Education Act of 1965 to include teacher preparation for computer science in elementary and secondary education.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="HC14DF14884924769BC211D50DBCD18CF"><section section-type="section-one" id="H229E2A77C42D48EDA4D693061F02C4C2"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Teacher Education for Computer Science Act</short-title></quote> or the <quote><short-title>Teach CS Act</short-title></quote>.</text></section><section id="H646E81DE35754A03BC2C58D42EB9D9B6"><enum>2.</enum><header>Teacher quality enhancement</header><subsection id="H172F1EDE6D124AB9814A1C7666BCB9B1"><enum>(a)</enum><header>Partnership grants</header><text display-inline="yes-display-inline">Section 202(d)(5) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1022a">20 U.S.C. 1022a</external-xref>) is amended—</text><paragraph id="HAE280560BBED409EBDBB22553382EA20"><enum>(1)</enum><text>in subparagraph (B), by inserting <quote>computer science,</quote> after <quote>science,</quote>; and</text></paragraph><paragraph id="H268417D6A394405A9C1719B1494E2E07"><enum>(2)</enum><text display-inline="yes-display-inline">in subparagraph (C), by inserting <quote>(including computer science, computer engineering, data science, information technology, and cybersecurity professionals)</quote> after <quote>occupations</quote>.</text></paragraph></subsection><subsection id="H754B1451D7F24A309D5131D5E7A891C3"><enum>(b)</enum><header>Accountability and evaluation</header><text display-inline="yes-display-inline">Section 204(a)(4) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1022c">20 U.S.C. 1022c(a)(4)</external-xref>) is amended—</text><paragraph id="HEF93332EC984483093D9EC6095B407DB"><enum>(1)</enum><text>in subparagraph (C), by inserting <quote>computer science,</quote> after <quote>science,</quote>; and</text></paragraph><paragraph id="HFF358E312ED146469934ED8305A0EEA5"><enum>(2)</enum><text>in subparagraph (G)—</text><subparagraph id="H31E3848D4336493E8CF7F555A74F774A"><enum>(A)</enum><text>in clause (i), by inserting <quote>(including computational thinking)</quote> after <quote>technology</quote>; and</text></subparagraph><subparagraph id="HC333D1865C15464F829CABC6B86710F4"><enum>(B)</enum><text display-inline="yes-display-inline">in clause (ii), by inserting <quote>(including computational thinking)</quote> after <quote>technology</quote>.</text></subparagraph></paragraph></subsection><subsection id="H689E1AB5417D4EF795159DDA6CF1ACD6"><enum>(c)</enum><header>Teacher development</header><text display-inline="yes-display-inline">Section 206(a) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1022e">20 U.S.C. 1022e(a)</external-xref>) is amended by inserting <quote>computer science,</quote> after <quote>science,</quote>.</text></subsection></section><section id="HBB07FEBEFC50419390D25E2085191BFC"><enum>3.</enum><header>Enhancing teacher education</header><text display-inline="no-display-inline">Section 232(c) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1032a">20 U.S.C. 1032a(c)</external-xref>) is amended—</text><paragraph id="H79BD40F071824093BA30E845EAD16265"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (2), by inserting <quote>(including computer science)</quote> after <quote>technology</quote>; and</text></paragraph><paragraph id="H156AB996DDA544CFA2F9B2964F284068"><enum>(2)</enum><text display-inline="yes-display-inline">in paragraph (3)(B), by inserting <quote>(including computer science)</quote> after <quote>technology</quote>.</text></paragraph></section><section id="H879847205BD5483B92A04CDCEDFE45C3"><enum>4.</enum><header>Teacher Education Programs for Computer Science Education</header><text display-inline="no-display-inline">Part B of title II of the Higher Education Act of 1965 is amended (<external-xref legal-doc="usc" parsable-cite="usc/20/1021">20 U.S.C. 1021</external-xref> et seq.) by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H13F19DA734A34F8F9DF068E96E2949D9"><subpart id="idB2EC5E1E5A5540E294E9B5EDDDD63FDE" style="OLC"><enum>6</enum><header>Teacher Education Programs for Computer Science Education</header><section id="HB4C73324C3EA478E86E376823049E112"><enum>259.</enum><header>Teacher Education Programs for Computer Science Education</header><subsection id="H94499D93F1754322A06D384843F4EA1B"><enum>(a)</enum><header>Program authorized</header><text display-inline="yes-display-inline">From the amounts appropriated to carry out this section, the Secretary may award competitive grants to eligible institutions to establish centers of excellence in teacher education programs for computer science, that may include computational thinking, computing, and computer engineering.</text></subsection><subsection id="H2709B77B28C64E69842522A8EB4BB01C"><enum>(b)</enum><header>Use of funds</header><text display-inline="yes-display-inline">A grant awarded to an eligible institution under this section—</text><paragraph id="HBD7F7A432BD9493BA41C42799D5BC5E1"><enum>(1)</enum><text>shall be used by such institution to ensure that current and future teachers meet the applicable State certification and licensure requirements in a field that will enable them to teach computer science in their State at the elementary and secondary school levels, by—</text><subparagraph id="H30292FF5FC2F40BE85F9A861737FAD3D"><enum>(A)</enum><text display-inline="yes-display-inline">creating teacher education programs that meet the requirements of section 200(6)(A)(iv) and offer, through hands-on and classroom teaching activities with in-service teachers—</text><clause id="HA8DD5018FF604E0E8BE36C6825A2AC78"><enum>(i)</enum><text display-inline="yes-display-inline">doctoral, master’s, or bachelor’s degrees in teaching computer science at the elementary school and secondary school levels; or</text></clause><clause commented="no" id="H897C7782D0D949C7BB7C9DC12C139A1A"><enum>(ii)</enum><text display-inline="yes-display-inline">teaching endorsements in computer science, in the case of a teacher with related State certification and licensure requirements or a student who is pursuing certification and licensure requirements in related fields, such as mathematics and science;</text></clause></subparagraph><subparagraph id="HCD59D15B0F7244A2AEDBF373E2298441"><enum>(B)</enum><text display-inline="yes-display-inline">ensuring that current and future teachers who graduate from such programs meet the applicable State certification and licensure requirements, including any requirements for certification obtained through alternative routes to certification, or, with regard to special education teachers, the qualifications described in section 612(a)(14)(C) of the Individuals with Disabilities Education Act;</text></subparagraph><subparagraph id="H5203FFFCB5FD4012985F1EBDAB917346"><enum>(C)</enum><text display-inline="yes-display-inline">recruiting individuals to enroll in such programs, including subject matter experts and professionals in fields related to computer science; and</text></subparagraph><subparagraph id="HF2A9F457ED4540268903F401ABFD341B"><enum>(D)</enum><text display-inline="yes-display-inline">awarding scholarships and fellowships based on financial need and to recruit traditionally underrepresented groups in computer science to help such students pay the cost of attendance (as defined in section 472); and</text></subparagraph></paragraph><paragraph id="H9EAB4CD095BD492492E316782084855A"><enum>(2)</enum><text>may be used by such institution to—</text><subparagraph id="HC587B79E986A4211ADEDCAAF7668EAC9"><enum>(A)</enum><text display-inline="yes-display-inline">hire and pay faculty salaries for the teacher education programs described in paragraph (1)(A);</text></subparagraph><subparagraph id="HB4F1BA9E1B8446EFA92B88633C10D10F"><enum>(B)</enum><text>conduct research in computer science education; and</text></subparagraph><subparagraph id="H223E132D07344777AAAEC69EE10A96C6"><enum>(C)</enum><text display-inline="yes-display-inline">carry out activities to encourage the Secretary to partner with other agencies, and prioritize funding for computer science education research to support teacher preparation.</text></subparagraph></paragraph></subsection><subsection commented="no" id="H565E4EBCE6AB480BB78BBF139D529486"><enum>(c)</enum><header>Duration</header><paragraph id="H0324170FA01E4817BD6CD0F15F109271"><enum>(1)</enum><header>In general</header><text>A grant under this section shall be awarded for 5 years, conditional upon a satisfactory report to the Secretary of progress with respect to the program carried out with the grant after the first 3-years of the grant period.</text></paragraph><paragraph id="H8584817F8356425D99E7BA78B9E88FC5"><enum>(2)</enum><header>Report of progress</header><text>Such report of progress on the program shall include data on the number of students and instructors enrolled, information on former graduates (including on how many earn teaching certification or licensure in a field that will enable them to teach computer science in their State at the secondary level, or be prepared to teach computer science at the elementary level), and data on any additional funding (other than Federal funds) received to carry out the program.</text></paragraph></subsection><subsection id="HF270BB09B9DB4556AFF443D1BE9077A3"><enum>(d)</enum><header>Application</header><paragraph id="idE26FA638BD9040DA99D173765F02B511"><enum>(1)</enum><header>In general</header><text>An eligible institution desiring a grant under this section shall submit an application to the Secretary, at such time in such manner, and containing such information as the Secretary may require, which shall include—</text><subparagraph id="HCAE98480CF7140D09FB394016B6D4784"><enum>(A)</enum><text display-inline="yes-display-inline">a demonstration of the need for teachers with the certification or licensure requirements that enable them to teach computer science at the elementary and secondary level in the geographic area or State in which the institution is located;</text></subparagraph><subparagraph id="H6E38408F8B004BFFBF1A447EF4E1B01F"><enum>(B)</enum><text display-inline="yes-display-inline">the plan to ensure the longevity of the program after the end of the grant; and</text></subparagraph><subparagraph id="H685D13AE09A044BE8FF2DADCD1673D31"><enum>(C)</enum><text display-inline="yes-display-inline">the plan to scale up the program (including the plan for the number of personnel to be hired, a description of their expected qualifications and titles, the number of fellowships and scholarships to be awarded, the estimated administrative expenses, proposed academic advising strategy, and organizing and outreach to maintain virtual community of computer science educators).</text></subparagraph></paragraph><paragraph id="id6F614237D6104C2B98F47D98B28DFA73"><enum>(2)</enum><header>Equitable distribution</header><text>The Secretary shall award grants under this section in a manner that ensures an equitable distribution of grants—</text><subparagraph id="idDAF9C3FED8B64D3D8085DB55B2BF37EE"><enum>(A)</enum><text>to rural and urban eligible institutions;</text></subparagraph><subparagraph id="id2732F5DFDF7B4F44888A8786CD9CE64F"><enum>(B)</enum><text>to eligible institutions that qualify for a waiver under subsection (e)(2); and</text></subparagraph><subparagraph id="idB471FEDBCE4349A1B7CF73C60F04116D"><enum>(C)</enum><text>to eligible institutions that are located in areas where there is a need for increasing computer science education opportunities.</text></subparagraph></paragraph></subsection><subsection id="H88C10587CDB34C09ADD1FC348E44A7BE"><enum>(e)</enum><header>Matching requirement</header><paragraph id="HDE0265F123674201BC5ED9BDE8AB56BA"><enum>(1)</enum><header>In general</header><text>To receive a grant under this section, an eligible entity shall provide, from non-Federal sources, an amount that is not less than 25 percent of the amount of the grant, which may be provided in cash or in-kind, to carry out the activities supported by the grant.</text></paragraph><paragraph id="H02472510A2AE4F10B8B8F436224F3A0E"><enum>(2)</enum><header>Waiver</header><text>The Secretary shall waive all or part of the matching requirement described in paragraph (1) for any fiscal year the Secretary determines that applying such requirement to the eligible institution would result in serious hardship or an inability to carry out the authorized activities described in this section.</text></paragraph></subsection><subsection id="H76327DE90CFB42769841C6D5CADD20F1"><enum>(f)</enum><header>Report to Congress</header><text>Not later than 2 years after the first grant is awarded under his section and each year thereafter, the Secretary shall submit to Congress a report on the success of the program based on metrics determined by the Secretary, including the number of centers established, the number of enrolled students, and the number of qualified teachers.</text></subsection><subsection id="H745C4FE59FBE4885A507BB35FF41E950"><enum>(g)</enum><header>Technical assistance</header><text>The Secretary shall use up to 5 percent of the amount appropriated for each fiscal year to provide technical assistance to eligible institutions.</text></subsection><subsection id="H26F0E2B5AD464E1684DD37BAA99C500E"><enum>(h)</enum><header>Definitions</header><text>In this section:</text><paragraph id="HF2F2421FB7E04EE19F2D173AFDA056F3"><enum>(1)</enum><header>Eligible institution</header><text>The term <term>eligible institution</term> means an institution of higher education, as defined in section 101, which may be in a partnership with a nonprofit organization.</text></paragraph><paragraph id="HF32182B3313F4F239FFDDE935ABDB7F1"><enum>(2)</enum><header>Computer science</header><text display-inline="yes-display-inline">The term <term>computer science</term> means the study of computers including algorithmic processes and engineering principles for hardware and software design, development, and systems integration, and their impact on society.</text></paragraph><paragraph id="H7EC20D06F6C5401BA8DCEBD8B21CBD10"><enum>(3)</enum><header>Computing</header><text>The term <term>computing</term> means any goal-oriented activity requiring, benefitting from, or creating algorithmic processes.</text></paragraph><paragraph id="HD7D2037C4543483888C884A1C1E43FD5"><enum>(4)</enum><header>Computational thinking</header><text display-inline="yes-display-inline">The term <term>computational thinking</term> means the human ability to formulate problems so that their solutions can be represented as computational steps or algorithms to be executed by a computer and integrated into broader networks of systems.</text></paragraph></subsection></section></subpart><after-quoted-block>.</after-quoted-block></quoted-block></section><section commented="no" id="H20CF56CE810D4D5BBA36596E919F1949"><enum>5.</enum><header>Adjunct teacher corps</header><text display-inline="no-display-inline">Section 255 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1035">20 U.S.C. 1035</external-xref>) is amended—</text><paragraph commented="no" id="HB5CC9EAC8981443A9329363E2666A805"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a), by inserting <quote>computer science,</quote> after <quote>science,</quote>;</text></paragraph><paragraph id="H1983F609727C453A9EB270683B8B73E7"><enum>(2)</enum><text>in subsection (b), by inserting <quote>computer science,</quote> after <quote>science,</quote>;</text></paragraph><paragraph commented="no" id="H9E2E472D5E26498EA2AD9A00AC3E9FC1"><enum>(3)</enum><text display-inline="yes-display-inline">in subsection (e)(1), by inserting <quote>computer science,</quote> after <quote>science,</quote>;</text></paragraph><paragraph commented="no" id="HAF3D35BAA8354B86947A9937C39C1116"><enum>(4)</enum><text display-inline="yes-display-inline">in subsection (f)(2)(A)(i), by inserting <quote>computer science,</quote> after <quote>science,</quote>;</text></paragraph><paragraph id="H43CD5389F10F4D5191C55AA094095BD8"><enum>(5)</enum><text>in subsection (g)(1), by inserting <quote>computer science,</quote> after <quote>science,</quote>;</text></paragraph><paragraph commented="no" id="HC1F65418C9CC432C8BC0141B09245EAD"><enum>(6)</enum><text display-inline="yes-display-inline">in subsection (g)(3), by inserting <quote>computer science,</quote> after <quote>science,</quote>; and</text></paragraph><paragraph commented="no" id="H77A1BE88F4FE4456A7D3A068D04B7508"><enum>(7)</enum><text display-inline="yes-display-inline">in subsection (k)(2), by inserting <quote>computer science,</quote> after <quote>science,</quote>.</text></paragraph></section><section id="HE597E2F588344C8983CEDB5332B2FEBA"><enum>6.</enum><header>Graduate fellowships to prepare faculty in high-need areas at colleges of education</header><text display-inline="no-display-inline">Section 258(d)(2)(A) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1036">20 U.S.C. 1036(d)(2)(A)</external-xref>) is amended by inserting <quote>(including computer science)</quote> after <quote>technology</quote>.</text></section><section id="H8ED00CA4A4A748C2BA99339AB1F0A17C"><enum>7.</enum><header>Teach grant</header><text display-inline="no-display-inline">Section 420N of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1070g-2">20 U.S.C. 1070g–2</external-xref>) is amended—</text><paragraph id="HE6CECB6A322149158F50A2FF770330B5"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a)(2)(B)(i), by inserting <quote>computer science,</quote> after <quote>science,</quote>; and</text></paragraph><paragraph id="H888E772A60C944F0BB637C90F14641DE"><enum>(2)</enum><text>in subsection (b)(1)(C)—</text><subparagraph id="HDBED1A5825284220BD807D576A873360"><enum>(A)</enum><text>by redesignating clauses (iii) through (vii) as clauses (iv) through (viii), respectively; and</text></subparagraph><subparagraph id="H800F393B6B8A4BF9B4FD81FA569D7F5C"><enum>(B)</enum><text>by inserting after clause (ii), the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H5CB9CC5F2F4B4A369B2BBFB18E5017CD"><clause id="H3F830832FE134BBB8D3F671AC04B2DCC"><enum>(iii)</enum><text id="HBA03621FA05A466D9FAE15414CE0CC6D"><enum>8.</enum><header>Graduate and postsecondary improvement programs</header><subsection id="H0CE4F2ADAD7046B4BBB7299D1D553943"><enum>(a)</enum><header>Purpose</header><text display-inline="yes-display-inline">Section 700(1)(B)(i) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1133">20 U.S.C. 1133(1)(B)(i)</external-xref>) is amended by inserting <quote>computer science,</quote> after <quote>science,</quote>.</text></subsection><subsection id="H7532A91CE4234BF3A25FACEF9C732FC3"><enum>(b)</enum><header>Designation of areas of national need</header><text>Section 712(b)(4) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1135a">20 U.S.C. 1135a(b)(4)</external-xref>) is amended by inserting before the period at the end the following: <quote>, including the need for computer science</quote>.</text></subsection></section></legis-body></bill>
