer practices, such as document management systems, secure digital forms, and other practices to facilitate the internal and external exchange of data, including documents containing personally identifiable information, payroll changes, personnel matters, constituent casework information, and other sensitive data. </text></section><section id="HDEF7243D834D486BBB083D5D6FACFB64"><enum>205.</enum><header>Promoting use of electronic and digital technologies</header><subsection id="HE80AC0698FB9493E894D87BB9D24E368"><enum>(a)</enum><header>Use of digital signatures</header><text display-inline="yes-display-inline">The Committee on House Administration, in consultation with the Committee on Ethics of the House of Representatives and the Committee on Rules of the House of Representatives, shall ensure that House offices are not prohibited from the use of a digital signature and that each House office is capable of using a digital signature on any official documents to the extent feasible when a non-digital signature is not required, including communications with officials of the executive branch and State, local, Tribal, and foreign governments and communications with constituents.</text></subsection><subsection id="H10C582A4C59F451282C695342927B7B5"><enum>(b)</enum><header>Regulations</header><text display-inline="yes-display-inline">The Committee on House Administration may issue regulations or take any other steps as may be required to carry out this section.</text></subsection></section></title><title id="H1FF9F7A3F7794EC699723D6B1AE6A88E"><enum>III</enum><header>Strengthening Congressional Capacity</header><section id="H6400663F762E46CF952645116B6223B8"><enum>301.</enum><header>Task force on the House workforce</header><subsection id="H091B8D41A1F1490F999708A47220AB84"><enum>(a)</enum><header>Findings</header><text display-inline="yes-display-inline">The House of Representatives finds the following:</text><paragraph id="H0BC773E22FDF49258CFCE79B8F3B4C61"><enum>(1)</enum><text display-inline="yes-display-inline">On July 1, 2021, House Report 117–80 that accompanied H.R. 4346, the Legislative Branch Appropriations Act of 2022, directed the establishment of a task force on the House workforce (in this section referred to as the <quote>Task Force</quote>).</text></paragraph><paragraph id="HD4129C91B6A048D89172C9411EE52F44"><enum>(2)</enum><text display-inline="yes-display-inline">Report 117–80 directed the Task Force to develop a methodology and frequency for regularly surveying the House workforce on pay and benefits issues, provide guidance and support for the content and development of the Human Resources Hub, and make policy recommendations that improve human resource management practices throughout the House.</text></paragraph><paragraph id="H4ECAEDE62046495D887E1DB9B7D9EA96"><enum>(3)</enum><text display-inline="yes-display-inline">The Task Force is composed of representatives of the Chief Administrative Officer, Office of House Employment Counsel, Office of Diversity and Inclusion, and Office of Employee Assistance and any such other House office as may be necessary to regularly study issues related to the House workforce.</text></paragraph><paragraph id="HC86E013419BD424E83B5E25D6BC95E78"><enum>(4)</enum><text display-inline="yes-display-inline">The Task Force should be made permanent.</text></paragraph></subsection><subsection id="H11BCF38B2D774494A22650178E21A8AC"><enum>(b)</enum><header>Task Force made permanent</header><text display-inline="yes-display-inline">The Task Force shall continue to operate in accordance with House Report 117–80 that accompanied H.R. 4346, the Legislative Branch Appropriations Act of 2022.</text></subsection><subsection id="HBE51C9CD0C1E46108ED49EE17269576B"><enum>(c)</enum><header>Initiatives for consideration</header><text display-inline="yes-display-inline">The Chief Administrative Officer, using the Task Force, shall implement or make policy recommendations to the House as necessary with respect to the following initiatives:</text><paragraph id="H8012DD2B32E44AEC9294A563D710B57E"><enum>(1)</enum><text display-inline="yes-display-inline">Establishing a standardized program through the Congressional Staff Academy which may be used by offices of the House of Representatives to provide supervisors with optional training and coaching with respect to management skills and best practices, competency, and methods to support an inclusive work environment. As practicable, the Congressional Staff Academy may partner with universities and outside experts to provide optional management program offerings.</text></paragraph><paragraph id="H7F8A1C55DA0A4E6AB3CA3CC920289AE7"><enum>(2)</enum><text display-inline="yes-display-inline">Developing and making available to offices of the House of Representatives a searchable database of anonymized average staff compensation information using available information on staff salaries and payroll data. The database developed under this paragraph shall include the ability to provide staff compensation comparisons by region, State delegation, and with respect to the seniority of offices and employees of the House of Representatives.</text></paragraph><paragraph id="HE51FD9B08A054530B83871F1E4163D6F"><enum>(3)</enum><text display-inline="yes-display-inline">Developing and implementing a mentorship program which may be used by offices of the House of Representatives to provide an opportunity for less experienced staff to be matched with and learn from more experienced staff. In developing the mentorship program under this paragraph, the Task Force shall consider and support best practices developed by currently existing staff association mentorship programs in the House of Representatives.</text></paragraph><paragraph id="H85C4FB03197947BEB74521191A033FCB"><enum>(4)</enum><text>Developing a proposal under which—</text><subparagraph id="H4221EE132B2C4B4183DF143C60C147FB"><enum>(A)</enum><text display-inline="yes-display-inline">staff of offices of Members of the House, committees of the House, and leadership of the House may participate in professional development opportunities that provide a certification;</text></subparagraph><subparagraph id="H77750C8AF9AD4E83BA79F42A2C100EEE"><enum>(B)</enum><text display-inline="yes-display-inline">an appropriate source of funding is identified which may be used to pay the cost of participating in a professional development opportunity described in subparagraph (A), including the cost of participating in such an opportunity for the purpose of maintaining as valid a previously provided certification; and</text></subparagraph><subparagraph id="H49184E1051C043FC8B5E082E8B601A48"><enum>(C)</enum><text display-inline="yes-display-inline">offices of Members of the House, committees of the House, and leadership of the House have discretion with respect to the opportunities described in subparagraph (A) in which the staff of such offices may participate.</text></subparagraph></paragraph><paragraph id="HE7792829E5314E5B823E2A714E6623F0"><enum>(5)</enum><text display-inline="yes-display-inline">Developing and providing to all new employees of the House a standardized onboarding packet that—</text><subparagraph id="H63303B7EC4B84823B0D0FCB53CA8545C"><enum>(A)</enum><text>includes comprehensive information with respect to the benefits and resources available to employees of the House; and</text></subparagraph><subparagraph id="H30FD4240C96B4E6594E70D43EB2FDC56"><enum>(B)</enum><text>shall be used to improve the collection of anonymized demographic data through an optional form provided to all House employees.</text></subparagraph></paragraph><paragraph id="H08DC5BDAE6F947C6B2DCA22888268B3D"><enum>(6)</enum><text display-inline="yes-display-inline">Developing a proposal to provide tuition assistance payments to employees of the House, under terms and conditions similar to those under the existing program for making student loan repayments on behalf of employees of the House.</text></paragraph></subsection></section><section id="H985CAE2794DD4F12BC634D9F5D488924" section-type="subsequent-section"><enum>302.</enum><header>Assistance for employees of contractors</header><text display-inline="no-display-inline">The Chief Administrative Officer of the House of Representatives shall continue working with contractors, through the regular procurement process, to ensure to the greatest extent practicable that such contractors provide their employees with access to employee assistance services comparable to the services offered by the House Office of Employee Assistance to House employees.</text></section><section id="HE46378EECCA040BD8B50ADD4956B9FD7"><enum>303.</enum><header>Talent acquisition software</header><text display-inline="no-display-inline">The Chief Administrative Officer of the House of Representatives, in consultation with the Office of Diversity and Inclusion, shall consider options and develop recommendations for providing industry-leading talent acquisition software to assist offices of the House to manage the recruitment and hiring processes for such offices.</text></section><section id="H7EE4DE9D10654A4583D51228235D0E12"><enum>304.</enum><header>Making internships more accessible</header><subsection id="HEDF44B624F8F430296F9E840E64A59D7"><enum>(a)</enum><header>Assessing intern cost of living in the National Capital Region</header><text display-inline="yes-display-inline">To assist offices of the House of Representatives with establishing an appropriate level for the stipends paid to interns who serve in the District of Columbia, the Office of Diversity and Inclusion, in consultation with the Chief Administrative Officer of the House, shall provide the offices with information on the cost of living in the Washington metropolitan area.</text></subsection><subsection id="H6641375FC279469EB271CD7EA0791700" display-inline="no-display-inline"><enum>(b)</enum><header>Study</header><text display-inline="yes-display-inline">The Office of Diversity and Inclusion, in consultation with the Committee on House Administration of the House of Representatives, shall carry out a study of the feasibility of permitting offices of the House to appoint compensated interns who will carry out their duties at a location other than the location of the office.</text></subsection><subsection id="HF73D68BDEF1C4DB9A148DCDACB67D08F"><enum>(c)</enum><header>Issues considered</header><text display-inline="yes-display-inline">In carrying out the study under subsection (b), the Office of Diversity and Inclusion, in consultation with the Committee on House Administration and other offices as necessary, shall address the following issues:</text><paragraph id="H8B3E6A23FA73485F86469BD7356E7F87"><enum>(1)</enum><text>The need to ensure that the educational requirements of House internships are being met and the extent to which meeting such requirements may be more challenging in a remote situation.</text></paragraph><paragraph id="H35553F8CF12C47A1B54E5C8C9DC28558"><enum>(2)</enum><text>Oversight of program participants.</text></paragraph><paragraph id="H94E6950FDB5E45E9A47EDABD55B803AC"><enum>(3)</enum><text>Providing, tracking, and accounting for House resources and equipment, and ensuring security and confidentiality, including network security.</text></paragraph><paragraph id="HEE7722455B1E4E14BE613204A6786D61"><enum>(4)</enum><text>Other issues the Office determines necessary to making internships more accessible.</text></paragraph></subsection><subsection id="HB5C5C24E1E944F0E8D0BAC6051302052"><enum>(d)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 1 year after the date of the enactment of this resolution, the Office of Diversity and Inclusion shall submit a report of the findings of the study carried out under subsection (b) to the Committee on House Administration. </text></subsection></section><section id="H9811E7F2C36C4A0481BD5AD361AD6A6E"><enum>305.</enum><header>Access of fellows and detailees serving in House offices to office resources</header><subsection id="H2A9E02E7795243A9A0258537B2EE1E2E"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Committee on House Administration shall analyze existing rules and regulations regarding the use of equipment, supplies, and other office resources by individuals serving qualified fellowships in House offices and individuals temporarily detailed to House offices from Federal agencies to determine the feasibility of expanding the access and use of such equipment, supplies, and other office resources to such fellows and detailees in a manner that is similar to that of House employees.</text></subsection><subsection id="HEC29370603B940BD873C2F0AB43BCDD1"><enum>(b)</enum><header>Development of standardized agreement for use of resources</header><text display-inline="yes-display-inline">The Committee on House Administration shall develop an optional, standardized agreement for use by offices utilizing the services of fellows or detailees that outlines relevant responsibilities and obligations of service in the House, including, but not limited to, House ethics rules, equipment and security requirements, required training, and other issues relevant to temporary service in the House.</text></subsection><subsection id="HB3B45E5ECFB649B592D11BC159E2E954"><enum>(c)</enum><header>Applicability of expanded access</header><text display-inline="yes-display-inline">Expanded access to office resources as described and determined to be feasible under subsection (a) shall apply to individuals serving fellowships or details who enter into a fellowship or detail agreement developed under subsection (b). </text></subsection></section></title><title id="HF5ED47AD83854034B26CA0BFA6B943F2"><enum>IV</enum><header>Expanding Accessibility to Congress and Promoting Efficient Use of Space</header><section id="H4AE132A561EB416B9ECA79F5A0638EB7"><enum>401.</enum><header>ADA drop-off and pick-up zone</header><subsection id="H25F9898D81A24BD398305FE6E92CBF20"><enum>(a)</enum><header>Establishment of zone</header><text display-inline="yes-display-inline">The Sergeant at Arms of the House of Representatives, in consultation with the Chief of the Capitol Police, the Director of the Office of Congressional Accessibility Services, and the Architect of the Capitol, shall establish a designated zone near an accessible entrance to the House side of the United States Capitol and each House office building for dropping off and picking up individuals with disabilities.</text></subsection><subsection id="HA9688703785A4236ABD2CF78AD180F48"><enum>(b)</enum><header>Procedures for access</header><text>In carrying out subsection (a), the Sergeant at Arms shall develop procedures through which individuals may obtain access to the zone designated under such subsection.</text></subsection></section><section id="HFC5C2AEFB6CE43BEB0B52245C9D7D17B"><enum>402.</enum><header>Information on security screening procedures</header><text display-inline="no-display-inline">The Committee on House Administration of the House of Representatives, in consultation with the Chief of the Capitol Police, the Architect of the Capitol, the Sergeant at Arms of the House of Representatives, the Chief Administrative Officer of the House of Representatives, and the Executive Director of the Office of Congressional Workplace Rights, shall make publicly available information on the security screening procedures individuals with disabilities, including employees of the House, will encounter upon entering areas of the Capitol complex which are under the jurisdiction of the House.</text></section><section id="H7EA47E2C29BE480B8C601B0C233330BE"><enum>403.</enum><header>Accessibility of doorways</header><text display-inline="no-display-inline">The Sergeant at Arms of the House of Representatives, in consultation with the Architect of the Capitol and the Director of the Office of Congressional Accessibility Services, shall prioritize making all areas of the Capitol accessible through remediation of doors, including those identified in the Office of Congressional Workplace Rights biennial accessibility report.</text></section><section id="H93699E05A9384E3AAD2F5D5632059921" section-type="subsequent-section"><enum>404.</enum><header>Accessibility of websites</header><text display-inline="no-display-inline">The Chief Administrative Officer of the House of Representatives shall provide offices of the House with information and ongoing training, including information and training on compliance with applicable laws and best practices, to enable the offices to ensure that their websites are accessible to individuals with disabilities.</text></section></title><title id="HECF36D2C17FF43B395E0E4FF674C5F26"><enum>V</enum><header>Miscellaneous Recommendations</header><subtitle id="H1DA58BDD92744384BE9B1F723092A0E5"><enum>A</enum><header>Modernization of Member Office Budgets and Operations</header><section id="H62054C83AB6F4249AB29F50CBDE22845"><enum>501.</enum><header>Re-evaluation of Members’ Representational Allowance</header><text display-inline="no-display-inline">The Committee on House Administration of the House of Representatives shall re-evaluate the factors and the formula used to determine the Members’ Representational Allowance for the Congress to ensure that the Allowance accurately reflects the costs expected to be incurred by Members in carrying out their official and representational duties during the Congress.</text></section></subtitle><subtitle id="H9101E11C0C4745648F2EA3841EB38733"><enum>B</enum><header>Modernization of Legislative Support Agencies</header><section id="H4B4518597A504BCBBF5324FB5B28E7FC" display-inline="no-display-inline" section-type="subsequent-section"><enum>511.</enum><header>Examining support agencies</header><text display-inline="no-display-inline">It is the sense of the House of Representatives that the committees of jurisdiction should regularly examine the authorities provided to the Government Accountability Office, the Congressional Budget Office, and the Congressional Research Service to determine if such authorities are sufficient or need to be updated to ensure such agencies may better serve an evolving Congress. </text></section></subtitle><subtitle id="HA878162D941142FFA8429E22617F4801"><enum>C</enum><header>Eligible Congressional Member Organizations</header><section id="H6BBEFC1C730542A3A22432E1850C4587"><enum>521.</enum><header>Eligible Congressional Member Organization</header><text display-inline="no-display-inline">During each Congress, the Committee on House Administration of the House of Representatives shall publish online and regularly update a list of all eligible Congressional Member Organizations with respect to the Congress and the monthly expenditures and staffing information for each eligible Congressional Member Organization.</text></section><section id="HF667C2B8B2E84A6FAF1C32A0ED10272D"><enum>522.</enum><header>Eligible Congressional Member Organization defined</header><text display-inline="no-display-inline">In this subtitle, the term <term>eligible Congressional Member Organization</term> means, with respect to a Congress, an organization meeting each of the following requirements:</text><paragraph id="HF500AFAA318E4E30AE3D11CEA205E91C"><enum>(1)</enum><text>The organization is registered as a Congressional Member Organization with the Committee on House Administration.</text></paragraph><paragraph id="HD90F90A95FCD46EFA5A718BE66A07E40"><enum>(2)</enum><text>The organization designates a single Member of the House of Representatives to be responsible for the administration of the organization and includes the identification of such Member with the statement of organization that the organization files and maintains with the Committee on House Administration.</text></paragraph><paragraph id="H1EE672870AB84FA493F49A1E87E40FDD"><enum>(3)</enum><text>At least 3 employees of the House are assigned to perform some work for the organization.</text></paragraph><paragraph id="HB92D37F1EDB0437C9790B4FF3A82C1F3"><enum>(4)</enum><text>During the previous Congress, at least 15 Members of the House of Representatives used a portion of the Members’ Representational Allowance of the Member for the salary and related expenses of an employee who was a shared employee of the Member’s office and the organization.</text></paragraph></section></subtitle></title></resolution-body></resolution>
