<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>1st Session</session><legis-num>S. 2474</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20210726">July 26, 2021</action-date><action-desc><sponsor name-id="S374">Mr. Cotton</sponsor> (for himself and <cosponsor name-id="S327">Mr. Warner</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To prohibit the use of funds made available under the American Rescue Plan Act of 2021 to purchase communications equipment or services that pose a national security risk.</official-title></form><legis-body><section id="id36B24C78AF504CFCA54320F246F623BF" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>American Telecommunications Security Act</short-title></quote>.</text></section><section id="S1" section-type="subsequent-section"><enum>2.</enum><header>Prohibition on use of funds to purchase communications equipment or services posing national security risk</header><subsection id="id4A3917208BBE4AD8AD4A8A6499CDD319"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The American Rescue Plan Act of 2021 (<external-xref legal-doc="public-law" parsable-cite="pl/117/2">Public Law 117–2</external-xref>; 135 Stat. 4) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id7B0ADA0DEE984F0A805921F8952067FA"><title id="idFE4315E648254F0B9D6E31B2A703EFF2" style="OLC"><enum>XII</enum><header>National security restrictions on use of funds</header><section id="id40A7F74554D14D998775E95430DE5038" section-type="subsequent-section"><enum>12001.</enum><header>Prohibition on use of funds to purchase communications equipment or services posing national security risk</header><text display-inline="no-display-inline">None of the funds made available under this Act or an amendment made by this Act may be used to purchase any covered communications equipment or service, as defined in section 9 of the Secure and Trusted Communications Networks Act of 2019 (<external-xref legal-doc="usc" parsable-cite="usc/47/1608">47 U.S.C. 1608</external-xref>).</text></section></title><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="idDE7F6B0BCAFD4C09A875F82D05354760"><enum>(b)</enum><header>Technical and conforming amendment</header><text>The table of contents in section 2 of the American Rescue Plan Act of 2021 is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id8ECEABC46C0949058CD5B515DF984FA3"><toc><toc-entry level="title" bold="off">Title XII—National security restrictions on use of funds</toc-entry><toc-entry level="section" bold="off">Sec. 12001.
