<section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Rural Transportation Equity Act of 2021</short-title></quote>.</text></section> <section id="id602D69D9E1394B2CBAA8C47A0DBF97C4"><enum>2.</enum><header>Rural investment</header> <subsection commented="no" id="id47631733009B497C96D7C8843D398E79"><enum>(a)</enum><header>Office of Rural Investment</header> <paragraph commented="no" id="id269E2CF1D27F40F0BE93D12FF65BEF6B"><enum>(1)</enum><header>Establishment</header><text display-inline="yes-display-inline">Section 102 of title 49, United States Code, is amended—</text>
<subparagraph id="id27a71bcacae045cd88d99c257b413a09"><enum>(A)</enum><text>in subsection (a), by inserting <quote>(referred to in this section as the <quote>Department</quote>)</quote> after <quote>Department of Transportation</quote>;</text></subparagraph> <subparagraph id="id10E929C80E7342A2984262BBBB20108B"><enum>(B)</enum><text>in subsection (b), in the first sentence, by inserting <quote>(referred to in this section as the <quote>Secretary</quote>)</quote> after <quote>Secretary of Transportation</quote>;</text></subparagraph>
<subparagraph commented="no" id="id13380DD83C234E629DF17F9E1848ED9D"><enum>(C)</enum><text>in subsection (f)(1), by striking “Department of Transportation” each place it appears and inserting “Department”;</text></subparagraph> <subparagraph commented="no" id="id69BA94D8653148E697F428E6583E70EF"><enum>(D)</enum><text>by redesignating subsection (h) as subsection (i); and</text></subparagraph>
<subparagraph commented="no" id="id763057E12B22489CB785087B4BEF5739"><enum>(E)</enum><text>by inserting after subsection (g) the following:</text> <quoted-block style="OLC" display-inline="no-display-inline" id="idAF9B7ED0F9A04A8796BEB685D04624BF"> <subsection commented="no" id="idE7E0787CB62D427D8FE7B02002D8D0F3"><enum>(h)</enum><header>Office of Rural Investment</header> <paragraph commented="no" id="id0AB02EF2855147358BA4815415A48EE5"><enum>(1)</enum><header>In general</header><text>There is established in the Department, within the Office of the Secretary, an Office of Rural Investment (referred to in this subsection as the <quote>Office</quote>).</text></paragraph>
<paragraph commented="no" id="idFF5F335FB2F44B97B8657A488B70C695"><enum>(2)</enum><header>Leadership</header><text>The Office shall be headed by a Director for Rural Investment (referred to in this subsection as the <quote>Director</quote>) who shall be appointed by, and report directly to, the Secretary.</text></paragraph> <paragraph commented="no" id="id3267203587ED42E3A02D4C48AECF6F7D"><enum>(3)</enum><header>Mission</header> <subparagraph commented="no" id="id7B583EAFE92B43A2BBCF695521EE73A4"><enum>(A)</enum><header>In general</header><text>The mission of the Office shall be to coordinate with other offices and agencies within the Department and with other Federal agencies to further the goals and objectives described in subparagraph (B).</text></subparagraph>
<subparagraph commented="no" id="id75ECFFF953EF41A5BDD300FC269AE5ED"><enum>(B)</enum><header>Goals and objectives described</header><text>The goals and objectives referred to in subparagraph (A) are—</text> <clause commented="no" id="id5C1B477797C2414E89AC9CD91E8F821D"><enum>(i)</enum><text>to ensure that the unique needs and attributes of rural transportation, involving all modes, are fully addressed and prioritized during the development and implementation of transportation policies, programs, and activities within the Department;</text></clause>
<clause commented="no" id="id3596300DF3F64822BDBF74AE5F49DCA5"><enum>(ii)</enum><text>to improve coordination of Federal transportation policies, programs, and activities within the Department in a manner that expands economic development in rural communities and regions, and to provide recommendations for improvement, including additional internal realignments;</text></clause> <clause commented="no" id="id8BC05942B1284B04A3ECE455C05587FD"><enum>(iii)</enum><text>to expand Federal transportation infrastructure investment in rural communities and regions, including by providing recommendations for changes in existing funding distribution patterns;</text></clause>
<clause commented="no" id="id6EC19722A5164CFD89624ECBF8C8F2F1"><enum>(iv)</enum><text>to use innovation to resolve local and regional transportation challenges faced by rural communities and regions;</text></clause> <clause commented="no" id="idD473174909E64764AC544C36D64C0F16"><enum>(v)</enum><text>to promote and improve planning and coordination among rural communities and regions to maximize the unique competitive advantage in those locations while avoiding duplicative Federal, State and local investments; and</text></clause>
<clause commented="no" id="id91C7726529EA468BB16BF52C2339CA13"><enum>(vi)</enum><text>to ensure that all rural communities and regions lacking resources receive proactive outreach, education, and technical assistance to improve access to Federal transportation programs.</text></clause></subparagraph></paragraph> <paragraph commented="no" id="id123D798757354A3893F2E6DE9EEC96E5"><enum>(4)</enum><header>Duties of the Director</header><text>The Director shall—</text>
<subparagraph commented="no" id="id386C2B87716548069B8D50F5FF02A47F"><enum>(A)</enum><text>be responsible for engaging in activities to carry out the mission described in paragraph (3);</text></subparagraph> <subparagraph commented="no" id="idF94145660F9049D5A96FDA74F11D00A8"><enum>(B)</enum><text>organize, guide, and lead activities within the Department to address disparities in rural transportation infrastructure to improve safety, economic development, and quality of life in rural communities and regions; </text></subparagraph>
<subparagraph commented="no" id="idD3968990DB2B4E83B99682A324BD241B"><enum>(C)</enum><text>provide information and outreach to rural communities and regions concerning the availability and eligibility requirements of participating in programs of the Department;</text></subparagraph> <subparagraph commented="no" id="id8F8A1749011A459D8BF123C6C55A04C1"><enum>(D)</enum><text>help rural communities and regions—</text>
<clause commented="no" id="id93AD6B3874BE4B4B81E1A19538105E72"><enum>(i)</enum><text>identify competitive economic advantages and transportation investments that ensure continued economic growth; and</text></clause> <clause commented="no" id="id01C32958753247B9B0565D7521EB149E"><enum>(ii)</enum><text>avoid duplicative transportation investments;</text></clause></subparagraph>
<subparagraph commented="no" id="id7BAA7C62DDC14B069B5AC27FBD10ED42"><enum>(E)</enum><text>serve as a resource for assisting rural communities and regions with respect to Federal transportation programs;</text></subparagraph> <subparagraph id="id6ca361ee9a7441b993ea1550eda165f9"><enum>(F)</enum><text>identify—</text>
<clause id="idA7CAF051DF844F24A132952364D73201"><enum>(i)</enum><text>Federal statutes, regulations, and polices that may impede the Department from supporting effective rural infrastructure projects that address national transportation goals; and </text></clause> <clause id="idAC46420D0B55469994EDA5E29388FAEE"><enum>(ii)</enum><text>potential measures to solve or mitigate those issues;</text></clause></subparagraph>
<subparagraph id="idf4820513fccd4673bbf8cbe1fa52ff52"><enum>(G)</enum><text>identify improved, simplified, and streamlined internal processes to help limited-resource rural communities and regions access transportation investments;</text></subparagraph> <subparagraph id="ide10cb705362340fca4c627d93fad3733"><enum>(H)</enum><text>recommend changes and initiatives for the Secretary to consider;</text></subparagraph>
<subparagraph commented="no" id="id33ED60C2DDD64D678F3986F024BB78F7"><enum>(I)</enum><text>ensure and coordinate a routine rural consultation on the development of policies, programs, and activities of the Department;</text></subparagraph> <subparagraph commented="no" id="id6E7812DD3EB641EF8E3B69645EA4C1B9"><enum>(J)</enum><text>serve as an advocate within the Department on behalf of rural communities and regions; and</text></subparagraph>
<subparagraph commented="no" id="id7107D38EC3D7417F90280FC520D67D1A"><enum>(K)</enum><text>work in coordination with the Department of Agriculture, the Department of Health and Human Services, the Department of Commerce, the Federal Communications Commission, and other Federal agencies, as the Secretary determines to be appropriate, in carrying out the duties described in subparagraphs (A) through (J).</text></subparagraph></paragraph> <paragraph commented="no" id="id0326474F69D34899AE32829F828A3C29"><enum>(5)</enum><header>Contracts and agreements</header><text>For the purpose of carrying out the mission of the Office under paragraph (3), the Secretary may enter into contracts, cooperative agreements, and other agreements as necessary, including with research centers, institutions of higher education, States, units of local government, nonprofit organizations, or a combination of any of those entities—</text>
<subparagraph commented="no" id="idFC7445DBCFBA4D2598124A7D239F0A69"><enum>(A)</enum><text>to conduct research on transportation investments that promote rural economic development;</text></subparagraph> <subparagraph commented="no" id="idC5FFC035A06B48F593E9F52A5CEC5F32"><enum>(B)</enum><text>to solicit information in the development of policy, programs, and activities of the Department that can improve infrastructure investment and economic development in rural communities and regions;</text></subparagraph>
<subparagraph commented="no" id="id76909E34A90145E5913853BDD6E9808D"><enum>(C)</enum><text>to develop educational and outreach materials, including the conduct of workshops, courses, and certified training for rural communities and regions that can further the mission and goals of the Office and the Department; and</text></subparagraph> <subparagraph commented="no" id="idB2CC78F09B6643A1A9C38640109B6BDB"><enum>(D)</enum><text>to carry out any other activities, as determined by the Secretary to be appropriate.</text></subparagraph></paragraph>
<paragraph commented="no" id="idC1E46D7125384B5F9EF9DB59528C9BD0"><enum>(6)</enum><header>Grants</header>
<subparagraph commented="no" id="id2C8C15BC3989490BA2A66AE370A74F53"><enum>(A)</enum><header>In general</header><text>The Director may award competitive grants to an entity described in subparagraph (B) to support expanded education, outreach, and technical assistance to rural communities and regions.</text></subparagraph> <subparagraph commented="no" id="idD96A10D8EEFC40A49D00C11D98178616"><enum>(B)</enum><header>Entity described</header><text>An entity referred to in subparagraph (A) is a nonprofit organization or an institution of higher education that has not less than 3 years of experience providing meaningful transportation technical assistance or advocacy services to rural communities and regions.</text></subparagraph></paragraph>
<paragraph commented="no" id="idC0A94F5AE07248E0B2A07B4C8EA712BE"><enum>(7)</enum><header>Employees</header><text>The Secretary shall ensure that not more than 4 full-time equivalent employees are assigned to the Office.</text></paragraph> <paragraph id="id66234f401e394bd3af2ebf5e886ca984"><enum>(8)</enum><header>Coordination within and among other offices and agencies of the Department</header> <subparagraph id="id7C613D4E18A64EC98BBDD12C3BC5C963"><enum>(A)</enum><header>In general</header><text>The Secretary shall designate not fewer than 1 representative from each office or agency of the Department described in subparagraph (B) who shall be responsible for leading the efforts within that office or agency to further the goals and objectives described in subparagraph (B) of paragraph (3).</text></subparagraph>
<subparagraph id="id5438B0106A2F4F8291970CD50EB04EAD"><enum>(B)</enum><header>Offices and agencies described</header><text>The offices and agencies of the Department referred to in subparagraph (A) are each of the following:</text> <clause id="idd18d08e168504b37a00ae6735b69d7f8"><enum>(i)</enum><text>The Office of the Under Secretary of Transportation for Policy.</text></clause>
<clause id="id82a4786f4f1f49da8be27fc5e9ce1ac3"><enum>(ii)</enum><text>The Office of the General Counsel.</text></clause> <clause id="id1FFAF313C2F649CE90F4E75A109C7326"><enum>(iii)</enum><text>The Office of the Chief Financial Officer and Assistant Secretary for Budget and Programs.</text></clause>
<clause id="id2fb955075de343a69db75ce8882baad1"><enum>(iv)</enum><text>The Federal Aviation Administration.</text></clause> <clause id="id89232d4aa1fa42448da73da92fb0e97a"><enum>(v)</enum><text>The Federal Highway Administration.</text></clause>
<clause id="id6919bb361bb74ad4b2e22bbc958c284e"><enum>(vi)</enum><text>The Federal Railroad Administration.</text></clause> <clause id="idd94a7e8ea0934dbfa4bf99476ae57605"><enum>(vii)</enum><text>The Federal Transit Administration.</text></clause>
<clause id="id9114719c1b6547a9aeda7e5dcaa1b8b2"><enum>(viii)</enum><text>The Office of the Assistant Secretary for Governmental Affairs.</text></clause> <clause id="id8487c0dc946148ea98b00b3c11ac3340"><enum>(ix)</enum><text>The Office of Public Affairs.</text></clause>
<clause id="id1aac0093d65f4f8c8b7917b2a54c9d4c"><enum>(x)</enum><text>Any other office or agency of the Department that the Secretary determines to be appropriate.</text></clause></subparagraph> <subparagraph id="id7ea2f21fe0cf495dbdbe221cd59daa09"><enum>(C)</enum><header>Duties</header><text>The Chief Infrastructure Funding Officer of the Department and the representatives designated under subparagraph (A)—</text>
<clause id="id518930AAA0AD4658B33D762E0F2E2311"><enum>(i)</enum><text>shall—</text> <subclause id="id7BA2270D7A4A4665B1D9B926CB35AF36"><enum>(I)</enum><text>meet bimonthly; and</text></subclause>
<subclause id="id51768fa2de9b42cd8cb883a83a5c5864"><enum>(II)</enum><text>recommend initiatives to the Office; and</text></subclause></clause> <clause id="id4ba75325b1f04f8bac68df682256be01"><enum>(ii)</enum><text>may participate in all meetings and relevant activities of the Office to provide input and guidance relevant to rural transportation infrastructure projects and issues.</text></clause></subparagraph></paragraph>
<paragraph id="id39fb319a69d24c9a900c0a90d2b08718"><enum>(9)</enum><header>Additional input</header>
<subparagraph id="idA608C311FC234BD4BA92E6EFA84B2B0B"><enum>(A)</enum><header>In general</header><text>The Secretary shall seek input from the offices and agencies of the Department described in subparagraph (B) to further the goals and objectives described in subparagraph (B) of paragraph (3).</text></subparagraph> <subparagraph id="id541BB6A40EAD47B3AC4656DA407D12EB"><enum>(B)</enum><header>Offices and agencies described</header><text>The offices and agencies of the Department referred to in subparagraph (A) are each of the following:</text>
<clause id="idbed502c4d82545eba26c11201aeb8da7"><enum>(i)</enum><text>The Maritime Administration.</text></clause> <clause id="id47cdc568f2744f1d8e5cff083e2e48e7"><enum>(ii)</enum><text>The Saint Lawrence Seaway Development Corporation.</text></clause>
<clause id="idf58a2f96eb5b4b6cb62aa4bbf4d50579"><enum>(iii)</enum><text>The National Highway Traffic Safety Administration.</text></clause></subparagraph></paragraph> <paragraph id="idff86db59cf074bacb4caf97e49c81245"><enum>(10)</enum><header>Report</header><text>Each year, the Office shall submit to the Secretary a report describing—</text>
<subparagraph id="idE304B4A050424946A0DFE7AE4E569FFF"><enum>(A)</enum><text>the objectives of the Office for the coming year; and </text></subparagraph> <subparagraph id="idD42BFDEC17A14E38A4C5D7C87F4B013B"><enum>(B)</enum><text>how the objectives of the Office were accomplished in the previous year.</text></subparagraph></paragraph>
<paragraph commented="no" id="idF4666DDFE13943BC9ADA7B91F0817D2A"><enum>(11)</enum><header>Applicability</header><text>In carrying out the mission of the Office under paragraph (3), the Secretary shall consider as rural any area considered to be a rural area under a Federal transportation program of the Department.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph> <paragraph commented="no" id="id547119D978A94439AE091876C79C4B51"><enum>(2)</enum><header>Council on Credit and Finance</header><text>Section 117(b)(1) of title 49, United States Code, is amended by adding at the end the following:</text>

<subparagraph commented="no" id="id236600917E904841B6D951D373B2AB93"><enum>(I)</enum><text>The Director for Rural Investment.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> <subsection commented="no" id="id823ACC5C0A644594B3B7AA0045D4CCB1"><enum>(b)</enum><header>Rural transportation advisory council</header> <paragraph id="idA7967249EAA74D2FA0A0840D709D52A6"><enum>(1)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this subsection:</text>
<subparagraph id="id791930ACB8CE4ECEA9F1BD4ADAE0E86C"><enum>(A)</enum><header>Advisory council</header><text>The term <term>advisory council</term> means the rural transportation advisory council established under paragraph (2).</text></subparagraph> <subparagraph id="id66401AC521CA4E0F89034BD7659A06E8"><enum>(B)</enum><header>Relevant committees of Congress</header><text>The term <term>relevant committees of Congress</term> means—</text>
<clause id="idD70CC55CFD1F4432940F00B998BEEF12"><enum>(i)</enum><text>the Committee on Transportation and Infrastructure of the House of Representatives;</text></clause> <clause id="idE04DF36B796641579E2A4C13ACDBEF9C"><enum>(ii)</enum><text>the Committee on Energy and Commerce of the House of Representatives;</text></clause>
<clause id="idFBA919F5C4B3405FBC2245F4C18CC162"><enum>(iii)</enum><text>the Committee on Environment and Public Works of the Senate;</text></clause> <clause id="idA2DE27245F594C8BB019F1FA468DC3A7"><enum>(iv)</enum><text>the Committee on Commerce, Science, and Transportation of the Senate;</text></clause>
<clause id="id1B404238C1CF483EBEAE014875D8F5A0"><enum>(v)</enum><text>the Committee on Banking, Housing, and Urban Affairs of the Senate;</text></clause> <clause commented="no" id="idE8593C3EDD5D4C34964606F819BC396E"><enum>(vi)</enum><text>the Subcommittee on Transportation, and Housing and Urban Development, and Related Agencies of the Committee on Appropriations of the House of Representatives; and</text></clause>
<clause commented="no" id="id649E8B3AADFF43E392F9BEC2729BD0F5"><enum>(vii)</enum><text>the Subcommittee on Transportation, Housing and Urban Development, and Related Agencies of the Committee on Appropriations of the Senate.</text></clause></subparagraph> <subparagraph id="id928769EB98074974BE4594A11F9EB730" commented="no" display-inline="no-display-inline"><enum>(C)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Transportation.</text></subparagraph></paragraph>
<paragraph commented="no" id="id0C4CB4764748492691CA389EEEDA6A96"><enum>(2)</enum><header>Establishment</header><text>The Secretary shall establish a rural transportation advisory council to consult with and advise the Office of Rural Investment.</text></paragraph> <paragraph commented="no" id="id8C72F6470007433A91703E2DFA8ACA95"><enum>(3)</enum><header>Membership</header> <subparagraph commented="no" id="idD4938A55E19343CDAA1C78699738AF55"><enum>(A)</enum><header>In general</header><text>The advisory council shall be composed of 15 members, appointed by the Secretary, of whom—</text>
<clause commented="no" id="idE82360FDFCFA499F9D44FB33B0D403A5"><enum>(i)</enum><text>not fewer than 1 shall be a representative from an institution of higher education or extension program;</text></clause> <clause commented="no" id="id3A3796265F5C40B8B125B1253F838B40"><enum>(ii)</enum><text>not fewer than 1 shall be a representative from an organization promoting business and economic development, such as a chamber of commerce, a local government institution, or a planning organization;</text></clause>
<clause commented="no" id="idBA3A80CE15BD40E5BCDF326B630ADB21"><enum>(iii)</enum><text>not fewer than 1 shall be a representative from a financing entity;</text></clause> <clause commented="no" id="id0C67BD028AD640349C492546B895DCE5"><enum>(iv)</enum><text>not fewer than 1 shall have experience in health, mobility, or emergency services;</text></clause>
<clause commented="no" id="idDB37A5839373441DBA787F53F20D532A"><enum>(v)</enum><text>not fewer than 1 shall have experience in transportation safety;</text></clause> <clause commented="no" id="id0BC72451796440849C79F731B468E2AE"><enum>(vi)</enum><text>not fewer than 1 shall have experience with workforce access;</text></clause>
<clause commented="no" id="id99AD1025C8C7443F998EBF9AB21B2336"><enum>(vii)</enum><text>not fewer than 1 shall have experience with tourism and recreational activities;</text></clause> <clause commented="no" id="id5BEF8E8A1C5D49A881564BA48C08239B"><enum>(viii)</enum><text>not fewer than 1 shall have—</text>
<subclause commented="no" id="id72AE0AEC31A649A2A49568F76B8E7EAD"><enum>(I)</enum><text>experience with rural supply chains, such as direct-to-consumer supply chains; and</text></subclause> <subclause commented="no" id="idC2FD93EC6C724DAABAC1336FF59917E4"><enum>(II)</enum><text>wholesale distribution experience;</text></subclause></clause>
<clause commented="no" id="id3318A29791FB4D1EB8FC9EC4B3BD24CF"><enum>(ix)</enum><text>not fewer than 1 shall have experience in emerging or innovative technologies relating to rural transportation networks;</text></clause> <clause commented="no" id="id3E6356135E554D3A8A5F9DFB2C1C7AD9"><enum>(x)</enum><text>not fewer than 1 shall have experience in food, nutrition, and grocery access;</text></clause>
<clause commented="no" id="id43B02182CF124A83BA690DD50E9671BC"><enum>(xi)</enum><text>not fewer than 1 shall represent agriculture, nutrition, or forestry; and</text></clause> <clause commented="no" id="id134188A56E3D41F2AD4CACE9E8AAFD33"><enum>(xii)</enum><text>not fewer than 1 shall have experience with historically underserved regions, as determined by the Secretary.</text></clause></subparagraph>
<subparagraph commented="no" id="idDF477273B46649838574AE61A6B835E1"><enum>(B)</enum><header>Requirement</header><text>The Secretary shall appoint members to the advisory council in a manner that ensures, to the maximum extent practicable, that the geographic and economic diversity of rural communities and regions of the United States are represented.</text></subparagraph> <subparagraph commented="no" id="idD747138067D04AEE83D94E6EC4C50206"><enum>(C)</enum><header>Timing of initial appointments</header><text>Not later than 180 days after the date of enactment of this Act, the Secretary shall appoint the initial members of the advisory council.</text></subparagraph>
<subparagraph commented="no" id="id72F04100BCD14BCBA8FFABFFF9AA77E0"><enum>(D)</enum><header>Period of appointments</header>
<clause commented="no" id="idDFCA701232FF484E91B9EFE162EE686D"><enum>(i)</enum><header>In general</header><text>Except as provided in clause (ii), a member of the advisory council shall be appointed for a term of 3 years.</text></clause> <clause commented="no" id="idA1B6B0AB492F47A6B935069EF6AA580C"><enum>(ii)</enum><header>Initial appointments</header><text>Of the members first appointed to the advisory council—</text>
<subclause commented="no" id="idF1BC61B3F67B4DA8A617CAFE432C2EFB"><enum>(I)</enum><text>5, as determined by the Secretary, shall be appointed for a term of 3 years;</text></subclause> <subclause commented="no" id="id9F34FA268E464974B274941DDBD6F36A"><enum>(II)</enum><text>5, as determined by the Secretary, shall be appointed for a term of 2 years; and</text></subclause>
<subclause commented="no" id="idEC8F58C43F964072BC3CF377077B497F"><enum>(III)</enum><text>5, as determined by the Secretary, shall be appointed for a term of 1 year.</text></subclause></clause></subparagraph> <subparagraph commented="no" id="id700CB0B511F64C76ACA016FD361EE6D7"><enum>(E)</enum><header>Vacancies</header><text>Any vacancy on the advisory council—</text>
<clause commented="no" id="id82CB208388EF4FEE8CAB9298BA473925"><enum>(i)</enum><text>shall not affect the power of the advisory council; and</text></clause> <clause commented="no" id="id5C6293F9877E45C9B6E05647E9A818DB"><enum>(ii)</enum><text>shall be filled as soon as practicable and in the same manner as the original appointment.</text></clause></subparagraph>
<subparagraph commented="no" id="id701859A97F1D47FB89C27F3C5A7F07BA"><enum>(F)</enum><header>Consecutive terms</header><text>An appointee to the advisory council may serve 1 additional, consecutive term if the member is reappointed by the Secretary.</text></subparagraph></paragraph> <paragraph commented="no" id="id9B30C10013F94C96A84C8330A44DE131"><enum>(4)</enum><header>Meetings</header> <subparagraph commented="no" id="idE3078599CA22438A8C4346D164F6C4D9"><enum>(A)</enum><header>In general</header><text>The advisory council shall meet not less than twice per year, as determined by the Secretary.</text></subparagraph>
<subparagraph commented="no" id="id7AF1E7CD861B442198741BBE5D424776"><enum>(B)</enum><header>Initial meeting</header><text>Not later than 180 days after the date on which the initial members of the advisory council are appointed under paragraph (3)(C), the advisory council shall hold the first meeting of the advisory council.</text></subparagraph></paragraph> <paragraph commented="no" id="idAD51AE5268024B11AD0C4FE798347760"><enum>(5)</enum><header>Duties</header> <subparagraph commented="no" id="idCF1DF4C6EC6646ACB4F45ABC51F0F0CF"><enum>(A)</enum><header>In general</header><text>The advisory council shall—</text>
<clause commented="no" id="id068447A9326C49B983CE1A6C5541C53A"><enum>(i)</enum><text>advise the Office of Rural Investment on issues related to rural needs relating to Federal transportation programs;</text></clause> <clause commented="no" id="id4C077B9F031643A5A35A8A81CAE576F0"><enum>(ii)</enum><text>evaluate and review ongoing research activities relating to rural transportation networks, including new and emerging barriers to economic development and access to investments;</text></clause>
<clause commented="no" id="idF23A19F4A35C4F588DCA1F87FEAD77AA"><enum>(iii)</enum><text>develop recommendations for any changes to Federal law, regulations, internal Department of Transportation policies or guidance, or other measures that would eliminate barriers for rural access or improve rural equity in transportation investments;</text></clause> <clause commented="no" id="id4DABC0C63EC74561AC873E2919F7D305"><enum>(iv)</enum><text>examine methods of maximizing the number of opportunities for assistance for rural communities and regions under Federal transportation programs, including expanded outreach and technical assistance;</text></clause>
<clause commented="no" id="id95EB04B5657643C69EF7DFBE3226DEE3"><enum>(v)</enum><text>examine methods of encouraging intergovernmental and local resource cooperation to mitigate duplicative investments in key rural communities and regions and improve the efficiencies in the delivery of Federal transportation programs;</text></clause> <clause commented="no" id="id53D1C4E9157F4414AB2907E294197A90"><enum>(vi)</enum><text>evaluate other methods of creating new opportunities for rural communities and regions; and</text></clause>
<clause commented="no" id="id21BB6A104C81440780F5E0007E525C58"><enum>(vii)</enum><text>address any other relevant issues as the Secretary determines to be appropriate.</text></clause></subparagraph> <subparagraph id="id0305a96e1c8e4e15910380c8eebebe49"><enum>(B)</enum><header>Reports</header><text>Not later than 1 year after the date on which the initial members of the advisory council are appointed under paragraph (3)(C), and every 2 years thereafter through 2026, the advisory council shall submit to the Secretary and the relevant committees of Congress a report describing the recommendations developed under subparagraph (A)(iii).</text></subparagraph></paragraph>
<paragraph id="id799dda7ed9664b9a9de63abcbc1b72dd"><enum>(6)</enum><header>Personnel matters</header>
<subparagraph id="id7ce55217632e44e5bd1bcdb48476865d"><enum>(A)</enum><header>Compensation</header><text>A member of the advisory council shall serve without compensation.</text></subparagraph> <subparagraph id="idbe90d9d532cf403e848c5a01c4ca4457"><enum>(B)</enum><header>Travel expenses</header><text>A member of the advisory council shall be allowed travel expenses, including per diem in lieu of subsistence, in accordance with section 5703 of title 5, United States Code.</text></subparagraph></paragraph>
<paragraph id="id8fe8718985e34754a20ec696cb5c4626"><enum>(7)</enum><header>Termination</header>
<subparagraph id="id8047050cb2b440f5a8afaa6ac8f1b373"><enum>(A)</enum><header>In general</header><text>Subject to subparagraph (B), the advisory council shall terminate on the date that is 5 years after the date on which the initial members are appointed under paragraph (3)(C).</text></subparagraph> <subparagraph id="ida61d795dddf449e0b938997bf39e8177"><enum>(B)</enum><header>Extension</header><text>Before the date on which the advisory council terminates, the Secretary may renew the advisory council for 1 or more 2-year periods.</text></subparagraph></paragraph></subsection>
<subsection id="idd3dc03c368bd40aea93be228a0103909"><enum>(c)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out this section and the amendments made by this section $7,000,000 for each of fiscal years 2022 through 2026.</text></subsection></section> </legis-body> </bill>
