RES. 1154</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20220607">June 7, 2022</action-date><action-desc><sponsor name-id="G000597">Mr. Garbarino</sponsor> (for himself and <cosponsor name-id="C001067">Ms. Clarke of New York</cosponsor>) submitted the following resolution; which was referred to the <committee-name committee-id="HED00">Committee on Education and Labor</committee-name></action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Expressing support for the designation of June 2022 as <quote>National Cybersecurity Education Month</quote>.</official-title></form><preamble><whereas><text>Whereas recent cyberattacks and vulnerabilities present cybersecurity risks to individuals and organizations and increase the urgency to grow and sustain a knowledgeable and skilled cybersecurity workforce in both the public and private sectors;</text></whereas><whereas><text>Whereas, according to CyberSeek.org, as of June 2022, there are 714,548 open jobs in cybersecurity in the United States and 1,091,576 individuals in the cybersecurity workforce;</text></whereas><whereas><text>Whereas a 2017 report entitled <quote>Supporting the Growth and Sustainment of the Nation’s Cybersecurity Workforce: Building the Foundation for a More Secure American Future</quote>, transmitted by the Secretary of Commerce and the Secretary of Homeland Security, proposed a vision to <quote>prepare, grow, and sustain a cybersecurity workforce that safeguards and promotes America’s national security and economic prosperity</quote>;</text></whereas><whereas><text>Whereas expanding cybersecurity education opportunities is important in order to address the cybersecurity workforce shortage and prepare the United States for ongoing and future national security threats; </text></whereas><whereas><text>Whereas cybersecurity education can— </text><paragraph id="id38114C390663445FACA09AC573D6EA49"><enum>(1)</enum><text>provide learning and career opportunities for students across the United States in kindergarten through grade 12; and </text></paragraph><paragraph id="id18002494CBBF429AA39F5CD540753D62"><enum>(2)</enum><text>bolster the capacity of the domestic workforce to defend the United States and secure the economy of the United States; </text></paragraph></whereas><whereas><text>Whereas, in 2021, Congress authorized, as part of the William M. (Mac) Thornberry National Defense Authorization Act for Fiscal Year 2021 (<external-xref legal-doc="public-law" parsable-cite="pl/116/283">Public Law 116–283</external-xref>), the Cybersecurity Education Training Assistance Program (commonly known as <quote>CETAP</quote>), a Department of Homeland Security initiative to provide cybersecurity career awareness, curricular resources, and professional development to elementary and secondary schools; </text></whereas><whereas><text>Whereas CYBER.ORG, a grantee of CETAP, has introduced cybersecurity concepts to more than 3,400,000 students and provided resources to more than 25,000 K–12 educators in all 50 States and 4 United States territories;</text></whereas><whereas><text>Whereas the mission of the National Initiative for Cybersecurity Education (commonly known as <quote>NICE)</quote> is <quote>to energize, promote, and coordinate a robust community working together to advance an integrated ecosystem of cybersecurity education, training, and workforce development</quote>;</text></whereas><whereas><text>Whereas cybersecurity education is supported through multiple Federal programs and other related efforts, including—</text><paragraph id="id164C7C6DBED945DBB1F732D80A32810E"><enum>(1)</enum><text>the NICE Community Coordinating Council;</text></paragraph><paragraph id="id0637095BB4B54F0DA99B3576F4D71981"><enum>(2)</enum><text>the Advanced Technological Education program administered by the National Science Foundation;</text></paragraph><paragraph id="id067F9364EB154795859E0F7EC4EEA513"><enum>(3)</enum><text>the CyberCorps: Scholarship for Service Program administered by the National Science Foundation, in collaboration with the Office of Personnel Management and the Department of Homeland Security;</text></paragraph><paragraph id="id9910D05B4BB5460E8AD567F5544A6CE6"><enum>(4)</enum><text>the DoD Cybersecurity Scholarship Program administered by the Department of Defense;</text></paragraph><paragraph id="id81D9F66FF0ED48F0AA55918EFEF57452"><enum>(5)</enum><text>the Cybersecurity Talent Initiative administered by the Partnership for Public Service;</text></paragraph><paragraph id="idAE16B6DD62344F0AAF54E66A5BB9D09B"><enum>(6)</enum><text>the National Centers of Academic Excellence in Cybersecurity administered by the National Security Agency;</text></paragraph><paragraph id="id8FFE3EA5C028456D9F02A78313DC5323"><enum>(7)</enum><text>the Presidential Cybersecurity Education Award;</text></paragraph><paragraph id="id9FE8222535194E0CA850FA2B09061C4B"><enum>(8)</enum><text>Career Technical Education (CTE) CyberNet local academies administered by the Office of Career, Technical, and Adult Education of the Department of Education;</text></paragraph><paragraph id="id4A7DB842FD3C42E286FE8347942FC765"><enum>(9)</enum><text>the GenCyber Program administered by the National Security Agency, in collaboration with the National Science Foundation;</text></paragraph><paragraph id="idE1271FAAB7174D51BCE0795CF8818062"><enum>(10)</enum><text>widely used resources, including CareerOneStop, Occupational Outlook Handbook, and O*NET OnLine administered by the Department of Labor; and</text></paragraph><paragraph id="idDE8615201F8340E1A7016FFC43A851F0"><enum>(11)</enum><text>the Registered Apprenticeship Program administered by the Office of Apprenticeship of the Department of Labor; and</text></paragraph></whereas><whereas><text>Whereas ensuring access to cybersecurity education for all students in the United States regardless of race, ethnicity, socioeconomic status, sex, or geographic location will expand opportunities for high-earning jobs in high-demand fields: Now, therefore, be it </text></whereas></preamble><resolution-body style="traditional" id="HA38BE45BC8BA4D88B5C8FC8C7B07A9A7"><section display-inline="yes-display-inline" section-type="undesignated-section" id="HF2697B12995349FDAEEF89C0E0DA7D85"><enum/><text>That the House of Representatives—</text><paragraph id="H3C06F7D4EE734FE29ED5BD25B7CB108E"><enum>(1)</enum><text>expresses support for the designation of <quote>National Cybersecurity Education Month</quote>;</text></paragraph><paragraph id="H9C08C3B83AF14335AEF5986702F95835"><enum>(2)</enum><text>invites individuals and organizations in the United States—</text><subparagraph id="HB99AF719CB4C4FE987DAA9276C96710E"><enum>(A)</enum><text>to recognize the essential role of cybersecurity education; and</text></subparagraph><subparagraph id="H28BA8309B85D4DFA896EF848DEAB048F"><enum>(B)</enum><text>to support Federal, State, and local educational efforts;</text></subparagraph></paragraph><paragraph id="HAFDA8005047E46C1A8A6BDAB6C00AB82"><enum>(3)</enum><text>encourages educational and training institutions to increase the understanding and awareness of cybersecurity education at such institutions; and</text></paragraph><paragraph id="H73939C958B5A48A59F273B5C510F3137"><enum>(4)</enum><text>commits to—</text><subparagraph id="H0731F57EFEA5451EBA45474A8A634FE8"><enum>(A)</enum><text>raising awareness about cybersecurity education; and</text></subparagraph><subparagraph id="HA0CF12119A534F668206FECAB2F5C00A"><enum>(B)</enum><text>taking legislative action in support of cybersecurity education to effectively build and sustain a skilled cybersecurity workforce. </text></subparagraph></paragraph></section></resolution-body></resolution>
