which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To provide additional funding for school-based health centers, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Hallways to Health Care Act</short-title></quote>.</text></section><section id="id195E405B4AF54FA99F47AF24B7BAA4EA"><enum>2.</enum><header>Funding for school-based health centers</header><subsection id="idACBFEBCDB0DC48F08751738917563C15"><enum>(a)</enum><header>In general</header><text>Section 399Z–1 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280h-5">42 U.S.C. 280h–5</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id4A924675F4E1470B9B23569040DB1F4B"><subsection id="id1754698A647E4B6F95ED78F79F4D8D8C"><enum>(n)</enum><header>Additional funding</header><text>For purposes of carrying out this section, in addition to amounts otherwise made available for such purposes, there are appropriated, out of amounts in the Treasury not otherwise appropriated, $100,000,000 for fiscal year 2022.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="id296E4167DDE04C5596A97EB1D99B01FD"><enum>(b)</enum><header>Expanded health care services</header><text>Section 399Z–1(l) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280h-5">42 U.S.C. 280h–5(l)</external-xref>) is amended—</text><paragraph id="id5803585E7B2545A192FFD09CA6E9429D"><enum>(1)</enum><text>by striking <quote>For purposes of</quote> and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id741452FFD1C44F828E0A6F7888E5EE93"><paragraph id="id24D6A9D00E934CCA9159590F4D8A71BA"><enum>(1)</enum><header>In general</header><text>For purposes of</text></paragraph><after-quoted-block>; </after-quoted-block></quoted-block></paragraph><paragraph id="id444F4D415E144FD4841D0223F30CE421"><enum>(2)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idAF611116A5784FEABD50B95AE447599A"><paragraph id="idB8C2E6EDDCD2498EA17410873E32E1A8"><enum>(2)</enum><header>Expanded health services</header><text>In addition to amounts made available under paragraph (1), for purposes of supporting entities receiving grants under this section in offering new, expanded behavioral health care services in a SBHC, there are authorized to be appropriated $25,000,000 for fiscal year 2022.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="id0CA104DED1B14FEB9C99DCE299A683B5"><enum>(3)</enum><text>by redesignating such subsection as subsection (m).</text></paragraph></subsection><subsection id="id8F7EF37367CD4B10A94F67667982816C"><enum>(c)</enum><header>Grants for the establishment of school-Based health centers</header><text>Section 4101(a)(5) of the Patient Protection and Affordable Care Act (<external-xref legal-doc="public-law" parsable-cite="pl/111/148">Public Law 111–148</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/42/280h-4">42 U.S.C. 280h–4</external-xref> note) is amended by striking <quote>for each of fiscal years 2010 through 2013, $50,000,000</quote> and inserting <quote>for fiscal year 2022, $100,000,000</quote>. </text></subsection><subsection id="id1C46DC2C5AFD483E8D93272093386153"><enum>(d)</enum><header>Community health center funding</header><text>Section 330 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254b">42 U.S.C. 254b</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id9B6455513C8F468BB7A14788B2629BB9"><subsection id="id1B03597A4A8F4F7BA7A15A34D4CE7AEE"><enum>(s)</enum><header>Additional funding</header><text>In addition to amounts otherwise made available to carry out this section, there are appropriated, out of amounts in the Treasury not otherwise appropriated $125,000,000 for fiscal year 2022, of which $25,000,000 shall be allocated to supporting entities receiving grants under this section in offering new, expanded behavioral health care services.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section><section id="id3AD074A3BB7E4B8F963DE8758AF63706"><enum>3.</enum><header>Demonstration programs to establish and expand the provision of tele-health services at school-based health centers</header><text display-inline="no-display-inline">Title XXI of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1397aa">42 U.S.C. 1397aa</external-xref> et seq.), is amended by adding at the end the following new section:</text><quoted-block id="id872080520795432A935D5165534EF51D" display-inline="no-display-inline" style="OLC"><section id="ide3a1ed1c2a8346ce98e435b8d1bbead5"><enum>2114.</enum><header>Demonstration program to establish and expand the provision of tele-health services at school-based health centers</header><subsection id="id6f035456ebf54d5680e75285b4d27699"><enum>(a)</enum><header>Establishment</header><text>Not later than 18 months after the date of enactment of this section, the Secretary shall publish criteria for the establishment of a demonstration program to provide new tele-health services, or to expand existing tele-health service programs, located at school-based health centers. A school-based health center's receipt of funds under the demonstration program under this section shall not preclude the school-based health center from being reimbursed by public or private health insurance programs according to State law and regulation for items and services furnished by or through the center.</text></subsection><subsection id="id91a92afe3fd042279a0eae67f06f5193" commented="no" display-inline="no-display-inline"><enum>(b)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated such sums as may be necessary to carry out this section. Funds appropriated under the preceding sentence shall remain available until expended.</text></subsection></section><after-quoted-block>. </after-quoted-block></quoted-block></section><section id="id2790CDB9233F4320B899E6914E433702"><enum>4.</enum><header>Technical assistance grants</header><text display-inline="no-display-inline">Section 399Z–1 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280h-5">42 U.S.C. 280h–5</external-xref>) is amended by inserting after subsection (k) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id889d65955c114615870f02f843c39ae7"><subsection id="id9f710a6657234ea6984dde2fd63231bd"><enum>(l)</enum><header>Technical assistance</header><text>The Secretary, acting directly or through awarding grants or contracts to private, nonprofit entities, shall establish or support existing State school-based health center resource centers that—</text><paragraph id="id025281cd58304d2388b0cc6c2b009829"><enum>(1)</enum><text>provide advocacy, training, and technical assistance to school-based health centers, including maximizing Federal and State resources;</text></paragraph><paragraph id="ide06bcb01681541fca2bc1340ebd0d971"><enum>(2)</enum><text>support the development of school-based health centers; and</text></paragraph><paragraph id="id94c6d83b768b4088ba72da9be43dc323"><enum>(3)</enum><text>enhance the operations and performance of school-based health centers.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
