which was read twice and referred to the <committee-name committee-id="SSVA00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend title 38, United States Code, to authorize the Secretary of Veterans Affairs to award grants to States to improve outreach to veterans, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="idF16683E4CF2C4A4189C03A1E76CE2E8B"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Commitment to Veteran Support and Outreach Act</short-title></quote>.</text></section><section section-type="subsequent-section" id="idA3DA90AA5A704927A8BADB37D53E71AE"><enum>2.</enum><header>Authority for Secretary of Veterans Affairs to award grants to States to improve outreach to veterans</header><subsection id="id77E219B062D845429B76C3D3933B264E"><enum>(a)</enum><header>In general</header><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/63">Chapter 63</external-xref> of title 38, United States Code, is amended—</text><paragraph id="idF8B86C6A1B6D42FE9043EA5FA3562792"><enum>(1)</enum><text>by redesignating sections 6307 and 6308 and sections 6308 and 6309, respectively; and</text></paragraph><paragraph id="id5A7092DFCBE64C309BBE63A58870F936"><enum>(2)</enum><text>by inserting after section 6306 the following new section 6307:</text><quoted-block style="USC" display-inline="no-display-inline" id="id3F8916FEF25242C99BA1B6D6D042EA3C"><section id="id9F05AACE629840E4AB5E003B683DEF6C"><enum>6307.</enum><header>Grants to States to improve outreach to veterans</header><subsection id="id2C4A2E6544B4442DA208BE849024B134"><enum>(a)</enum><header>Purpose</header><text>It is the purpose of this section to provide for assistance by the Secretary to States to carry out programs that improve outreach and assistance to veterans and the spouses, children, and parents of veterans, to ensure that such individuals are fully informed about, and assisted in applying for, any veterans and veterans-related benefits and programs (including State veterans programs) for which they may be eligible.</text></subsection><subsection id="id464C9F48DB224B2BADB1873921A2D0A1"><enum>(b)</enum><header>Authority</header><text display-inline="yes-display-inline">The Secretary may award grants to States—</text><paragraph id="id33B1EA7E2D314ABE865E131B083BF42E"><enum>(1)</enum><text display-inline="yes-display-inline">to carry out, coordinate, improve, or otherwise enhance—</text><subparagraph id="id45126BB7445E421A841D4C24621273BC"><enum>(A)</enum><text display-inline="yes-display-inline">outreach activities; or</text></subparagraph><subparagraph id="id9B3F175AADE6466492431187115160A5"><enum>(B)</enum><text display-inline="yes-display-inline">activities to assist in the development and submittal of claims for veterans and veterans-related benefits; or</text></subparagraph></paragraph><paragraph id="id75CDFD93F14F487B9B0572A231303A45"><enum>(2)</enum><text display-inline="yes-display-inline">to increase the number of county or tribal veterans service officers serving in the State by hiring new, additional such officers.</text></paragraph></subsection><subsection id="id54B84E8B905243EFA06B0587C1A1E155"><enum>(c)</enum><header>Application</header><paragraph commented="no" display-inline="yes-display-inline" id="id8CCDD7D71A0840A6A5E6CC3123D79EF4"><enum>(1)</enum><text display-inline="yes-display-inline">To be eligible for a grant under this section, a State shall submit to the Secretary an application therefor at such time, in such manner, and containing such information as the Secretary may require.</text></paragraph><paragraph id="idAD892AA727114AB48FD50C6F301985B7" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">Each application submitted under paragraph (1) shall include the following:</text><subparagraph id="id208CFFF3F8104A9DA77887875B71E4A3"><enum>(A)</enum><text display-inline="yes-display-inline">A detailed plan for the use of the grant.</text></subparagraph><subparagraph id="id7B06D2FB964949C3A4D5392BAE0137B2"><enum>(B)</enum><text display-inline="yes-display-inline">A description of the programs through which the State will meet the outcome measures developed by the Secretary under subsection (i).</text></subparagraph><subparagraph id="idF2710682F1824DA1AEDBF36B85AF9B29"><enum>(C)</enum><text>A description of how the State will distribute grant amounts equitably among counties with varying levels of urbanization.</text></subparagraph><subparagraph id="id613F93DE8573479D8CEA249CE605F8B1"><enum>(D)</enum><text>A plan for how the grant will be used to meet the unique needs of American Indian or Alaska Native veterans, elderly veterans, women veterans, and veterans from other underserved communities. </text></subparagraph></paragraph></subsection><subsection id="idF90C32B0F88D49309BA0F9B585778FEB"><enum>(d)</enum><header>Distribution</header><text>The Secretary shall seek to ensure that grants awarded under this section are equitably distributed among States with varying levels of urbanization.</text></subsection><subsection id="id6003DC81243746749428E5737F71F03B"><enum>(e)</enum><header>Priority</header><text>The Secretary shall prioritize awarding grants under this section that will serve the following areas: </text><paragraph id="idB74E3B610795433F9394A9139BD63F85"><enum>(1)</enum><text>Areas with a critical shortage of county or tribal veterans service officers. </text></paragraph><paragraph id="id80D23301EA1347B4A00986478F974227"><enum>(2)</enum><text>Areas with high rates of—</text><subparagraph id="id200ABD680F7B48448F98EA5CDAD5E1CB"><enum>(A)</enum><text>suicide among veterans; or </text></subparagraph><subparagraph id="idA46E6A6E37B24EC0A9DB782D2C10EF67"><enum>(B)</enum><text>referrals to the Veterans Crisis Line. </text></subparagraph></paragraph></subsection><subsection id="idAECD38E660E941CD9450415F59BDF1F4"><enum>(f)</enum><header>Use of county or tribal veterans service officers</header><text display-inline="yes-display-inline">A State that receives a grant under this section to carry out an activity described in subsection (b)(1) shall carry out the activity through—</text><paragraph id="id6B028EA65C284D87A81E3C127FB6F922"><enum>(1)</enum><text display-inline="yes-display-inline">a county or tribal veterans service officer of the State; or</text></paragraph><paragraph id="id52392BA8EC0B4F07A7591134B45B57EE"><enum>(2)</enum><text display-inline="yes-display-inline">if the State does not have a county or tribal veterans service officer, or if the county or tribal veterans service officers of the State cover only a portion of that State, an appropriate entity of a State, local, or tribal government, or another publicly funded entity, as determined by the Secretary. </text></paragraph></subsection><subsection id="id5709182261C24489B48EA9059BA44988"><enum>(g)</enum><header>Required activities</header><text>Any grant awarded under this section shall be used—</text><paragraph id="idDD68FFF46ABF407BB6F1D7EFBDA80C10"><enum>(1)</enum><text>to expand existing programs, activities, and services;</text></paragraph><paragraph id="id25F824D2B7CE4F4B9EDF9A32E6214B30"><enum>(2)</enum><text>to hire new, additional county or tribal veterans service officers; or</text></paragraph><paragraph id="id99458EE216574CFA9DAF85D8465875FD"><enum>(3)</enum><text>for travel and transportation to facilitate carrying out paragraph (1) or (2). </text></paragraph></subsection><subsection id="idE4DC79D4C2064C358EFF65CA638A4D96"><enum>(h)</enum><header>Authorized activities</header><text>A grant under this section may be used to provide education and training, including on-the-job training, for State, county, local, and tribal government employees who provide (or when trained will provide) veterans outreach services in order for those employees to obtain accreditation in accordance with procedures approved by the Secretary. </text></subsection><subsection id="id64BC2724757E47BA8A384F7B3B15D59F"><enum>(i)</enum><header>Outcome measures</header><paragraph commented="no" display-inline="yes-display-inline" id="idFAEEADA2BF62459DAEBBC5AF205A1224"><enum>(1)</enum><text>The Secretary shall develop and provide to each State that receives a grant under this section written guidance on the following: </text><subparagraph id="id47AA01F68D234E9D9CB4F431046A418C" indent="up1"><enum>(A)</enum><text>Outcome measures. </text></subparagraph><subparagraph indent="up1" id="id8D23636BE4A04C3893BE600EA7655A94"><enum>(B)</enum><text>Policies of the Department. </text></subparagraph></paragraph><paragraph indent="up1" id="id3C50BE9B967E46CE84257CFA9AA3D583"><enum>(2)</enum><text>In developing outcome measures under paragraph (1), the Secretary shall consider the following goals: </text><subparagraph id="id10D45BB9DC054CB28D75461952EE0BAA"><enum>(A)</enum><text>Increasing the use of veterans and veterans-related benefits, particularly among vulnerable populations. </text></subparagraph><subparagraph id="id631559DE7E4A46A195C55A54CD427682"><enum>(B)</enum><text>Increasing the number of county and tribal veterans service officers recognized by the Secretary for the representation of veterans under chapter 59 of this title. </text></subparagraph></paragraph></subsection><subsection id="id16B2847D78A34F54B3305BCE305FE77C"><enum>(j)</enum><header>Tracking requirements</header><paragraph commented="no" display-inline="yes-display-inline" id="idA93AF10EF0BD43948ACCDD5D2613FDEB"><enum>(1)</enum><text>With respect to each grant awarded under this section, the Secretary shall track the use of veterans and veterans-related benefits among the population served by the grant, including the average period of time between the date on which a veteran applies for such a benefit and the date on which the veteran receives the benefit, disaggregated by type of benefit. </text></paragraph><paragraph indent="up1" id="idA427F4B0D07941848EB950BAF5E2DC1D"><enum>(2)</enum><text>Not less frequently than annually, the Secretary shall submit to Congress a report on the information tracked under paragraph (1). </text></paragraph></subsection><subsection id="id4E295ACC93B14E2EADB311D8467EB2AB"><enum>(k)</enum><header>Performance review</header><paragraph commented="no" display-inline="yes-display-inline" id="idB03F3C9F5F7D493D862EA94B9FE2440F"><enum>(1)</enum><text>The Secretary shall— </text><subparagraph id="idDFA39F3778C141DC8FEE97F0B9F396CB" indent="up1"><enum>(A)</enum><text>review the performance of each State that receives a grant under this section; and</text></subparagraph><subparagraph indent="up1" id="idEB6637DD5570444C95BC65CC65F8DF44"><enum>(B)</enum><text>make information regarding such performance publicly available.</text></subparagraph></paragraph></subsection><subsection id="idF42221D5960C4BE0B90759F82F608971"><enum>(l)</enum><header>Remediation plan</header><paragraph commented="no" display-inline="yes-display-inline" id="idA5D0665FDF444170BC37D1165555FE83"><enum>(1)</enum><text>In the case of a State that receives a grant under this section and does not meet the outcome measures developed by the Secretary under subsection (i), the Secretary shall require the State to submit a remediation plan under which the State shall describe how and when it plans to meet such outcome measures. </text></paragraph><paragraph id="id1021FB9DB34748AEA56180CDE49CA591" indent="up1"><enum>(2)</enum><text>The Secretary may not award a subsequent grant under this section to a State described in paragraph (1) unless the Secretary approves the remediation plan submitted by the State.</text></paragraph></subsection><subsection id="id00D93EF23C394F27BF875D0C6E489529"><enum>(m)</enum><header>Maximum amount</header><text>The amount of a grant awarded under this section may not exceed 10 percent of amounts made available for grants under this section for the fiscal year in which the grant is awarded. </text></subsection><subsection id="idBC3BFC811B0949BCADE06DE91A36F2F2"><enum>(n)</enum><header>Supplement, not supplant</header><text>Any grant awarded under this section shall be used to supplement and not supplant State and local funding that is otherwise available. </text></subsection><subsection display-inline="no-display-inline" id="idAAEED24C34FD48789DA4185832E082F0"><enum>(o)</enum><header>Definitions</header><text>In this section: </text><paragraph display-inline="no-display-inline" id="id51E56E1D9EA6402B9A94ADAE46E1DCE9"><enum>(1)</enum><text>The term <term>county or tribal veterans service officer</term> includes a local equivalent veterans service officer. </text></paragraph><paragraph display-inline="no-display-inline" id="id5EA96E2E12994337B2C59FF7733A2952"><enum>(2)</enum><text>The term <term>Veterans Crisis Line</term> means the toll-free hotline for veterans established under section 1720F(h) of this title. </text></paragraph></subsection><subsection id="id9468895FAEC043EEAECA779968B83007"><enum>(p)</enum><header>Funding</header><paragraph commented="no" display-inline="yes-display-inline" id="idA3257B08446A4010AC16203CCC0172B7"><enum>(1)</enum><text>Amounts for the activities of the Department under this section shall be budgeted and appropriated through a separate appropriation account.</text></paragraph><paragraph id="id814137B7434646FCA5D4347428F49239" indent="up1"><enum>(2)</enum><text>In the budget justification materials submitted to Congress in support of the Department budget for any fiscal year (as submitted with the budget of the President under section 1105(a) of title 31), the Secretary shall include a separate statement of the amount requested to be appropriated for that fiscal year for the account specified in paragraph (1).</text></paragraph></subsection><subsection id="id172D4D1AE9AF4C34893BF91F01043204"><enum>(q)</enum><header>Authorization
 of appropriations</header><text display-inline="yes-display-inline">There is authorized to be appropriated to the Secretary for each of fiscal years 2022 through 2026, $50,000,000 to carry out this section.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="id2932DFAFB08449AB88A1A0DC67780B90"><enum>(b)</enum><header>Clerical amendment</header><text>The table of sections at the beginning of chapter 63 of such title is amended by striking the items relating to sections 6307 and 6308 and inserting the following new items:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idF726DD4A36F641939E0102C499F34F6C"><toc><toc-entry bold="off" level="section">6307.
