which was read twice and referred to the <committee-name committee-id="SSFI00">Committee on Finance</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To repeal the debt ceiling, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="HCE6918636F52475CBF1828A30E538959"><section section-type="section-one" id="H15C8189749DF4678923520DA960176D3"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>End the Threat of Default Act</short-title></quote>.</text></section><section section-type="subsequent-section" id="H4D3A599F86634CB0B9D85A52E4E4774E"><enum>2.</enum><header>Repeal of debt ceiling</header><subsection id="HF99189FBE4714FF9B31A4F71D236C38C"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 3101 of title 31, United States Code, is repealed.</text></subsection><subsection id="H09E60CB0B662491395DAC1C71BD793CC"><enum>(b)</enum><header>Technical and conforming amendments</header><paragraph id="HFABD5BEA2B9E4CCDAF6DBE5193A5F131"><enum>(1)</enum><text>Section 301(b)(5) of the Congressional Budget Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/632">2 U.S.C. 632(b)(5)</external-xref>) is amended by striking <quote>debt subject to limit (in section 3101 of title 31 of the United States Code)</quote> and inserting <quote>face value of obligations issued under <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/31/31">chapter 31</external-xref> of title 31, United States Code, and the face amount of obligations whose principal and interest are guaranteed by the United States Government (except guaranteed obligations held by the Secretary of the Treasury)</quote>.</text></paragraph><paragraph id="HCDCE27C8600449B4ADF7465F344BCBEF"><enum>(2)</enum><text>Section 8348 of title 5, United States Code, is amended by striking subsections (j), (k), and (l).</text></paragraph><paragraph id="H659B724D538E42CEA4F8AC015902A97A"><enum>(3)</enum><text>Section 8438 of title 5, United States Code, is amended by striking subsections (g) and (h).</text></paragraph><paragraph id="HDD885A2FC1954060B224DE566726E6CA"><enum>(4)</enum><text>Section 14(d)(2) of the Federal Deposit Insurance Act (<external-xref legal-doc="usc" parsable-cite="usc/12/1824">12 U.S.C. 1824(d)(2)</external-xref>) is amended—</text><subparagraph id="H74B7358A5F81432A947222C4990AFC78"><enum>(A)</enum><text>by striking subparagraph (A); and</text></subparagraph><subparagraph id="H8B3E7BA066F2484FBDDBA5BC14121984"><enum>(B)</enum><text>by redesignating subparagraphs (B), (C), and (D) as subparagraphs (A), (B), and (C), respectively.</text></subparagraph></paragraph><paragraph id="HA19FA077DC384CCCA305F812468B98C6"><enum>(5)</enum><text>Section 3101A of title 31, United States Code, is repealed.</text></paragraph><paragraph id="H09542F61CEE2405594E0A92102159A2C"><enum>(6)</enum><text>Section 3130(e)(2) of title 31, United States Code, is amended by striking <quote>total amount of the obligations subject to the public debt limit established in section 3101 of this title</quote> and inserting <quote>face value of obligations issued under this chapter and the face amount of obligations whose principal and interest are guaranteed by the United States Government (except guaranteed obligations held by the Secretary of the Treasury)</quote>.</text></paragraph><paragraph id="H98E64308088C45AAB62B77AA00C4E631"><enum>(7)</enum><text>Section 1145(b) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1320b-15">42 U.S.C. 1320b–15(b)</external-xref>) is amended by striking <quote>any obligation subject to the public debt limit established under section 3101 of title 31, United States Code</quote> and inserting <quote>any obligation issued under <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/31/31">chapter 31</external-xref> of title 31, United States Code, and any obligation whose principal and interest are guaranteed by the United States Government (except guaranteed obligations held by the Secretary of the Treasury)</quote>.</text></paragraph><paragraph id="H8DC37648614C42F9BE20FBE6718592A0"><enum>(8)</enum><text>The table of sections for <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/31/31">chapter 31</external-xref> of title 31, United States Code, is amended by striking the items relating to sections 3101 and 3101A.</text></paragraph></subsection><subsection id="H010DDB9355D44993919682F65C887F8B"><enum>(c)</enum><header>Savings provisions</header><paragraph id="H86726AA76E2D499790039797CC95AF38"><enum>(1)</enum><header>Civil service retirement and disability fund</header><text>Notwithstanding the amendments made by subsection (b), paragraphs (2), (3), and (4) of subsection (j) and subsection (l)(1) of section 8348 of title 5, United States Code, as in effect on the day before the date of enactment of this Act, shall apply to any debt issuance suspension period (as defined under section 8348(j)(5) of such title) that is in effect on the date of enactment of this Act.</text></paragraph><paragraph id="H250A5D83788B471A8A8FBBCE779E56D1"><enum>(2)</enum><header>Thrift savings fund</header><text>Notwithstanding the amendments made by subsection (b), paragraphs (2), (3), and (4) of subsection (g) and subsection (h)(1) of section 8438 of title 5, United States Code, as in effect on the day before the date of enactment of this Act, shall apply to any debt issuance suspension period (as defined under section 8438(g)(6) of such title) that is in effect on the date of enactment of this Act.</text></paragraph></subsection></section></legis-body></bill>
