RES. 1248</legis-num><associated-doc role="report" display="yes">[Report No. 117–498]</associated-doc><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20220722">July 22, 2022</action-date><action-desc><sponsor name-id="H001084">Ms. Herrell</sponsor> submitted the following resolution; which was referred to the <committee-name committee-id="HII00">Committee on Natural Resources</committee-name></action-desc></action><action display="yes"><action-date date="20220928">September 28, 2022</action-date><action-desc>Reported adversely with an amendment, referred to the House Calendar, and ordered to be printed</action-desc><action-instruction>Strike out all after the enacting clause and insert the part printed in italic</action-instruction></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Of inquiry directing the Secretary of the Interior to transmit certain documents to the House of Representatives relating to the compliance with the obligations of the Mineral Leasing Act.</official-title></form><resolution-body changed="added" style="traditional" committee-id="HII00" reported-display-style="italic" id="H1F3191358667483BB05256F8B8BCBC3D"><section id="HE0F1124B3CB941049ABFE4A0BF759678" section-type="undesignated-section" display-inline="yes-display-inline"><enum/><text display-inline="yes-display-inline">That the Secretary of the Interior is directed to transmit to the House of Representatives, not later than 14 days after the date of the adoption of this resolution, copies of any document, memorandum, correspondence, and other communication or any portion of any such communication, that refers or relates to the compliance with the obligations of the Mineral Leasing Act, including the following:</text><paragraph id="HCDCD8E6843CC44AD893503CA1176AF10"><enum>(1)</enum><text>All documents and communications relating to the Mineral Leasing Act’s requirement to hold quarterly lease sales in each eligible State, including but not limited to any reference to—</text><subparagraph id="HE5E51425317647B3A4B9DFB357F1C780"><enum>(A)</enum><text>cancelling lease sales in eligible sales;</text></subparagraph><subparagraph id="H6E893B958B6E4611B2A98A2E91DE3656"><enum>(B)</enum><text>minimizing the acreage included in lease sales in eligible lease sales; and</text></subparagraph><subparagraph id="HEE961B8ABEDD4942ADF5A9773937C18A"><enum>(C)</enum><text>the consequences of failing to hold mandated lease sales.</text></subparagraph></paragraph><paragraph id="HBF246515DFE8484B95B015817D3E86EA"><enum>(2)</enum><text display-inline="yes-display-inline">All documents and communications relating to the Mineral Leasing Act’s requirement to process Applications for Permit to Drill within 30 days of receipt at the Bureau of Land Management, including but not limited to any reference to—</text><subparagraph id="HE158035135B247CF8A285B17CFB7782E"><enum>(A)</enum><text display-inline="yes-display-inline">delays in the approval process; </text></subparagraph><subparagraph id="H1B0E98E9CCD047D0BB10A732E976D6C0"><enum>(B)</enum><text>the impact of staffing levels on the ability to approve Applications for Permit to Drill; and </text></subparagraph><subparagraph id="HFFA94EE86B3A43F1AD86BA2B863224BE"><enum>(C)</enum><text>instructions to intentionally slow the approval process.</text></subparagraph></paragraph><paragraph id="H2FE343836CE343F88A85B8F9D14783A7"><enum>(3)</enum><text display-inline="yes-display-inline">All documents and communications relating to the economic implications of failing to hold quarterly lease sales in eligible States or approve Applications for Permit to Drill within 30 days, including but not limited to any reference to—</text><subparagraph id="H397E206B4FD445CD8613B2ADA551B7FF"><enum>(A)</enum><text display-inline="yes-display-inline">decreasing domestic oil or natural gas production; </text></subparagraph><subparagraph id="H6D9912F6FC8D4620A1514E0B246DC6E1"><enum>(B)</enum><text>increasing dependence on foreign sources of oil or natural gas; </text></subparagraph><subparagraph id="HDE68829D56754F639B90C772DE5277CE"><enum>(C)</enum><text>implications of funding for the Land and Water Conservation Fund; and </text></subparagraph><subparagraph id="HBCF020EFFC414A59B9912F4E769A25CD"><enum>(D)</enum><text>implications of funding for State and local governments, including support for schools and law enforcement.</text></subparagraph></paragraph></section></resolution-body><endorsement display="yes"><action-date date="20220928">September 28, 2022</action-date><action-desc>Reported adversely with an amendment, referred to the House Calendar, and ordered to be printed</action-desc></endorsement></resolution>
