RES. 1312</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20220802">August 2, 2022</action-date><action-desc><sponsor name-id="S001175">Ms. Speier</sponsor> submitted the following resolution; which was referred to the <committee-name committee-id="HHA00">Committee on House Administration</committee-name></action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Directing the House of Representatives Fine Arts Board to acquire an appropriate mural depicting the January 6, 2021, attack on the United States Capitol and to select an appropriate location in the House wing of the United States Capitol to display the mural.</official-title></form><preamble><whereas><text>Whereas the United States Capitol houses the legislative branch, where the House of Representatives and the Senate convene to debate national policy and pass the Nation’s laws;</text></whereas><whereas><text>Whereas the Capitol is a global symbol of democracy and the American people;</text></whereas><whereas><text>Whereas Congress’ constitutional mandate to certify the results of Presidential elections is integral to the functioning of American democracy;</text></whereas><whereas><text>Whereas Congress has convened on 59 occasions to certify Presidential elections since 1789;</text></whereas><whereas><text>Whereas, on January 6, 2021, violent insurrectionists attacked the Capitol in an attempt to prevent Congress from certifying the results of the Presidential election of 2020;</text></whereas><whereas><text>Whereas insurrectionists used weapons such as baseball bats, poles, clubs, chemical irritants, such as pepper spray and bear spray, and physical force to assault the United States Capitol Police and other law enforcement officers, breach barricades on the Capitol Grounds, and force entry into the Capitol;</text></whereas><whereas><text>Whereas 5 law enforcement officers died in connection with the January 6, 2021, attack on the Capitol;</text></whereas><whereas><text>Whereas insurrectionists vandalized, looted, and ransacked the Capitol and Congressional office buildings, causing at least $1,500,000 in damages;</text></whereas><whereas><text>Whereas Members of Congress and staff were forced to cease legislative business and evacuate or shelter in place during the attack;</text></whereas><whereas><text>Whereas the Federal Bureau of Investigation considers the January 6, 2021, attack on the Capitol to be an act of domestic terrorism;</text></whereas><whereas><text>Whereas the January 6, 2021, attack presents the most serious attack on the Capitol since the War of 1812; and</text></whereas><whereas><text>Whereas the Capitol features artwork that depicts American history, including murals of significant moments in the Capitol’s history, such as the site selection of the Capitol, the Capitol’s cornerstone ceremony, the August 24, 1814, burning of the Capitol by British Armed Forces, the use of the Rotunda as an emergency hospital during the Civil War, and the construction of a cast-iron dome: Now, therefore, be it </text></whereas></preamble><resolution-body style="OLC" id="HC7213DC818564DE6A0C2C70CC2B6D05D"><section id="HF4648D8E611C481D942D20258608B3B8" section-type="section-one"><enum>1.</enum><header>Mural depicting January 6, 2021, attack on United States Capitol</header><subsection id="HBA2C4CF97C71408098AB0E9FEE30BB95"><enum>(a)</enum><header>Acquisition</header><text display-inline="yes-display-inline">The House of Representatives Fine Arts Board shall acquire a mural depicting the January 6, 2021, attack on the United States Capitol.</text></subsection><subsection id="HB9B3DA98D9D5413F8C2DC9ACA8AA8FB0"><enum>(b)</enum><header>Display in United States Capitol</header><text display-inline="yes-display-inline">The House of Representatives Fine Arts Board, in consultation with the Architect of the Capitol and the Speaker of the House, shall select an appropriate location in the House wing of the United States Capitol to display the mural acquired under subsection (a).</text></subsection></section></resolution-body></resolution>
