<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>1st Session</session><legis-num>S. 239</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20210204">February 4, 2021</action-date><action-desc><sponsor name-id="S323">Mr. Risch</sponsor> (for himself, <cosponsor name-id="S350">Mr. Rubio</cosponsor>, <cosponsor name-id="S391">Mr. Young</cosponsor>, <cosponsor name-id="S355">Mr. Cruz</cosponsor>, and <cosponsor name-id="S348">Mr. Paul</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSFR00">Committee on Foreign Relations</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To permanently enact certain appropriations Act restrictions on the use of funds for abortions and involuntary sterilizations, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>American Values Act</short-title></quote>.</text></section><section id="idF6C9D5F9AC0148568162F7C0809D70F1"><enum>2.</enum><header>Permanent enactment of certain general provisions</header><subsection id="id4CB185DFE0BF407C87C87D585D937AF9"><enum>(a)</enum><header>Foreign Assistance Act of 1961</header><text>Section 104(f) of the Foreign Assistance Act of 1961 (<external-xref legal-doc="usc" parsable-cite="usc/22/2151b">22 U.S.C. 2151b(f)</external-xref>) is amended to read as follows:</text><quoted-block id="idD505EBF097044F96BA2C8556EA23C735" style="OLC" act-name=""><subsection id="id96C6927FC516459281D57EF5CF856CB9"><enum>(f)</enum><header>Prohibition on use of funds for abortions and involuntary sterilizations</header><text>None of the funds authorized to be appropriated or otherwise made available to carry out this Act may be made available—</text><paragraph id="id236b647cd72b4162965bb7d31eafe86e"><enum>(1)</enum><text>to pay for the performance of abortions as a method of family planning or to motivate or coerce any person to practice abortions;</text></paragraph><paragraph id="idF7D78B679AC14CA38AD960A823CF3345"><enum>(2)</enum><text>to pay for the performance of involuntary sterilization as a method of family planning or to coerce or provide any financial incentive to any person to undergo sterilizations;</text></paragraph><paragraph id="id857D49B0DD814E2395F88E33EC786ACB"><enum>(3)</enum><text>to pay for biomedical research which relates in whole or in part, to methods of, or the performance of, abortions or involuntary sterilization as a means of family planning;</text></paragraph><paragraph id="idB8FEDAD637DF4BA8BE2024D17604EB51"><enum>(4)</enum><text>to lobby for or against abortion; or</text></paragraph><paragraph id="id3BEDF03E018E4F458FEF387E748E4434"><enum>(5)</enum><text>to any organization or program which, as determined by the President, supports or participates in the management of a program of coercive abortion or involuntary sterilization.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="id83AEF736024B4DEE9901EC0AB2A01144"><enum>(b)</enum><header>Peace Corps Act</header><text>Section 301(b) of the Peace Corps Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2501a">22 U.S.C. 2501a(b)</external-xref>) is amended by adding at the end the following new paragraph:</text><quoted-block id="id110E89C3E44F4C82A2D21DD7C3B391DC" style="OLC" act-name=""><paragraph id="idCB6845FC48A3449A912DB24945A0F553" indent="up1"><enum>(3)</enum><text>Subject to section 614 of the Financial Services and General Government Appropriations Act, 2014 (division E of <external-xref legal-doc="public-law" parsable-cite="pl/113/76">Public Law 113–76</external-xref>; 128 Stat. 227), none of the funds authorized to be appropriated or otherwise made available to carry out this Act may be used to pay for abortions.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section></legis-body></bill>
