which was read twice and referred to the <committee-name committee-id="SSBU00">Committee on the Budget</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Congressional Budget Office to make publicly available the fiscal and mathematical models, data, and other details of computations used in cost analysis and scoring. </official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="id54C1827571994F81B14284908ADAE25A"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>CBO Show Your Work Act</short-title></quote>.</text></section><section section-type="subsequent-section" id="idE14DEC04516C41B38EE19E91AD87BAA7"><enum>2.</enum><header>Publication of Congressional Budget Office models</header><subsection id="id009D4693E2534E0FB3731337998C5C4E"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 402 of the Congressional Budget Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/653">2 U.S.C. 653</external-xref>) is amended—</text><paragraph id="id58AFD88539D7494BB5D01978831D4215"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>The Director</quote> and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id12A013C2BD9A405493DD52CFFDDCD7FF"><subsection id="id3D030CDF813B4068915AC1FA11EAC95B"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Director</text></subsection><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="idE318EB90257B4E4E8EAB60600FD11875"><enum>(2)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idC60033B0BD174A5399A51C24789B1676"><subsection id="id8CAB1EE775BC4A63BB18410EADABF9DD"><enum>(b)</enum><header>Publication of models and data</header><text display-inline="yes-display-inline">The Director of the Congressional Budget Office shall make available to Members of Congress and make publicly available on the website of the Congressional Budget Office—</text><paragraph id="id5958063ABF9842408C7A492E0F65DB21"><enum>(1)</enum><text display-inline="yes-display-inline">each fiscal model, policy model, and data preparation routine used by the Congressional Budget Office in estimating the costs and other fiscal, social, or economic effects of legislation, including estimates prepared under subsection (a);</text></paragraph><paragraph id="idB16F25D3025547DD8EE9AA5BCA8C977E"><enum>(2)</enum><text display-inline="yes-display-inline">any update of a model or routine described in paragraph (1);</text></paragraph><paragraph id="id5b96299daea44139a1b0c2547db72a76"><enum>(3)</enum><text>subject to paragraph (4), for each estimate of the costs and other fiscal effects of legislation, including estimates prepared under subsection (a), the data, programs, models, assumptions, and other details of the computations used by the Congressional Budget Office in preparing the estimate, in a manner sufficient to permit replication by individuals not employed by the Congressional Budget Office; and</text></paragraph><paragraph id="id2884B140999944F1A9741347142207A3"><enum>(4)</enum><text>for any data that is required not to be disclosed by the Congressional Budget Office—</text><subparagraph id="id404391262D4341F9ABB1A83D85F9D33B"><enum>(A)</enum><text>a complete list of all data variables for such data;</text></subparagraph><subparagraph id="idde030af400b8475da19e84bc49876e7e"><enum>(B)</enum><text>descriptive statistics for all data variables for such data (including averages, standard deviations, number of observations, and correlations to other variables), to the extent that the descriptive statistics do not violate the rule against disclosure;</text></subparagraph><subparagraph id="idAE113225E6BC416A9CC8E9EC0A76FFA3"><enum>(C)</enum><text>a reference to the statute requiring that the data not be disclosed; and</text></subparagraph><subparagraph id="id60E84630716D4C55B633232A7F5DFE26"><enum>(D)</enum><text>information regarding how to contact the individual or entity who has unrestricted access to the data.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="id810DF252A45D48FDAABB6BEE42B1D4E8"><enum>(b)</enum><header>Effective date</header><text>The amendments made by subsection (a) shall apply on and after the date that is 6 months after the date of enactment of this Act.</text></subsection></section></legis-body></bill>
