<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>1st Session</session><legis-num>S. 2884</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20210929">September 29, 2021</action-date><action-desc><sponsor name-id="S361">Ms. Hirono</sponsor> (for herself and <cosponsor name-id="S353">Mr. Schatz</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSAF00">Committee on Agriculture, Nutrition, and Forestry</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Food, Agriculture, Conservation, and Trade Act of 1990 to provide research and extension grants to combat plant pests and noxious weeds that impact coffee plants, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="HD825DC5628A94CCCBECC98797E775602"><section section-type="section-one" id="H95D52BB416D848D0A92810B45F05A916"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Coffee Plant Health Initiative Amendments Act</short-title></quote>.</text></section><section id="HC687E3D65FC14AEEA03C36B8E0903B1D"><enum>2.</enum><header>Coffee plant health initiative</header><subsection id="H47A4C4CEDA8B4CEFB0E5828CBF0CFD70"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 1672(d) of the Food, Agriculture, Conservation, and Trade Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/7/5925">7 U.S.C. 5925(d)</external-xref>) is amended by striking paragraph (9) and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HC8BADEAB848C4896814766A95BBDC62B"><paragraph id="H4917D9424BAA41CA8BF3FC116ED58531"><enum>(9)</enum><header>Coffee plant health initiative</header><subparagraph id="HBE53BED77E4647BF85CB8EB087E461D0"><enum>(A)</enum><header>In general</header><text>Research and extension grants may be made under this section for the purposes of—</text><clause id="HD87D7E1286B7444A8B46964A2563DC2F"><enum>(i)</enum><text display-inline="yes-display-inline">developing and disseminating science-based tools and treatments to combat plant pests and noxious weeds that impact coffee plants;</text></clause><clause id="H35CBC3EF719940A391CE720A532DE882"><enum>(ii)</enum><text display-inline="yes-display-inline">establishing an areawide integrated pest management program in areas affected by, or areas at risk of being affected by, plant pests or noxious weeds that impact coffee plants;</text></clause><clause display-inline="no-display-inline" id="H3A9542E3018A4791BAD004A9A2AF2B63"><enum>(iii)</enum><text display-inline="yes-display-inline">surveying and collecting data on coffee plant production and health;</text></clause><clause id="H46D0C66437814ADAA3D8957E0947B2E5"><enum>(iv)</enum><text>investigating coffee plant biology, immunology, ecology, genomics, and bioinformatics; and</text></clause><clause id="H940AE93ACACA42D99EEA75EF8D674934"><enum>(v)</enum><text>conducting research on—</text><subclause id="H84236E28E9934FA3B924A26582EFB030"><enum>(I)</enum><text>factors that may contribute to or be associated with coffee plant immune systems;</text></subclause><subclause id="H28F7BADF8AD647D9BC6EA31C5CA97059"><enum>(II)</enum><text>other serious threats to coffee plants, including the sublethal effects of insecticides, herbicides, and fungicides on insects and plants beneficial to coffee plant growth; and</text></subclause><subclause id="H773C60DCC68248F48D2A7CEBD6AF3D4E"><enum>(III)</enum><text>the development of mitigating and preventative measures to improve habitat conservation and best management practices in coffee-growing regions.</text></subclause></clause></subparagraph><subparagraph id="H1E5C89F417864472A76F0CBD6767A6CB"><enum>(B)</enum><header>Definition of noxious weed; plant pest</header><text display-inline="yes-display-inline">In this paragraph, the terms <quote>noxious weed</quote> and <quote>plant pest</quote> have the meanings given those terms in section 403 of the Plant Protection Act (<external-xref legal-doc="usc" parsable-cite="usc/7/7702">7 U.S.C. 7702</external-xref>).</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H662F257324024A3094963BB97CF8F5B2"><enum>(b)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">Section 1672(h) of the Food, Agriculture, Conservation, and Trade Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/7/5925">7 U.S.C. 5925(h)</external-xref>) is amended by striking <quote>2023</quote> and inserting <quote>2033</quote>.</text></subsection></section></legis-body></bill>
