which was referred to the <committee-name committee-id="HSM00">Committee on Small Business</committee-name></action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Expressing support for the designation of the week of May 2, 2022, through May 5, 2022, as <quote>National Small Business Week</quote> to celebrate the contributions of small businesses and entrepreneurs in every community in the United States.</official-title></form><preamble><whereas><text>Whereas a <quote>National Small Business Week</quote> has been declared by every President since 1963;</text></whereas><whereas><text>Whereas there are around 32,000,000 small businesses in the United States that support nearly 61,000,000 jobs;</text></whereas><whereas><text>Whereas every congressional district in the United States contains a small business;</text></whereas><whereas><text>Whereas thousands of small business establishments still face significant challenges recovering from the COVID–19 pandemic;</text></whereas><whereas><text>Whereas small businesses have played an integral role in rebuilding the economy of the Nation;</text></whereas><whereas><text>Whereas Congress established the Small Business Administration in 1953 to aid, counsel, assist, and protect interests of small business to ensure that a fair proportion of total purchases, contracts, and subcontracts for property and services for the Federal Government are placed with small businesses, to make certain access to critical capital is made available to such small businesses, and to maintain and strengthen the overall economy;</text></whereas><whereas><text>Whereas the Small Business Administration has helped small businesses with access to critical lending opportunities, played a key role in ensuring full and open competition for government contracts, and improved the economic environment in which small businesses compete; and</text></whereas><whereas><text>Whereas May 2, 2022, through May 5, 2022, would be an appropriate week to celebrate <quote>National Small Business Week</quote>: Now, therefore, be it</text></whereas></preamble><resolution-body style="traditional" id="H65255B346010411F9CA53955EF359C82"><section id="H732026004B4D4CFFB0833B1791A14320" section-type="undesignated-section" display-inline="yes-display-inline"><enum/><text display-inline="yes-display-inline">That the House of Representatives—</text><paragraph id="H78B9A4154D2B4860A71B347B33C69C6F"><enum>(1)</enum><text>honors and celebrates the entrepreneurial spirit and contributions of small businesses in every community in the United States;</text></paragraph><paragraph id="H888BE4786A2D4766AEA5F717A9F9CEBD"><enum>(2)</enum><text>applauds the efforts and achievements the owners of small businesses and their employees have played during the pandemic in every community of the United States;</text></paragraph><paragraph id="HEF08A55470704E6191222D24CF50108D"><enum>(3)</enum><text>recognizes that in the face of significant challenges, the owners of small businesses have demonstrated incredible resilience for more than 2 years;</text></paragraph><paragraph id="HFED1DD391DBA4BA79DDB797B03F5D44A"><enum>(4)</enum><text>understands that the Small Business Administration can help small business recover and build back from the global pandemic;</text></paragraph><paragraph id="H4655287D26E44BD9BCFEDD7231B00B6B"><enum>(5)</enum><text>supports the designation of <quote>National Small Business Week</quote>; and</text></paragraph><paragraph id="H7FF3C2E0239245C689A35398BCA76A3F"><enum>(6)</enum><text>supports efforts to—</text><subparagraph id="H48BE4FD295AC4B3699DE67042BCE0F32"><enum>(A)</enum><text>encourage consumers to utilize small businesses;</text></subparagraph><subparagraph id="H52546B3CA93D4D6291E53F5E70702D90"><enum>(B)</enum><text>increase awareness of the value of small businesses and the impact they have on rebuilding the economy of the United States;</text></subparagraph><subparagraph id="HAB68EFB11DC244D39A27FE2C579D3632"><enum>(C)</enum><text>hold Federal agencies accountable for meeting procurement goals for small businesses, including the goals for small businesses owned and controlled by service-disabled veterans, small businesses owned and controlled by women, HUBZone small businesses, and socially and economically disadvantaged small businesses;</text></subparagraph><subparagraph id="H175C3D598FA74228A30483BDC9BC7EDB"><enum>(D)</enum><text>ensure guaranteed loans and microloans for startup and growing small businesses are made available to all qualified small businesses;</text></subparagraph><subparagraph id="HCBE9FCD0C7F94BA78EA92BDDDC10CAC2"><enum>(E)</enum><text>provide small businesses the technical assistance and counseling that they desperately need;</text></subparagraph><subparagraph id="H41D8DC253EA540088BECB87C4A19965E"><enum>(F)</enum><text>facilitate access to affordable broadband service to foster rural small business growth; and</text></subparagraph><subparagraph id="H7FAEFFBE506442249C0686350369D0E8"><enum>(G)</enum><text>foster systems of intellectual property protection for small business innovation.</text></subparagraph></paragraph></section></resolution-body></resolution>
