which was read twice and referred to the <committee-name committee-id="SSEG00">Committee on Energy and Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Secretary of Energy to conduct a study regarding codes and standards for use of energy storage systems across sectors and demonstrate certain second-life applications of electric vehicle batteries, and for other purposes.</official-title></form><legis-body><section id="id95B829DA5A4C460FADD22E46ED53E158" section-type="section-one"><enum>1.</enum><header>Study of codes and standards for use of energy storage systems across sectors</header><subsection id="id9358FFAFD2494833B64B8B2BB080EF25"><enum>(a)</enum><header>In general</header><text>The Secretary shall conduct a study of types and commercial applications of codes and standards applied to—</text><paragraph id="idDFA7CCE409694E268F8BC8655B93B3A2"><enum>(1)</enum><text>stationary energy storage systems;</text></paragraph><paragraph id="idE706B8D387214436A424A0B7E1F04DF7"><enum>(2)</enum><text>mobile energy storage systems; and</text></paragraph><paragraph id="id9B55E84BE55642A7B2D459DC8AE66BFA"><enum>(3)</enum><text>energy storage systems that move between stationary and mobile applications, such as electric vehicle batteries or batteries repurposed for new applications.</text></paragraph></subsection><subsection id="id7CA48E5446F14024B5EB46C46C5B79D9"><enum>(b)</enum><header>Purposes</header><text>The purposes of the study conducted under subsection (a) shall be—</text><paragraph id="idCC2A74B64AA942CDA1C9F253BB0D445C"><enum>(1)</enum><text>to identify barriers, foster collaboration, and increase conformity across sectors relating to—</text><subparagraph id="id84348C4EFDA54AB18B380F780B003C36"><enum>(A)</enum><text>use of emerging energy storage technologies; and</text></subparagraph><subparagraph id="id0224DA4C101E41A681F6FFA384B6AFE4"><enum>(B)</enum><text>use cases, such as vehicle-to-grid integration;</text></subparagraph></paragraph><paragraph id="idB16EFB3500FB43F78878D5FB42D9BD35"><enum>(2)</enum><text>to identify all existing codes and standards that apply to energy storage systems;</text></paragraph><paragraph id="idF2A502DDA7724580BD57A0E128605EC0"><enum>(3)</enum><text>to identify codes and standards that require revision or enhancement;</text></paragraph><paragraph id="idB83D76C8708D43BABAC539067A4C685E"><enum>(4)</enum><text>to enhance the safe implementation of energy storage systems; and</text></paragraph><paragraph id="idE03A0474D90B42279441F1C1B161D5A1"><enum>(5)</enum><text>to receive formal input from stakeholders regarding—</text><subparagraph id="id8602A82570B04F41B857EDA33AA5B5B5"><enum>(A)</enum><text>existing codes and standards; and</text></subparagraph><subparagraph id="idFE315C392FAE4B47842DEA12164DD2D9"><enum>(B)</enum><text>new or revised codes and standards.</text></subparagraph></paragraph></subsection><subsection id="id6B3A3486DA6F4A9695713AE96DBDBBF2"><enum>(c)</enum><header>Consultation</header><text>In conducting the study under subsection (a), the Secretary shall consult with all relevant standards-developing organizations and other entities with expertise regarding energy storage system safety.</text></subsection><subsection id="idFBC1182B0C7A4D21AC42E2F5EF7324FA"><enum>(d)</enum><header>Report</header><text>Not later than 18 months after the date of enactment of this Act, the Secretary shall submit to Congress a report describing the results of the study conducted under subsection (a).</text></subsection></section><section id="id220CD30F37404DADAE6FEC9F1D6899BF"><enum>2.</enum><header>Demonstration of electric vehicle battery second-life applications for grid services</header><text display-inline="no-display-inline">Section 3201(c) of the Energy Act of 2020 (<external-xref legal-doc="usc" parsable-cite="usc/42/17232">42 U.S.C. 17232(c)</external-xref>) is amended—</text><paragraph id="id1815E03C611644A8B4FCF5474F4A0B17"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (1)—</text><subparagraph id="id060081D0ACE447C08E5B497E8DD49C7C"><enum>(A)</enum><text display-inline="yes-display-inline">by striking the period at the end and inserting <quote>; and</quote>;</text></subparagraph><subparagraph id="id288BEA93C37948AD967C661CDA12D2E8"><enum>(B)</enum><text>by striking <quote>including at</quote> and inserting the following: “including—</text><quoted-block style="OLC" display-inline="no-display-inline" id="idB142D5E8CB5C41BB8A46B08648B05C7B"><subparagraph id="idFC3E0060956C4B42B6BE1DFE9B9B1292"><enum>(A)</enum><text>at</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph><subparagraph id="id9FD878684B9D4F288C4B84D0A251E858"><enum>(C)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id7EDD81CF38194D90AECD2DEBC33ACA32"><subparagraph id="idF6F966A5F8384D6593B3EA8AF22DB1A8"><enum>(B)</enum><text>1 project to demonstrate second-life applications of electric vehicle batteries as aggregated energy storage installations to provide services to the electric grid, in accordance with paragraph (3).</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="id90E8134635BB4FE48EFF05E2B6181F39"><enum>(2)</enum><text>by redesignating paragraphs (3) and (4) as paragraphs (4) and (5), respectively; and</text></paragraph><paragraph id="id83FB2D8A11894576A5196082CB3E5AA9"><enum>(3)</enum><text>by inserting after paragraph (2) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id18C28AAEA7594A3AB7C327C0E017A134"><paragraph id="id73b42c7cc50b47ed940707c2df844882"><enum>(3)</enum><header>Demonstration of electric vehicle battery second-life applications for grid services</header><subparagraph id="id0174A35919A44875B87E5FFFD41478A5"><enum>(A)</enum><header>In general</header><text>The Secretary shall enter into an agreement to carry out a project to demonstrate second-life applications of electric vehicle batteries as aggregated energy storage installations to provide services to the electric grid.</text></subparagraph><subparagraph id="id005C867082634CA8836DADBF40D7D75E"><enum>(B)</enum><header>Purposes</header><text>The purposes of the project under subparagraph (A) shall be—</text><clause id="idf66bc25ddf504c738c551ae1632e22ca"><enum>(i)</enum><text>to demonstrate power safety and the reliability of the applications demonstrated under the program;</text></clause><clause id="idd52bce38e25a45bb88d43dec4b69ea84"><enum>(ii)</enum><text>to demonstrate the ability of electric vehicle batteries—</text><subclause id="idD4E36CAB5F62494BBCCA4AE0DD8D62FA"><enum>(I)</enum><text>to provide ancillary services for grid stability and management; and </text></subclause><subclause id="id63C3EC16D27642C0B6DFA52EBDCDAEC1"><enum>(II)</enum><text>to reduce the peak loads of homes and businesses;</text></subclause></clause><clause id="id1c2e40794b2240eab439a063289d3bd7"><enum>(iii)</enum><text>to extend the useful life of electric vehicle batteries and the components of electric vehicle batteries prior to the collection, recycling, and reprocessing of the batteries and components; and</text></clause><clause id="idf8720cf172e745ad94613304dd6b0b24"><enum>(iv)</enum><text>to increase acceptance of, and participation in, the use of second-life applications of electric vehicle batteries by utilities.</text></clause></subparagraph><subparagraph id="idc380ad2b080147b78d2ac910258aa252"><enum>(C)</enum><header>Priority</header><text>In selecting a project to carry out under subparagraph (A), the Secretary shall give priority to projects in which the demonstration of the applicable second-life applications is paired with 1 or more facilities that could particularly benefit from increased resiliency and lower energy costs, such as a multi-family affordable housing facility, a senior care facility, and a community health center.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
