<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>1st Session</session><legis-num>S. 2681</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20210809">August 9, 2021</action-date><action-desc><sponsor name-id="S411">Mr. Marshall</sponsor> (for himself, <cosponsor name-id="S397">Mr. Braun</cosponsor>, and <cosponsor name-id="S398">Mr. Cramer</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSGA00">Committee on Homeland Security and Governmental Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the level of telework of employees of agencies to return to the level of telework of those employees on February 14, 2020, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Return Act</short-title></quote>.</text></section><section id="id13FC4E32E9EA41509CC339EB828D3169"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="id7FDFEB800F63460296C755159A4428E6"><enum>(1)</enum><header>Agency</header><text>The term <term>agency</term> has the meaning given the term in section 101 of title 31, United States Code.</text></paragraph><paragraph id="id188C0687BC904814994D488E0A4665DB"><enum>(2)</enum><header>Covered period</header><text>The term <term>covered period</term> means the period beginning on February 14, 2020, and ending on the date of enactment of this Act.</text></paragraph><paragraph id="id10118C9566BF4623BB6EA931A6BBAFE1" commented="no" display-inline="no-display-inline"><enum>(3)</enum><header>Telework</header><text>The term <term>telework</term> has the meaning given the term in section 6501 of title 5, United States Code. </text></paragraph></section><section id="idDC12FFA1CA8F48D7BE8878F48058B36E"><enum>3.</enum><header>Requirement to return</header><text display-inline="no-display-inline">Not later than September 30, 2021, the head of each agency shall require the level of telework of employees of the agency to return to the level of telework of those employees on February 14, 2020.</text></section><section id="id0A0BA9DD849447C4A269EE5335AB7AEB"><enum>4.</enum><header>Report</header><text display-inline="no-display-inline">Not later than 90 days after the date of enactment of this Act, the Administrator of General Services, in coordination with the Director of the Office of Personnel Management and the Director of the Office of Management and Budget, shall submit to Congress a report that includes a description of how, during the covered period, agency services and response times for individuals in the United States who benefit from services of agencies were affected by—</text><paragraph id="idE5795A2590FD4E078F005C2363BFF658"><enum>(1)</enum><text>the increased level of telework of employees of agencies; and</text></paragraph><paragraph id="idA848D339EB4F4AE8BD5F632311674847" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text>the limited access to physical mail, data servers, and voice mail at agencies. </text></paragraph></section></legis-body></bill>
