which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To direct the Director of the National Institutes of Health, in consultation with the Director of the National Heart, Lung, and Blood Institute, to establish a program to support or conduct research on valvular heart disease, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="HB40BF5931B0D43CDABADAD860EFF1F6D"><section section-type="section-one" id="H45F254E224E04490AB5829BB025349E0"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Cardiovascular Advances in Research and Opportunities Legacy Act</short-title></quote>.</text></section><section id="HB61B58D2BC6B4B4681BC50D8B84ED9AC"><enum>2.</enum><header>Grants for valvular heart disease research</header><text display-inline="no-display-inline">Subpart 2 of part C of title IV of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/285b">42 U.S.C. 285b</external-xref> et seq.) is amended by inserting after section 424C the following:</text><quoted-block style="OLC" id="HCB49503582F34E9D8FEC56A9FC1AD72A"><section id="HA06C18ABFBD04DB48582484E434BA34E"><enum>424D.</enum><header>Grants for valvular heart disease research</header><subsection id="H2850617BB6494478B1720BDCDF6CC999"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Director of the National Institutes of Health, in consultation with the Director of the Institute, shall support or conduct research regarding valvular heart disease.</text></subsection><subsection id="H98BE7638F6B746AAB138291D1820CD05"><enum>(b)</enum><header>Support guidelines</header><text>The distribution of funding authorized in subsection (a) may be used to pursue any of the following outcomes:</text><paragraph id="H215B61862CC04DDABF14C8D200F29741"><enum>(1)</enum><text display-inline="yes-display-inline">Using precision medicine and advanced technological imaging to generate data on individuals with valvular heart disease.</text></paragraph><paragraph id="HB6F1CCD92882426F8006DEB491B38D88"><enum>(2)</enum><text display-inline="yes-display-inline">Identifying and developing a cohort of individuals with valvular heart disease and available data.</text></paragraph><paragraph id="H0568F515D14C4016990A5B2519A45044"><enum>(3)</enum><text display-inline="yes-display-inline">Corroborating data generated through clinical trials to develop a prediction model to distinguish individuals at high risk for sudden cardiac arrest or sudden cardiac death from valvular heart disease.</text></paragraph><paragraph id="HBAEE561257734C6C84DCB9691F8FDC38"><enum>(4)</enum><text display-inline="yes-display-inline">Other outcomes needed to acquire necessary data on valvular heart disease.</text></paragraph></subsection><subsection id="H2211B56C20744E86BFBD5C02A40607D4"><enum>(c)</enum><header>Mitral valve prolapse workshop</header><text>Not later than one year after the date of enactment of this section, the Director of the Institute shall convene a workshop composed of subject matter experts and stakeholders to identify research needs and opportunities to develop prescriptive guidelines for treatment of individuals with mitral valve prolapse.</text></subsection><subsection id="HF7356DEC08A24F409259CD0989176E74"><enum>(d)</enum><header>Authorization of appropriations</header><text>For the purpose of carrying out this section, there is authorized to be appropriated $20,000,000 for each of fiscal years 2022 through 2026.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="H883EF5A9E14243228F6E29FAE93C0225"><enum>3.</enum><header>Programs of centers for disease control and prevention</header><text display-inline="no-display-inline">Part J of title III of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280b">42 U.S.C. 280b</external-xref> et seq.) is amended by inserting after section 393D the following section:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HC8B454F6D07C4565B409898AE841BE2B"><section id="H260278A2B73E45CC9B9C522036FCF187"><enum>393E.</enum><header>Prevention of sudden cardiac death as a result of valvular heart disease</header><subsection display-inline="no-display-inline" id="H4F9106A982F945AC8E269ADCE9049ACD"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary, acting through the Director of the Centers for Disease Control and Prevention, may carry out projects to increase education, awareness, or diagnosis of valvular heart disease and to reduce the incidence of sudden cardiac death caused by valvular heart disease. Such projects may be carried out by the Secretary directly or through awards of grants or contracts to public or nonprofit private entities. The Secretary may directly (or through such awards) provide technical assistance with respect to the planning, development, and operation of such projects.</text></subsection><subsection id="HF83A40C41EF443318E294ADDCFDAB8E8"><enum>(b)</enum><header>Certain activities</header><text>Projects carried out under subsection (a) may include—</text><paragraph id="H844FD32D271D4DE2874D47B28FAD93E8"><enum>(1)</enum><text display-inline="yes-display-inline">the implementation of public information and education programs for—</text><subparagraph id="H724D4C5096AC4469B9FC69F22B71EE92"><enum>(A)</enum><text display-inline="yes-display-inline">the prevention of sudden cardiac death from valvular heart disease; </text></subparagraph><subparagraph id="H3C41940A7AFF47C7B2125A9C55AF86FE"><enum>(B)</enum><text display-inline="yes-display-inline">broadening the awareness of the public concerning the risk factors for, the symptoms of, and the public health consequences of, valvular heart disease; and</text></subparagraph><subparagraph id="H59EC10FE1AEE4D23B884CB51C142BB4C"><enum>(C)</enum><text display-inline="yes-display-inline">increasing screening, detection, and diagnosis of valvular heart disease; and</text></subparagraph></paragraph><paragraph id="HD3DECBAF5F714ABF8E8AFC68E630BA3C"><enum>(2)</enum><text display-inline="yes-display-inline">surveillance of out-of-hospital cardiac arrests to improve patient outcomes. </text></paragraph></subsection><subsection id="HD2096BE8682F4259A37B5E8DED7748A0"><enum>(c)</enum><header>Grant prioritization</header><text display-inline="yes-display-inline">The Secretary may, in awarding grants or entering into contracts pursuant to subsection (a), give priority to entities seeking to carry out projects that target populations most impacted by valvular heart disease.</text></subsection><subsection id="H384B7E4ECA3F4681BDA44FE96CE0B4DE"><enum>(d)</enum><header>Coordination of activities</header><text display-inline="yes-display-inline">The Secretary shall ensure that activities under this section are coordinated, as appropriate, with other agencies of the Public Health Service that carry out activities regarding valvular heart disease.</text></subsection><subsection id="H05AF36ADB32E4DC7996347AAAE447724"><enum>(e)</enum><header>Best practices</header><text display-inline="yes-display-inline">The Secretary, acting through the Director of the Centers for Disease Control and Prevention, shall—</text><paragraph id="HEAFC52A509034AD1AA2A839848F2D9EF"><enum>(1)</enum><text display-inline="yes-display-inline">collect and analyze the findings of research conducted with respect to valvular heart disease; and</text></paragraph><paragraph id="HC3F1620B447E4B0CA05DEA3922244727"><enum>(2)</enum><text display-inline="yes-display-inline">taking into account such findings, publish on the website of the Centers for Disease Control and Prevention best practices for physicians and other health care providers who provide care to individuals with valvular heart disease. </text></paragraph></subsection><subsection id="H2058300CAD48453AA1AD03357E67BA90"><enum>(f)</enum><header>Authorization of appropriations</header><text>For the purpose of carrying out this section, there is authorized to be appropriated such sums as may be necessary for each of fiscal years 2022 through 2026.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
